Mopani invests KR 142 million in upgrade of cobalt plant securing more than 300 jobs

Mopani Copper mines Plc is to invest more than KR142, 000,000 ($27,000,000) to upgrade its Nkana Cobalt Plant which will result in an increase in production capacity from 2,800 tonnes to 7,000 tonnes of cobalt metal per annum.

The upgrade will also improve the quality of the metal produced.

Additionally and more importantly, this investment will secure and sustain more than 300 jobs.
 
This project upgrade is critical to Zambia’s economy as the government seeks ways of creating more jobs and sustaining existing ones. The Minister of Labour and Social Security, Honourable Fackson Shamenda, commended Mopani for the initiative. He said:
 
“What Mopani has done is one of the best industrial practices we are looking at as government. I wish all companies could take a leaf from Mopani and invest in production and protect jobs for our people. This is how any responsible company should behave. Some companies are looking at every opportunity to retrench people, but Mopani has shown commitment to creating and sustaining jobs.”    
 
The upgrade of the plant will enable processing of intermediate cobalt hydroxide from third-party concentrates to produce cobalt metal. The Cobalt plant will also have expanded cobalt electrowining capacity, full nickel removal and manganese rejection process and improved filtration technology.

The investment will also facilitate production of a nickel by-product from third party concentrate feed. The plant is expected to be commissioned in June 2014.
 
Mopani Copper Mines Plc Chief Executive Officer, Danny Callow, commented:
 
“I’m happy that our Cobalt Plant will resume operations next year following the approval of KR142, 000,000 investment into the upgrade of the plant. This investment will not only more than double production, but will also secure more that 300 jobs as well as sustain government revenue, not to mention other spillover benefits for suppliers, contractors and the surrounding  communities. The upgrade is in line with our Company’s objectives and government plans to increase investment so as to create more jobs and sustain existing ones. This investment will make a significant contribution to Zambia’s economy.”
 
Kitwe Mayor, Chileshe Bweupe, commented, “The imminent reopening of the Nkana Cobalt Plant following investment by Mopani is the best news we have received so far this year as Kitwe City Council, especially looking at the number of jobs that will be secured and the obvious trickledown effect to the economy of the city.”

He added, “We are confident that with such investment as Mopani is making in Kitwe, the future of our city is secured. We can breathe a sigh of relief that we are not hearing about job losses, instead jobs are being secured. Well done to Mopani. We will continue to partner with Mopani in the development of our City.”

THE opposition UPND has warned of more expulsions of its Members of Parliament (MPs) that accept Cabinet positions in Government, party deputy spokesperson Cornelious Mweetwa has said.

The UPND stamped their authority when it expelled their first appointee, Itezhi Tezhi MP, Greyford Monde last week for accepting a Cabinet post.

Mr Mweetwa said his party would not allow what it termed as back-door appointments of its members.

In an interview in Lusaka yesterday, he said any MP that would be appointed to a ministerial position would have to face the consequences of their actions.

He was speaking in reference to revelations by Vice President Guy Scott over the weekend that more UPND MPs planned to ditch the opposition party to join the PF.

He said no single MP of the UPND went to Parliament without the backing of the party and it was only proper that MPs obeyed the rules and regulations of the party.

He said for as long as the PF continued appointing MPs without consulting the party leadership, any appointed MP would face immediate expulsion.

“We are not going to allow MPs to be appointed using the back door, if they want our MPs, let them consult us ,if they do that we will have no problems,” Mr Mweetwa said.

He was not aware of any MPs that planned to accept any more appointments but dared those that were entertaining such ideas to do so and face the party’s wrath.

“In case these MPs exist, let them go ahead. We will not stand in their way because that is a personal choice,” he said.

Mr Mweetwa said expelled MP, Mr Monde, should not cry foul when he snubbed a displinary hearing where he had an opportunity to exculpate himself adding that Mr Monde acted with impunity when he decided not to attend the disciplinary meeting, stating that the his expulsion was final.

“When an opportunity was given to him to exculpate himself he decided to elect impunity so what I can say is that his expulsion is final,” he said.

And party spokesperson Charles Kakoma has said MPs intending to join the PF administration were weakening the opposition in Zambia.

He said in an interview yesterday that opposition MPs from the party should be cleared by the National Management Committee (NMC) before accepting ministerial appointments to serve in the PF Government.

Mr Kakoma urged the UPND MPs intending to serve in the PF administration to consult the leadership of their party before deciding to cross to the ruling party.

He said the NMC had resolved that no UPND MP would be allowed to take up a ministerial position in Government without consulting the Committee.

He said failure by any MP to consult the Committee would result in disciplinary action.

“The resolution by the National Management Committee is final and that no MP should take up any position in Government unless it has been approved by the UPND. If the member acts emminical to the party, the MP will be disciplined,” he said.

He urged UPND MPs to desist from accepting ministerial appointments as this was not adding value to the democratic dispensation.

He said the PF had several MPs occupying back bench in Parliament and wondered why the ruling party was appointing MPs from the opposition.

“The scheme weakens the opposition political parties and should not be allowed,” he said.

Two young men die from suspected witchcraft after stealing goods

Two youths both of Makalanguzu village in Kazungula district have died from suspected witchcraft while others are now living in fear after they swindled an unknown business woman who went to buy goods from Botswana.

Patrick Machai and the other who has only been identified as Levy both aged between 22 and 30 died mysteriously recently after complaining of lower abdominal pains.

According to sources who did not want to disclose their names, the duo while acting with eight others are suspected to have stolen among other items a plasma television belonging to an unknown business woman who was coming from Botswana where she went to buy her goods.The sources said the woman in question had engaged the late Patrick Machai to be helping her carry her merchandise and take it to customs offices for clearing whenever she could come from Botswana for shopping.

They added that investigations on the ground are that some of the business woman’s goods went missing during her recent trip from Botswana after Machai and his team mates came to help her carry her items but they all denied that they had stolen some of her things.Sources said it was at that point that the woman started complaining and undressed in front of the people who carried her goods.She then told them that they will die one by one and that the last person in the group would get mad.

Meanwhile, Langison Matunga a Kazungula resident disclosed that before the business woman left for Lusaka aboard Mazhandu family bus she paid the young men the money they had worked for according to the agreement and promised them that she would have another trip to Kazungula soon.

Mr. Matunga who is Patriotic Front (PF) District Party Secretary said he was saddened to hear the incidence and said stealing is never a good thing as it can lead to such situations.He said the woman in question should have reported the case to the police station instead of taking the law into her own hands adding that the community should learn something from what had happened so that they can never get involved in similar predicament.

The late Patrick Machai was put to rest on Sunday while the other one named Levy was buried on Friday.

The business woman is suspected to have come from Kawambwa in Luapula Province while others say she is a Congolese national.

Faz Ready To Welcome Back Banned Players

Faz says clubs will be free to register the eight banned Finnish football match fixers as soon as their worldwide ban are lifted.

Faz said in a statement none of the players’ international transfer certificates had been recalled from the Finnish FA.

“The Football Association of Zambia wishes to advise the football fraternity and nation that the Zambian players who were implicated and convicted in the Finnish courts for various match fixing scandals in Finland will be registered to play for local clubs that have expressed interest in their services,” FAZ stated.

“But that their return to football will have to be preceded by complete serving of the worldwide sanction, concluding the process of re-registration at the end of their bans as well as recalling of their International Transfer Certificates (ITC’s) from Finland through the FIFA Transfer Matching System (TMS). No ITC of the eight players involved in match fixing has been recalled from Finland.”

The eight Zambian players were convicted and handed suspended sentences before they were slapped with two year bans by FIFA last April back dated to April, 2011.

Striker Jacob Mulenga of FC Utrecht is currently Africa’s second best striker in the Dutch league this season.

The 29-year-old ex-Afrisports strikers’ brace on Sunday in Utrecht’s 4-0 home win over Roda JC moved his tally of the 2012/2013 Eredivisie to 11from 20 games played for sixth placed Utrecht.

Mulenga is however eighth on the top scorers chart and 11 goals behind Cote d’Ivoire striker Wilfried Bony of fourth placed Vitesse who is top scorer on 22 goals this season.

The duo are currently the only Africans in the top 10 Dutch league hit list this season.

Mulenga’s form is in contrast to his bombed show in the game against Ethiopia at the 2013 Africa Cup in the midst of Zambia’s flopped defence of the crown they won in 2012.

Chief Madzimawe of the Ngoni people of Chipata says last Saturday’s Nc’wala traditional ceremony of the Ngoni people in Eastern province was well organized.

Speaking in an interview with ZANIS in Chipata today, Chief Madzimawe said this year’s Nc’wala traditional ceremony was well organized by the various stakeholders who showed commitment to see the hosting of the ceremony improve.

He also stated that this year’s ceremony which was held in honour of Paramount Chief Mbelwa of the Ngoni people of Malawi who died two weeks ago, was special to the Ngoni people as they were remembering their great leader.

Paramount Chief Mbelwa is said to be one of the sons of Zwangendaba who is the ancestor of Paramount Chief Mpezeni of the Ngoni people of Eastern province.

Chief Madzimawe noted that the discovery of the Ngoni people’s ancestor Zwangendaba’s remains in Chieftainess Nawayitwika’s chiefdom in Muchinga Province also made a difference to the Nc’wala traditional ceremony this year.

He however stated that the Ngoni Royal Establishment would meet various stakeholders to discuss what should be done about the exhuming of the remains of Zwangendaba to Chipata district in Eastern Province.

Chief Madzimawe said the issue of exhuming the remains of the founder leader of the Ngoni people was a sensitive issue because it could lead to a change in the history taught in schools.

“The matter needs to be treated with caution because it will lead to a change in the history syllabus,” he said.

The chief said the Ngoni Royal Establishment will ensure that they engage in consultations before they decide on the way forward over the issue.

Meanwhile, Eastern Division Police Commissioner said last Saturday’s Nc’wala was incident free and only one minor road traffic accident was recorded.

Mrs Chipalila said a man of middle age was slightly hit by an oncoming vehicle as he was jumping off a truck on the Great East road.

She said that the victim sustained minor bruises and was taken to Chipata General Hospital for treatment.

PF councillor arrested for corruption

The Anti-Corruption Commission (ACC) on the Copperbelt has arrested a Patriotic Front (PF) Ward Councillor in Luanshya and another person for corrupt practices involving KR 1,000 (K1 Million).

ACC Acting Spokesperson Queen Chibwe confirmed the development in a press release made available to ZANIS in Ndola today.

Gershom Mpundu, a PF Councilor for Ward 23 Baluba in Luanshya, and Evaristo Chisenga a resident of Mpatamatu in Luanshya were arrested on Friday and charged with Corrupt Practices with a Private Body contrary to Sections 20 (2) as read with Section 66 of the Anti-Corruption Act No. 3 of 2012.

According to Ms Chungu details are that Gershom Mpundu and Evaristo Chisenga on dates unknown but between 1st April 2012 and 17th April 2012 in Luanshya jointly and whilst acting together corruptly gave KR 1,000 (K1 Million) cash gratification to Yarmson Njalili, a Human Resource Officer at 15 MCC Milyashi Mine as an inducement.

The reward according to the statement was meant for Mr Njalili to offer employment to Evaristo Chisenga at Milyashi Mine.

The two were remanded in custody by the Luanshya Subordinate Court at Luanshya Prison awaiting the ruling on their bail application which will take place on 7th March 2013.

Minibus drivers block roads in Kabwe in protest

Irate bus drivers in Kabwe were up in arms against their fellow colleagues , the pirate taxi drivers whom they accused of interfering with their operations.

The registered minibus drivers lamented that most of the mushrooming of pirated taxis in the town were operating illegally saying in most cases were not event paying tax like they do.

As a result there was commotion in the Central Business District of Kabwe after the drivers blocked most streets in the town centre.

The aggrieved parties marched later to the Provincial Administration seeking the address of the area District Commissioner, Patrick Chishala .

Commissioner Chishala however assured the drivers that his office was aware of the problems they were facing mainly caused by the illegal taxi operators.

Kabwe Bus Drivers Association, General Secretary, George Kamwimbe, justified the demonstration.

“We are paying various taxes to the government through the Zambia Revenue Authority, Kabwe Municipal Council and RTSA while these pirated taxis are not paying anything and are illegally operating in the eyes of the law.” said Mr. Kamwimbe.

Mr. Kamwimbe believed that the PF is a government of laws and order, and stated that President Michael Sata is a man of action, but wondered how this illicit activity has continued.

Meanwhile, Kabwe Bus Drivers Association, Vice Chairperson, Madalitso Zulu, says it was time the Kabwe Municipal Council [KMC] started considering the bus drivers as stakeholders in the transport sector.

“To us [drivers], we believe those are illegal because those are not taxis but private vehicles which apparently, are not registered as public vehicles as they still have black number plates.” said Mr.
Zulu.

Mr. Zulu questioned if it would be right for them as bus drivers to sit down and watch the non-tax payers such as the illegal taxi operators to benefit from their illicit actions of taking away their

business.

ZCCM-IH urged to take over the operations of the embattled Collum coal mine

The Zambia Chambers of Commerce and Industry ( ZACCI ) has urged the Zambia Consolidated Copper Mines Investment Holdings ( ZCCM-IH) to take over the operations of the embattled Collum coal mine.

ZACCI Vice President –South Chabuka Kawesha says his organization ZCCM-IH should consider taking over operations to ensure continuity of all operations at the coal mine.

“ ZCCM-IH must address the flows that lead to government’s decision being that of repossessing the mine, “ he said.

ZANIS reports that Dr. Kabwesha said this in a statement in Lusaka , today.

He explained that operations of Collum coal mine as represented through various media reports over the past years have raised concerns.

“ And we believe the appropriate ministries and other government offices had more detail and information hence the decision taken by Government, “ he said.

He added that his Institute believes that ZCCM-IH may within its powers and in the shortest possible time, appoint or select a small group of local Zambian mining experts to manage the facility by going forward.

“ We believe that ZCCM-IH may within its powers and in the shortest possible time, appoint or select a small group of local Zambian mining experts to manage the facility going forward and bring it to profitable levels with the right framework of employee engagement and sustained visible philanthropic support to the local community, “ he said.

He explained that as a nation we have the capacity to identify local or internationally based professional Zambians with credible credentials to manage the mine and the new managers should go to the local and international finance markets for operational capital for Collum Coal Mine going forward.

Dr Kawesha suggested that the appointed team should first identify a revival strategy for the operations and enable sustainable operations with minimal government support. Thereafter look for equity partners in addition to working with ZCCM-IH.

It is not a secret that foreign run mining companies go for syndicated finance options or to international capital or financial institutions like the IFC, African Development Bank and many others to finance huge projects which are capital intensive, he explained.

“ Therefore, the team of Zambian managers should put up a bankable document and obtain finance from either local or foreign financial institutions so as not to place any burden on the government,” said Dr. Kawesha.

The Chamber says the Ministries of Finance and Mines and the ZCCM-Investment Holding (IH) should appoint a team of professional Zambian in the areas of administration, mining and finance to revive and operate the Munali Nickel mine in Mazabuka.

It adds that the team should also consider restoring national assets at the coal mine in similar lines like at Zambia Railways led by an ably qualified Zambian engineer can be replicated to our mining facilities.

We all know it’s a long stretch for government to finance Professor Chirwa’s positive and well-intended project. And at some stage local or international financial institutions have to come into play by way of financing the national and inter-town rail networks.

The ZACCI Vice President –South has further suggested that the Ministry of Finance, Ministry of Mines and ZCCM-IH should appoint separate teams of Zambian experts in the areas of administration, engineering, finance and mining to undertaken the operations of the Collum Coal Mine and Munali Nichel Mine both located in Southern Zambia.

“ Each team should, just like foreign mining operators based in Zambia or elsewhere do, go to the international or local capital markets to raise operational capital or indeed invite in an equity partner or two,” he said.

Alternatively ZCCM-IH should call for “expressions of interest” or “request for proposals” as a matter of urgency for both mines. EOI or RFP opens the playing field and guarantees strong partners, he concluded.

Government recently took over a Chinese-run coal mine where managers once opened fire on its Zambian workers during a labor dispute.

Mines and Minerals minister Yamfwa Mukanga explained that that government had seized control of Collum Coal Mining Industries Ltd.

Mr. Mukanga said the Chinese managers had not addressed safety, health and environmental concerns at the mine, had also failed to declare production and had not paid royalties to the government.

There has been a history of problems at this mine. Two Chinese managers were accused of shooting coal miners there during a labor dispute in 2010.

Clashes at the mine in August reportedly saw one Chinese worker killed and two others injured.

Labor conflicts at Chinese businesses in Zambia are pointed to as examples of problems with Chinese investors across Africa.

Rescind ban on rallies, NGO’s tell Libongani

Five Civil Society Organisations have challenged Inspector General of Police Stella Libongani to rescind the decision to political parties from organising campaign rallies in Mpongwe and Livingstone ahead of Thursday’s bye elections.

The civil society organisations charged that the Zambia Police Services does not have powers to ban political parties from organising campaign rallies.

The NGO have since warned that Zambians might lose confidence in the electoral process if opposition political parties are not allowed to freely hold campaign rallies.

The five organizations namely, AVAP, SACCORD, FODEP, ZCID and the Zambia National Women’s Lobby have since challenged the ECZ to make their stance known over the decision by the Zambia Police to ban political rallies in Mpongwe and Livingstone.

Speaking on behalf of the five NGOs at a news briefing, Zambia National Women’s Lobby Executive Director Juliet Chibuta said the decision by the Zambia Police to ban political rallies is unconstitutional.

Mrs. Chibuta said the results of the Mpongwe and Livingstone bye election risk being challenged in the courts of law on grounds that the playground was not even.

“Regarding the police ban on political rallies and the advice to concerned political parties to conduct other ways of campaigns such as door to door, we would like to express our greatest concern on this directive.”

“Firstly, it is not possible for political parties to communicate to possible electorate using the suggested method and enable them canvass enough support needed for a party to win elections, for example, Livingstone has about 68,000 registered voters while Mpongwe has about 35,000 registered voters. How does a political party manage to reach out to such a large population of people using door to door campaigns?” she said.

She also observed that the ban on political rallies might also result in voter apathy.

“We don’t know which law the police is using to curtail and shorten the campaign period by banning rallies from that prescribed by the ECZ which is 48 hours before the poll but ahead of these bye elections, the campaign rallies are now ending 96 hours before the polls. Is this the right way to curb violence?”

Over the weekend, Deputy Inspector General of Police Solomon Jere announced that the Zambia Police Service has banned all political parties from holding campaign rallies in Mpongwe and Livingstone ahead of Thursdays’ elections in order to safeguard public peace and order.

Mwape Miti Heads to Denmark on Tuesday

Ex-Chipolopolo forward Mwape “Jagger” Miti is scheduled to leave for Denmark on Tuesday at the invitation of his former club OB Odense.

Miti confirmed his journey on Monday afternoon.

“They (Odense) phoned me and said they wanted to see me. They have even sent air-tickets,” the ex-Power Dynamos star said.

“I don’t know their plan so I didn’t even ask them, I will know when I go there” Miti stated.

He added:”I am happy that those people still remember me after spending nine years there.”

A knee injury forced Miti to retire from active football in 2006 and Odense accorded him a testimonial match in that same year.

The striker from defunct Mulungushi Chiefs played 246 games for Odense scoring 109 goals.

In 2004, Miti finished as joint top scorer in the Danish Superliga with 19 goals.

Political parties regret Saturday’s violence in Livingstone

The two main contending political parties taking part in the Livingstone parliamentary by-elections have regretted the violence that occurred on Saturday and noted that it spoiled the record of peaceful campaigns during the last three weeks.

And the Livingstone District Conflict Management Committee has observed that campaigns had been peaceful since nominations were lodged in about a month ago.

Campaign manager for the ruling Patriotic Front (PF) Obvious Mwaliteta said the police’s decision to ban the holding of campaign rallies in Livingstone should be respected by all political parties.

Mr. Mwaliteta told ZANIS in Livingstone today that the PF had no option but to abide by the police orders which he said were meant for the good of everyone in Livingstone.

He said the police have a duty to keep law and order hence the need for all political parties to respect the decision.

Mr. Mwaliteta has however remained optimistic that despite the banning of political rallies in the constituency, the PF has campaigned effectively to warrant its candidate, Lawrence Evans’ victory on February 28, 2013.

He said the people of Livingstone have resolved to vote for the ruling party now because they were craving for development.

And opposition United Party for National Development (UPND) campaign manager in the Livingstone parliamentary by-election Garry Nkombo has paid glowing tribute to the people in the constituency for maintaining peace since campaigns started.

Mr. Nkombo said all political parties and other stakeholders ensured that political violence was circumvented until Saturday when some conflict was recorded.

He said the violence was unfortunate as it spoiled the coexistence of political parties amidst competitions.

He however said that his party had confidence of winning the Thursday parliamentary by-election because people in the area trust the UPND.

Meanwhile, the Livingstone District Conflict Management Committee chairperson, Hikazinga Habanyama said Livingstone campaigns have generally been peace except for the Saturday violence.

Mr. Habanyama has however confirmed receiving reports of violence yesterday and said his committee was investing the matter.

Both campaign managers and Mr. Habanyama have since appealed for peace so that voting can take place in a conducive environment on Thursday this week.

The Livingstone parliamentary seat fell vacant after the then UPND Member of Parliament, Howard Sikwela resigned from his party citing hostility as the reason for his stepping down.

The seat is being contested by Lawrence Evans of PF, Regina Musokotwane of UPND, Fred Siasuntwe of Movement for Multiparty Democracy (MMD) and Green Mwanangombe of United National Independence Party (UNIP).

First Lady Dr Christine Kaseba is tomorrow expected in Johannesburg, South Africa where she will be the Guest Speaker at the Global Business Coalition for Health members meeting.

Zambia’s High Commissioner to South Africa Muyeba Chikonde disclosed to ZANIS in Pretoria today that the Global Business Coalition for Health has members that include companies that invest their resources in tackling health issues as well as initiatives to tackle malaria.

Mr Chikonde said the Global Business Coalition for Health also tackle diseases that include Tuberculosis, malaria and other non-communicable diseases.

“The meeting will focus on issues of threats posed by agriculture and food security, cross sector partnerships among African players,’’ he said.

Mr Chikonde further noted that Global Business Coalition for Health will also look at initiatives to eliminate malaria and will also focus on lessons learnt from effective local programming and how businesses can apply its experiences in addressing infectious diseases.

The High Commissioner also noted that the First Lady will also have round table meetings and will also meet members of the Global Business Coalition for Health who are interested in cervical cancer.

Mr. Chikonde has since called on Zambians to support the First Lady in her programmes.

The First Lady is also expected to attend a dinner shortly upon arrival tomorrow that will hosted by South Africa First Lady Bongi Ngema-Zuma .

Ban of political rallies by Police regretable, only ECZ is mandated to set time table-Akufuna

The Electoral Commission of Zambia (ECZ) says it regrets the statement made by Deputy Inspector of Police Solomon Jere who yesterday banned public rallies during the campaigns in the Livingstone constitutively by-elections.

In an press statement made available to ZANIS in Livingstone today, ECZ Public Relations Manager, Chris Akufuna reiterated that political campaigns, including rallies for both Mpongwe and Livingstone constituencies will end tomorrow, Tuesday, 26th February
at 06:00hours as stated in the earlier statements issued by the commissions on 10th February, 2013.

“The ECZ has noted with regret the statement made by Dr Jere banning public rallies during campaigns in Livingstone by-election and I wish to reiterate that political campaigns including rallies will end tomorrow the 26th of February at exactly 06:00 hours,” said Mr Akufuna.

Mr Akufuna stated that the commissions was not aware of any ban of party campaigns as stated by Dr Jere who yesterday announced the ban of all political campaigns in Livingstone.

“The commissions is not aware of any ban of political campaigns as announced by Dr Jere and I want to state that it is the mandate of the commission to set up election time table, including a campaign time table which should be adhered to by all political parties and stakeholders without exception ,” said Mr Akufuna.

“The commission therefore regrets the confusion that has risen from the statement made by Dr Jere” he added.

He explained that the current position of the commission is that the official campaign period ends tomorrow at 06:00 hours.

Yesterday Dr Jere announced the close of campaign activities in both Mpongwe and Livingstone by-elections set for February 28th, 2013, citing violence as a reason for the ban of political rallies.

Meanwhile, Former Works and Supply Minister Mike Mulongoti says banning of political parties from holding public rallies is not a solution to avoiding violent clashes during by election campaigns.

Mr Mulongoti said this will infringe on the rights to access information on the part of citizens and a hindrance to freedom of expression on the part of political parties.

Mr Mulongoti told ZANIS Ndola in a telephone interview today that abolishing political rallies on whatever occasions will only make it difficult for political parties to get their manifestos and sell themselves to members of the public.

He urged the Zambia Police Service not to enforce such a law but first liaise with political party leaders and stakeholders in order to find a lasting solution to violence during campaigns.

Mr Mulongoti added that banning political parties from holding public rallies will be uncalled for because not all political parties in the country are involved in the violent cases been recorded.

He further appealed to the police to check on the two parties that clashed in Livingstone in order to establish a better way of handling this case other than banning all political parties’ country wide from holding rallies.

And UPND Trustee in Charge for Presidential Affairs Cornwell Sakala said Zambia is a democratic country which should allow its political parties to express themselves freely.

Mr Sakala said public rallies by political parties is the only mode that they use to communicate with people and if the police decide to completely ban them from campaigning publicly then the freedom of speech and information will be suppressed.

He said this act is unacceptable because if people are suppressed then democracy is also suppressed.

Mr Sakala further said that banning political rallies will not in any way help to alleviate violent cases recorded but will add more confusion.

The Zambia Police Service has banned political parties from holding public rallies as a measure of controlling violence as witnessed in both the Mpongwe and Livingstone by-elections.

CEC buys majority stake in Nigerian power firm

KANN Utility Company Limited, a 50% joint venture of the Copperbelt Energy Corporation PLC has signed an agreement to acquire a 60% interest in the Abuja Electricity Distribution Company.

The agreement was signed in the Nigerian capital, Abuja, on Thursday 21st February, between KANN Utility Company Limited, the Bureau of Public Enterprises and the Ministry of Finance of Nigeria.

The consideration payable for the 60% interest in AEDC is US$164 million, out of which 25% which is about US$41 million is payable within 15 days of signing the Agreement, with the balance of 75% which is US$123 million payable after six months.

The financing plan for the acquisition has been developed with Standard Bank of South Africa, and it is intended to finance the acquisition with a combination of debt and equity.

The transaction is expected to be finalised and shares transferred when the final payment is made which is anticipated to be around August 2013.

KANN, comprising CEC PLC and XerXes Global Investments as the other joint venture partner, was confirmed as preferred bidder to acquire AEDC in November 2012 following a rigorous international bidding process that commenced with the submission of an Expression of Interest in March 2011, and submission of a bid on 31st July 2012.

AEDC has a franchise for distributing electricity in four states, comprising the Federal Capital Territory of Abuja, Niger State, Kogi State and Nasarawa State.

Serving 133,014sq km with a population of 10.5 million people in 2.3 million households, the AEDC covers a relatively lightly populated area dominated by the Federal Capital.

It has around 600,000 customers and an average electrification rate of 27%.

Approximately 3,000 people are employed by AEDC.

AEDC purchases power from the Nigeria Bulk Electricity Trading Plc and is connected to various power generation plants by the Transmission Company of Nigeria.

During the interim period, preparations will be made to take over the management of AEDC.
