Zambian law provides for safe abortion-Health Minister

Government says it does not want to see any woman die as a result of unsafe abortion, when the law provides for safe abortion services.

Health minister Joseph Kasonde says government has always said that it does not want abortion to be done if possible, but if done, should be by registered practitioners.

Dr. Kasonde says women should not be dying at the hands of practitioners that have no ability to carry out the service properly when health centres provide for safe services.

Speaking to QFM News, Dr. Kasonde states that in 1972, parliament passed an act allowing women to access safe abortion, under which safe abortion was defined.

The republican constitution allows for the termination of pregnancies, provided such is done within the laid down conditions of the law.

According to the termination of pregnancy Act of 1972, an abortion in Zambia can be conducted where the pregnancy constitutes a risk to the life of the pregnant woman.

And the ministry of health’s standards and guidelines for reducing unsafe abortion, morbidity and mortality in Zambia stipulates that termination of pregnancies is legal, provided it is conducted by trained and skilled medical providers within the confines of the law.

Southern province Minister Obvious Mwaliteta says the under-development in the province is not the fault of the Patriotic Front but is as a result of the refusal by UPND parliamentarians to work with the government.

Mr. Mwaliteta says he has been to Chikankanta, Pemba and Namwala constituencies but unfortunately none of the parliamentarians have come forward to discuss with him how they can work with government to develop their areas.

He says it is unfortunate that the UPND parliamentarians have refused to work with the Patriotic Front government because of tribal reasons thus punishing ordinary electorates.

Mr. Mwaliteta, who is also PF Kafue Member of Parliament, tells QFM that the PF government will however not stop working to ensure that development is spread to all parts of the country.

The southern province minister says he realizes that if the government relies on the parliamentarians for feedback in their areas, it will be the innocent citizens that will be suffering.

Mr. Mwaliteta says since the Patriotic Front is a party for the poor, it will continue delivering development to the poor in the country, regardless of tribe or any affiliation.

PF members blame MMD for youth unemployment in the country

The Open Society Foundation has charged that the MMD’s 20-years in office was marred by gross mismanagement and unbridled corruption which gave birth to Zambia’s massive unemployment.  Foundation Executive Director Sunday Chanda says the MMD never planned for the 400,000 youths offloaded on the labour market each year for 20 years and that they should be the last party to comment on youth unemployment.

Mr. Chanda said that  the MMD’s economic policies failed to benefit Zambian youths adding that they must be held accountable for the employment problems the country is currently facing.

He has described the former ruling party as the chief architect of today’s massive unemployment levels and has therefore dismissed the statement attributed to MMD President Nevers Mumba in the media that Zambians across the country are now apologizing to the MMD for ushering the PF into office.

Mr. Chanda who is MMD losing Kanchibiya parliamentary candidate in the 2011 elections candidate said that the PF is mandated to deal with this cancer left behind by MMD and that Zambians are asking for a workable and realistic plan from government.

The Executive Director has also challenged the PF government to invite different stakeholders to the process and develop a comprehensive marshal plan to deal innovatively and permanently with Zambia’s unemployment.

He says government alone will not find lasting solutions to the unemployment question, hence the need for them to bring everyone on board.

And Wusakile Member of Parliament Richard Musukwa has charged that Nevers Mumba is exhibiting high levels of “immorality” by attempting to shift the blame for the difficulties Zambians are going through to the Patriotic Front (PF).

Mr Musukwa said the challenges in the country were as a result of the MMD’s mismanagement during the time it was in power.

He charged that the MMD president’s barrage of “cheap” criticism would not derail the PF Government from fulfilling its campaign promises and addressing other challenges people were facing especially that these were inherited from bad governance and “unbridled” corruption by the MMD leaders themselves.

He said the PF Government was aware that the MMD was bitter as it was “rudely interrupted” from continuing with the alleged abuse of the country’s resources after the September 20, 2011 elections defeat.

Mr Musukwa said the Government had laid a strong development foundation through decisive steps taken, and cited the reinstatement of the Anti-Corruption Commission (ACC) Abuse of Office clause, which the MMD had removed.

Docket Submitted on MP who “DEFAMED” President Sata

The Zambia Police service has submitted a docket after recording a warn and caution statement from MMD Mkushi South Member of Parliament Sydney Chisanga for allegedly defaming President Michael Sata.

Dr. Jere has noted that the Police are still waiting for guidance from the Director of Public prosecution Mutembo Nchito on whether to proceed with the matter or not.

Mr. Chisanga is said to have used defamatory language against President Michael Sata during a public meeting he held at Ching’ombe in Luano valley of Mkushi District.

Meanwhile Dr. Jere has taken over the search for the notorious Mailon brothers in Luano valley. He says police have also intensified the search on the alleged killers.

Police said that the challenge they are facing in their investigations into the whereabouts of the Mailoni Brothers is the unwillingness by the community in Luano valley of Mkushi district to open up and furnish the police with relevant information.

The Mailoni Brothers are on the police list of wanted persons for alleged suffocating to death 11 people in the area.

Dr Jere however said that investigations into the search of the Mailoni brothers has continued and that K 50 million reward for any person with information that will lead to the arrest of the suspects in question will be offered.

Reality continues to dawn on the Patriotic Front-PF- led Government following admission that its 90 days national problems formula was mere day-dreaming.

This came to light when Evelyn Hone College Students jeered and booed Minister of Education, Science, Vocational Training and Early Education Dr. John Phiri for admitting that government has no capacity to attend to their demands in the short term.

Dr. Phiri told the students that some of their demands leading to the protest were not budgeted for in this year’s budget. The students at the institution have been protesting over poor sanitary conditions and lack of adequate transport.

Mr. Phiri had a tough time to convince the protesting students to return to class.

And Police have sealed off Evelyn Hone College in Lusaka to stop further protests by students. The students at the institution rioted on Tuesday night and Police will continue to keep vigil thereby stopping students from leaving the institution to damage public and private property.

Lusaka Province Police Commissioner Charity Katanga says officers have been mobilized and are keeping vigil at the college, which on church road. Ms. Katanga has assured motorists and the general public that there are enough officers on the ground to contain any situation that may arise.

She called on the students who protested this morning over poor sanitary conditions to exhaust available channels before taking to the streets. Ms. Katanga said this in a telephone interview with ZNBC News in Lusaka on Wednesday.

She says the tendency by students in higher learning institutions to go to the streets each time they were aggrieved is unfortunate.

Meanwhile, University of Zambia Lecturers and Researchers’ Union-UNZALARU and the University Council have convened a meeting to resolve their standoff over staff salaries. This follows a directive by Education Minister John Phiri who wants to have differences over conditions of service quickly resolved.

UNZALARU General Secretary Jason Mwanza confirmed this in an interview with ZNBC news in Lusaka on Wednesday. Mr Mwanza however, vowed that his members will not release students’ examination results until staff salaries are harmonized.

Earlier, Dr Phiri has met UNZA authorities and the Union representatives who he directed to convene a meeting over the matter. UNZALARU members want staff salary discrepancies in the three public Universities to be harmonized.

And Professional Teachers’ Union of Zambia has called on the University of Zambia-UNZA council and the students body to consider dialogue as an appropriate way of resolving issues affecting the high learning institution.

Renard Challenges Fringe Players in Malawi Friendly

Herve Renard has challenged his home-based team to show they deserve to wear the African champions shirt in Fridays friendly against Malawi.

Zambia face Malawi on July 6 in a warm-up game in Blantyre.

“For the local players it is important to show what they can do,” Renard said prior to the team’s departure for Malawi on Wednesday.

Renard added that he was also looking to see a more improved performance from the fringe players who played in a 0-0 draw against Angola on May 16.

“When we played in Angola with young team it was not easy but we saw who was ready or not,” Renard said.

“The target is always the same is to bring the new players for Chipolopolo.”

Renard Sends Caution Ahead of Draws

Zambia coach Herve Renard has said there will be no easy draw for the African champions in Thursday’s 2013 Africa Cup draws.

The 2013 draws will be made on Thursday evening in Johannesburg at 19:00 Zambian time.

Renard said that whatever the draw produces on Thursday, Zambia had to qualify to the January finals.

“For sure the game will be very tough because it is direct qualification for Africa Cup we will have to be ready like we were against Ghana and immediately we know the name of the opponent t we will work on our opponents it is the only thing I can tell you,” Renard said on Thursday.

Renard said all the prospective 15 unseeded teams that could be drawn against Zambia had already tasted the early toil of 2013 qualification to reach the third and final qualifying round.

“There is never an easy game the teams that are there. They have already played four games before to qualify to this stage so if they are there, they are not there by chance,” Renard said.

Power, Mighty Draw in Friendly

“Mighty” Mufulira Wanderers on Wednesday held Power Dynamos to a goalless draw in a friendly played at Shinde Stadium in Mufulira.

The two sides renewed their old rivalry of yester-year when they used to clash in the Super Division.

Power are preparing for the second half of the Faz Super Division which starts on 14 July while Division North side Wanderers are attempting to revive their chances of being contenders for promotion to the elite league.

The friendly is reported to have attracted scores of fans from Kantanshi Township and nearby areas.

Zambia Brace For 2013 Africa Cup Draw

Holders Zambia is awaiting Thursday’s final qualifying round draw for the 2013 Africa Cup of Nations in Johannesburg, South Africa.

Chipolopolo is among 30 teams waiting to learn their opponents in the final round of the 2013 Nations Cup qualifying campaign.

The African champions have been seeded together with 14 other nations ahead of the draw.

Zambia is in pot one along side, Algeria, Angola, Burkina Faso, Cameroon, Equatorial Guinea, Gabon, Ghana, Guinea, Ivory Coast, Mali, Morocco, Nigeria, Sudan and Tunisia.

The unseeded countries are Botswana, Cape Verde Islands, Central African Republic, Democratic Republic of Congo, Ethiopia, Liberia, Libya, Malawi, Mozambique, Niger, Senegal, Sierra Leone, Togo, Uganda and Zimbabwe.

Seven-time champions Egypt will be surprise absentees when the draw is made after they were knocked out by Central Africa Republic and will consequently miss the Africa Cup for a second successive edition.

Besides the pairing of teams, there will be a separate draw to decide which one has home advantage first in the final round scheduled for the weekends of September 7-9 and October 12-14 this year.

Copper worth $500 million vanishes

94 copper ingots worth USD 500 Million in transit from Chambishi on the Copper belt to South Africa has gone missing between Kapiri Mposhi and Chisamba.

Central province police commissioner Solomon Jere who confirmed to ZANIS today said the copper laden on two trucks from Chambishi smelter went missing on 27th June 2012.

Dr Jere said the trucks were hired from Cargo Management and logistics Company in Namibia to transport copper which was destined for CNMC international Company in Beijing, China.

He said the two trucks, a Scania registration number N7151OT with trailer number N6303OT and a Volvo registration number N7330OT with trailer number N6747OT were carrying 63 and 31 copper ingots respectively.

He said the trucks driven by Uamunika.T ID number P0408790 and Johanans ID number P0325458 were abandoned in Chisamba area after offloading the copper ingots.

Dr. Jere said police have launched investigations into the matter.

Distribution of election materials begins

Distribution of election materials and officers ahead of tomorrows’ Chama North parliamentary by-election in Chama district of Muchinga Province has started.

A check by the Zambia News and Information Services (ZANIS) at the civic centre yesterday and this morning revealed that distribution of election materials and officers has started.

Several security officers and elections officers were found parking their luggage at the Civic centre in readiness for departure to their respective polling stations.

District Electoral Officer Newton Nyirenda told ZANIS in an interview today that all the materials for the parliamentary and three local government by-elections in the district have arrived.

Mr. Nyirenda said distribution of the election materials and election officers started yesterday afternoon with the hard to reach places like Lundu, Chibale and Mulilo which are located over 530 km from the boma.

He said that distribution of the election materials and the election officers is expected to be completed by 18:00 hours this evening. “Our plan is that by 18:00 hours this evening, all the election
materials and officers are supposed to be at their respective stations in readiness for the polls tomorrow morning.

Mr. Nyirenda said since yesterday when the distribution started there has been no problem because all the logistics are in place adding that his office has received good type of vehicles, Land cruisers, befitting the nature of roads in the Chama North constituency which is hilly and rough.

He also disclosed that each presiding officer has been given a satellite phone for easy communication with the supervisors in the field and the office.

A check at three campaign camps for the PF, MMD and UNIP in the boma this morning also revealed that the participating parties have started preparing themselves for the polls tomorrow.

By 15:00 hours, election agents for the participating political parties were being dispatched to various polling stations and this exercise has continued this morning.

PF campaign manager Edgar Lungu said his party has prepared well adding that polling agents for polling stations which are far from the boma left yesterday.

Mr. Lungu who is also Chawama PF Member of Parliament said his party is confident of scooping the seat.

UNIP National chairman for elections, Chinganga Banda said contrary to the media reports that his party had no vehicle to use in the campaigns ahead of tomorrow’s by-elections, UNIP headquarters had dispatched four vans.

He said that his party managed to reach various places in the constituency saying results would tell how popular his party is in the constituency.

And MMD candidate Yotam Mtayachalo said MMD was still popular in the constituency adding that he was equally confident that his party would return the seat.

The Chama North constituency seat fell vacant following the nullification of the seat by the Lusaka High court in May this year held by MMD Darius Mumba after it was successfully petitioned by PF losing candidate in the September 20 tripartite elections Lambwe
Kachali.

Darius Mumba has since resigned from the opposition MMD to join the ruling PF.

Republican President Michael Sata has praised former United States President George Bush for having cared for Africa during his tenure of office. President Sata said he is happy that former President Bush cared for Africa a lot during his Presidency.

President Sata hoped that other heads of states could emulate President Bush and assist African Countries in combating diseases. He said this when former United States President George Bush paid a courtesy call on him at State House today.

And President Sata said that a lot of people in Zambia don’t pay much attention to cervical cancer. Mr Sata noted that Zambians pay more attention to diseases such as diarrhea and Tuberculosis-TB.
The Head of state said despite people not paying attention to cervical cancer, it is the number one killer disease among women in Africa.

President Sata challenged Former President Bush to also consider raising funds to fight prostate cancer among the males. Mr Sata said it would be unfair if attention was just paid to cervical cancer and not prostate cancer.

The Head of State stressed that both cervical and prostate cancer need to be treated at the same level. President Sata said government was grateful to President Bush for assisting Zambia in combating cervical cancer.

President Sata also noted that the operations of government need to be decentralized so that it becomes easy to transport patients to bigger hospitals. He said at the moment government was facing serious challenges in transporting patients.

Meanwhile, Former President Bush said he deeply cares for Zambia hence his second visit to the country in a space of 6 months . Mr Bush said he was happy to note that President Sata and the First Lady together with government are committed to fighting cervical cancer.

Former President Bush said he was proud to assist the Zambian people in dealing with the prevention and treatment of cervical cancer.

Government hails China Non-Ferrous mining Hong Kong listing

Government has hailed the listing of China NON-FERROUS Mining Corporation Limited for its accomplishment of listing on the Hong Kong Stock Exchange, one of the world’s important and credible stock exchanges.

Finance and national planning minister Alexander Chikwanda in a statement released to QFM News today says the listing which represents the first African asset to be listed on the Hong Kong Exchange is a very inspiring way forward.

Mr Chikwanda says an initial $300 million intended to finance projects in Zambia is a legitimate cause for hope especially seen against the Backdrop of current huge challenges in the global economy.

He explains that for Zambia this is a demonstration of positive affirmation of confidence by the global community in the country as a credible investment destination.

Mr Chikwanda adds that this also puts to rest some of the negative Assertions about Zambia’s outlook, which in any case can only be ultimately determined by what Zambians themselves do and not prophets of doom in the international community.

The finance minister hopes that China NoN-Ferrous Mining Corporation Limited will be encouraged by the successful listing on the Hong Kong stock exchange and list on the Lusaka Stock Exchange.

Mr Chikwanda has also urged all other mining companies,banks and information technology companies to list on the Lusaka Stock Exchange not only to widen Zambian participation in the economy but also tap the hidden and latent capital.
