We Are Geared For Lesotho-Katongo

19

Chris Katongo says Sunday’s game against Lesotho is the first step for Zambia to push its claim to finish top of Group D to keep the Brazil dreams alive.

Zambia enjoy a three-point lead with six points in Group D heading into this weekend’s game against bottom placed Lesotho who have one point.

“I think the mood in camp is fantastic everybody is looking forward to this game I think this is another opportunity that Zambia should use to qualify to the World Cup,” Katongo said.

“We should try and capture this opportunity because this opportunity does not come most of the time.”

Zambia need to win their remaining four Group A matches to secure a place in the final qualifying round of 10 in November.

“We cannot wait for this opportunity after four years again some of the players won’t be around,” Katongo said.

Sundays game will be Zambia’s first competitive game since their group stage exit from the 2013 Africa Cup in South Africa where they failed to defend their crown.

Dr Mwanakatwe was speaking at a media briefing held at court yard Hotel in Livingstone today.

He said Zamtel remains committed to the important role that technology plays in any given country adding that plans to roll out broad band services in rural areas are underway and will include creating a 400 high capacity site for 3G and 2G services .

Meanwhile, Zambia will be taking over the chairmanship of the Southern Africa Telecommunication Association next month which will be chaired by the ZAMTEL chief executive officer Dr Mupanga Mwanakatwe.

Meanwhile, the Southern Africa Telecommunication Association Executive Secretary Jacob Munodawafa said the association through its cooperating partners has invested in ICT which contributes to economic development.

High Court sets May 21 as judgement day on the Constitutionality of the Public Order Act

29

High Court

The High Court has set May 21st as the date for judgement in the matter in which the Law Association of Zambia (LAZ) has challenged the Constitutionality of the Public Order Act saying it is discriminatory to opposition political parties.

Judge Evans Hamaundu set the judgement date after the Attorney General closed his defence after Zambia Police Inspector General Solomon Jere’s testimony.

Dr Jere, who was the only State witness, today maintained that the United Party for National Development (UPND) were denied notifications to hold public gatherings for security reasons.

Dr Jere said during cross examination led by LAZ lawyer, Vincent Malambo from Malambo and Company that the refusal of public gatherings complained by UPND was done in the interest of the security of the nation including that of party members.

He said although the police had in writing given reasons to UPND for not supporting the June 6, 2012 demonstration over the independence of the judiciary and the September 9, 2012 Kanyama rally among others, they were not obliged to disclose the details of the reasons for security reasons.

Dr Jere said it was due to security reasons that notifiers intending to hold a public gathering, procession, demonstration or any other meetings were required under the Act to disclose the list of speakers and marshals.
He said knowing would-be speakers for an intended gathering helped police to investigate and be guaranteed of the safety as insecurity usually came through statements that might arise from the reactions of what that speaker might have said.

“There has been instances my Lord where some speakers have purposely used such events to incite, insult and cause anarchy through irresponsible statements and this comes to us through investigations that we undertake before the actual meetings,” Dr Jere said.

He said the police had a task of preventing the breaking of the law by those intending to hold gatherings adding that police had an idea of who was likely to incite the outbreak of the law.

He said “When we foresee that this is a likely event to occur, we prevent such an event from taking place so that we safeguard the public and the decision is made by applying the Public Order Act and other security reasons.”

In the case of the Kanyama rally, he said the event was not supported because of security commitments and that it crashed with a national event, the football match between Zambia and Uganda that was held on the Copperbelt.

He, however, said despite having not supported the gathering, police had created a small reservoir of officers of at least 200 to stop the UPND from going ahead with the gathering.

Dr Jere said the essence of having a Public Order Act in place was to maintain peace and order the reasons why it could not allow people intending to cause the breach of peace to do so.

Dr Jere said the service was aware that the Public Order Act did not require them to grant permission to anybody intending to hold a public gathering but added the same Act was applied in tandem with other pieces of law such as the penal code and Traffic Act but all in the interest of maintaining law and order.

Traditional healers commends government’s move to test the Sondashi 2000 AIDS formula

17

The Traditional Health Practitioners Association of Zambia (THPAZ) has commended government’s move to take the Sondashi 2000 AIDS cure formula (SF 2000) for official clinical tests.

THPAZ president Rodwell Vongo told ZANIS in a telephone interview in Lusaka today that the move was welcome especially that South Africa was almost validating the use of the Sondashi 2000 formula.

Dr. Vongo said his association will fully support the positive outcome of the clinical test of the Sondashi 2000 formula so as to pave way for more traditional cure discoveries for other diseases.

He said millions of people have for a long time been waiting for the AIDS cure hence the need for government to support traditional local interventions for the AIDS treatment.

Dr. Vongo further hoped that once the Sondashi 2000 formula is cleared and validated by government, the majority poor Zambians must be able to acquire the medicine afford ably.

Yesterday, Deputy Minister of Health Patrick Chikusu announced to the nation that government had finally approved the Sondashi 2000 formula for clinical tests to ascertain on whether it can be used as a cure for AIDS.

And Dr. Vongo has called on Zambians to support First Lady Christine Kaseba in her efforts to reduce the spread of cervical cancer among women in the country

He also appealed to men to emulate the Dr. Kaseba by coming up with various interventions that are aimed at combating the rampant rise of prostate cancer among men in the country.

Meanwhile, Dr. Vongo has called on all traditional healers in the country to prioritise healing people instead of focusing on charging huge sums of money.

Dr. Vongo observed that poor people, who cannot afford to pay huge sums of money, are left to die hence the need for traditional leaders to attend to such cases with a humane.

He has also called on members of the public to be alert of fake foreign traditional healers, who cheat people that they were capable of healing certain diseases through their various adverts on the streets.

FODEP urges government to constitute a referendum committee

2

The Foundation for Democratic Process (FODEP) has called on government to critically consider instituting a referendum commission in order to make the current constitution making process legitimate and fully owned by all Zambians.

FODEP Executive Director MacDonald Chipenzi has also called on government to consider reviewing the current referendum and complement it with the current legislations on the constitution making process.

Mr. Chipenzi explained that the advanced stage at which the constitution making process has reached demands that a referendum commission is instituted in order to pave way to a people driven constitution that will reflect their aspirations.

He said his organisation would continue to engage government so that it can speed up the process of setting up the referendum commission so that the next constitution passes through all necessary recommended legislatures.

Mr. Chipenzi was speaking in Lusaka today at the one day civil society organisations stakeholders’ consultative workshop on the referendum, legal framework, options and the way forward.

The workshop, which has been organised by the Open Society Initiative for Southern Africa (OSISA), is being attended by Caritas Zambia, Southern African Centre for Conflict resolution (SACCORD), Jesuit Centre for Theological Reflection (JCTR), Operation Young Vote (OYV), Transparent International Zambia (TIZ) and other key stakeholders.

Meanwhile, Mr. Chipenzi has commended the technical committee drafting the Zambian constitution for making positive strides in producing the first draft constitution in good time despite various limitations.

He has however called on the civil society organisations, the church, the media and all well meaning Zambians to support the committee in ensuring that the constitution making process becomes a succeeds.

Rains destroy property in Mongu

7

Mongu town was yesterday hit by a stormy rain which left several public and private buildings with their roofs blown off.

A random check by ZANIS crew found houses, government offices which included a newly constructed Health Center in Mulambwa, National Registration Office and Zampost office roofs partially blown off.

Zampost Western Regional Manager Mr. Humphrey Malesu whose offices were not spared said the stormy rains destroyed three offices in the building.

Mr. Malesu disclosed that all documentations in the affected offices were soaked by the rains
Meanwhile, Mongu District Commissioner Maurice Litula who was found in the field assessing the effects caused by the rains expressed sadness saying his office will take stock of all the affected buildings and families and find emergency interventions.

The stormy rains came around 17:00 hours yesterday when many people were knocking off and caught the majority unaware.

The extent of the damage is yet to be done through the disaster management office.

And in Chipata, some crop fields in Msekera area of Chipata district have been damaged due to heavy rains the district experienced on Monday night.

Chipata district Commissioner Kalunga Zulu confirmed this to ZANIS in Chipata today.

Mr Zulu who is also Chipata District Disaster Management Committee chairperson said most fields in the area have been destroyed due to the heavy downfall.

He said the crops which have been fully destroyed are cotton, sunflower, cowpeas, tobacco and maize.

Mr. Zulu has described the situation as disastrous and requiring serious attention.

The district commissioner said his office has already engaged the ministry of agriculture to assess the extent of the damage.

He said an urgent meeting has been called to assess the situation in the area.

In Kasama, fiveE families of Kasama have been displaced by a hailstorm which hit the town last night.

The stranded families are now appealing for assistance from government and well wishers.

The rains which started between 19:00 and 20:00 hours last night blew off the entire roof of a flat which the five families were occupying.

A check by ZANIS this morning found the affected families seated helplessly with their properties wet and their electrical appliances damaged.

And Kasama District Commissioner Kalanga Bwalya and Kasama Mayor Francis Kombe have sympathized with the affected families.

The DC has since called on the Provincial Disaster Management Unit to come to the aid of the affected families.

In a similar incident, the rains have left a trail of trees uprooted and some maize fields damaged.

Some of the roads affected are Zambia road which leads to the provincial administration and has been blocked forcing motorists to use other means.

Meanwhile, a motorist Pillion Kaputa has advised the council to cut down the trees that pose a risk of falling down to avoid loss of life and damage to property.

And Kasama Mayor Francis Kombe said the hail storm is a natural calamity which the council should not be held responsible for in the event of an accident.

Passing the Access to Information Bill will show how serious PF is about transparency-Thornton

40
British High Commissioner to Zambia James Thornton is welcomed by Western Province Acting Deputy Permanent Secretary Pius Mishengo when he visited the provincial administration in Mongu
British High Commissioner to Zambia James Thornton

The British High Commissioner to Zambia James Thornton has said that the passing of the long awaited Access to Information Bill in Parliament this year will demonstrate the Patriotic Front government’s seriousness of governing the country in a more open and transparent manner.

Mr. Thornton noted that passing of the bill would also bring Zambia a step closer to becoming a member of the multilateral initiative the Open Government Partnership whose aim is among other things to secure concrete commitments from governments to promote transparency and fight corruption.

Mr. Thornton also observed that in order for the media to fulfill the mandate of providing information to the public there is need for the creation of an environment in which the media can operate without undue restriction or hindrance.

He further observed that it was gratifying to note that PF government had prioritized among other media law reforms the transformation of the Zambia National Broadcasting Corporation (ZNBC) in to a true public broadcaster.

The British High Commissioner was speaking during a Civil Society Workshop on Public Service Broadcasting and Media laws organized by the Media Institute of Southern Africa (MISA) Zambia.

Speaking at the same event, MISA Zambia chairperson Nalumino Nalumino reiterated the need for the government to fully operationalize the IBA in the country.

Government has threatened to shut down all lodges across the country that are operating below the required standards.

Minister of Tourism and Arts Sylvia Masebo said some lodges were not fit to be operating as such.

Mrs. Masebo explained to ZANIS in a telephone interview in Lusaka today that government was also aware that some lodges operated as brothels.

She said brothel business was illegal in Zambia and should therefore be discouraged at all levels.

She further said turning lodges into brothels painted a bad picture of the country’s hospitality industry.

Mrs. Masebo said government, through her ministry which is a regulator of the industry, shall not condone all those intending to venture into the hospitality sector to run lodges as brothels.

She said Zambians should value the business of operating lodges because it promotes economic development through job creation in the country.

She also stated that as Zambia prepares to co-host the United Nations World Tourism Organization (UNWTO) conference in August this year with neighbouring Zimbabwe, lodge owners should ensure that their premises were well maintained and were meeting the required standards of the government.

Mrs. Masebo said Zambians should understand that the conference was a huge event that would market Zambia as a tourist destination in Africa and the whole world.

She said owners of lodges should continue maintaining their facilities and operate legally even after the conference.

Mrs. Masebo reiterated her confidence that the country would successfully co-host the UNWTO with Zimbabwe in August this year.

She noted that despite some challenges, government was making steady progress in ensuring that the conference is successful.

Meanwhile, Mrs. Masebo said art helps in contributing towards the promotion of the tourism sector in the country.

She pointed out that government was therefore ensuring that the tourism and art sectors were diversified in the country.

Mrs. Masebo has since called on all stakeholders countrywide to help support the tourism and arts sector in order to build them.

Zambia will co-host the UNWTO conference with neighbouring Zimbabwe in August this year.

Police on the Copperbelt put on high alert against mealie meal smugglers

14

Police on the Copperbelt have been urged to be on high alert against unscrupulous individuals and business houses who are smuggling mealie- meal at night to unknown destinations.

In addition, Antelope Milling Limited Chief Executive Officer Emmanuel Efstathiou says his company was producing 7000 by 25kg bags of breakfast meal and 3000 by 25kg bags of roller meal.

Copperbelt Province Minister Mwenye Musenge says police in the area should be on high alert and arrest any unscrupulous businesspersons and individuals found wanting in the smuggling escapades.

ZANIS reports from Luanshya that the minister said this in an interview after a business meeting with management of Antelope Milling Company.

He said he has received reports alleging that some unscrupulous individuals are involved in a racket where mealie is been bought in large quantities from outlets and then transported in the night possibly to border areas where the commodity is fetching a higher price.

Mr. Musenge wondered why trucks loaded with mealie meal meant for ordinary Zambians are been allowed by police at checkpoints to pass without inquiring. He said the province had 7 check points and it was unthinkable that police could just be watching truck loads of mealie meal crossing.

He said there was need for everyone in the province to work together in resolving the problem hence the reason his office is meeting millers to get down to bottom of the problem.

He said whilst his office has already agreed with district commissioners and miller to be limiting the number of bags one can buy to two bags, more has to be down so that situation is normalized.

And speaking earlier in the meeting, Antelope Milling Limited Chief Executive Officer Emmanuel Efstathiou says his company was producing 7000 by 25kg bags of breakfast meal and 3000 by 25kg bags of roller meal.

He said as far as his company, the company was managing to supply the commodity to all its 55 outlet depots on the Copperbelt.

Mr. Efstathiou assured the minister that the company was working closely with the local leadership so that it can find a lasting solution to problem of the seemingly shortage.

He said management had since resolved to direct all its supplies of mealie meal to Luanshya as it had enough stocks.

RB state accusations unfair, says Sakeni

93

Chief Government Spokesperson Kennedy Sakeni has said that it is unfair for former President Rupiah Banda to accuse Government of persecuting him through the ongoing investigations into his alleged wrongdoings while in office.

Mr. Sakeni , who was still admitted at University Teaching Hospital ( UTH )yesterday, said in a signed statement that said Mr. Banda, like any other citizen in his situation is enjoying his full human rights and freedoms such as legal representation, including the assumption that he is innocent until proven guilty as per law established.

Below is the full statement

Republic of Zambia
Ministry of Information and Broadcasting Services

STATEMENT BY HON. KENNEDY SAKENI, MP, MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON COMPLAINTS BY FORMER REPUBLICAN PRESIDENT MR RUPIAH BANDA THAT HE IS BEING PERSECUTED

It is unfair for former Republican President Mr Rupiah Banda to accuse Government of persecuting him through the ongoing investigations into his alleged wrongdoing while in office.

Mr Banda, like any other citizen, in his situation, is enjoying his full human rights and freedoms such as legal representation, including the assumption that he is innocent until proven guilty, as per law established.

Further and beyond this, as former Head of State, Mr Banda is still enjoying all the privileges such as state security that go with the status of that office.

So, what persecution is Mr Banda complaining about? We challenge him to point out any injustice or violation of his human rights that he has suffered during the ongoing investigations.

But this country is governed by the rule of law. There are no sacred cows. Whoever is suspected to have done something wrong is called to account for their actions in accordance with the law.

The people of Zambia have done just that: to ask their former Head of State to account for his actions in the manner he presided over their resources while he was in office.

The law is very clear. It provides for the removal of a former President’s immunity when there is suspicion of wrongdoing so that he or she can exonerate oneself.

When he addressed his supporters on Monday after appearing before the Joint Investigative Team, Mr Banda is on record as urging sympathizers to remain calm as the investigations would provide him a chance to answer to the various allegations levelled against him.

What has suddenly changed that Mr Banda should now say he is being persecuted over the same process he had earlier welcomed as an opportunity to clear himself over the allegations.

Contrary to his lamentations, Mr Banda will be prosecuted and not persecuted for the wrongs he is suspected to have committed while in office. And these have been clearly itemized for his response.
The Patriotic Front is a responsible Government which has a duty to ensure public resources benefit the people of Zambia. The law will not spare anyone found wanting in this regard.

Zambia Draw in Training Game

30

Zambia drew 1-1 with Africa sports Academy in a training game this afternoon in Soweto.

Africa Sport scored through Thabo Moloi while Rainford Kalaba was on target for Zambia in the training game played on artificial surface ahead of playing on another plastic pitch in Maseru this weekend.

“We have to be used on the artificial turf sometimes it is better to play on this surface. Like here, it is better than we played at the Africa Cup of Nations (At Mbombela Stadium in Nelspruit),” coach Herve Renard said.

Striker Fwayo Tembo started the friendly alongside Collins Mbesuma before the latter made way for Emmanuel Mayuka.
Defender Stopilla Sunzu who has been nursing an injury came on in the last quarter of the friendly without a hitch.

Zambia wraps-up its training camp in Johannesburg on Friday before heading to Maseru ahead of Sundays 2014 World Cup qualifier against Lesotho.

Continued Mealie meal shortage on the Copperbelt has PF concerned about their popularity

27

The Patriotic Front in Luanshya says the continued overpricing of mealie meal and shortage of the commodity on the Copperbelt will seriously affect its popularity in the province if left unchecked.

Luanshya PF District Political Secretary Alex Simponda says it was for the same problem of mealie meal that led to the downfall of the former President Kenneth Kaunda and UNIP then in the 90s.

ZANIS reports that Mr Simponda said this in Luanshya yesterday when Provincial Minister Mwenye Musenge visited Antelope Milling Company and held a meeting with management over the matter.

Mr. Simponda called on the company to work with the government of the day by assisting it in ensuring that mealie meal is made available in the right quantities and on time so that people do not cue up and wait for too long.

He charged that despite the company claiming that it was delivering mealie meal in the local townships of Luanshya, reports had reached the party that some unscrupulous individuals were buying the commodity in large quantities from the company’s outlets and hoard the commodity to create an artificial shortage to later at a higher price.

And Luanshya Mayor Nathan Bwalya said the problem of mealie has not spared the town as mealie meal was not readily available in most shops and that most bags been sold were 10kg breakfast bags which also quickly run out.

Mr. Bwalya also said some shop outlets after buying the mealie meal in bulk were reloading the same commodity in the night and then transport to unknown destination.

He said there is need to vigilantly monitor the movement of the meal from the milling so that ordinary residents of Luanshya buy the bags cheaply at the official price of KR50.00 per 25kg breakfast mealie meal.

Meanwhile, Kitwe City , the hub of the Copperbelt province has again been hit with a shortage of mealie-meal.

The commodity is scarce and is fetching about KR65 and above in most retail shops.

Meanwhile mealie- meal traders have complained that they are forced to sell the commodity at over KR 50, because they were buying it at KR50 from retailers.

Speaking in an interview with ZANIS in Kitwe today, traders who did not disclose their identity for fear of being blacklisted by millers said they were not able to buy mealie-meal in bulk from the millers because the millers were not willing to wholesale the Commodity at KR47 due to high production costs.

The traders appealed to government to ensure that Millers start to wholesale mealie-meal so that they can also comply with the Presidential directive on the mealie-meal price.

This is the second time Kitwe is being hit by Mealie-meal shortage within a spell of about two months but the shortage of Mealie- Meal has persisted in various parts of the country of late.

Copperbelt Province Minister Mwenya Musenge who yesterday toured Mpongwe and Chat Milling Companies appealed to the two Millers to ensure that they sell the commodity at KR47 to retailers so that they can in turn comply with the presidential directives of selling the commodity at KR 50.

Mr Musenge also urged the Milling Companies to ensure that they do not sell more than two bags of mealie-meal to one person to ensure that every one is able to buy.

The minister has further appealed to the millers to first satisfy the local demand for mealie-meal before they can export the commodity.

Mr Musenge further called for the establishment of a list of reliable retailers who should be supplied with mealie-meal so that consumers are not exploited by unscrupulous retailers.
