Sata disappointed by Police failure to take action against people trying to create a state in Western Province

President Michael Sata has said that he is disappointed with the failure by Inspector General of police to take action on people who are inciting to create a state within a state in Western Province.

Mr. Sata has also directed the security wings in the country to intervene in the matter in which Dr. Nevers Mumba is allegedly inciting other pastors on the copperbelt to lie over the constitution.

The president said that he was a disappointed commander- in-chief because the police is aware that people in western province are being incited to create a state within a state but are not doing anything about it.

President Sata said that some people in western province have appointed a prime minister and are looking for offices to start running a country yet the police are not doing anything about it.

Mr. Sata said that he does not want to involve the Zambia Army because the police are capable of resolving the problem. He has however, called on defense forces to assist each other in preventing an eminent crime.

Mr. Sata said that the appointment of a prime minister in western province and the spreading of lies by Dr. Nevers Mumba that the PF government intends to include homosexuality in the new constitution is a serious crime.

He further called on security forces in the country to cooperate and look into the two issues before the situation gets out of hand stating that prevention is better that cure.

Mr. Sata has also advised Dr. Mumba to concentrate on justifying how he abused resources in Canada instead of using innocent people to incite confusion.

QFM’s Namasiku Njovu reports that the president was speaking in Kabwe this morning during the commissioning parade of 164 officer cadets.

And army commander, Lieutenant General Paul Mihova has cautioned the cadets to be professional and not to involve themselves in partisan politics.

General Mihova reminded the cadets that their role is to support the government of the day and uphold the constitution of the land.

Meanwhile, MMD presidential Candidate Never Mumba has declined to comment on the allegations by the Zambian government that he used the government’s name to raise money for a Zambian association in Canada while serving as High Commissioner.

Dr. Mumba has has told QFM News that he is not aware of the allegations made by the foreign affairs minister Chishimba Kambwili.

But when briefed that the yesterday Mr. Kambwili challenged him to explain why he had used the government letter heads to raise money from the cooperating partners the time he was an envoy in Canada, Dr. Mumba said the allegations were not worth his response.

Dr Mumba has also refused to comment on the allegations by President Michael Sata that he is inciting Pastors on the copperbelt by telling lies that the PF Government wants to include homosexuality in the new constitution.

However, Dr. Mumba stated that he will however, issue a comprehensive statement on the many other allegations that have been leveled against him soon. Dr. Mumba was speaking to QFM news in a telephone interview.

Pretoria to Host Bafana-Zambia friendly

Pretoria has been chosen as the venue for next month’s Bafana-Bafana versus Chipolopolo friendly match.

The South Africa Football Association said in a statement posted on its website that the game will be played at the Lucas Moripe Stadium in Atteridgeville on January 11.

Safa said the match will kickoff at 20:00.

The game is Zambia’s last friendly before heading to the Africa Cup to be co-hosted by Gabon and equatorial guinea from January 21 to February 12.

This will be the second time the two teams will meet at the same venue previously known as Super Stadium in a friendly.

Bafana beat Zambia 1-0 on January 20, 2009 in a match Herve Renard missed due personal reasons and that saw Patrice Beaumelle take charge for the team for that match.

Meanwhile, South Africa has named their 30-man team to face Zambia in that match that will have five foreign-based players.

Zesco MD Laments Zesco Utd’s 2011 Performance

Zesco United Chairman Kenneth Muteto has lamented the team’s failure to defend the league title this year.

In the ended Super League campaign, Zesco finished 6th after accumulating 47 points in 30 games.

Speaking at Thursday’s Zesco United Awards Ceremony in Ndola, Muteto
said his side was inconsistent through out their 2011 campaign.

He acknowledged that club supporters are disappointed with Zesco’s performance in the ended season.

Muteto, however, indicated that his side faced some challenges among
them injuries and fatigue saying the team played many games in local
and the continental competitions.

Meanwhile, Striker Winston Kalengo was voted Zesco United players of
the year and Alphred Luputa was the top scorer.

Diminutive midfielder Maybin Mwaba emerged the most disciplined player
at Trade Fair Grounds this year.

Rabies Cases on the Increase in Kapiri-Mposhi

Kapiri Mposhi district has recorded an increase in cases of rabies this year mostly resulting from several ordinary dog bites.

The district has recorded 42 cases of rabies involving humans out of 243 cases of ordinary dog bites this year alone.

This came to light during an emergency meeting called by Kapiri Mposhi District Commissioner, Urgent Mazuba to devise strategies aimed at mitigating the problem.

Mr. Mazuba summoned officers from the District Health Office (DHO),Veterinary Department, the Council and the Police Service.

The District Commissioner said the increase in the number of rabies cases is due to the increase in dog bites in the district due to a high number of stray dogs.

The increase is also attributed to lack of some dog owners to have their animals routinely vaccinated against rabies while some households are keeping more than the stipulated number of three dogs.

According to the Control of Dogs Act chapter 247 of the laws of Zambia it is a requirement for dog owners to obtain permits to own dogs from either the council or veterinary department and a household is allowed to keep not more than three dogs.

The Act further provides that dogs should be taken for routine anti rabies vaccination every after six months failure to which the dog owners are guilty of an offence and are liable on conviction to a fine not exceeding 750 penalty units or a three month jail term with hard labour.

Mr. Mazuba advised dog owners to abide by the law and ensure that their animals are confined and vaccinated as required.

And a Medical Officer Charles Mwinuna said the increase in the number of rabies cases has strained the DHO budget to procure medication for the victims.

Dr. Mwinuna stated that the medication for rabies is very expensive therefore there is need for a lasting solution to curb the cases of
rabies in the area.

“Rabies carries five doses per case and each dose costs K100, 000 that is about K500,000 per patient. The Medical Office in the district does not have this kind of money to procure the doses”, Dr. Mwinuna said.

He said there is need to find a more cheaper and sustainable way to control the spread of rabies saying the curative stage is too expensive.

And the Council will soon deploy officers to carry out a door to door dog inspection exercise in order to take stock of the population of the animals per household in the district.

Council Secretary Venture Kafula said the local authority in conjunction with the Zambia Police will also embark on a dog control program to destroy stray dogs and those suspected to be infected with rabies.

“Working with the police, we are going to destroy some dogs especially those suspected to be infected with rabies by way of shooting them down and charging owners found flouting the Control of Dogs Act”, Mr.Kafula said.

The council has since commenced with the mobile sensitization of the public on the matter.

Parliament Ratifies Dr. Michael Gondwe as Governor of the Bank of Zambia

Dr. Michael Gondwe
Parliament has ratified Former PTA Bank President and Chief Executive Officer Dr. Michael Gondwe as Governor of the Bank of Zambia.

Dr Gondwe takes over from, Caleb Fundanga who was BoZ Governor until September this year.

The appointment of Dr Gondwe comes a month after Bwalya Ng’andu was appointed deputy Governor in charge of operations at the Central Bank.

Dr.Gondwe a holds Bachelor of Law Degrees from the University of Zambia and the University of Virginia as well as a Masters in Business Administration.

He is an alumnus of the Advanced Management Programme of the University of Oxford.

He is the president or the equivalent of chief executive officer of the Eastern and Southern African Trade and Development Bank.

The bank has its headquarters in Nairobi, Kenya.

The PTA bank still uses its original name, PTA Bank, created by the initial Preferential Trade Area (PTA) agreement.

The PTA agreement later graduated to Common Market for Eastern and Southern Africa (COMESA) regional trade agreement.

90 days have passed since the PF ascended to power after a resounding victory that gave it a five year mandate and unseated a confident MMD from its 20 year rule. The jury is still out whether the MMD will revive and regain its ‘glory’ or like UNIP, pass on into oblivion.

Five years is a long time in politics, leaders and indeed political formations are yet to be born.

Notwithstanding 2011 will go down as one of the most remarkable years in Zambian history. Either as the year when Zambians finaly got the government they had waited for,elected the long awaited ‘Moses’ to take the Nation into the promised land, and veritably implimented ” Mwanawasa legacy reloaded”
or, it will be the beginning of the worst years of the Zambian expedition. The undoing of a nation.

Much of how things will turn out rests squarely on the shoulders of one. His excellency Michael Chilufya Sata. To any casual observer of Zambian politics it is clear that the 2011 Elections seem to have fractured the facade of a Zambian Nationalism.

The Nation undertook the most divisive bitterly contested Election in modern history. The Nation voted, and Ethnic nationalism like a vampire reared its head again and Zambian Nationalism like humpty dumpty shatterd into a thousand pieces.

It is yet to be seen whether the stitches of political state craft can re-assemble a semblance of a Zambian Nationalism to which all the ‘Ethnic Nationals’ of this country can subscribe to; without reservations.

Two options remain; Either we accept the ethnic nationalist sentiment as something that has come to stay and pragmatically begin to say ” one Zambia many ‘Ethnic’ Nations – unity in diversity” or Embrace a higher Nationalism…an African Nationalism, driven by the commonness of our African heritage
‘Ubuntu’. A Nationalism that embraces the common humanity of all races, tribes and tongues and seeks as its goal the redemption of the continent from the evils of tribalism, conflict, corporate greed,corruption, cronyism and resource colonialism brought about by the new scramble for Africa.

A nationalism that will not be driven by color,tribe or narrow sectarian considerations but one driven by the urgency of the cause of the suffering masses. That Africa, the continent of the great pyramids will one day rise up to fulfil the scripture Psalm 68:31 “Princes shall come out of Egypt; Ethiopia shall soon stretch out her hands unto God.” For the Earth earnestly awaits the manifestation of the sons of God

My prayer is that Zambia may remain one sovereign indivisible country. That while the rest of the world is moving towards regional intergration, we may not allow the balkanisation of our peoples who have long lived side by side for millennia under the commonness of our shared humanity: ‘ubuntu’
long live Zambia.

Vengeance is not for me- Nchito

NEW Director of Public Prosecutions Mutembo Nchito says he will not use his position to target his perceived enemies as his critics would like to believe.

Mr Nchito said this when he appeared before the Parliamentary Select Committee that scrutinised his appointment and that of Solicitor-General Musa Mwenye. This is according to the Committee’s report.

“The nominee (Mr Nchito) stated that the job of a prosecutor is a very challenging one and going into it with an agenda to settle scores will make it more complicated. He explained that if given the job, his guiding principle on every prosecution will be to follow the rule of law regardless of who is involved.

“He reminded the Committee that the office of DPP is made up of many other officers such that whenever necessary, he will recuse himself from prosecuting cases where he will have an interest and allow other prosecutors to handle the cases,” the report reads in part.

Mr Nchito also told the Committee that during the eight years he served as public prosecutor under the defunct Task Force on Corruption, he demonstrated resilience and ability to handle political pressure in discharging his duties.

He said he has been motivated to leave the lucrative private law practice after reflecting on the matter and resolved to make himself available, purely to render a service to the nation.

And Mr Nchito explained to the committee that the problem encountered at the defunct Zambian Airways, where he was chief executive officer, was not peculiar to the airline industry.

He stated that Zambian Airways requested the Rupiah Banda administration to assist the company but the government declined.

Mr Nchito also denied allegations that he siphoned money from the defunct airline, adding that his integrity would be impinged if he owed people money or if, as Zambian Airways director, he siphoned money from the company.

Mr Nchito told the committee that the Development Bank of Zambia (DBZ) loaned Zambian Airways US$3 million (about K15 billion) and that the airline’s directors did not directly deal with DBZ directors but through a syndicate, Investrust Bank Plc.

He said when Zambian Airways went under, DBZ requested him to guarantee the loan, adding that this amounted to past consideration, which is no consideration in the law of contract.

ZACCI urges government to allow a 4th mobile phone service operator in Zambia

AMBIA Association of Chambers of Commerce and Industry (ZACCI) and Zambia Consumer Association (ZACA) have joined other calls for government to reverse the law restricting entry of the fourth mobile phone service operator.

ZACCI president Geoffrey Sakulanda says the larger the number of players on the market the better because this help costs go down and consumers to benefit.

“ZACCI supports Government efforts to liberalise the economy, when we have more players in the industry doing business becomes cheaper although we should see to it that these providers do not form cartels,” he said.

Mr Sakulanda said that even as the new players are entering the market issues of better and improved services should not to be over looked. And ZACA executive director Muyunda Ililonga said the restriction of the entry of more mobile phone service providers was anti-competitive. He said if the government reverses the statutory instrument to make the mobile sector more competitive, the consumers will have a wide choice and not be limited to a particular operator.

Mr Ililonga said the introduction of the fourth mobile provider is good for the consumer’s welfare adding that it will reduce the cost of the products.

The government should remove all barriers and fully liberalise the sector so that the consumer’s welfare is not undermined.

Government through the Ministry of Communication and Transport issued Statutory Instrument No. 111 of 2009 that has prevented entry into the fixed telephone and mobile communication networks markets up to 2014.

The reason Government gave was that allowing unrestricted entry into the mobile market will result into the market having more market players fighting for a few subscribers which might eventually force others to exit the market due to unattractive profit margins despite prior substantial investment in their mobile network operations.

Government noted that in this regards, for another entry to occur into the market, Zambia is supposed to attain a certain level in both subscription and potential which will warrant continued profitability of all market players.

There should be fair application of tax holidays-Chibamba Kanyama

THE SABMiller-owned Zambia Breweries plc. that produces and distributes Coca Cola have called for fair application in ‘tax holidays’ following a Mail expose that Pepsi was given a five-year K10.8 billion tax holiday by former Finance and National Planning Minister Situmbeko Musokotwane.

It is like the age-old ‘cola’ wars all over again where the two arch-rivals try to out-do each other in sponsoring sports or coming up with new unique products except this time the ‘war’ has been brought to the Zambian soil.

Leading the attack is Zambian Breweries corporate affairs director Chibamba Kanyama who has expressed “concern” about “competition” issues in the tightly contested industry, which he feels must not apply ‘exclusively’ at the expense of possibly discriminating other companies.

He said it is important for Government to ensure that trade policies are also fair.

This was after the K10.8 billion tax holiday to Varun was exposed by the Mail on Tuesday. Dr Musokotwane instructed the Zambia Revenue Authority to award the tax holiday to the company that produces Pepsi Cola.

“We would also love to have a tax holiday, if the opportunity arises,” Mr Kanyama said, adding that Zambian Breweries has never been awarded a tax holiday on any of its products despite ‘massive’ investments it has made in Zambia.

“We haven’t had a tax holiday on VAT and excise duty. Our concern here is on competition. I think policies and programmes should apply to everybody in the industry,” he said.

He said VAT and excise duty should apply fairly to all companies in the industry to promote fair competition.

Conversely, Trade Kings Limited, a local manufacturing company, says the tax holiday incentive is open to irregularities and abuse by certain companies, especially foreign ones.

Company corporate affairs manager Bright Chunga said in a separate interview that some foreign firms have closed their companies after the expiry of the tax holiday incentive.
“I recall at some point, Government gave some furniture shops and others dealing in suits a tax holiday but most of them left after the expiry of the period. So this incentive can encourage irregularities,” he said.

Dr Chunga said since the establishment of Trade Kings in 1995, it has not received a tax holiday.

“Trade Kings has never ever been given a tax holiday since inception,” he said.

He said the investment licence is the only tax holiday which applies to every established company.

Dr Chunga said the Investment Act stipulates the types of tax holidays that apply to various investments.

“I know of a tax holiday which applies when a company invests over US$500,000. However, there is another type of holiday which is discretional. This is what the Investment Act stipulates,” Dr Chunga said.

Tax deferments are a fairly normal practice as long as a statutory instrument (SI) is signed and extenuating circumstances are provided before the tax holiday is given.

Tax experts say this is not the case for Pepsi Cola.

According to the Zambia Daily Mail it was “highly illegal” for Dr Musokotwane to defer a consumable tax such as VAT.

Minister of Home Affairs Kennedy Sakeni has since directed the police to ensure the law takes its course in the matter.

He said that his ministry is in possession of information on Dr Musokotwane’s suspected wrongdoing in respect of Varum beverages deal.

“It should be noted that the ZRA Act empowers institutions to investigate and prosecute wrongdoing and this is best done in collaboration with other law enforcement officers to do so,” Mr Sakeni said.

Brian Lingela at the Zambian Anti-Trust Unit said his commission may investigate the matter to ensure there are no ‘competition’ breaches.

Veep Scott to outline PF achievements in 90 days

Chief Government Spokesman Given Lubinda has revealed that Vice President Guy Scott will this week present a statement to Parliament detailing the achievements of the PF government in the first 90 days of its rule.

Mr. Lubinda in an interview said the new government through the Vice President will outline all the achievements recorded in the first three months of PF administration.

He said government has opted to present a statement in Parliament in order to avoid giving piece meal statements on its 90 days achievements in power.

Mr. Lubinda said the PF government has scored major successes in the last three months which have given it confidence that it will fulfil all its promises to the Zambian people.

The PF marks 90 days in power tomorrow, a timeframe under which they promised to implement certain development programmes.

The Zambia National Marketers Association (ZANAMA) executive has refuted local authorities’ allegations that it has been running council markets in the country.

ZANAMA president Evils Nkandu said his association has never run council markets in the country.

Mr. Nkandu said it is the councils that have been running markets in Zambia and collecting levies in all the years that his organization has been working in the markets.

Speaking in Kitwe during a meeting for marketers drawn from all Copperbelt towns yesterday, Mr. Nkandu said people have painted a very bad picture about ZANAMA.

He said it was sad that structures at markets such as Chisokone and Nakadoli in Kitwe have been put up by the marketers themselves while the council was only collecting levies.

Mr. Nkandu said ZANAMA has now established a head office in town but explained that branch officials will however continue operating from their previous offices in markets.

He said ZANAMA was an organization that was registered by the Registrar of Societies and must therefore be allowed to work freely.

Mr. Nkandu said the ZANAMA leadership will seek an audience with President Michael Sata to iron out some issues.

He admitted that as an organization, ZANAMA received K1 billion from the Citizens’ Economic Empowerment Fund (CEEC).

He said he got K2.5 million in form of a loan.Mr. Nkandu said ZANAMA will work with the government of the day just like in the previous years.

Former President Rupiah Banda’s trips cost K39 billion

Parliament heard today that former president Rupiah Banda spent K39.7 billion on foreign trips during his presidency.

Responding to a question by PF Bahati Member of Parliament Harry Kalaba who wanted to know how much money was spent on foreign trips by the fourth president from 1st January,2010 to 1st September, 2011,Vice president Guy Scott said the amount in total stands at K39,790,69,570.

QFM News reports that asked on what measures that PF government has put in place to avert colossal amounts of money being spent on presidential trips, Dr Scott stated that President Michael Sata has made it clear that he intends to minimize his foreign trips.

He says this is evident in circumstances were himself as vice president has had to travel in place of the president, and also ministerial delegations have travelled in his place.

Dr Scott further revealed that it costs nearly ten times as much for the president to travel compared to the vice president and ministers.
