Renard Airs Scoring Concerns

Herve Renard says he is worried about Zambia’s goal drought against big opposition.

Zambia has failed to score away against high profile sides Angola and Nigeria in their last two friendly games played over the last 30 days.

“Goals have only come from the India outing and you know it was not the same level,” Renard said at the end of Tuesdays first training session back at Sunset Stadium in Lusaka 24 hours after returning from Angola on Monday evening.

Zambia lost 1-0 to Angola on Sunday and 2-0 to Nigeria on November 15 and won 4-1 and 5-0 in between against modest sides Goa Select and India respectively.

Renard said the scenario was not unique as it also occurred before Zambia headed for the 2010 Africa Cup.

“We have the material. It was the same question before we went to the Africa Cup 2010 we played North Korea before the Africa Cup we scored four goals,” the Frenchman said.

“It is a problem of confidence a lot of times. That means the confidence will come with a lot of hard work.”

Meanwhile, striker James Chamanga sat out Tuesday’s training due to an injury but will undergo a full assessment on Wednesday.

Mutembo Nchito ratified as DPP amid opposition

Debated heated up in parliament today over the ratification of the presidential appointment of Mutembo Nchito as Director of Public Prosecutions, with opposition Members of parliament opposed to his appointment.

And parliament has ratified the appointments of Mutembo Nchito and Musa Mwenye as Director of public prosecutions and Solicitor General respectively.

This was as the house was considering the report of the committee appointed to scrutinize the appointments of Mr Nchito as DPP and Musa Mwenye as Solicitor General.

Muchinga Member of parliament who is also former vice President George Kunda indicated from the onset of his debate that opposition MPs were opposed to the appointment of Mr Nchito as DPP stating that there is a negative perception and dark crowd hovering over the character of the nominee.

Mr Kunda wondered how parliament could go ahead and ratify the appointment of Mr Nchito when investigations into the allegations against the defunct Zambian Airways of which he was Chief Executive officer have not been completed.

He said the danger with going ahead with the ratification is that the PF government might in future reopen the inconclusive cases against Mr Nchito to blackmail him as DPP.

Contributing to the debate, UPND Kalomo Member of Parliament Request Mutanga told the house that Mr Nchito has a serious problem and will have to convince the Zambian people that he means well and will not persecute people.

And Chongwe Member of Parliament Sylvia Masebo said it was clear from the report of the committee that all the witnesses that appeared before it on the appointment of Mr Nchito endorsed his appointment and that of Mr Mwenye.

She stated that there could never be someone better for the job than Mr Nchito.

Ms Masebo said the appointment of Mr Nchito shows how serious President Michael Sata is with the fight against corruption.

And the Speaker had to call for a vote to determine the ratification of Mr Mutembo Nchito as Director of public prosecutions.

After the electronic voting, those in favour of the appointment prevailed with 86 votes against the opposition MPs’ 50 votes while five members abstained from voting.

Katele Kalumba questions wife’s expulsion

Dr. Katele Kalumba has questioned the MMD’s National Executive Committe’s decision to expel the party’s chairperson for health Lumba Kalumba, who is also his wife.

Dr. Kalumba said that the decision taken by the party’s NEC is highly questionable stating that the concerns she raised for which she has been expelled were genuine.

In an interview, Dr. Kalumba who is the former ruling party’s National Secretary said that his wife has been vindicated by the party.

He said that Mrs. Kalumba had fought her battle stating that she has been expelled for speaking the correct thing.

Meanwhile, The opposition Movement for Multiparty Democracy (MMD) is considering amending its constitution in order to re-introduce the position of party vice president.

If amended, the party will resolve to have two positions of vice president, one for political affairs and the other for the administration of the party.

MMD National Secretary Major Richard Kachingwe says the party’s legal committee will before the party convention in the first quarter of 2012, make recommendations to the National Executive Committee (NEC), on what should be added or subtracted in the constitution.

Mr. Kachingwe says the party is considering having two positions of vice president because of the massive works it has in preparing for the next general elections in 2016.

Speaking to QFM in an interview this morning, Major Kachingwe says once the legal committee is done with the scrutiny of the constitution, the NEC will adopt it and present it at the convention.

He expressed hope that the positions of vice president will also be tackled at the forthcoming convention where the party will be choosing a new leader but could however not give any assurance.

Management at CNMC-Luanshya Copper Mines has been directed to immediately reinstate the eleven workers that were dismissed for allegedly inciting their colleagues to go on strike.

The directive is from Labour Deputy Minister Rayford Mbulu who is disappointed with CNMC management for not heeding government’s call to reinstate the dismissed employees.

The Eleven workers were fired last week.

The visibly annoyed Deputy Minister is not pleased with management whom he has accused of failing to dialogue with government on the workers conditions of service.

Mr. Mbulu who was flanked by Luanshya Mayor Nathan Chanda and Luanshya Member of Parliament Steven Chungu drafted a Memorandum of Understanding between management and the workers.

Mr. Mbulu was speaking during a brief meeting held with CNMC management , National Union of Miners and Allied Workers (NUMAW) and Mineworkers Union of Zambia (MUZ) officials at the general offices in Luanshya on Monday.

My Government will never be pre-occupied with larger numbers in parliament-Sata

Republican President Michael Sata has said that his government is not and will never be pre-occupied with getting large numbers in parliament. The President said that it was not government’s intention to deplete opposition parliamentary numbers.

The president said that he has appointed opposition MPs to serve in government because the PF government wants to have an all-inclusive approach in governing the country.

“We have to explain to the country that the move is a deliberate gesture to be inclusive and not to deplete the numbers of the opposition in parliament”, the president said

“I am grateful to the three honorable colleagues for accepting joining government to strengthen our togetherness as a country.”

“We have huge development arrears to address for our country to seriously tackle many sorrowful pockets of misery and poverty. We need unity to achieve these high goals”, the president said, adding that “the balance of the opposition in the house still remains formidable enough to keep government in check.”

“My government is not and will never be pre-occupied with larger numbers in parliament. This is because we will not take to the house laws or measures that are partisan”, he empahised.

“Everything we will take to parliament will have consensus of the zambian people and will always have the sole purpose of safeguarding their interests and facilitating a quicker pace of development so that we can banish poverty from our midst”, he said.

“I am sure that our colleagues who join government today will serve with distinction and honor”, he stated

And the president has directed cabinet ministers to desist from making policy statements in parliament that have not been approved by cabinet.

President Sata has also bemoaned the low levels of discipline among ministers who having been missing parliament sittings.

“Let me take this opportunity to say that i have observed with disquiet and displeasure the low levels of discipline amongst ministers and deputy ministers as regards presence in parliament”, the president said.

“This is not only a wake up call but a final warning”, warned the president

The President said that he will only approve international trips for ministers when parliament is sitting in very exceptional circumstances.

The president also urged the newly sworn-in judges to work towards improving the judicial system in the country.

Mr Sata noted the need for poor people who could not afford legal representation to be helped, adding that government is aware of the many challenges that the judiciary is facing and that will do everything possible to improve the situation

And the president said that there has to be a sense of urgency in the way government work if the PF government is to make a difference.

“If the pf is to make a significant difference there must be radical change in the way we do business in government. Let us all have a sense of urgency as we adhere to correct procedures and practices”, he said.

“When parliament adjourns I want the Ministry of Finance and National Planning to have regular meetings with each and every ministry not only to harmonise positions but to monitor the progress of projects.
This will also entail that hindrances to progress are attended to before things reach crisis proportions,” he instructuted.

The President has since sworn in opposition MMD’s Elijah Muchima, Isaac Banda and Steven Masumba as deputy ministers in the ministries of lands, energy and water development , mines and mineral development and, local government,housing and early childhood respectively.

Colonel Gerry Chanda and Rodgers Mwewa have also been sworn-in as provincial ministers for Lusaka and Copperbelt provinces respectively.

Others sworn-in include Abraham Mwenda as permanent secretary in the ministry of finance and national while Miriam Chinyama and George Zulu will serve in the ministries of education and lands respectively in similar capacities.

Nevers Mumba and Kabinga Pande call for unity in MMD

TWO MMD presidential aspirants Kabinga Pande and Nevers Mumba have called for unity after the extra-ordinary convention due to take place in two months.

Mr Pande said the election for the top-most position should not divide the party but should instead strengthen the former ruling party.

He said party leader, Rupiah Banda’s assurance that he would not support any candidate was commendable and rested fear in some quarters.

Speaking to journalists in Lusaka yesterday, he said preparations for the MMD convention were going on well.

Mr Pande, who is deputy national chairperson, said the party would continue to mobilise resources towards hosting of the convention.

He was confident the former ruling party would find the required funds to hold the convention.

“There will be a lot of participation by members at the convention. I am hopeful that whoever emerges victorious will unite and work with all party members,” he said.

And Dr Mumba said the party needed a dignified and honest leader to reorganise it.

Speaking during the Assignment programme on Muvi TV on Sunday night, Dr Mumba said the MMD needed a leader who should be able to correct the past mistakes and focus on the way forward.

He was optimistic that the MMD would bounce back to power in the 2016 tripartite elections and called for unity among members.

He said he was the right man to lead the MMD because he possessed the attributes to rebrand it into a formidable opposition party.

Having been a Republican vice-president and diplomat, he said he was in a better position to lead the party as he understood the dynamics of governance better.

“I want to give an example of President Michael Sata who was not in Parliament and was on the ground campaigning throughout his opposition days,” he said.

When asked how he felt about the other MMD presidential competitors, Dr Mumba said he was encouraged with the participants as all of them were distinguished personalities.

Erratic power supply hurting hospital operations

MANAGEMENT at Mission Hospital in Chipata has complained of intermittent power outages disrupting operations in the theatre and other critical units at the Seventh Day Adventist (SDA)-run hospital.

Mwami Mission Hospital administrator, Enock Chitakwa said the hospital operations were being negatively affected by electricity load-shedding.

Mr Chitakwa said operations in the theatre were being disturbed because Zesco had not availed a schedule for load-shedding. “Hospital operations especially in the theatre department have been badly affected by the intermittent power outages as a result of load-shedding.

“We are appealing to Government to consider treating this as an emergency case,” he said.

He said this when Luangeni Member of Parliament, Charles Zulu donated 80 blankets to the institution. Mr Chitakwa said Zesco should introduce a time table of load-shedding in order to help the hospital management plan ahead. He also said the hospital had inadequate incubators and appealed to stakeholders to assist procure more machines.

And Mr Zulu, who is Lands, Energy and Water Development Deputy Minister, said the current load-shielding being experienced in some parts of the country was as a result of increased demand for electricity.

Mr Zulu said the country had in recent years experienced economic and population growth. He said Zambia had not invested enough in the energy sector in the past years and that the Government was now working towards upgrading the sector. The

Government was currently extending Kariba North Bank and Kafue Gorge power stations to increase electricity supply. Mr Zulu assured the hospital management that he would discuss the matter with Zesco regional authorities.

He also donated 70 blankets to be distributed to all clinics in his constituency.

THE State has seized properties worth billions of Kwacha, including a hotel in neighbouring Malawi and some apartments in Tanzania allegedly belonging to former first lady Thandiwe Banda.

This comes in the wake of the on-going probe into suspected plunder of national resources by some former leaders in the MMD administration.

Sources told the Times of Zambia in Lusaka yesterday that the luxurious apartments linked to Mpundu Trust Limited in Lusaka and other properties within the country were also lined up for seizure from the embattled first family which has been under investigations over allegations of acquisition of property using public funds. [pullquote]if it was proved that the properties were properly acquired after the investigations, they would be handed back[/pullquote]

Impeccable sources said investigative wings had seized a hotel in Malawi and some flats in Tanzania allegedly linked to Mrs Banda.

“The Mpundu Trust flats in Lusaka have also been seized. This is part of the on-going investigations into suspicions that the former first family could have acquired property using public funds.

“The probe on allegations of using public funds to acquire personal properties by the former first family has intensified. And it’s not only them that are being investigated. Anyone who is suspected to be involved in corruption will be investigated,” the sources said.

They said if it was proved that the properties were properly acquired after the investigations, they would be handed back to the owners.

“But if the opposite is discovered, then the law will take its course against the culprits.”

The source said the Government investigative wings were working in liaison with authorities in the host governments for properties suspected to have been plundered and were outside Zambia’s jurisdiction.

Inspector General of Police, Martin Malama remained mute on the matter.

Former president, Rupiah Banda’s administrative secretary, Mikatazo Wakumelo expressed ignorance over the development.

President Michael Sata recently instructed law enforcement agencies to investigate how a private bank account belonging to Mpundu Trust Limited held a colossal sum of US$ 1 million.

The president gave the directive in the wake of revelations that Mpundu Trust had unexplained funds in one of the commercial banks in the country.

On the basis of the colossal amounts involved, the president felt that it would only be fair and prudent for the Drug Enforcement Commission, in liaison with other law enforcement agencies, to investigate the matter.

Recent media reports revealed that Mpundu Trust was linked to the former president, Mr Banda.

Mr Sata said the decision to probe Mpundu Trust Limited was without malice or ill-motive but to simply set the record straight.

He said the action was in line with the promise the Patriotic Front made to the people that accountability, transparency and fairness before the law would be the bedrock of his administration.

Poor management leaves Mununshi Banana scheme in a dilapidated state

Government has expressed concern at the ran down Mununshi Banana scheme in Mwense District of the Luapula province.

Luapula Province Deputy Minister Davies Mwila said this when he made a spot check at the site accompanied by Finance deputy minister Alfridah Mwamba who is also Lukashya member of parliament.

Mr. Mwila said the Zambia Development Agency (ZDA ) should come in and help find the way forward in the matter because the project was too important to be wasted.

He said it was the cry of the people that the Banana Scheme should start operating to its full capacity because it was one of the three major Companies in the province.

He said the Mununshi Banana Scheme, Mansa Batteries and Kawambwa Tea Estate were the main drivers of the economy in the province and the three Companies should be revived in order to create employment for the people.

Efforts to get ZDA spokesperson Margret Chimanse for comment on the matter proved futile by press time as her mobile phone was unreachable.

And ministry of Finance and National Planning deputy minister Alfridah Mwamba was saddened that such a promising project went under after being privatized.

She said it was Government’s desire to seek ways of how such Companies could become viable again.

“We want to see how we can uplift the living standards of the people again,” she said.

And Mwense Central member of Parliament David Mabumba also expressed his concern after learning that 17 hectares of the scheme was destroyed by fire due to poor management.

He said Government needed to protect such projects because they were huge investments.

And Luapula Province Permanent Secretary Gabriel Kaunda said he was surprised that the scheme had gone to waste despite the weather conditions in the province being favourable to the growing of bananas as everyone wanted to buy them.

“In fact, the new varieties that are there now can even mature in three months,” he said.

And Mwense District Commissioner Henry Mg’omba said the Banana Scheme was an opportunity for the people in the area for income generating and its going under was a big blow to the local people.

The scheme, if properly managed could offer a great opportunity for job creation for the local people in the district once revived and operating at full capacity.This in turn could contribute to enhanced food security and economic development for the people in the area.

And an Accounts Clerk at the Scheme George Chibwe disclosed that the 316 hectare Banana scheme was sold at US$ 500,000.00 during the Privatization of State owned Enterprises period to a Ndola businessman called Findlay who failed to run it and instead turned the Plant into a brewery which did not go far and closed.

He said the last time bananas were harvested from the scheme was in 2008 after which period the 17 hectare field which was under banana stands cover got burnt due to poor management.

And an Area Development Committee Secretary Moses Mushiwe disclosed that the Ndola Businessman came with some Zambia National Service Officials from Lusaka in March this year with a view to selling the Scheme to them but have not come back since.

Bemba royal establishment warns government not to meddle in it customs

The Bemba royal establishment in Chinsali district has not welcomed government’s decision to elevate Chief Chikwanda of Mpika district to the Senior Chief Nkula throne.

The establishment says it does not welcome the move to elevate the traditional as opposed to the incumbent who has the full support of the traditional authorities.

Senior Chief Nkula who was recently installed by the Shilubemba royal establishment awaiting government recognition says he will oppose every move by government to dethrone him unless with the blessings of the traditional authorities headed by paramount chief Chitimukulu.

Speaking when Acting District Commissioner, Kaweme Mumbi accompanied by council secretary, Kabombo Mutakela and security officials visited the Senior Chief, the visibly annoyed traditional leader accused government of meddling in the traditional affairs saying this will destabilize the chiefdom as people have risen against the decision.

He said the Bemba traditional royal establishment decided to enthrone Kafula Musungu (II) as senior chief Nkula following traditional consultation meetings at which government officials and chief Chikwanda attended.

“ It was agreed that the incumbent ( Chief Chikwanda ) takes over and government was advised accordingly on the matter, “ he said.

The embattled Senior Chief explained that there are a lot of procedures that are performed when installing Chiefs and merely removing the incumbent who is the custodian of the traditional shrines will spell death for both the in-coming and outgoing.

And Chairman of the Ichinga traditional council, Bwembya Tabwe warned of grave consequences and wondered how the republican president whom he said is well versed with the Bemba customs could make such a dangerous move.

“President Sata is very much aware of the decision we made as the shilubemba royal establishment on this matter. Paramount Chief Chitimukulu and his team of advisors made the wisest decision on the matter but now government wants to bring confusion because the incumbent has been on the throne for three months now”.

“Government should not destroy customs of succession and time has come that they leave such procedures to traditional authorities. We will not keep quiet but will engage government on the matter,” said Tabwe

He said the traditional royal establishment will continue to recognize the incumbent while dialogue continues saying a team of five Chiefs from the Bemba land will soon meet the president on the matter.

Addressing over 200 subjects at the palace, the Ichinga traditional council chairman announced that a decision has been made to suspend the current senior chief Nkula from performing all traditional duties that go with the chieftaincy until the matter is resolved.

Both Senior Chief Nkula and his Ichinga traditional council chairman strongly appealed to the subjects for calm and peace saying to every problem there is a solution in the offing adding that anybody who will rise against such a decision will be visited by the law.

Speaking at the same meeting, Acting District Commissioner, Kaweme Mumbi assured the subjects that there is no need to breach peace in the area adding that since the matter has come from the highest office in the land, people should be calm and wait for the resolution of the planned meeting of chiefs and the head of state.

Last week, President Micheal Sata announced the recognition by gazette of Chief Chikwanda of Mpika district as the new Senior Chief Nkula in Muchinga Province.

Traditional healer charged with murder after a failed ‘surgery’

Police in Chingola have arrested a traditional healer who cut a growth on a woman’s private parts and applied herbs on the wound, the patient later died.

The traditional healer has been charged with murder.

Copperbelt Deputy Police Commissioner Milner Muyambango confirmed the incident to ZNBC News in Kitwe and named the victim as Katongo Sichone who died after profuse bleeding.

Mr. Muyambango said Welling Gondwe 55 cut-off the growth on the woman’s private parts.

However, the patient started bleeding heavily until the traditional healer became scared and took the woman to the hospital where she later died.

Mr. Muyambango said the traditional healer was arrested yesterday.

African Parliamentary Network Against Corruption president Given Lubinda has called on Members of Parliament in the country to be practical in their fight against corruption.

Mr. Lubinda has implored MPs to take a leading role in championing the fight against the scourge.

Lubinda who is also Information and Tourism Minister said this in Siavonga at the close of a two-day workshop for MPs held under the theme “the role of Parliamentarians in the fight against corruption.”

And some MPs talked to pledged their commitment to fight corruption.

Mandevu PF MP Jean Kapata said MPs have a duty to ensure that corruption is eradicated by being role models in society.

Mbabala UPND MP Ephraim Belemu said MPs should use their role as law makers to ensure that effective pieces of legislation are put in place to curb corruption.

Former Transport and Communications Minister Dora Siliya acted irregularly when she instructed the Zambia Public Procurement Authority (ZPPA) to cancel a tender which had already been awarded to a company.

ZPPA Director General Samuel Chibuye said the Minister had no authority to instruct the authority to cancel a tender which has already been awarded be cancelled.

Mr. Chibuye was testifying before the Investigations committee sitting to investigate the tendering procedure of supplying, delivering and installing of a Traffic Management Surveillance Radar System at the Kenneth Kaunda and Harry Mwanga Nkumbula International airports in Lusaka and Livingstone respectively.

And Chairperson of the Investigations Sebastian Zulu has summoned the former Director General for the ZPPA David KapitoloO to appear before the committee on Wednesday this week.
