United Party for National Development (UPND) leader Hakainde Hichilema says the 2013 national budget to be presented to parliament by finance minister Alexander Chikwanda this afternoon will be useless if it will not include the re-introduction of the windfall tax.

Mr. Hichilema said the party is expecting Mr. Chikwanda to explain to the nation why government has opted to borrow the $750 million Eurobond when the money can be raised through windfall tax.

Speaking at a media briefing in Lusaka this morning, Mr. Hichilema said Mr. Chikwanda should also give a clear explanation of how government intends to create jobs for young people instead of just giving statements.

He said creation of jobs should not just be about talking but should be followed by action.

Finance minister Alexander Chikwanda is this afternoon expected to present to parliament the 2013 national budget, the first, crafted by the Patriotic Front government amid high expectations from stakeholders.

And Mr. Hichilema has called for the immediate resignation of vice president Guy Scott.

He said it is pointless for Dr. Scott to continue serving as vice president when he cannot act as president in the absence of President Michael Sata.

Mr. Hichilema stated that it is better that Mr. Chikwanda takes over as vice president because he always acts in the absence of President Sata.

Dear future husband, I think it’s about time I changed my perspective,

See the past couple of months for me have been quite… reflective,

I noticed how I’ve always had this perception of what you must be like,

This really long list of all the things I felt you mustn’t lack.

 

I had it all figured out, you’d be this God-fearing man that everyone wished to emulate,

And for the sake of our kids you’d have to be tall so that for my deficiency in height you’d compensate,

You’d have to be the kind of man who opens doors, gives up his seat, offers his coat,

The kind of man I could admit failure to and would help me out without stopping for a second to gloat.

 

The kind of man that loves his mother and respects his father,

Yeah, this really long list of all the things you must be,

But in the past few months I stopped to think… what about me?

Am I the kind of woman that deserves such a man?

So my Dear future husband, from now on I choose not to focus on what would make you my Mr Right,

Instead I choose now to focus on getting myself right,

I might not meet your list of qualifications physically,

But what I lack outwardly I pray to God I make up for inwardly, first step… growth spiritually.

 

Putting an end to all the things in me that go against God’s will for my life,

Finally giving in to a change of heart, going under God’s knife,

Liquid movements telling a story

Pirouette, fouetté, jeté and a final entrechat completes my story

Once a princess

Kabimba is a reject from Mwembeshi-Mulongoti

Mike Mulongoti has lashed out at PF Secretary General Wynter Kabimba for stating that the former Works and Supply Minister would have to wait for 50 years to ever become President of Zambia.

In an interview, Mr. Mulongoti said Mr. Kabimba should be the last person to lecture anyone on politics because he is a political reject from Mwembeshi.

“I don’t expect anything from Mr. Kabimba. Why should he be the one to tell me to wait for 50 years to be President? It’s not up to him but to the Zambian people to decide,” Mr. Mulongoti said.

Mr. Mulongoti added that Mr. Kabimba had been rejected by his own people in Mwembeshi where he tried to win an election as MP.

“For over 20 years, Mr. Kabimba had been trying to represent the people of Mwembeshi and they kept rejecting him and now that he was sneaked into Parliament by nomination he wants to start lecturing us about politics?”

“These are the levels of arrogance that got the MMD voted out and Mr. Kabimba is exhibiting the same traits and the end result might be disastrous,” Mr. Mulongoti warned.

He advised Mr. Kabimba who doubles as Justice Minister to tone down and humble himself.

The former Works and Supply Minister also condemned a statement attributed to Mr. Kabimba in which the PF Secretary General was asking all those that contributed financially to the PF campaigns to bring bills to the secretariat so that they could be reimbursed.

“What kind of arrogance is that? Where have they gotten all that money to start paying people back? Maybe this explains why they are now been investigated with only a year in office,” Mr. Mulongoti said.

President Michael Sata says Zambia is more strategically positioned to provide prospective business and investors’ access to two large regional markets.

Addressing chief executives from leading Japanese business companies in Tokyo, Japan today, President Sata said Zambia lies at the crossroads of two major markers of the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA).

He said SADC has a population of 257 million and a combined GDP of US$471 billion with COMESA having a population of 430 million and a combined GDP of US$472 billion.

President Sata said Zambia boasts of other market opportunities through agreements and membership to the European Union through the Everything But Arms Initiative (EBA), the United States of America’s American Growth and Opportunities (AGOA) initiative as well as market access initiatives with Canada.

The President said government is working towards achieving similar market access initiatives across the globe including some with countries in the Association of Southeast Asian Nations (ASEAN).

He told Japanese businessmen that they were better off investing in Zambia because of a stable macroeconomic environment as well as a friendly business environment.

President Sata assured the Japanese businessmen that government is committed to restructuring the economy by diversifying into other sectors such as agriculture, tourism, energy, manufacturing and infrastructural development.

He said his government has also been proactive in reducing the cost of doing business and streamlining the investment climate through the elimination of unnecessary and cumbersome licenses and procedures.

President Sata said government is implementing prudent fiscal reforms such as broadening the tax base, increased spending on priority sectors aimed at minimizing unplanned outlays while ensuring fiscal discipline.

Among the top chief executives that attended the president’s meeting include those from leading companies like NEC Corporation, Shimizu Corporation, Toshiba Corporation and Kawasaki Heavy Industries Limited.

Others were from Toyota Motor Corporation, and Kubota Corporation.

And President Michael Sata has called upon the Japanese International Cooperation Agency (JICA) to increase its levels of development cooperation with Zambia.

President Sata says Zambia is ready to work with JICA in many areas of development cooperation.

He has invited the JICA team to come to Zambia and explore areas of possible cooperation.

President Sata says there is a lot that JICA can do in Zambia in its overseas development assistance programmes.

President Sata was speaking in Tokyo, Japan today when JICA president, Akihiko Tanaka, paid a courtesy call on him today at the Hotel New Otani where the Zambian President is staying.

And Dr Tanaka said JICA considers Zambia as one of the best partners in international cooperation.

Dr Takana said the agency is encouraging Japanese business people to pay more attention to Africa as a destination of investment.

JICA has agreed to partly fund the construction of the Kazungula Bridge across the Zambezi River.

Yesterday in Tokyo, Foreign Affairs Minister, Given Lubinda, and his Japanese counterpart, Koichiro Gemba, signed two important documents relating to the financing of the construction of the Kazungula Bridge project over the Zambezi River.

Justice Minister Wynter Kabimba has implored Members of Parliament (MPs) to freely voice out corrupt acts in Government as the fight against the vice is a responsibility of all Zambians.

Presenting his maiden speech to Parliament sitting in Lusaka on Wednesday evening, Mr Kabimba said MPs should not fear to point out corrupt vices in the Government.

“Don’t whisper corrupt activities in Government, even if it is a minister involved, even when it is Wynter, involved. We shall depend on this House to raise the red-flag, where ever corruption is surfacing,” Mr Kabimba said.

He said President Michael Sata had taken a strong stance to fight corruption and that this course of action should be supported by all.

Mr Kabimba said MPs were representatives of a cross section of Zambians and it was only prudent for the House to back the zeal exhibited by Government to fight corruption in totality.

He said the Patriotic Front (PF) where he was also the Secretary General had committed itself to judicial reforms to make the system effective and thus this process should also be supported by MPs and Zambians alike.

He said judicial reforms were among other issues that were on Government priority list adding Government would make legislative amendments that required the full backing of Parliament.

He told the House that the Constitution making process was another issue of immeasurable importance to Government and that it would be implemented to meet the aspirations of Zambians.

“The Constitution is a product for all Zambians and we should work together to implement it on solid principles and it should be void of internal or external influence,” he added.

He urged Members to be free to approach his office as he had an open-door policy as this was an impetus to foster national growth.

He said before the general elections in 2016, Zambians wanted development to take root around the country and that this was not the time for political squabbles at the expense of growth.

“I want to implore Members to have a spirit of oneness to help forge development for our people. Between now and 2016, the people of Zambia want development. We should work for the benefit of our people and avoid contestations for power until the 2016 elections,” Mr Kabimba said.

Shangombo villagers scavenges condmned maize

Undisclosed number of maize bags earmarked for destruction by Food Researve Agency (FRA)have been ransacked by villagers in Shangombo district.

Shangombo Commissioner Martin Mwauluka confirmed to ZANIS yesterday that some FRA maize bags which were taken for destruction at Mboiwa waste disposal site have been stolen.

Mr Mwauluka said the maize bags which were stored in the Catholic storeroom were certified un fit for human consumption due to the bad state of the bags which were discovered heavily infested by grain borers.

The District Commissioner said the Zambia Environmental Management Agency (ZEMA) ordered FRA to have the maize destroyed by burning it after they (ZEMA)issued a certificate of destruction.

Mr Mwauluka said a total of 412 x 50kg bags of maize were taken for destruction on 9th October, 2012 but it was discovered that some bags which were at the bottom of the heap which did not catch fire that was burning throughout the night were stolen for consumption by the nearby villagers.

The DC has since expressed worry following the incidence saying consumption of the condmned maize may lead to diseases, a situation he said may as well be a cost to government in case of a disease outbreak .

Mr Mwauluka has since directed the district council to provide maximum security at the damping site and ensure that all the infested maize was burned and that no grain was taken by the villagers.

ALTERNATE executive director of the Africa Group one constituency at the World Bank Denny Kalyalya has been elected as a board member of Bank for the next four years.

Dr Kalyalya, who is former Bank of Zambia (BOZ) deputy governor in charge of operations, was elected in Tokyo yesterday at the ongoing International Monetary Fund (IMF) and World Bank Group annual meetings.

Finance Deputy Minister Miles Sampa and BOZ governor Michael Gondwe, who are also currently attending the IMF and World Bank annual meetings in Tokyo, confirmed the development in an interview yesterday.

Mr Sampa said all the 21 member countries of the Africa Group one constituency of the World Bank elected Dr Kalyalya to be a board member of the World Bank.

He said the election of Dr Kalyalya as World Bank board member was a good development for Zambia and the rest of Africa.

“This is a very good achievement for Zambia and Africa as Dr Kalyalya will now be involved directly in the decision making of the World Bank Group,” he said.

Africa is represented by two executive directors in the World Bank board from English and French speaking countries.

And Dr Gondwe said Dr Kalyalya had made Zambia proud as he would be influencing the decision making process in the World Bank.

“As you may be aware, Zambia is already put in high esteem by the international community so Dr Kalyalya has made us more proud,” he said.

Meanwhile, Mr Sampa said three Zambians would be interviewed on Sunday for a position of a board member at IMF.

He said the results of the Sunday interviews would be announced at the IMF and World Bank annual meetings here in Tokyo.

Mr Sampa said it would be good for Zambians to be in both boards of the World Bank and IMF.

“It is also our turn to float someone as a board member of IMF to represent the English speaking countries,” he said.

He said most people worldwide were impressed with Zambia following the country’s recent successful insurance of the US$ 750 million Eurobond.

A Newly refurbished Eye Clinic Centre of Excellence has been opened at the University Teaching Hospital (UTH)with Government pledging to transform UTH into a superior referral institution offering superb health services.

The K2.8 billion phase one rehabilitation project of the centre was done by Nava Bhata Ventures limited of India. During phase II of the project, K15.5 billion would be spent.

Speaking in Lusaka yesterday at the official opening of the centre, Health Minister Joseph Kasonde thanked the cooperating partners, Operation Eyesight Universal (OEU) for donation of the centre.

The Ministry of Health and OEU recently signed a Memorandum of Understanding (MoU) to share costs at 50 per cent each for upgrading the centre under the phase II project.

“We have waited for the UTH Eye Centre of Excellence for more than eight years now, and it is very gratifying that it has now come to fruition,” Dr Kasonde said.

Once completed after phase II, the centre which used to be the UTH recreation facility, would have capacity of 80 beds, wards, offices, lecture theatres, a kitchen, library and computer rooms.

The centre was opened to coincide with this year’s commemoration of World Sight Day held under the theme ‘Elimination of Trachoma, a cause of preventable blindness in Zambia.’

“This certainly is a good way of commemorating the World Sight Day which falls today by us receiving this donation of the UTH Eye Centre of Excellence,” Dr Kasonde said.

He said Zambia was a signatory to the Global Elimination of Trachoma (GET) by the year 2020 and the Vision 2020 The Right to Sight, a global initiative aimed at eliminating blindness by year 2020.

He said the centre which was furnished with modern equipmentwould help Zambia deliver best services aimed at achieving goals of the GET 2020 and Vision 2020.

The vision had four core strategies which included disease control, human resource development, infrastructure and appropriate technology and resource mobilisation.

Earlier, OEU representative Delphin Kinkese who read the speech on behalf of the institution’s acting president Brian Foster said about 13 million people globally were blind when 80 per cent of such cases could be treated.

He said OEU decided to partner with Government to focus on delivery of quality eye operations and that the successful completion of the project would assist many people to access treatment services.

Giving a vote of thanks, UTH head of Eye Clinic Grace Mutati said the centre was significant to providing better treatment services to citizens and assured that UTH management would take good care of the new facility.

Chikwanda in upbeat mood ahead of budget presentation

Finance Minister Alexander Chikwanda is in a good mood as he prepares to unveil the 2013 national budget, his office has said.

Mr. Chikwanda is expected to present the budget at 14:15 today at Parliament buildings in Lusaka.

“He is looking sharp and vibrant and ready to unveil the budget,” said Ministry Spokesman Chileshe Kandeta.

Mr. Kandeta posted on Facebook that Mr. Chikwanda, devout Catholic, has been heard saying the Rosary in this month of Mary, the Mother of Jesus.

“He is ready and raring to go,” Mr. Kandeta wrote.

Mr. Kandeta also downplayed constitutional and procedural arguments surrounding the presentation of the budget this afternoon.

Mr. Chikwanda who is constitutionally mandated to present the Budget Bill to Parliament is now acting as Republican President in the absence of President Michael Sata.

This week opposition Monze UPND MP Jackie Mwiimbu raised a point of order wondering who will present the national budget in the absence of Mr. Chikwanda, who is currently the Acting president and is not attending parliament.

Mr. Mwiimbu said he was worried because for the first time in the history of parliament, the President is likely to present the national budget himself.

In response, Speaker of National Assembly Patrick Matibini said he did not want to be pre-emptive on what the Executive would do on Friday.

But Mr. Kandeta attempted to downplay the significance of the constitutional issues surrounding the matter.

“Mr. Chikwanda will present. He will present, there are no such issues,” Mr. Kandeta said.

Zambia Jet Into Kampala

Zambia have arrived in Kampala ahead of Saturday 2013 Africa Cup qualifying decider against Uganda.

Herve Renard and his team arrived at 20:10 Ugandan time (19:10 Zambian time) aboard a chartered flight from Johannesburg.

The four-hour flight from Johannesburg to Entebbe made a stop at KK International Airport in Lusaka on Thursday afternoon as the teams transited to Kampala.

Sports minister Chishimba Kambwili, FAZ president Kalusha Bwalya and officials from Konkola Copper Mines whose company facilitated the teams’ charter to and from Uganda all boarded the flight in Lusaka.

Meanwhile, the 24-man Zambia team included Under-20 midfielder Mukuka Mulenga and Shadreck Malabo of Power Dynamos and Red arrows respectively.

Zambia needs a draw on Saturday against Uganda, who are unbeaten at home since 2004, to qualify for the Africa Cup that will run from January 19 to February 10 in South Africa.

Renard’s side beat Uganda 1-0 in the third round, first leg match on September 8 in Ndola.

Chambeshi Says “Deco” Mukuka Can Make Zambia Grade

Power Dynamos coach Beston Chambeshi has tipped new call-up Mukuka Mulenga to excel if given chance to feature in Saturday’s 2013 Africa Cup qualifier between Zambia and Uganda.

The promising Power midfielder is one of the two late inclusions in the 24-member Chipolopolo squad ahead of the crucial return leg qualifier at Namboole Stadium in Kampala.

Chambeshi said the Under-20 attacking midfielder deserve a call-up to the senior squad.

“Mukuka Mulenga is a young man who is coming from a big team and he has played at the higher level. The young boy deserve to be in the national team,” he said.
“Given chance he can play we can’t rule him out,” Chambeshi added.

He however acknowledged that Zambia needs experienced players against Uganda.

“But the game against Uganda is a big match. We need players with a big heart to play. We need players with a character to change the game,” Chambeshi said.
The youngster is in the 24-member Chipolopolo squad that is flying to East Africa on Thursday.

The Zambia Congress of Trade Unions (ZCTU) president, Leonard Hikaumba, has expressed displeasure at the work culture of some civil servants in Chinsali district of Muchinga Province.

Mr Hikaumba described the work culture of some civil servants in the area as simply pathetic.

Mr Hikaumba observed that the bad work culture of some civil servants is affecting the smooth delivery of services to the public.

Speaking in Chinsali yesterday during the burial of Civil Servants and Allied Workers Union of Zambia (CSAWUZ) senior national trustee, Smart Kajo, Mr Hikaumba said it is important for the civil servants to change their work culture and ensure that they provide and deliver quality services to the public.

He said it would be easier for the civil servants to be supported by the public in their demands for decent wages and conditions of service if the public is satisfied with the services being provided for them by the civil servants.

The ZCTU president said civil servants should be ready to work with minimum supervision because they know why they have been employed and whom they serve.

Speaking earlier, CSAWUZ president, Davy Chiyobe, said he was disappointed to discover that the body of the late Kajo had gone bad in the mortuary because of continued power outages being experienced in the area.

Mr Chiyobe said the union leadership is disappointed with management at Chinsali district hospital for allowing bodies in the mortuary to rot when they have a powerful generator on stand-by which has not been connected.

Mr Chiyobe said the labour movement will not rest until all the workers with bad work culture at the district hospital are dealt with.

He wondered what guarantee health workers can give to the public in the provision of quality services if they can allow a body of one of their members of staff to rot when they have all the means to preserve it.

Mr Chiyobe warned that the labour movement will not rest until all the officers who will be found wanting are dealt with so as to bring sanity in the civil service.

But District Commissioner, Evelyn Kangwa said they were only few individuals tarnishing the image of the Government and promised to sort them out.

Ms Kangwa said she was equally disappointed that the generator that was acquired over five months ago has not yet been connected.

She warned that all the civil servants failing to perform should quit their positions before they are fired, adding that the PF Government, which was voted into power by the majority of the power Zambians, is in a hurry to develop and will, therefore, not entertain anybody frustrating its efforts.

Ms Kangwa has also promised to investigate reports that a patient from Lubwa was turned back for failing to report at Lubwa Mission Hospital so that he can be referred to Chinsali District Hospital.

The man, who was turned back without being treated on Tuesday morning was, however, brought back the following day as Brought In Dead (BID) and taken to the mortuary.

The late Smart Kajo, 53, who died on Sunday, October 7, following a short illness, has been described as a courageous man who epitomised workers’ aspirations, expressed workers resolve, and represented the workers without fear.

Angry residents beat motor cyclist to death after he killed an 8 year old boy

A motor cyclist has been lynched and beaten to death by an angry mob in Mwinilunga district. This is after the motorcyclist hit an eight-year-old boy who died on the spot.

North Western Province Deputy Commissioner of Police, Bonny Kapeso, confirmed the incident that happened on Wednesday around 17.00 hours.

Mr Kapeso said the motorcyclist, who has not been identified and riding an unregistered motorcycle, hit the boy of Kaloza village in chief Sailunga’s area of Mwinilunga.

He said the boy identified as Alex Kamuza, aged eight, died on the spot.

The Deputy Police Chief said this angered the villagers who mobilised and beat the motorcyclist to death.

Mr KLapeso said both the bodies of the boy and the motorcyclist are lying in Mwinilunga District Hospital mortuary.

In a related development, a Grade Six pupil of Kamapanda Basic School died of head injuries after falling from a speeding vehicle in Kabompo district.

North Western Province Deputy Commissioner of Police, Bonny Kapeso, confirmed the incident and named the deceased as Mukumbi Mashina.

Mr Kapeso said Mukumbi fell from a Zesco vehicle registration number ABX5440 and died of head injuries.

He said the driver of the vehicle, Fred Kaole, of house number 14722/917, Kamwala Township in Lusaka, has been charged with causing death by dangerous driving and he is detained at Kabompo police station.

Police in Sinazongwe in Southern Province have arrested the man, suspected to be behind the murder of Collum Coal Mine Supervisor, Wu Shenghai, on August 4, 2012.

Southern Province Police Commissioner, Charity Katanga, confirmed the arrested Sylvester Siachebani, 27 of Siabajele village in chief Sinazongwe.

In a telephone interview, Ms Katanga said the suspect was arrested at Kandambwe Basic School and that Siachebani is mine shaft operator at Shaft 3 at Collum Coal Mine.

“Police around 13:00 hours on the 10th October, 2012, arrested Sylvester Siachebani, 27 of the Siabajele village in chief Sinzazongwe at a funeral house in Sinzeze,” she said.

She said murder master mind of 50-year-old miner, Wu Shengzai, in Sinazongwe was arrested on Wednesday around 13:00 hours at a funeral house in Sinazeze.

Ms Katanga said he would be charged with the murder Mr Wu contrary to Section 200, Chapter 87 of the Laws of Zambia.

She said Siachebani was commonly called savage by his peers and that he is currently in custody in Choma.
