CCZ calls on govt. to meet Mopani owners on waste management

The Council of Churches in Zambia (CCZ) has asked government to dialogue with Mopani Copper Mines and consider relocating residents of Butondo and Kakonyo in Mufulira district.

CCZ National Chairman for Natural Resources, Sauros Phaika says people in two areas are faced with unknown health hazards from the waste disposed by the mines.

Reverend Phaika, says government should also consider meeting the investor and compel them to clear the waste rock litter from the processing plant in the two areas and other surrounding places.

Reverend Phaika said the litter from the mine plant has exposed the residents to toxic chemicals and has started causing serious health problems fro them.

Reverend Phaika said this in a communiqué read out at the Council of Churches in Zambia (CCZ) seminar for Journalists on Natural Resources management in Lusaka today.

He said government should also bargain with the investor to start preparing an alternative residential location with necessary infrastructure where to relocate the residents.

He said the Environmental Council of Zambia (ECZ) should commission an independent investigation through the technical expertise to determine the levels of sulphuric acid on the chemicals and check whether they are within the recommended levels by the World Health Organisation (WHO).

Reverend Phaika said there was need for investors to ensure that local communities participate in issues affecting them.

Zesco investigates power surge in Chadiza

ZESCO Limited says it is still investigating the cause of the power surge that destroyed electrical appliances worthy millions of Kwacha in Chadiza District about two weeks ago.

ZESCO Senior Manager for Marketing and Public Relations Lucy Zimba told ZANIS in a telephone interview from Lusaka today that the cause was not yet known as investigations were still underway.

Ms Zimba said although she was aware about the incident, she was not in a position to shed light over the matter as she had not yet been availed with the details.

She said she would purse the matter with the Regional Manager for ZESCO Eastern Division.

Ms Zimba said Chadiza residents must be patient as the power company establishes the cause of the power surge.

She said ZESCO customers must take pre-caution measures such as switching off all electrical appliances when power is interrupted to avoid damage to their property.

Some Chadiza residents have petitioned ZESCO to explain the circumstances that led to the sudden power surge.

In a petition signed by the affected residents of Kanjala and Kanjala Extension Compounds, the residents, want ZESCO to find remedial measures for the damage caused to their property.

Date set for Kambwili hearing

The Luanshya magistrate court has set November 16th 2009 for ruling in the matter in which PF roan Mp Chishimba Kambwili and three others were appearing for conduct likely cause the breach of peace .

Ndola chief resident magistrate Kelvin Limbani sitting in the Luanshya magistrate court also set November 6th 2009 for submissions from both the defence and prosecution teams.

This followed the close of the case by the state prosecutor Nyambe Sililo who had earlier called nine witnesses but reduced them to six.

And defence counsel Derick Mulenga said he was not ready to make oral submissions because he was not aware that the case would close after the state called six witnesses and asked for time to prepare a written submission.

Other accused persons are Patrick Maipambe, Charles Mulenga and Christopher Mutale.

Four successfully file nominations for Solwezi central by-election

Four aspiring candidates for the Solwezi central constituency seat have successfully filed in their nominations for the parliamentary by-election set for November 19 this year.

Forum for Democratic Alternative (FDA) candidate Muhammed Kalela was the first one to file in his nomination at about 10:25 hours accompanied by his party president Dr Ludwig Sondashi and 10 of his supporters.

He was followed by the United Party for National Development (UPND)/Patriotic Front (PF) PACT candidate Watson Lumba who was accompanied by the UPND president Hakahinde Hichilema,and 10 of his supporters filed in at about 11:07 hours.

Others were an independent candidate Tomas Kafula and Movement for Multi-Party democracy (MMD) Albert Chifita at about 11:33 and 13; 30 hours respectively.

Solwezi central constituency by-lection returning officer Elizabeth Kanoka announced the four valid nominations filed in by MMD, UPND/PF Pact, FDA and independent candidates saying no nomination was rejected.

Ms Kanoka announced the results some few minutes after 15 hours.

In another development UPND/PF pact and MMD supporters crushed at Chawama after police allegedly relocated UPND/PF pact from the show grounds to Chawama.

UPND party spokes person Charles Kakoma has accused the police of causing and the violence that happened between MMD and the pact after their candidate filed -in his nomination by relocating them from the place they had earlier been given a permit for.[quote]

“There was bad violence which was supported by both the police and MMD supporters and I am very disappointed that the police exhibited total unprofessionalism,” Mr Kakoma alleged

He said his party was allocated Solwezi show grounds by the police as their gathering point to address party issues which was later alleged given to MMD by the police.

Mr Kakoma said number of an disclosed people were caught up in the fracas and suffered injuries, lost property, cars bashed and windscreens shattered.

Northwestern province police chief Fabian katiba refused to comment over the matter and referred all queries to police spokes person Bonnie Kapeso in Lusaka who by press time said he had not yet received any report on the matter.

Zambia Reach Cosafa Finals

Zambia will meet and hosts Zimbabwe in the Cosafa Cup final on Sunday beating Mozambique 2-0 in the semi-final played today in Bulawayo.

The win is a major relief for coach Herve Renard who will preside  over his first Cosafa Cup final in charge since finishing third in last year’s tournament held in South Africa.

Zambia dominated Mozambique and took the lead in the 8th minute of the first half through striker Enock Sakala after receiving the ball from the left wing from midfielder Luka Lungu who delievered a cross into the box for the Zesco striker score with a flick-on in a match the 3-time champions dominated.

Zambia made sure of their win in the 84th minute through striker Felix Sunzu after replacing Sakala when he headed down the ball on the near post just three minutesc after coming on the pitch.

Nchelenge District Commissioner, Orswell Musanda, has saluted Zambia’s past Presidents for their contribution towards the attainment of political independence and socio-economic freedom.

Mr Musanda observed that the first Republican President, Dr Kenneth Kaunda and other gallant men and women fought tirelessly to liberate Zambia from the bondage of her colonial masters.

The DC noted that Dr Kaunda scored numerous successes during his reign, notably in the area of infrastructure development, especially in the field of education.

On second Republican President Dr Frederick Chiluba, Mr Musanda said he should be credited for liberalizing Zambia’s economy and re-introducing Multi-party politics which brought about the freedom of expression.

He said said the third Republican President, Dr Levy Patrick Mwanawasa, left behind an indelible mark with his stance on the application of the rule of law and zero tolerance on corruption.

Children should not be detained in adult cells- Lumbamba

Government says the nation’s current practice of detaining children in adult cells is a violation of several provisions of the Convention on the Rights of the Child (CRC) and other international instruments.

Central Province Permanent Secretary, Denny Lumbama, said in Kabwe today that placing children with adults whilst in detention exposed them to negative influences of adult criminal culture. He said this is because children are vulnerable and susceptible to negative influences and outside pressures.

Mr Lumbama was speaking when Kabwe Child Justice Forum (KCJF) handed over a rehabilitated male children’s cell at Kasanda Police station.He said children had less experience and control over their own surrounding environment and added that detaining them in adult suspects’ facilities was an insidious form of child abuse.

Mr Lumbama explained that children should be treated with rehabilitative services as opposed to punishment because they were still developing emotionally, socially and physically. He said if child justice was not addressed now, the nation will be setting a time bomb by raising children with criminal minds.

He called for concerted efforts in preventing children from unnecessarily moving into the criminal justice system and helping those already in the system to grow up into responsible citizens.

Mr. Lumbama commended UNICEF, Plan International and Tuskers Hotel management and other institutions for the financial support rendered towards achieving the objectives.

The rehabilitated cell was furnished with new mattresses and blankets.

Zambia’s annual inflation rate declines to 12.3%

The Central Statistics Office (CSO) has announced that the annual rate of inflation as measured by all consumer items has declined from 13.0% in September to 12.3% in October this year.

CSO Director Elfreda Chulu says the decline was as result of a decrease in some food prices adding that food products accounted for 6.0 percent while non food products accounted for a total of 6.3 per cent.

She was speaking at the CSO monthly bulletin in Lusaka today.

And Ms. Chulu has said preliminary estimates of real Gross Domestic Product (GDP) show that the country’s economy is expected to grow by 6.3 percent this year.

She said this is because of the strong growth of the agriculture, forestry and fishing industries among others.

Ms. Chulu said the GDP for this year is expected to be at K4003.0billion compared to K3, 765.4 last year.

Meanwhile, Ms. Chulu has said the total imports by Broad Economic Category (BEC) in September were K1, 6434 billion in September, compared to K1, 7118 billion in August this year.

She also said Zambia recorded a trade surplus valued at K302.2billion in September this year.

Ms. Chulu said this was as a result of more exports than imports recorded in the month of September.

She said the country’s major export products in September were from intermediate goods.

She said the intermediate goods mainly comprised of Copper cathodes and sections of refined copper plates, wire and sheets of refined copper.

Ms. Chulu said Zambia’s total exports of raw materials accounted for 17.6 percent while consumer and capital goods accounted for 14.9 per cent.

The CSO Director however said the country’s import of capital goods such as machinery, vehicles among others accounted for 33.4 per cent.

She named Switzerland, South Africa, China and United Kingdom as major five destinations of Zambia’s exports in September.

Ms. Chulu said the five countries accounted for 82.5% of the country’s export earnings in September.

Vernon Mwaanga dismisses early polls

PARLIAMENTARY chief whip, Vernon Mwaanga, says Government has no intentions of calling early general elections because the MMD was constitutionally elected into power.

Mr Mwaanga whose position is equivalent to that of a cabinet minister said Government under the leadership of President Banda will continue with its mandate of running the affairs of the country until the MMD’s term of office comes to an end in 2011.

Mr Mwaanga said this in Parliament on Tuesday when contributing to debate on the 2010 national budget.
He said political parties calling for early elections are merely politicking and trying to agitate for anarchy in the country.

Mr Mwaanga said President Banda has performed exceptionally well, adding that he is optimistic that Zambians will give MMD another term of office beyond the 2011 general elections.

“Now, I have heard some politicians saying Government should call for early elections. Let me say this, we have no intentions of doing that because we were elected constitutionally and we will continue with our term of office until the general elections.

“So, as long as the MMD is still in power, the best is yet to come because even international investors have shown confidence in the way we manage the affairs of this country,” he said.

Mr Mwaanga said opposition political party leaders should resist attempts to transform into professional critics but offer credible solutions to the problems the country is facing.

He said Government is looking forward to a time when the opposition will join hands and work to alleviate the sufferings of the people.

“As a country, if we have to reach the desired level of development, all members of Parliament must join hands with us (Government) so that we can service and uplift the lives of our people, because if we continue attacking each other for political gains, development will remain adamant,” Mr Mwaanga said.

Zesco MD trashes optic fibre talk

ZESCO acting managing director, Cyprian Chitundu has said the company’s optic fibre network will not be sold together with Zamtel although the power utility firm is in talks with the telecommucations firm as the anchor customer.

Mr Chitundu said in an interview in Lusaka that Zesco had been in talks with Zamtel as the targeted anchor customer for the optic fibre network but it would not be sold together with the telecommuncations company set for partial privatisation.

He was reacting to the story in yesterday’s edition of The Post alleging that State House was exerting pressure on Zesco for it to have the optic fibre network sold as part of Zamtel assets.

Mr Chitundu said because Zesco did not have the capacity to fully utilise the network, it wanted Zamtel to be the focal customer to maximise the use of the facility.

“We have been in discussion with Zamtel for sometime now because we have common interest in that we are now both in the telecommunication industry. We want to have Zamtel as our anchor customer for the optic fibre network,” he said.

“We have never been under pressure from State House or any other person to have the optic fibre network sold as part of Zamtel assets and that shall not happen,” Mr Chitundu said.

He said technically, it would not be possible for the two organisations not to talk to each because of the way the systems were and there was nothing sinister about the two engaging in talks.

Mr Chitundu said it was sad and unfortunate that such reports were coming up when the sale process for Zamtel was going on.

The Post story alleges that President Rupiah Banda, through his two advisors who included Joseph Jalasi for legal engaged Zesco over the network.

It further says that Mr Jalasi and another presidential advisor as well as Zambia Development Agency chief executive officer, Andrew Chipwende had been on Zesco’s top management over the same issue.

Bishop speaks against abuse of maids

A clergyman in Kafue has appealed to employers not to abuse maids by subjecting them to do works which could be carried out by their wives.

Apostolic Faith Mission in Zambia Bishop, Kingswell Sichela, said it is immoral for employers to subject maids to do dirty works such as washing underpants, taking food for their bosses to their bedroom and forcing them to have sex with them.

Bishop Sichela noted that it was unfortunate that such activities were happening in homes where some women live certain works to their maids, adding that maids are there to supplement works in a home.

The bishop was speaking during the graduation ceremony for 70 maids who graduated in house-keeping and catering orgainised by the Meclas Training Centre.

He commended Faith Fruitful International Ministries for coming up with a course to empower maids so that they know their rights and do their jobs professionally.

And Speaking at the same function, Gods Faithful Ministries International Director, Pastor Media Mweemba, said her ministry has decided to empower women with skills so that they could stand on their own and stop depending on men for everything.

Pastor Mweemba noted that most of the graduands are already employed and working in good institutions, and urged them to put the knowledge they acquired to good use.

Shikapwasha regrets Nalubamba’s outbursts

Chief government spokesperson Ronnie Shikapwasa says the ruling Movement for Multi Party Democracy (MMD ) has done great work with its good polices in ensuring that they better the lives of the Zambian people in the country.

Lieutenant General Shikapwasa said it is unfortunate for Chief Bright Nalubamba to continue despising president Banda’s government that it will not win the 2011 elections because of the current mismanagement of the economy.

General Shikapawasha, who is also information and Broadcasting minister, said the MMD government has in several times of difficulties helped the people of Southern province with relief food including country wide.

He told ZANIS in an interview in Lusaka today, that Chief Nalubmaba should appreciate that government has provided a lot of developmental progarmmes in his area such as building of schools, health centre’s ,Cattle Restocking and infrastructure roads among others.

General Shikapwahsa said there is need for Chief Nalubamba as a traditional ruler to promote reconciliation to all Zambians.

The government spokesperson also advised traditional leaders in the country not engage themselves in politics adding that government expects them to help explain government polices to their subjects.

General Shikapwasha however pointed out that government respects Traditional leaders, who in turn respect their political leaders.

He however, noted that the MMD government has transformed Zambia adding that many people have thanked government for improving their lives in the country.

And commenting on United Party for National Development UPND’ president Hikainde Hichilema‘s recent remarks that president Banda had failed to discipline Energy Minister Kenneth Koanga, General Shikapwasha said MMD is a government of laws that looks at one potential not injustices.

The Minister said the energy Minister has worked hard as a Minister in charge of energy adding that issue of shortage of fuel was not caused by him but the catalytic components which had broken down at Indeni petroleum refinery in Ndola.

He noted that the problem had also been compounded by the closure of the refinery for its routine maintenance

The country experienced a shortage of fuel for two weeks.

The Zambia Revenue Authority (ZRA) has recorded a deficit of K573.9 billion below target in revenue collected between January and September this year.

ZRA Commissioner General Chriticles Mwansa said the tax revenue out-turn largely due to on account of poor performance in trade taxes adding that this was lower than the projected revenue collection in terms of trade taxes

He said in the period under review ZRA collected K8, 717.5 billion in gross taxes while the refunds stood at K1, 644.9 billion, net tax gobbled K7, 072.6 billion against a target of K7, 646.5 billion.

Mr. Mwansa said this in Lusaka today in a speech read on his behalf by ZRA Commissioner for Domestic Taxes, Wisdom Nhekairo.

The Commissioner-Gen. noted that the world financial crisis contributed to the rapid depreciation of the local currency the Kwacha against other major currencies during the first quarter of the year which resulted to slowdown in cost importation in economic activities in the country.

Mr Mwansa said in a bid to mitigate the impact of the global financial crises on trade taxes, the Authority set up measures that increased audits of the Taxpayers’ accounts in different key sectors of the economy.

He explained that the audits enabled Authority to improve revenue collections from inland taxes, a situation that is more dependable and sustainable for the nation.

The however discloses that the Authority has embarked on vigorous mining audits to ensure that they maximize revenues including taxpayers’ accounts in different sectors of the economy.

The Commissioner General added that these audits are aimed at verifying the compliance with the tax regime and validating the cost structure of these sectors that are being audited.

Mr Mwansa said the Authority commenced its pilot audits in February this year for three major mining houses in Zambia with a technical assistance of the Norwegian government.

He added that the last phase of these audits commenced last week and it is expected to be completed by the end of November this year.

The mining companies being audited are Mopani Copper Mine, Konkola Copper Mine (KCM) and Kansanshi Copper Mine respectively.

The Commissioner however, said during the review period ZRA intensified audits for small scale mining companies involved in gemstones, quarrying and those dealing in base metals to ensure comply with payment of mineral royalty.

Faz, North Korea FA Discuss Nov 21 Friendly Date

Faz and the North Korean Football Association are still putting final touches to their proposed friendly international scheduled for November 21 in Lusaka.

According to a Faz statement released today, Football House are still in talks with 2010 World Cup finalists North Korea.

Zambia will be the second African nation North Korea will play this year after facing Congo-Brazzaville earlier this month on October 13 in Le Mans, France.

Congo-Brazzaville and North Korea finished 0-0 in that friendly match.

Meanwhile, Zanaco are Roan United’s delayed Barclays Cup quarterfinal match is scheduled to be played on November 4.

Power Dynamos, Green Buffaloes and Choma Eagles are already through to the semifinals to be played on November 7 after wins over Zesco United, National Assembly and Nkana respectively.

Faz said in a statement that the match will be played as earlier scheduled at Trade Fair Grounds in Ndola.

The match was postponed because Zanaco has six players with Zambia at the Cosafa Senior Challenge Cup in Zimbabwe.

Zambia face 2008 Cosafa Senior Challenge Cup runners-up Mozambique in the semifinals tomorrow in Bulawayo for a place in Sundays final at Rufaro Stadium in Harare.

The match will be Zambia’s 11th against Mozambique who are one of the few sides yet to beat the former.

Winner of Thursdays match will face hosts Zimbabwe in the final after they beat 2008 Cosafa Senior Challenge Cup champions South Africa 3-2 on post-match penalties after a 1-1 draw at full-time.
