Protea group to construct hotel in Chipata

Plans are under way to construct a hotel in Chipata district following its advancement in attaining city status.

Town Clerk, Golden Banda, said a high powered delegation from Protea Group of Hotels, led by group General Manager, Mauro Gaurdigli, held talks yesterday with Chipata Municipal Council on the construction of the hospitality industry.

Mr Banda said the construction of the two storey building of a hotel was expected to start in January next year under the supervision of project manager, Peter Shakafuswa.

He said all the drawing plans for the hotel, which will be built along Umodzi Highway on the entrance to Chipata town from Katete, were already approved by the Ministry of Local Government and Housing.

The hotel, which he said would be slightly different from Protea Hotels in Chingola on the Copperbelt Province, would also have shops on the ground floor.

And Mr Banda also said the council was vigorously scouting for land to give to Protea Group of Hotels for the construction of a Spar Supermarket.

Meanwhile, Eastern Province Permanent Secretary, Euralia Syamujaye, commended the group for its plans to construct a hotel in Chipata.

Mrs Syamujaye said the construction of the hotel would add value to the town which would soon attain a city status.

Last week, Chipata Town Clerk, Golden Banda, told the District Development and Coordinating Committee (DDCC) meeting that surrounding traditional leaders had given out land to the local authority to increase the township boundaries.

“Following the giving out of land by the chiefs to the council, it has now become a reality that Chipata is a city-in-waiting and the programme has reached an advanced stage as ten kilometers of the current boundary will now be part of the township,” Mr Banda said.

He also said the council had received K 294 million for putting up traffic and street lights in Chipata.

Mr Banda said the local authority had also applied for K 796 million from government through the Ministry of Lands for opening up of roads and culverts in the township.

ECZ bemoans continued electoral code violation in Solwezi

The Electoral Commission of Zambia (ECZ) says it is concerned with the continued violation of the electoral code of conduct by some political parties during campaigns.

ECZ Commissioner Joseph Jalasi said it is important for candidates and election agents to understand the provisions of the code as it is now law adding that any violation of this piece of legislature defeats the purpose for which it was made.

Mr Jalasi said during campaigns some political parties conveniently forget the existence of the code of conduct and behave as if they are a law themselves, adding that this kind of behavior does not help at all.

He has since challenged all candidates and political party members to familiarize themselves with the electoral code of conduct in order for them to carry out their campaigns in a very peaceful manner.

Mr Jalasi was speaking during a post-nomination briefing for candidates, monitors, observers and the media for the forth coming parliamentary by election held in the IFAD hall in Solwezi yesterday.

Commissioner Jalasi said there is need to lift political campaigns to a higher level where name calling and politics of personalities will be a thing of the past.

He said candidates should base their campaigns on real issues that face the electorate in their day to day lives rather than castigating each other.

The Commissioner advised all political players to resolve conflicts through established channels and not resort to violence as this violates the code of conduct.

Mr Jalasi said the commission is hopeful that all stakeholders will play their respective roles in the forth coming by election in order for it to be conducted in a credible manner.

Speaking at the same briefing ECZ Public relations manager Cris Akufuna advised the media not be used as campaign tools by political parties but execute their duties professionally and in accordance to their roles provided for in the electoral code of conduct.

Mr Akufuna said the media should exercise professionalism in their duty and provide balanced and fair coverage to all political players.Violence rocked Solwezi , yesterday, between the ruling MMD cadres and UPND /PF cadres who gathered Kyawama Market fro a rally after filing nominations papers in the Soplwezi Central parliamentary by-elections scheduled for November 19, 2009, left vacant following the death of Local government and Housing minister Ben Tetamashimba.

The ruling MMD is fielding Albert Chifita, while UPND/PF pact are fielding Laston Lumba, Forum for Democratic Alternative are fielding Muhammed Kalela.

Inhumane Kalomo investors warned

THE district administration in Kalomo has warned foreign investors in the area to stop using racial remarks and exercising inhuman treatment to their Zambian workers or risk being sent back to their countries of origin.

Acting District Commissioner, Justus Phiri, issued the warning yesterday when a number of workers from Estate Bird Farm stormed his office seeking protection for what they called inhuman and victimization by the farm proprietor.

The workers alleged that the named white farm proprietor of South African origin has directed that no relatives of workers should come into the farm compound and while workers’ children should leave the compound when they become two years old.

Female workers have also been directed not to have their babies behind their backs when working in the farm orchard.

The same proprietor of Dentro Game Ranch, Balla – Balla Safaris in Namwala district, early this month is reported to have forced his way into a house of his male game scout in his ranch at night while the worker was sleeping with his wife.

The proprietor allegedly beat up the worker for what he claimed non adherence to company procedures and forced the couple to flee naked into the wilderness infested with wild animals.

The acting DC, who summoned the proprietor, Dene Bird, warned that abuse of workers, racial remarks and victimization would not be tolerated.

Mr Phiri urged the investor, who later apologized for his conduct, to follow disciplinary labour laws when dealing with erring workers other than inflicting inhuman treatment on them.

Mr Phiri also urged investors to respect the Zambian culture of having extended families, saying chasing away workers’ grown up children and their relatives from one’s farmland was abrogating the Zambian family way of living.

Health sector’s performance is below par – Simbao

Health Minister, Kapembwa Simbao, says the Zambian public health sector is operating at far less than the required human resource capacity, resulting in a vicious cycle of over-worked staff and under served patients.

Speaking during the 7th Registered Nurses’ Graduation Ceremony for the Livingstone School of Nursing, Mr Simbao said government was aware of the shortfall of health workers in the country and conversant with the negative effects of such a shortfall on service delivery.

Mr Simbao said government shall take health human resource development and citizens’ health security as centre stage as it pursues national development.

The minister said government is firmly and steadily implementing the human resource for Health Strategic Plan which he said was road map for the resolution of the human resources crisis.

“Cognizant of these human challenges that the country is facing, we are now firmly and steadily implementing the HRH, which is out chosen and informed roadmap for the resolution of the human resources crisis that we are bedeviled with,” he said.

Mr Simbao said that with the help of cooperating partners, government has put in place measures that would ensure that the country gradually meets the human resources needs by training, recruiting and retaining more staff to the health sector.

The minister urged graduating students to be compassionate and diligent in their execution of duties and to put up an exemplary attitude.

Mr Simbao further urged the graduating students to grab every opportunity to learn more things in order to be abreast with emerging diseases and to ensure optimal care provision on their part and to stay clear of HIV and AIDS that he said had remained a major local, regional and global health challenge.

And Acting Medical Superintendent, Dr Namani Monze, has commended government and cooperating partners for improving hospital infrastructure at the institution.

Dr Monze said the hospital has a fully functional eye department, out patient and operating theatre, adding that plans are under way to have an optical workshop within the eye unit.

He noted that the pediatric and adult medical blocks have been constructed.

However, Dr Monze said the staffing levels for specialized doctors like ear, nose and throat and physicians need to be improved upon if quality health service was to be delivered.

Meanwhile, Livingstone General Principal Tutor, Likando Likando, says there had been an improvement in the performance of students from 88 per cent last year to 93 per cent this year in the pass rate.

However, Mr Likando observed that lack of staff accommodation, modern library and lecture theatre were some of the challenges for the institution.

Mr Likando added that reduced and erratic funding which lead to delayed and non implementation of student activities were additional challenges.

Government says it is in a process of launching and implementing the code of ethics for public service workers aimed at improving their service delivery to the public.

Secretary to the cabinet, Joshua Kanganja, says the code of ethics will create a public service that will enhence values and provide guidelines on the standards of accountable behavior required for public service employees.

Speaking when he officially launched the Payroll Management and Establishment Control (PMEC) Luapula Office in Mansa today, Dr Kanganja said there is need for public service workers to be responsible and accountable to the public in the way they execute their duties.

Dr Kanganja noted that this is because civil servants have an important role to play in the development process of the country through quality service delivery.

He added that with total commitment, public service employees could assist government in achieving the set targets of developmental goals such as the Fifth National Development Plan (FNDP) and the Vision 2030.

He explained that the realization of the set developmental goals will require efficient and effective public service participation, hence the need for workers to be proactive.

“You should be aware that the vision for our country to become a middle class income status by the year 2030 demands purposeful, efficient and effective action on the part of the public service”, he Said.

Dr Kanganja further pointed out that there is also need for workers to adopt a positive mind set and apply themselves to the different tasks that they are expected to do in a transparent and accountable manner.

“As public workers there is need for a major paradigm shift in the manner you conduct yourselves, as employees, institutions engage in culture of excellence, accountability and transparency in your service delivery”, he added.

Meanwhile, Dr Kanganja said it is for this reason that government will also use the PMEC system to establish a sustainable process and systems that will ensure effective monitoring of the government employment act.

He further expressed optimism that the establishment of the PMEC office in the province will go a long way in the enhancement of accountability and ownership in the execution and administration of the payroll system in the area.

Earlier, Public Service Management Division (PSMD) Permanent Secretary, George Kawatu, said the establishment of the PMEC payroll system in all provincial centers will help government reduce costs of sending financial officers to Lusaka to retire their input.

Mr Kawatu also disclosed that this is because about 140,000 government workers are on the PMEC database, adding that the system will assist in addressing some of the challenges that government faced in the establishment of an effective payroll management.

“The opening of provincial centers without external consultants means that the money is saved and is being redirected to other needy areas in the country, “he said.

And Luapula Province Permanent Secretary, Jazzman Chikwakwa, thanked government for opening PMEC offices in the province, adding that the move will contribute positively to the development of the area through an improved payroll management system.

PMEC system to root out ghost workers – Kanganja

Secretary to the Cabinet Joshua Kanganja says the decentralisation of the payroll management and establishment control (PMEC) system will help government to remove ghost workers from its payroll.

Dr Kanganja said today that the decentralisation of the PMEC system will make it possible for government to completely eliminate the problem of ghost workers.

He said PMEC will improve accuracy in the public service establishment, budgeting of salaries and wages while at the same time help detect and eliminate abuse.

He said government initiated the new payroll system after realising that the number of people being paid salaries was more than than the approved number of workers in the public service establishment.

“In most cases the numbers of those on the payroll were higher than those appearing in approved establishment registers,” he said.

Dr Kanganja was speaking in Mansa today when he launched Luapula province PMEC office, installed with automated equipment to facilitate the new payroll system.
He further said that the decentralised payroll system will reduce the costs of payroll management as accountants will no longer have to travel to Lusaka every month for salary inputs.

He said addressing the ghost workers problem and cutting down input costs will in the long run prevent budget overruns that could have resulted from Personal Emoluments expenditure incurred by government.

“Government is using PMEC system to establish a sustainable process and systems that will support effective monitoring of government employment policy, prevent budget overruns in personal emoluments expenditure, improve accuracy of the establishment, help detect and eliminate payroll abuse,” he said.

And Dr Kanganja has advised provincial administration controlling officers against abusing the decentralised payroll management and establishment control system.

He said permanent secretaries and other departmental heads should also ensure that only those employed by government are on the payroll, adding that stringent measures are in place to punish those who will attempt to abuse the new system.

The Luapula province PMEC system is the last of the eight decentralised systems that have been launched across the country.

CEG welcomes Taskforce disbandment

Centre for Elections and Governance (CEG) Zambia has welcomed the disbandment of the Task Force on Corruption charging that it has failed to deliver to public expectations.

CEG Trustee Gershom Musonda says Government’s decision to dissolve the Task Force on Corruption is long overdue as the institution has not performed to public expectations despite it being funded heavily.

Mr Musonda said in a statement made available to ZANIS today that that the creation of the Task Force was a duplication of work done by other wings such as the Anti-Corruption Commission (ACC).

He said that the dissolution of the Task Force should include transfer of files, property and funds to institutions that will carry on the work.

Mr Musonda said that the ACC does not need additional lawyers from the defunct Task Force to prosecute cases successfully as the country will continue losing public funds when key sectors of the economy like health institutions need money.

He urged the ACC to rise to the occasion and show its relevance by fighting all forms of financial scams recently reported at the Ministry of Health, Evelyn Home College and other public institutions.

Mr Musonda said his organization salutes government for taking this decision to disband the Task force on corruption at the right time to save public resources.

He however appealed to donors to exercise patience with the ACC and give it time to do its work as it takes on additional responsibilities emanating from the dissolution of the Task Force.

President Rupia Banda says he is sadned to note that after 50 years of existence, Mindolo Ecumenical Foundation (MEF) still depends on donors and other corporating partners for support.

And Mindolo Ecumincal Foundation has disclosed that it owes the Kitwe City Council over K430 million in land rates.

President Banda said organisations like MEF required massive injection of funds for programmes, infrastructural development and maintaince in order to depend less on donors.

He said there was urgent need for management at Mindolo Ecumenical Foundation in Kitwe to move with the times and embrace the changes that are happening politcally, socially and economically if the institution was to remain viable.

The President said this in Kitwe today in a speech read on his behalf by Education Ministrer, Dora Siliya, at the joint 51st Pan African graduation ceremony and golden jubilee celebrations.

He added that while it was good for the institution to look back at the past accomplishment, MEF could not afford to remain stuck in history and fail to utilise the historical achievements for the betterment of the future.

He said government was in a hurry to develop the country and would continue creating an enabling environment for players in the tertially education sector like MEF to smoothly implement there programmes.

Mr Banda said Mindolo, in the spirit of ecumenicalism, should bring together various stakeholders to a table and determine the future for this country, including addressing the challenges of poverty and underdevelopment through its programmes.

He added that government was proud to be associated with MEF because the organisation has made significant contribution to the development of Africa for the last 50 by managing to bring together people of difference races, nationalities and religions through the courses it offers.

The President further said the currently 50 per cent of the Zambian population were women and that the programme of gender and good governance being implemented by the institution was critical to national development.

He observed that there was need for MEF not to confine such programmes but to spread them to the entire country, especially rural areas.

The President urged the the graduants to take the first step in developing Africa using the necessary skills acquired from MEF.

He added that they were the greatest human resource that Africa had produced and that no one would develop Africa except for them.

And MEF Board Chairperson, Reverand Susanna Matale, said the organisation, which had trained several African leaders, was going through enormous administrative and operational problems.

Rev Matale said the institution was chocked by land rates of over K430 million that were being asked for by the Kitwe City Council.

She said the institution had failed to clear this bill, a situation which had forced the local authority to grab property from the institution.

She appealed to the President to squash the current debt and abolish all land rates being imposed on the MEF by the council.

Rev Matale also called on church leaders to slow down on divisions and concentrate on issues that would build the nation.

He urged management at MEF to soldier on to ensure that the institution pulled through its problems.

Earlier MEF Director, Rev Peter Daka, said the student intake at the institution had dropped from the previous 150 to 31 due to a decline in donor support.

Rev Daka appealed to government to give the institution necessary support by sending civil servants to undertake refresher courses at the institution.

FPP welcomes fusion of Task Force into ACC

The Forum for all Political Parties (FPP) has welcomed the move by government to fuse the Task Force on corruption into the Anti-Corruption Commission (ACC).

FPP Chief Spokesperson Charles Kafumbo said the move by the government to fuse the Task Force on corruption into ACC is very timely.
He told ZANIS in an interview in Lusaka today that the move should be commended and embraced by all.

Mr. Kafumbo said this would allow the ACC to handle and deal with all the Task Force cases. He added that ACC would manage to handle and deal with all the cases as it has dealt and handled high profile corruption cases before.

Meanwhile, Mr. Kafumbo said the FPP strongly condemns the violence between MMD and PF/UPND during the filing of nominations in the Solwezi central by elections yesterday.

Lusaka Braces For Super Saturday

The City of Lusaka will have a soccer bonanza this Saturday with local football fans torn between one of two potentially explosive matches at opposite ends of the Capital to watch.

Defending champions and current leaders Zesco United including 3rd placed Power Dynamos are both in town this weekend.

Zesco, on 54 points, will be at Nkoloma Stadium to play Red Arrows in a match that, should they win, will see them open a six-point gap between themselves an Zanaco.

Zesco and Arrows finished 1-1 in the first leg meeting last June.

Zanaco on the other hand are not in action because they have six players away with the Zambia national team in Harare where they face Zimbabwe on Sunday in the final of this years Cosafa Senior Challenge Cup.

They were due to host Chambishi at Sunset Stadium.

Meanwhile, Power visit Green Buffaloes at Woodlands where they will looking to complete back-to-back league wins over their hosts whom they beat 1-0 last June in Kitwe.

Senior headman cleared of drug charges

A Senior headman of Mumbwa Central Constituency has been acquitted of drug-related charges by the Mumbwa Magistrates’ Court.

Senior headman Musefu of Chief Moono’s area was yesterday cleared of charges involving possession of Narcotic substances by Magistrate Christopher Matipa.

Facts before the court were that headman Musefu, whose name is Paul Sikabwali, was arrested by Drug Enforcement Commission (DEC) officers on October 9, 2009, on suspicion of storing cannabis in is home premises.

The DEC officers had earlier found about 2kg of cannabis wrapped in a black plastic bag at an open place 40 yards from the traditional leader’s house before arresting him.

The courts subsequently found that there was no link between the headman and the confiscated drug package.

Speaking after the acquittal, the headman said that he was relieved to have his name cleared of the allegations, saying some enemies had set him up in order to implicate him.

He said he was aware of a plot in which some named persons from within the Chiefdom were allegedly planning to arrange for his removal from the position of headman.

Good news: Zambia’s economy to grow by 6.3 %.

THE Central Statistical Office (CSO) has said that preliminary estimates of real Gross Domestic Product (GDP) show the Zambian economy is expected to grow by 6.3 per cent in 2009.

CSO director, Efreda Chulu said the likely growth of 6.3 per cent was due to expected strong growth in the agriculture, forestry and fishing, mining and quarrying as well as construction industries.

Releasing the latest economic statistics for the month of October in Lusaka yesterday, Ms Chulu said the real GDP in value terms was expected to be K4,003.0 billion in 2009 compared to K3,765.4 billion in 2008.

She said GDP in nominal terms was expected to increase to K64,326.1 billion in 2009 from K55,078.8 billion in 2008.

In his 2010 Budget address to Parliament early this month, Finance and National Planning Minister, Situmbeko Musokotwane said the projected economic growth for 2009 was pegged at 4.3 per cent, representing a slight downward revision to the earlier projection of five per cent announced in the last Budget address.

Dr Musokotwane, however, said chances were bright that the five per cent target would not only be attained but also exceeded should economic conditions continue to improve in this final quarter of 2009.

Ms. Chulu has said the total imports by Broad Economic Category (BEC) in September were K1, 6434 billion in September, compared to K1, 7118 billion in August this year.

She also said Zambia recorded a trade surplus valued at K302.2billion in September this year.

Ms. Chulu said this was as a result of more exports than imports recorded in the month of September.

She said the country’s major export products in September were from intermediate goods.

She said the intermediate goods mainly comprised of Copper cathodes and sections of refined copper plates, wire and sheets of refined copper.

Ms. Chulu said Zambia’s total exports of raw materials accounted for 17.6 percent while consumer and capital goods accounted for 14.9 per cent.

The CSO Director however said the country’s import of capital goods such as machinery, vehicles among others accounted for 33.4 per cent.

She named Switzerland, South Africa, China and United Kingdom as major five destinations of Zambia’s exports in September.

Ms. Chulu said the five countries accounted for 82.5% of the country’s export earnings in September.

Chizyuka refuses to recognise expulsion

Expelled United Party for National Development (UPND) Namwala Member of Parliament Robbie Chizyuka says he does not recognise his expulsion from his party for alleged gross indiscipline.

Major Chizyuka said in a statement to ZANIS last evening that the action by UPND national executive committee to expel him is in defiance of the court injunction in the Lusaka High court.

” Mr Hakainde Hichilema is aware that on 21st November, 2009 Lusaka high court judge Musonda will hear my application for an
injunction to restrain the UPND and Mr. Hichilema from suspending me, ” said Major Chizyuka.

He explained that Mr Hichilema’s defiant action against the injunction, it was time Zambians looked closely and wisely into the
mirror image of Mr. Hichilema whom he labeled as a ” new dictator.”[quote]

With reference to UPND’s allegation that he failed to exculpate himself, within the seven days period, Major Chizyuka said to-date he has not received the suspension letter which stipulated the charges requiring his response.

The embattled MP urged UPND to be honest to the public to show when he received that the expulsion letter, who gave him the letter and where he signed for receipt.

He said as far he was concerned, he was just learning it in the media on Sunday 4th October, 2009.

” I was in my constituency attending the Shimunenga ceremony when this entire saga was unfolding as news.
Upon reading my suspension in the Post Newspaper, and realizing that I was not given a hearing let alone a warning on the alleged misconduct, I realized that the party was up to some hidden, malicious and already predetermined actions against me,” he said.

Furthermore, Major Chizyuka has challenged the expulsion saying he cannot exculpate himself before the injunction is cleared in court.

Fine slapped on Collins Mbesuma should serve as a lesson to all players-FAZ

The Football Association of Zambia (FAZ) Communications officer Erick Mwanza says the fine slapped on National Soccer Team striker Collins Mbesuma by his South African club, Moroka Swallows F.C should serve as a lesson to all football players in the country.

Mwanza told ZANIS sports in an interview in Lusaka today that all the players in Zambia should disciplined and dedicated to their teams at local and international club levels.

He pointed out that all clubs have their own set of rules that players need to adhere to, adding that discipline is important both on and off the pitch.[quote]

The FAZ communications manager however said that despite the fine on him, Mbesuma has been showing signs of improvement in terms of his performance.

Mwanza said the fine is a positive reflection that the club he plays for still loves him and would want the best out of him.

Moroka Swallows F.C slapped R20 000 fine on Mbesuma after finding him guilty of misconduct during Absa premiership match against Bidvest Wits’ earlier this season.

Mbesuma’s charges of misconduct in an incident in which he kicked wits’ goalkeeper Francis Chansa in the face during the match.
