Time Posted: February 5, 2009 10:29 am

Parliament has head that government plans to recruite 1500 new police officers to meet the shortfall of police officers in the country.

Home Affairs Minister, Kalombo Mwansa told Parliament yesterday that the recruitment will start in April this year.

Dr. Mwansa said the government wants to recruit more Police Officers in the country because there was a shortage of manpower in the Police Service.

The Home Affairs Minister was responding to Chililabombwe Member of Parliament (MP) Esther Banda who wanted to know when government will recruit more Police Officers.

Dr. Mwansa said once government recruits more officers it will immediatly deploy them in different Police posts country wide.

He also said in the next five to seven years, government will recruit 12000 more Police officers to meet the staff short fall.

The Minister said every year the government has been recruiting Police Officers adding that the state will also get 500 houses for the Police Officers.

He also said the government intends to increase capacity of Police Colleges as soon as resources are available.

Good plan for Zed, but police should be taught good manners especially when dealing with civilians.
Use of weapons on each other and in public places
Hope with good salaries for them too

The current number of police officers is ok. They lack support from their employers. Their working culture would change once the following are done:
    1.0 Decent accommodation.
    2.0 Decent uniforms.
    3.0 Optimum pay.
    4.0 Enough transport.
5.0 Decent police stations with computers where they can be linked online with others.
6.0 Organise refresher public relation workshops.
They lack motivation that is why those manning road blocks are fond on begging.

The police force is one neglected area in Zed. In my opinion, the force has overemployed. I don’t see how employing more cops would help but perhaps for the 2011 tripartite elections. Listen Zambian leaders! Improve the conditions in the force, motivate the cops, provide necessary tools for their operations and improve standards of training (get grade twelve as minimum level). Remember you cannot change the attitudes of cops in Zed today by changing from ‘force’ to ‘service’.

    ARITHMETIC:
    1,500 new police officers.
    500 new houses.
Where will the other 1000 officers live? Ah they will occupy the houses left by those who have died, resigned, retired or been fired. So 1000 officers off the system will be replaced by the new recruits.
Total increase in strength is 500.
Correct statement therefore is ‘Govt will increase the police officers numbers by 500 this year.’
    QUESTION:
What is the total strength of police in Zambia?
How many policemen per head of population do we need?
Mrs Esther Banda MP, thanks for your question but ask in this format next time.

“Mr. Hichilema wondered why government has allocated K50 billion to the National Constitution Conference (NCC) when it was supposed to be winding up its work.
He said that his party’s position was that the NCC should not be discontinued but wind up its work by June so that Zambia can have a new constitution before the next general elections.
He said that giving the NCC K50 billion is encouraged the members to drag the process until 2010.
He expressed shock at the paltry K5billion given to the Electoral Commission of Zambia for continuous voter registration.
He said that with that little money, the aim is to disenfranchise Zambian especially young people in 2011.”

“Mr. Hichilema also asserted that the main reason the local currency is losing value to other currencies is lack of confidence in national leadership. He said that is why the Kwacha started losing value significantly after the presidential bye-election.

And Mr. Hichilema has bemoned the poor reading culture in Zambia. He said at the same meeting that Zambians don’t read that is why they like following ignorant leaders.

“That is why you follow people who don’t say anything, you should be reading”, advised Mr. Hichilema.

And in apparent reference to PF leader Michael Sata, Mr. Hichilema said that some opposition leaders have not said anything on the budget because they have nothing to say.”

I wish they will change and improve the training programme. They should spend more time at lilayi doing a bit of law, physical traning and farming so that they are fit for general duties. Its like the new police graduates are trained in road block making and begging, we are disturbed when they find us in drinking places because of their begging habits, ubwalwa and mineral water.
and GRZ pay them well, they may just concentrate on police duties.

I tell growing up in a police camp is hell no wonder the cops are brutal. Have been to Lilayi Para camp junior section. No wonder the guys behave they way they do given a chance they find themselves on the other side of the law which they are supposed to enforce. At one point my brother then serving as cop discouraged me from joing ZP no matter what. I thought the guy was crazy man out there but now I realise he action was right. The guys from top to bottom, some have acquired wealth by dealing with criminals and the like. The emphasis training element should include human rights and good working conditions by employer GRZ to minimize kolapushoni.

Hmm , interesting, but whose interested in becoming a police officer (educated) with the poor conditions sure? Police officers are corrupt and unfortunatly some retired police officers do not hand in thier guns when they leave just to hold on to something….after working for so long without benefits..these are the same guns that end up in the hands of thieves…
But anyways, its not Zambia yeka, officers here are also so corrupt. Every time iv had alcohol and driving, i just make sure i have a rand in my pocket and am sorted.
