Apologise to Westerners, Masheke told

A HUMAN rights and governance consultant has advised former prime minister in the UNIP government Malimba Masheke to apologise to the people of Western Province for the area’s underdevelopment, arguing that it would be a travesty of reason to accuse the current administration of being responsible for the situation in the area.

Reacting to a statement by some concerned citizens presented by General Masheke on the recent happenings in Western Province, Mbinji Mufalo said it was unfortunate that the Barotseland Agreement was being used for political competitiveness.

“The issues I seek to share with you were evoked by sentiments recently expressed by Gen Masheke and maybe shared by his peers on the incarcerated individuals from Western Province, and that little attention has been paid to Western Province and that it is the poorest region in Zambia,” he said.

Mr Mufalo, who is a lecturer at the University of Zambia, said to argue that a president who had been in office for a period of slightly more than two years was responsible for the unacceptable and undesirable situation in some regions of Zambia was a travesty of reason.

He said while it could be acknowledged that there was poverty in Western Province, the situation was similar to other rural provinces of the country.

“The obtaining concerns and contentions on the Barotse question should serve to provide us a premise for interrogating our governance modes. There should be nothing partisan about the Barotse question,” he said.

Mr Mufalo attributed the current situation on the failures of the past leadership.

“I here ague that eminent persons like Gen Masheke and his peers should be honourable enough and say to the people of Zambia that we the political and governance elite have failed the people of Zambia and indeed rural provinces like Western Province over time and we apologise, other than evoking anti-Government sentiments,” he said.

He said he was happy that the Government was putting in place development frameworks to redress the under-development in rural Zambia.

He said Zambians should challenge people like Gen Masheke on what they did when they were in office.

Mr Mufalo said Gen Masheke and concerned parties should show leadership by advocating for broader consultative means of engaging the Barotse question.

  1. The BRE led by one male Litunga are to blame for the upheavals in Western Province. They agreed t the creation of present day Zambia by the Litunga and his offsprings being the only beneficially of the agreement. The people of Western Province were deeply maginalised and not taken care off in the agreement. because of this, the Document was kept a secret. read the document, it does not provide for pulling OUT. The pipo in W/Province were being mislead in the absence of information. Pipo that should have lobbied for W/province to develop fled and started living in Lusaka,looking for a beta life i.e. The Sikota’s, Sipalo’s, Mundias etc. leaving W/Province poor than before. The question is why was the BRE agreement kept a secret?????

  2. I think Gen. Masheke did what he could do for Western province, he even solicited for power (national grid) to get to western province. The question we should be asking is what are we willing to do today? Masheke is a pioneer and we should add-on to what he did, let’s stop finger pointing and address serious issues that are really affecting the people of the west.

Personally led mission to rescue Samora Mashel and Chisano from the the on slaught of SA’s apartheid regime. The has the blood of a true Zambian. A hero, A Partiot. Show respect!

  9. Kaunda’s generation treated even the most mundane piece of information that had a coat of arms and some dubious statement as a state secret. They classified things that would make a kindergarten kid cry with shame. I have gone through this BA paper and I see nothing that could have not been shared then (70s, 80s, anytime). Remember that the strength of dictators lies in their withholding of information and it means ALL information. That era has disappeared with mobile comms and internet technologies. This issue of WP being underdeveloped has been brewing for sometime & WP voted for RB in the hope that things will improve & turn round but this RB forgot what he promised these people during campaigns & openly told them off that ‘ I did not tell the people of WP to vote for me’. After hearing this Lozis lost all hope of receiving development even if Rupiah was given 10 years. He showed his dislike for them by ordering police to shoot at them & maim.   15. #5 MMD Cadre, is Eastern Province developed? It breaks my heart to spend more than six hours to travel from Chipata to Lundazi, a distance of 175 km. Lusaka and Copperbelt urban are the only “developed” parts of Zambia. Let us not cheat ourselves about development in other parts of Zambia and where a vice president comes from. Serenje and its outer areas are just bush. Let us not fool each other please.

  16. This is what some of us have been saying all along. There are high levels of poverty in most of Zambia. It is only along the line of rail that passes from Livingstone to the Copperbelt that one sees development. Also, we must not forget that the country has been in economic decline since 1974 up to 2000. That is close to 30 years, what kind of development can be expected from a country that was getting poorer and was struggling to maintain the little infrastructure it had, let alone be in a position to build more? People also need to be realistic in their expectations. W province is a vast, sandy flood plain that is inundated for close to 6 months every year with a sparse spread out population. Even with the best will in the world, it will be very difficult to develop it in 90 days.

  18. The problem with our system is that, it seems the president has the preserve of deciding what development goes where. That is why, there is a misconception that one has to be in a position of some kind to take development to their village. This is all wrong. We need to advocate for change in development administration. Let us have a united Zambia but different states/regions. This will promote self determination. Each region must have its senators who in turn aspire for the highest office in the land. We need a better system. We are seeing querries by the auditor general’ s office, alarming figures indeed. There’s so much theft by civil servants hence underdevelopment of our regions. Also resource allocation goes to favourites of the leaders or their own pockets.

  21. We cannot take away what the Kaunda team did. They of course made their mistakes – but that should not be used to exonerate the bluntant arrogance of the MMD. Although the mines ran out of money at the end of the 80s – Zambia was a much proud nation then. Today we have privatised the mines – Why is the MMD not collecting sufficient tax to return our pride and develop our country? There is nothing wrong in criticising government!! They need to be criticised so they can be aware of what they are supposed to do. So General Masheke is ok when he speaks the way he has and he can actually tell you that his team did a lot to develop this country – it was messed up by the MMD. Is it not true that there is flooding for a considerable part of the year? Would that not impact on road construction or mining or whatever economic activity one might undertake? My point was that Zambia is a poor country period. For most of the years since it gained independence it has faced economic decline. Economic decline means that the country is not making enough money to pay for its needs let alone develop. The country had the highest per capita debt in the world until recently. Where then, was the money going to come from to develop W province with its difficult terrain and the other equally poor provinces?

He is the one who introduced Kaunda to his wayward friend Jonas Savimbi and was once Minister of Foreign Affairs and was also Namboard MD where he was fired for stealing and tribal bigotry.   35. Luapula, NorthWestern and Western provinces are the least developed because people from these provinces are lazy. Lozi people trust their Fish & Beer Drinking too much and wanting to live in Big Cities

    Take for a example: Southern & Eastern Provinces has very hard working people in Agriculture and Animal Farming.

    Tongas & Nchewa, Ngoni, Tumbuka’s & Nsenga have contributed a lot to the development of Southern & Eastern Provinces because of farming . In Northern Province, Only Namwangas in Mbala are good farmers

    People in Luapula are lazy because of Zaire or Congo influences. Naturally, our friends from The Congo love nightlife and dressing well all the time.

Israel gets billions of dollars from the US in order to maintain itself. It is not self sufficient by any stretch of the imagination.   40. For me I think to put General Masheke on the spot is to agree with his false premise that WP is the poorest province. If that be the case, and if by any economically verifiable data WP is indeed the poorest province, then the question to pose is why has it taken so long for this realisation to be made. Secondly, could Malimba Masheke have managed to influence development to WP single handedly. Was he not operating under the headship of one the most authoritave post colonial leaders? Would that not have affected his personal bability to take development to Barotseland. What about today, who can we say has singularly influenced this type of thing? Katele Kalumba?   43. #50 If all those things are happening in WP as you say then why all the noise? It is either deliberately and systematically marginalised or it is not. There is no half way house. So which is it, prosperous maize growing area or is it poverty stricken and ignored. Take your pick. Also, while you are at it, please tell me which province in Zambia does not suffer from high levels of poverty given the fact that we have been in economic decline for close to 30 years. To get the appropriate seeds and technology takes investment and time. Given that the Zambian govt did not have any money to speak of for 30 years, it is hardly surprising that the things you mention did not take place. If we are one nation as Bwezani and those before him would like us to believe, then every single square metre of this country deserves to receive its fair share of the national cake.   45. #53 It is open to question whether or not W province has received less money proportionally than the other provinces. Some figures suggest that it is Luapula which has the indicators of being the poorest province in Zambia. NW was also traditionally marginalised both economically but socially as well. People from that province faced discrimination to the effect that some of them denied being from that area for fear of being referred to as ‘six koloko’, or as a certain politician called them ‘nyamazai’. We can not run away from the fact as I have already stated that the country is poor. Any rural area in Zambia needs development. There is hardly any development in Northern province but people from there are not using violence and ethnic cleansing so as to get attention to their plight.

How can a province which has enjoyed political representation at the highest level be marginalised? The Zambian govt pays for the Kuomboka, Lozi language is not banned and is broadcast on radio and television. Lozis are not living in ghettos in Lusaka or the CB and their land is not systematically being appropriated as has happened to other marginalised peoples in the world. Lozis are not systematically targeted by the police and are well represented in institutions of higher learning. Socially they are able to mingle and marry with whomever they wish, where then is their marginalisation?

As far as I know the CEEC is open to anybody who happens to be a Zambian citizen. However, rioting and violence is not the best way to woo people from outside to come and invest their hard earned money in the province. Recently, the Liuwa plains national park has been rehabilitated. It could be a tourist destination to rival Luangwa or Kafue national parks. Liuwa has the second highest wildebeest migration after Serengeti. Now what tour operator is going to want to take tourists who have paid top dollar there if they are likely to face insecurity and violence?

  52. @ 60 Exactly my point. Whether through CEEC or through any other initiative, development of those sands is a realistic objective as you have rightly pointed out. The issue of violence is a new one, and perhaps it would help to mention that the agreement issuec an be traced back to the NCC submission by BRE. I metnion this to counter your attempt to compare NP or any other province for that matter with WP – historically they vary. Therefore, the investor into WP has not been stopped in the past 46 years by a violence factor. The question is why has the investor into these areas taken so long to appear, it has taken that investor close to half a decade. That s my point. So the recent violence cannot the historical reason for delays in lifitng up these standards in the province. Suffice it…

  53. #61 The fact that you have high levels of poverty throughout Zambia means that the agreement is not the real problem. The agreement was abrogated in 1969. How would the implementation of the agreement have made things different in W province? Also the agreement was heavily biased against non Lozis in the province, so I think it would be highly irresponsible for the present regime to implement it in its present form. We need to acknowledge that we are one of the poorest countries in the world which means that there is a limit to what the govt can achieve, Last year we earned about 13 billion dollars which in global terms is peanuts. We need to redouble our efforts to increase our earning capacity but I dont think ethnic extremism is the way to go.

The KK Govt distributed wealth and development to all parts of the country according to the the population and Administrative needs of particular areas. When MMD came into power in 1991, they neglected all developmental programmes that UNIP left, neglected infrastructure maintenance and upgrading. I’ve been to the remotest areas in Western Province offering specialised health services, and evidence of what UNIP did is there in form of ruins now, and certain buildings have been taken over by influential locals. You remember PWD, had depots in the deep rural areas. There was one near Luampa hospital, now a Police Post, if not closed, with grader remains still there, but unfit for human habitation. NONSENSE.

  55. Development is in people’s minds and government just suppliment efforts made by the locals. This province is 1 the least populated and those who are still there have no means of leaving the province. For example there are so many Ugandans in diaspora and those people remit close to US$400 000 000 to their country for investment. Coming to our Lozi fellows, there are so many Lozis living outside western province, doing well in Business, why can’t such people be investing in their areas. It is not much but it can make a difference at the end of the day. If one today can invest in a clinic or farm and even building better houses that could be termed as development. Lozis stop blaming GRZ, first look at yourselves and admit where you are wrong.

  56. I do not need GRZ to build a 3bedroomed or rather better house for my father in the village, it is my responsibility to improve the living standards of my parents. For Lozis when they move to town, e.g Lusaka they shift their parents from Western province to either Livingstone(Southern) or Chongwe (Lusaka province). If 10 working children can build better houses for their parents in Shangombo the place could look better. If you do not care about where you come from, who will care on your behalf. They are up their in ivory towers when their relatives in Barotseland shit in the bush without improved toilets. The Barotse elite speak very good english, and are prepared to sleep on the floor in their villages whilst having mansions in Lusaka. This is interpretive of the selfish, greedy mentality of the Barotse elite.
