Zambia police have seized about 37 vehicles belonging to former president Rupiah Banda’s MMD party that were used for campaigns

“The number of seized trucks has increased to 37,” confirmed Mhlakeni Zulu, Lusaka Province police commanding officer, late Tuesday.

He said the police wanted to keep track of the vehicles suspected to have been irregularly brought into the country.

The trucks were found abandoned at a garage in Lusaka, said Mr Zulu, who urged the public to report to the police wherever they found the MMD vehicles, to help in investigations.

MMD’s hundreds of vehicles – trucks and vans – and other campaign materials raised suspicion that China bankrolled its re-election bid.

Orchestrating violence

The PF had sued the MMD and the Zambia Revenue Authority (ZRA) on suspicion that the then ruling party had not paid tax when bringing hundreds of campaign vehicles into the country, but the court trashed the case.

Mr Banda, 74, and the Movement for Multiparty Democracy (MMD) – the party in power for two decades – lost to opposition leader Michael Sata and his Patriotic Front (PF) last week.

The police also confirmed that William Banda, a close ally of the former president, who was on the run, had been captured and brought to Lusaka to face charges of inciting violence before the September 20 elections.

He was nabbed in the border town of Chipata – Eastern Province – where he was allegedly enroute to neighbouring Malawi.

Mr Banda, a controversial politician accused of orchestrating violence during the Kenneth Kaunda regime and immediate past MMD reign, was once deported to Malawi by the Frederick Chiluba-administration until the Levy Mwanawasa-government allowed him back into Zambia.

  1. the same police that allowed these vehicles in are the same people that let them in the country, this just shows how sloppy our police service is.

Here is a scenario…A thief steals a chicken and feeds his family.The owner takes stock of his chickens and finds that one is missing so he starts to look for the missing chicken..The thief get winds of it, he becomes scared and tells his kids to ask for reconciliation and forgiveness. His kids start talking about forgiveness even before the owner finds out exactly what happened to his chicken. Now should the owner of the chicken forgive before even knowing who stole his chicken? This is what is happening from the MMD camp…they are now sponsoring people to call for frogiveness before Sata even makes his cabinet…Wapya munzi! This is why I wanted Sata to be president. To me he is a broom to clean up the country that had gone mad. God bless Sata!

  7. Interesting how many things are happening without a cabinet. Well PF was a one man party for a long time and most of our politicians were schooled and groomed in the one party era. Sata needs to present his cabinet and outline his priorities otherwise all these bootlickers that leeched on the previous govt will beginning making annoucements and trying to fall over themselves to please him. On the other hand it might be a shrewd move on sata part as it allows him time to survey the political landscape and to watch the snakes rise to the surface

  8. Let the due process of the law handle such issues. People have a role to play but the courts should take over at the end of the day. These are tangible assets and whatever happened should be brought out in the open.

  14. Have they changed the Police Commanding Officer in Lusaka? He is never did anything, about William Tekele neither did he confiscate even 1 vehicle for investigation purposes. The vehicles used by MMD to loose elections where a donation from China, give them back to MMD.

People are busy counting 90 days; yet the mere mention of Sata has led to people stoping to loot things. We are back to Kangaroo courts and an incompetent police service that has forgotten the basic rules of the law that before you sieze or arrest someone you need to have reasonable evidence to bring before a court of law. What the police are doing is exactly the things that Zambians wanted fixed by the new government. The police can not operate at the will and desire of the ruling party and not even the president. The police should not be getting directives from politicians and acting on them withou an shred of evidence. If the MMD used government money to buy these vehicles, then investgate, get evidence and prosecute, same goes for William Banda.     The scale of how things are beginning to emerge is frightening and Chiluba’s plunder and theft will look like child’s play. Supposing Banda & the MMD had succeeded in rigging to victory would we have known all this? I’m sorry but I must say Mwanawasa was partly to blame for this mess, he brought in Rupiah from his ‘farm’ and also brought back William Banda from Malawi to create hell for Zambians.   30. ZRA is an independent entity responsible for harnessing state resources.If China bankrolled MMD, there is absolutely nothing wrong. Thats donation from a well wisher.Whether there is any constitutional restriction or need for detailed dislosure of who contributes to a political is a complete different matter.Its up to ZRA to pursue the matter by investigating who sipped through the net without paying their dues and why.Only when they come up with hard facts that MMD is refusing to pays customs will they move in to enforce it.Procedure is court summons first, then appearance before the judge with state prosecution and defense both presenting their case and finally ruling.Lets move away from letting political office holders dictate by twisting the arm of professional institutions.It stinks.

  36. People, Dictators are not born they are made, all Zambians should be ensuring that proper checks and balances are put in place by the government before we allow too many wrongs things to go on. If the MMD are guilty of wrong doing take them to court. We also need to be getting rid of this HCE title for the president, the president is the president he is not his excellence, what execellence have any of the previous presidents exihibited. Zambians, we are the ones who make people become president and their parties become ruling parties. It is therefore imperative that policticians serve us not themselves.   45. Finally Kabimba is being vindicated. The question to be answered, did Kabimba really lose those cases? If the police, through their actions now show that something illegal took place, does ZRA and DEC deserve being spared in these investigations? How many people in the previous government compromised their positions just to get a cut or stay in office? What would Zambia have been had MMD won these elections? Does RB and the entire MMD cabinet deserve to be visited by the law and check what is in their closets? ZANAMA killed a peddler at Chisokone Market in Kitwe, who will answer for his death now? Banda’s son one time was bragging that his father was a Billionaire or Millionaire, can they now show us the source? I just threw a stone up, and for sure it came down. So is RB and MMD.

  47. If the vehicles were genuinely bought and tax was paid Sakwiba Sikota will defend MMD. Even if they were a gift from a well wisher before they entered Zambia soil a duty was suporse to be paid.     You have totally missed it.
    My concern is simple.
    A thief needs to be dealt with wherever he/she is found.
    But if theifs will be dealt with merely because they are not supporting, and the thief who supports us becomes a hero and a friend indeed then we are lost.
    I have said it before that that is why Africa has failed to see development.
    Police arrested many MMD cadres, followed by PF cadres, then followed by UPND cadres in that order during and before elections.
    But now, after elections violence has been onesided; many people have lost homes, property and others’s lives threatened and SATA sees nothing wrong and cant make single comment.
    The police also have made no single arrest. It is that bias, that I am talking about; deal with wrong wherever it is found.

Someone somewhere was taking Zambians for granted. On Kabimba, I really do not believe that he lost those cases genuinely. They were fixed right from the word go. ACC and DEC got Sata’s vehicles for over a month, what was statement about that? You guys even mocked Dr Kaseba over her heart problems as related to the vehicles.   63. Let me just make sure I understand this:
    First, the PF sues MMD because they suspect that the MMD has corruptly brought in vehicles and other campaign material; the court throws out the case.
    Now, days after the MMD loses, the police decide to agree with the PF (in the absence of any court directive) to impound the same campaign material. Simply amazing!
    The MMD, in all likelihood, corruptly acquired said material (we know the MMD has no capacity to raise private money). I am not defending them; I am trying to protect the last vestiges of checks and balances (Judiciary) before the PF finishes them off.
    Mark my word: they will, unless there is a legitimate and viable opposition. Power corrupts; absolute power corrupts absolutely.

  64. Those vehicles should be allocated to police departments. One in each provincial capital. The rest to rural hospitals and colleges.
