Nothing wrong for government to begin constructing a retirement house for President Sata-Mukanga

Works and Supply Minister Yamfwa Mukanga says the commencement of construction works on President Michael Sata’s retirement home should not raise eyebrows.

Mr Mukanga has told QFM interview that there is nothing wrong for government to begin constructing a house for the Head of State because it is provided for in the yellow book.

He explains that there is an allocation in the yellow book for the retirement homes of all the presidents which should not raise eyebrows.

Mr Mukanga says politicians should not try to gain popularity out of correct things being done by the Patriotic Front government.

He stresses that government will work depending on the activity based budget that is provided for.

Mr. Mukanga however could not categorically state whether construction works on President Michael Sata%u2019s retirement house have started promised to inform the nation once he visits the site next week.

He was responding to allegations that government has already started building a house for President Michael Sata before he retires.

    • Building Sata’s House, an OLD RUG with houses all over Lusaka, starting from Avondale to Chilenje, Kabulonga and where he stayed prior to 2011 at the expense of providing for decent Accomodation for the Students at CBU is what’s WRONG.

  1. The idea of the retirement house is ok. I think what we need disclosure for is how it will be managed in the meantime before the current president retires… Therein lies the tale.

      The problem in Zambia is that people don’t think to look elsewhere to ensure that information is clarified and up to date but often choose to rely on their calibre of thought and understanding. So where it “seems” as if there is nothing wrong, a glance at the constitution will suggest that there is alot wrong with building Sata’s retirement home when he is actually the incumbent. The LAW is very clear that “after retirement”. In that case Sata is not entitled to a house nor the construction of one. The LAW tries to reason and I can only assume that it is deliberately that way in order to ensure that one is entitled to the benefits “after serving the nation” and not those that maybe impeached while in office.

    • This is a distraction. If common citizens can build their own houses, WHY CAN’T A PRESIDENT BUILD HIS? In fact all these presidents already have numerous houses of their own so why WASTE taxpayers money for such lavishness in country where close to 80% of the population lives in poverty with very high unemployment levels? In other countries this NONSENSE cannot be tolerated!!!!

    • Gents, this is a good move to cut on expenses at the end of the term of the president. FTJ and LPM’s widows are living in rented houses at a cost of 80,000 per month. ask RB how much he is paying. ask KK how mauch he spent on rentals. had thse presidents built there on houses during their terms, we would have saved alot. sata maume. he has great foresight

    PF on this one you have errored. Build the house for Chiluba, Mwanawasa,then Rupiah before we can think of Mr Sata.

  5. Yes indeed I agree with the Minister. There is nothing wrong with building a retirement house for the head of State , since he will be retiring from active politics to lead a quiet life as soon as he gets the new Constitution in place, probably at the end of this year.

    He is just waiting for the new constitution so he can dissolve parliament and call for fresh elections. I just fear for PF because they will really kill each other for the top leadership. In fact the positioning by various camps is reaching fever pitch already. This show with its mysterious plot is about to get even more fascinating. Load up on popcorns.

  8. Even the policy of building houses for former Heads of States is nonsensical. These people get a lot of money while in power to enable construct their own houses. If they can’t plan for their retirement, that’s their own “ndaba”. I think this backward policy is only found in Zambia. These are some of the things the new constitution need to address. This is daylight robbery of tax payers money. You can even see that the man (SATAN) just came into power in less than 2 years and is already talking about his retirement house. He has already chosen a site for the construction of his house. And ma Zambians muli ndwiiii!!!!!! Wake up man!!!!

    • The other major problem is that majority of individuals that participate in the constitution review process are hand picked by the masters and also have ambitions of serving in public office? Imagine, they do not tolerate dual citizenship and yet proposed that foreigners could contest in local elections. Zambians worship foreigners and will bend over like fools to appease them? What is wrong with us people……I guess ours is a lethal combination of absolute poverty and ignorance. Sad that we keep electing the same people over and over …yet expect a different outcome (more money in the pocket)? Why didn’t MCS put money in our pockets during his tenure in UNIP and MMD.   9. we have nothing against building our sata retirement house ,the problem we have is the man is not retired yet and the houses for ex-presidents are not finished.l stand to be corrected the next in the line is FTJ .we said it this man is greed and he does not care about the poor people.he shud the poor people to get the presidency but God knows.let be fair in dealing with national issues.tomorrow PF will not be there it is another party and people are seen what you are doing.

    • The difference is that they did not use tax payers’ money to build the flats for their children. Anyway, if a father is building flats for his children’s future is that not looking ahead? If Ukwa who gave himself TWO SALARY INCREMENTS within a year really thought about the poor Zambians he could have donated the money spent on building his house to the many poor orphans in the country. After all this is the money who claims not to drink bottled water in solidarity with the poor. But of course anybody who supports Ukwa is a semi-retard so analysing issues is obviously beyond you.

Mukanga has a Masters in Electrical Engneering,he was once an Engineering Superintendent in Mopani Copper Mines , he was obviously exposed to engineering projects and budgeting.Trust me, he is worked in the private sector where work performance determines your rise.So who does not know what you cadre?

  18. Personally I think this wasteful Project should be stopped for any incoming Leader. This Country has a lot of grinding poverty lack of resources & amenities. What should now happen is anyone running for Presidential office should be in a position to afford a house on retirement, & in order that we do not discriminate against those less fortunate, their party should fund this project. Zambians have NEVER begged these individuals to run for office, they put themselves forward, so why waste meagre public resources. We are NOT Norway, where our citizens are well catered for by their Rich Nation.

They said subsidies only benefited the rich when the poor were the greatest to benefit.Why cant they hold on with that project just like they did with subsidies. pf, your time to reckon is just around the corner.     I just find the whole idea of building a retirement home for former heads of State totally absurd esp when they will continue to enjoy 80% of incumbent’s salary and everything – even when they were beastily.

    So we have a backlog of 3 more mansions to build: Late Mwanawasa, late FJTC and RB!! What an absurd decision our govt made. A civil servant who slaved for 30 years during the harsh times of KK, FTJC, LPM and RB could not even be given a small small holding to retire on. Only those who worked for Ministry of Lands, Agric. Councils and provincial adminstrations could get those. Elsewhere esp in LSK, you had to buy at black market rates from fellow Zambians. Even George Owell’s Animal Farm was fairer.

    • And we are also spending money on their luxurious lives, foreign medical bills since they can’t use our hospitals, building their expensive tombs and lavish state funerals…The law should be if a President dies in a foreign hospital, kumushika uko Kline to save on costs….

    • Former presidents should be able to pay for their own accommodation from the pension they receive from the state. In fact some former presidents such Mwanawasa, RB and the dunderhead currently polluting state house with urine smells all had homes prior to becoming president so why should you and I pay for another house for them whether it is by rentals or building a new mansion for them? If it is a question of security, am sure adjustments can be made to their former homes to ensure that no one harms them. So my friend I think the dull one is you as you do not seem to condone gross wastefulness in a land where the majority of the population survive on less than a dollar a day.

Why can’t we emulate our friends in Botswana, THEY DO NOT CONSTRUCT HOUSES FOR THEIR FORMER PRESIDENTS. My argument is, this cash could be used to build good proper housing, & educate our street kids, as its NOT these poor kids fault, that they’ve ended up in this unfortunate situation. The law should change, to state any aspiring Presidential candidate, should from their own pocket, or their party, put a deposit for a retirement house into a government Pot, to be publicly declared, & if they get elected, from this POT their home can start being constructed. Any losing presidential candidates should immediately get their deposit back -(No Interest), to stop corrupt minds that are so rife in our continent

  35. A house for a former head of state to be built by government funds does not make sense to me, because he is paid enough to build his house. I do not understand why a former president or indeed a sitting president in Zambia should have to-ma behaviour like a ka king of some sort.

  36. Former head of state’s office makes more sense than a house. Such an office can be turned into a museum unlike a house which supposedly must be private. It is more important to consider strengthening the office/role of the former head of state than strengthening the beauty of their houses.

  38. Mr Sata being a civil servant, is governed by some kind of regulation that all heads of state follow. Once we understand that then we can comment more effectively. My questions are? why are civil servants not allowed to take their or part of their retirement package before they retire?,Why was KK given his retirement only after he left politics? Why did FTJ’s(MHSRP) pension house only an issue after he retired? Why did Mwanawasa not build his retirement home before his death (MHSRP)? Why did RB who ruled at least for three years not build his own retirement house? If this package is part of retirement then SATA and his followers have no case. If it is a package and no retirement is mentioned in what ever governs the remuneration of a head of state then they have a case.

  49. The idea behind the building of a house for KK by Mwanawasa was to appreciate him for his sacrificial services as a freedom fighter. Unfortunately this has been perverse and is now applicable to every former president, a provision of the law that need to be repealed. As it is, Sata is entitled to a house after retirement and not now. Building a House for SATA before he retires is like paying a terminal package to some one who is still in employment. What if he breaches the constitution and gets impeached before retirement? Those supporting the idea need to think deeper.

If this guy cannot understand the difference in the language, then we do have a big problem in terms of quality of leaders.
