Lusaka Street vending to end soon, consultant from South Africa hired to help

The Lusaka full council sitting yesterday heard that plans are under way to clear street vendors in the Capital City.

The full council further heard that the Lusaka City Council ( LCC ) has in this vain identified a piece of land in Chibolwa where it build a mega market for vendors.

ZANIS reports that this was revealed by Lusaka city council Director for Engineering Services Gilbert Sendama during the adoption of the Third Ordinary council meeting minutes, yesterday.

Mr Sendama said the clearing of street vendors trading along the Lumba and Cairo roads, respectively, will be done prior to the 50 years jubilee celebrations.

The full council further heard that a consultant from South Africa was engaged by the city council so as to help the council plan how to handle street venders.

It was also learnt that council officials from LCC recently travelled to South Africa to learn from that country how it has managed street vending.

And Munali PF area member of parliament Prof Nkandu Luo said that Rwanda was the only country in Africa were street vending has been dealt with successfully.

The law maker said council officials would have learnt more on the handling of street vendors if they had visited Rwanda.

    How do you travel o South Africa to learn how that country has managed street vending?Who introduced in the first place? You or Government or Your President or Unknown or South Africa?
    That indeed shows how foolish our local government you are in mismanaging our public resources that should have gone for service delivery, but u end fattening for *****ic stomachs. Remember you sort out problems by finding the “ROUT-COURSE”. Ask the the introducer of street vending (PF) powerful Failures.

    • Vending was encouraged and even launched as a political decision by the PF to enhance its popularity. MMD were doing the same. The PF government knows what to do to remove street vendors. The consultancy awarded to a South African firm is merely to be used to delay the removal of street vendors until after 2016 elections. Politicians in this country are so scared of being voted out of power for fear of being unemployed and also to pay back huge loans contracted when get govt jobs. It is really sad how so-called politicians have continued to manipulate Zambians and plunder our resouces (tax payers’ money). Who will speak for Zambians? Themselves through radical voting. Depart from tribal voting please and start a new chapter in Zambian politics.

    • PF-CNP typical chimbwis no plans. Why is Mulenga Sata Lusaka mayor if he can’t solve the simple problem of street vending? If Mulenga Sata can’t solve this simple problem what national problems?

      That money being paid to a South African consultant could have been better spent on developing a huge market for vendors. All the government needs to solve this problem, is legislate against street vending and enforce the law strictly.

      PF has run out of ideas. Busy exporting jobs abroad.

    • The realisation has dawned on them that street vending is not the way to appease and win voters over. It is an eyesore, dirty and unhealthy, subtracting value to the city looks. Prof Nkandu had an idea on how to end the plague but was stopped cold in her tracks as it was assumed she will de campaign the party; but alas it seems the appeasement policy has backfired.

    • Me I live here in Jozi. Like @Ndobo has said, you will find street kids/beggars, etc at every traffic light. Why hasn’t South Africa dealt with this problem? Just improve the economy then you will see them out of the streets.
      By the way we have street vendors in power aka Bakaponya, how do you expect street vending to end?

    PATRICIA NAWA WAS MAYOR UNDER THE MMD GOVERNMENT AND DID NOT NEED ANY CONSULTANT FROM ANYWHERE TO DEAL WITH THIS.

    SHE SIMPLY STRATEGIZED AND ONE MORNING THE VENDORS WERE ALL OFF THE STREETS TILL MR. SATA CAME INTO POWER TO ALLOW THEM BACK.

    MR. SATA IS THE ONE WHO HAS ALLOWED THIS AND IT ONLY TAKES A DIRECTIVE FROM HIM TO GET THEM OUT. IT IS CALLED “POLITICAL WILL.” MY ADVISE, DON’T WASTE MONEY THAT YOU SHOULD BE PAYING COUNCIL WORKERS TO GET A CONSULTANT FROM SA, GET PATRICIA NAWA TO TELL YOU WHAT TO DO.

  4. in a country where lawlessness is easily condoned i doubt if the PF government will sort out the problem of street vending. The culprits are the high level politicians who think they are rewarding their cadres by allowing them to trade on the streets.

  5. South Africans have a notorious street life in all sections of life’s activity as far as I recollect. It is funny that we have decided to hire one of theirs to ‘teach’ us how to end street vending when it is rife back there. Matter of fact one of the solutions you can implement is what is already happening: devolve your shopping areas by setting up malls in neighborhoods. Those rushing home will not be anxious to get what they need as they will find stuff near their homes. Is it rocket science really??? Eish!

  6. That’s money for nothing. We have nothing to learn from RSA about street vending. Clearing the streets requires political will. Vendors don’t want to be in markets because there’s little pedestrian traffic in those markets, except over weekends. The proposed huge market in Chibolya will be empty as nobody will sell in it. Also most sensible people don’t want to go to a drug haven of Chibolya.

  7. And you had to get a consultant from south africa just for that. Wastage of resources. I remember the days council police together with state police would patrol and confiscate goods from vendors all over the CBD. The law currently does not permit vending. Bottom line. But since some dim wits want to please people, a wrong precedence has been set. Even this idea will fail as long as you continue to permit them to stay in the streets. Markets have become white elephants as everyone is now taking to the street.

  9. Satanomics at work – create a problem and spend money to be seen to be working – so called massive development! In Kitwe, a big market building has been deserted by the marketeers after spending so much money on it, due to lack of political will to fight this street vending. What will gurantee their stay at the proposed ‘Chibolwa’ Market Building, which I suppose, of all places to shop from, it will be in Chibolya Compound?

    2. The PF President has publicly said the street vendors should be allowed to trade on the streets because they are the ones who voted him into power – is the LCC trying to go against Sata’s policy?

  11. Next to madness of the highest order. Ministry of local government has hired a consultant on the same issue, the council also hires a consultant on the same issue. What is going on here. Can some one enlighten me. Our monies are being wasted under day light robbery through reckless behavior by our leaders. Our markets like Kabwata remain a sorry sight due to lack of maintenance etc. Can citizens complain about this officially?

  12. Well this is very interesting reading. Masebo tried during the MMD period to fix this problem. Indeed it reduced substantially. It then flourished again when PF immediately assumed power. Nkandu Luo then tried to fix this problem again and the president stopped her and transferred her to another ministry. So it grew bigger and bigger as the PF nourished this problem of street vending. Now the PF wants to hire a ‘consultant’ from South Africa to ‘solve’ this problem. My foot! Do we not have local people who can think and find a solution to this problem? 50 yrs after independence, we still have no people in our midst who can help with such a non-technical issue! Just hire me you dull people. Why are you so keen on wasting forex. I am seriously ashamed of being a Zambian.

  14. Nkandu Luo is wrong Rwanda has street vendors, it is the scale that is low and besides every Saturday morning, Rwanda is closed to business to clean. The issue with street vendors is not them but the dirty surrounding the trade.

  15. i have said it before and i will say it again. zambia needs a white man (not the likes of Scott) to develop and to be clean. why? because Zambians respect white skin more than black skin. Sata created this problem and not you want to spend money for what Luo, chanda & Nawa nearly completed without a consultant from RSA. Even Masebo did her best in L/stone without a consultant. pf has brainless people. atleast Luo had told you that you should have gone to learn from Rwanda for free. the while man will be laughing all the way to the bank. who will go to chibolya? there’s filthy comesa market and Soweto market which you could have developed with multi stories for the Lumumba vendors to go in. here is free advise. but brainless pf will not take it.

      Zambia does not need any white anything.

      We need Zambians engaged in street vending to obey the laws of this country. Those street vendors should be controlled through the laws of Zambia.

    • We have the ability to deal with street vending through the current laws, it is the will of the gov’t that is lacking. The idea of an area for vendors is a good one as long as it is not too near city centre.

      Zambians suffer from many kinds of ‘apathies’; as these responses indicate.
      Voter apathy; we now have reverted to tribalism and pick your favourite politician instead of taking a democratic path.

      Confidence in Government apathy; Zambians no longer have confidence in gov’t because of corruption.

      Rwanda can help us with tribal divisions as they have successfully re-integrated. Not street vending. Deloitte not a good idea. Waste of revenue. Apply current Laws. Stop calling foreign help.

  17. Stop street vending? Really? This I have to learn, because as most Zambians know, even in so called developed Countries like here in England there is street vending. The difference is simply that it is managed and controlled well in most cities. So, I am looking forward to learn from this Consultant. Now, where did I put my pen and pad… I only hope they have not misquoted this Consultant… ah yes!, found my pen and pad. Good to go.

Even the opposition has become yuzilesi. if we had credible opposition, they would stop the pf council from wasting our tax payers money. just tell Charles Katongo Mwango to write another letter and tell tell the vendors to vacate the streets. he is the one who created this mess. so he should stop it.

  19. @ Another patriotic: the white man Zambian people need is you. Stand up and take responsibility of your country. If you keep on hibernating in your office and house, voters will continue electing the likes of Mangango MP. We just needed to take responsibility and move our country forward. Leaving the management of our country to comedians leads to such kind of results and unwarranted expenditures of the likes of what is being projected here. If PF had sound leadership, they would have realised that allowing uncontrolled street vending is a recipe for arnachy. God forbid, the time we will have a serious accident along Lumumba rd between Comesa mkt and Lumumba/Mumbwa rd junction will be the time we shall realise how foolish we have been by allowing vending along busy rds.

  20. Every day evidence keeps piling up fast that PF govt is not only daft but insane as well. What happened to the attempt to hire auditors to solve this stup!dly simple problem? 50 years of independence and they still have no ideas of their own and must look to newly independent states for help! You can tell easily their retardedness and incapacity by the simple problems they have failed to solve up to now. For example, although solutions to prevent the recurrence of cholera for example is cleanliness and proper sanitation, but this is a mammoth problem PF has not idea how to fix. So you can safely predict accurately that at a certain time every year cholera will always unavoidably break out.

  21. The best thing to do is to close of one of the streets ie freedom street then allow them to sell in that zone while subjecting them to high levies and taxes for trading in that area after all its a lucrative trading area so use the area to make money.

  22. Problem of vending can be solved in the following ways
    I. Soweto market is a breeding ground for vendors. instead of allowing it to grow to that level a shopping mall would have been the best solution.
    ii. the council should have built a vegetable market just after the mall
    iii. Organise and strengthen township markets to modern standard obviously with a provision of low capital business ventures.
    iv. Taking advantage of new townships such as Kamwala South, Chalala, Garden and Mean wood to build modern markets and shopping malls.
    v. Increase the vending fees to K50 a day and reduce market levies to attract more people to the market.
    vi. Sensitization programme about the dangers of vending
    v. We should be working towards the 24/7 business arrangements to regulate…

  23. Ba Prof. Naimwe, don’t you know that Rwanda is a dictatorship? There’s no negotiation with Gen. Kagame. You resist, you get a bullet in your head. South Africa is not the best example to give. I was in Pretoria not too long ago and the city is full of street vendors. The only difference is that they clean after doing their business. Its not as filthy as it is in Zambia. Look for another consultant. The consultants should be looking at ways to keep the city clean even in the midst of street vendors. Street vendors are every where even in the developed world but they are not as prominent because they trade in very clean environments. They use trucks (food trucks) etc in places where people have access to clean facilities like toilets at the work place etc

  24. Why hiring experts from SA because even in south africa there is street vending. Infact there it is wider than here because even barber men go with their hair cutting machines and car bateries on road sides.
    It is only that in Zambia, street vendors have been allowed even at the heart of the city.

    I feel very angry at the current government’s lack of ability. They do not demonstrate competence in their time in power. Why do you keep spending revenue (borrowed money most likely), to give to foreign bodies to resolve our problems. What is going on?
    To iterate;

    Zambia deals with illegal immigration through raids and shows capability in dealing with complex problems. Gov’t show us your capability, for our votes 2016. Your reliance on costly foreign help is making us feel less Zambian. People are calling on…

    • Personally, I will honestly say, any more calling on foreign help from PF and I will drop my support (opposition need not apply yet)! You make us feel ashamed of our country. I am a patriot born in independence period, and we were at that time told to be proud of self rule. Patriotism was our mantra. Your reckless destruction of self pride and confidence in Zambia under this gov’t is the worst of any gov’t in the world.

      Zambians need to understand voting for a mandate rather than popularity, tribalism etc which is encouraged by current politicians of all parties. We only need Rwandan advice on dealing with tribalism and surely, Prof. Lou can see the irony of her call. Her office is part of the campaign to re-introduce tribal practices and re-identity along tribal lines……

OPEN AFRICAN SET UP MARKETS SHOULD BE CONSTRUCTED IN CLOSER PROXIMITY WITH SHOPPING MALLS, AND IN TOWNSHIPS CLOSER TO HUMAN TRAFFIC.   28. why hire consultants from SA to solve street vending in Lusaka, when we have more street vendors in Johannesburg than in Lusaka? Go to Kerk street in central Johannesburg and you will find street vendors from all over the world. Even New York has street vendors. The only difference is that most of those street vendors found in Lusaka are kabovas who do care about the conditions under which they trade. Generally as Zambians sanitation is not paramount. When you compare the cleanliness of the toilets of the bar in Soweto to those in “Dallas”(Kabwata) on average the toilets in Soweto are far much cleaner. Yet you will find the bars in Kabwata packed with the so called middle class who have to waddle through pools of water and urine to reach the urinals.
