Opposition United Party for National Development (UPND) president, Hakainde Hichilema, has pledged to lower taxes once elected as Republican President.
And Mr Hichilema has further pledged to lift the wage freeze allegedly imposed on government workers in the country.
Speaking this evening when he appeared on Millennium Radio programme, the opposition leader said his administration would provide free education to Zambians from primary to tertiary level because education is a best equaliser in a person’s life.
Mr Hichilema said the people of Zambia were allegedly not benefiting from the policies of Government.
He further accused the PF government of not implementing what it promised the Zambian people such as enacting a constitution to stand the test of time in 90 days.
Mr Hichilema is one of the leaders vying for the presidency in the forthcoming presidential by election slated for January 20, 2015.

The Wage Freeze was just meant for 2 years and we are in the second year and the 2015 budget which is already the last one for ewage free has already been passed. Whoever wins will just have to implement PF budget , just like what PF did when they just won. They implemented MMD budget. The 2015 by-election is about a people driven constitution and not developmental issues per se. Developmental issues are just a bonus and are a priority for 2016 elections. HH signed a social contract with CSOs yesterday and if he doesn’t deliver a people driven constitution by 2016 elections, the whole Zambia including southern province (they don’t tolerate nonsense with leadership there; ask VJ, Munkombwe etc.) will boot him out after a year in power based on this signed contract. By the way can the UPND publicise this contract on their website or can the ZWD or other publish it please, we need evidence in our hands. The new constitution will sort out all these anomalies that have enabled a government like PF of only people from one tribe out of eight to rule without shame. I think this presidential campaign is shifting into the “if you can’t beat them join them” mode. One candidate starts talking sh!t and the rest follow suit. As other distinguished pundits have pointed out, even countries with excellent social services like Scandinavian countries, also have very high taxes. If you look at smaller countries that have moved up in the global economic ladder in the last half century or so, they did so with tough love, not hand-outs to their citizens. Wage freeze or no wage freeze, this under five chap has not told you how much money will be increased on your salary if at all he can. Lifting wage freeze does not mean salary increment please!!
Let him tell Zambians how Government can make money without reasonable taxes. Has he mentioned increasing taxes for the mines? Why? Let him tell us which education segment shall be free because already PF has this in place. This is the problem which opposition have, they have no solutions to the Zambian people but just rhetoric.

I agree with JJ, how is HH going to govern if he wins elections?? I guess we all know what will be happening in parliament?? Every decisions made by HH will be shot down by PF MPs. While this bickering will be going on, the poor people in rural areas will be getting poorer and without hope till 2016. What we need now is the leader that is going to unite the nation rather than singing songs that we have already danced to, like rhumba, “in the morning” by Kanda Bonga man. No need to promises that you cannot achieve.

HH doesn’t know that if he reduces the PAYE and other domestic taxes, the national budget will have less revenues. I don’t know where he will get the extra money to pay for free education up to tertiary level, plus increased wages of civil servants. I believe, if this is what he is telling Zambians, then he is probably taking them for granted. If the revenues were reduced, he should tell the people which services he will stop funding in order to channel the money to providing the free education he is talking about.
Question: how is it going to be paid for?
I completely disagree that Zambia cannot afford to put every child in school ‘because it is a poor country’.
Education is an investment in the future of the economy, and will pay itself back over time. In the long term, spending on education is deflationary, not inflationary.
The question is – is the UPND, the liberal party, prepared to tax the mines to do so?
Let’s have an honest debate about the real issue – taxation, and the windfall tax.
