The Law stipulates a fine not exceeding 10 million kwacha or a jail sentence not exceeding five years or both upon conviction.
Mr. Kaira told ZNBC news that investigations would be concluded by Wednesday this week.
And the Zambia Consumers Association Executive Secretary, Muyunda Ililonga, said the shortage of petrol has the potential to derail economic growth.
