SADC sugar producers alerted

Sugar producers in the Southern African Development Community (SADC) have been cautioned to protect the interests of people in the region when negotiating economic partnership agreements with the European Union (EU).  

Commerce Minister, Felix Mutati said the sugar producers must take into account the impact of the agreements on rural communities and government revenue.

Mr. Mutati said the sugar industry in Zambia employs over 8-thousand people and failure to negotiate favourable agreements with the EU will affect the industry and government revenue.

The Minister was speaking in the Zambian capital, Lusaka, Wednesday at the Federation of SADC sugar producers conference organized by the Sugar producers association of Zambia.

The objective of the conference is to agree on a common approach on the handling of sugar and promote interaction among sugar producers in the region.

Economic partnership agreement negotiations will be concluded by December this year.

    PF FAILS TO ACCOUNT FOR K65M DONOR GRANT

    OPPOSITION Patriotic Front (PF) is the only political party that has not accounted for the K65 million collected from Zambia Centre for Inter-party Dialogue (ZCID) support programme, diplomatic sources have revealed.

    According to the sources, all political parties that were accredited to ZCID had accounted for the funds they received from ZCID, apart from Forum for Democracy and Development (FDD) whose financial report received some queries and PF, which had not accounted for any of the funds collected.

    “All the parties have accounted for the funds but PF is seemingly facing some problems to account for the funds,” said a diplomatic source.

    According to the sources, PF first collected K60 million and later K5 million for sensitisation workshops among its members but that it had come to the attention of the donor community that some PF members of parliament were not aware of the money and how it was used.

    “It is disturbing to hear some of PF members of parliament expressing their ignorance over the funds because they are key in the implementation of the good governance programmes being funded by the Netherlands Institute for Multiparty Democracy (IMD),” said the source.

    “So far, MMD and UPND have stood out to be efficient in their preparation of financial reports.” ZCID executive director Chomba Chella declined to comment on the matter.

    But when contacted for comment, PF president Michael Sata said some of his disgruntled members of parliament were behind the leakage of the information to the public. He wondered why his party had not been penalised if it had failed to account for the funds.

    “We are not answerable to ZCID or Katele Kalumba. We are answerable to IMD. We have accounted for everything with IMD and not ZCID,” an angry Sata. “If that is the way they want to get at us, then good luck for them. We will meet them head on.” Sata said PF members of parliament did not run the party for them to be acquainted with the party’s operational costs.

    “Our MPs must be grateful because part of the same money they are talking about contributed towards making them who they are today. It is out of the same funds that the MPs are today driving expensive vehicles,” he said. “Some of the MPs we did not even know them. Some of them became members of parliament by chance.”

    However, Sata attributed the mess of documentation between his party and ZCID to former PF secretary general Charles Chimumbwa, whom he accused of failing to manage the documentation properly.

    “With now an efficient secretary general Mr. Edward Mumbi, we will recover because under Hon. Chimumbwa the party went to sleep,” Sata said. He said Chimumbwa was facing serious business problems, which had contributed to his unstable political position.

    When contacted for comment, Chimumbwa responded: “I have nothing to say since Mr. Sata has chosen to be an angel.” Chimumbwa’s Mofu Investment’s manager Jaineck Chomba said Sata should be grateful to Chimumbwa because he funded PF activities at the time he most needed support.

    “We find it difficult as a business organisation to accept Sata’s attacks on Mr. Chimumbwa. We thought as a business, we assisted the party during difficult times,” Chomba said.
    “We paid for his tour of the Copperbelt Province together with PF cadres. Sata used to send people to get some money from us and yet today he is saying we are not a viable business.”

    Chomba cited a Nissan registration number AAV 8172 as the vehicle, which his company gave Sata to use during his campaign trails between 2002 and 2005.

    He said it was unfair for Sata to undress Chimumbwa’s business ventures. “Mr. Sata should be the last person to talk about Mr. Chimumbwa,” Chomba said.

    SATA is still a snake, former Patriotic Front (PF) secretary general Charles Chimumbwa (left) said yesterday.

    But PF president Michael Sata, who sounded surprised at Chimumbwa’s resignation, declared that his party would meet him in Nchanga Constituency during the by-election.

    Announcing his resignation from PF to join the ruling MMD in Lusaka, Chimumbwa who was also PF Nchanga member of parliament, said he had never worshiped any individual and would never do so.

    “The man Sata is still a snake,” Chimumbwa said. “After consulting with the Nchanga Constituency leadership and membership, with my supporters and with my family, I hereby announce my resignation with immediate effect from the Patriotic Front, the party I have been proud to serve. I immediately announce my joining the MMD.”

    He said he had served PF to the best of his ability and in every situation he had taken decisions and actions he considered beneficial to the cause of the people he represented.

    “I have also respected and been bound by the principles of collective responsibility, operating within the law, human rights and natural justice. Most importantly, I have always dreamt of a better tomorrow for the people of Zambia,” he said. “Even now, it is my firm belief that the action I am about to embark on will constitute my best cause of action under the circumstances.”

    Chimumbwa said it had not been smooth-sailing for PF from its inception when it was a one-man’s show to date when it is recognised as official opposition.

    However, Chimumbwa said he was proud to say that PF was stronger than it was at the beginning.

    “Throughout my life, I have been brought up on the principles of selfless, teamwork, community consensus , collective decision making, accommodating different views, majority rule and respect for the minority, rule of law, human-centred society etc,” Chimumbwa said. “I believe these are the tenets of what you call democracy. I have never worshiped an individual and I am certainly not about to begin now. I believe the dignity of a human being is too important to compromise for whatever reason.”

    Asked to comment on some Zambians’ complaints that defections of parliamentarians cost the country a lot of money through unnecessary by-elections, Chimumbwa responded: “Certain things are inevitable.”
    But Sata said PF would meet Chimumbwa in Nchanga during the by-election.

    “He has resigned? Who has he resigned with? Which party has he joined?” asked Sata when contacted for comment. “That is fine. Okay, we shall meet him in Nchanga.”

    And PF spokesperson Given Lubinda said Chimumbwa should have tendered his resignation before joining the MMD.

    “However, the party has been waiting for his resignation and we accept it,” Lubinda said. “My piece of advice is that if he is talking about hero-worshiping in PF, he will find worse hero-worshipping where he is going. He should be prepared to kneel down.”
    Lubinda said Chimumbwa’s resignation would give PF an opportunity to prove its popularity in the Copperbelt during the by-election.

    Welcoming Chimumbwa to the MMD, party vice national chairman Kabinga Pande said the ruling party and President Levy Mwanawasa were accommodative to divergent views.

    “We are welcoming you with both hands,” said Pande who is also foreign affairs minister. “Your coming to the MMD shows that MMD is the only party that can attract people from other parties.”
    He said some people would start saying that Chimumbwa had been ‘bought’, adding that it is but that was not true because he is intelligent and could not be bought.

    “We are not interested in quarrelling. We don’t buy anybody and when you say he has been bought you are underrating his intelligence. The only thing that we can say ‘buys’ someone is the performance of the MMD,” said Pande.

    TETA ASKS SHAKAS TO APOLOGISE

    MMD spokesperson Benny Tetamashimba has asked finance deputy minister Jonas Shakafuswa (Shakas) to apologise for saying the party was more or less dead saying the statement was an attack on President Mwanawasa.

    But Shakafuswa said Tetamashimba should get to the ground and work instead of just talking.

    Reacting to Shakafuswa’s statement that the MMD needed to be revived because it was more or less dead , Tetamashimba said Shakafuswa should apologise because his statement meant that President Mwanawasa – who was the main organiser of the party – had failed in his duties.

    “When he says the party is dead, do you know who is dead? He is talking about the President because he is the main organiser of the party. He Shakafuswa was not in the MMD. He only changed positions and won because President Mwanawasa had organised the party well. I don’t think it’s right for one to say that President Mwanawasa has failed,” Tetamashimba said. “The number one organiser of the party is President Mwanawasa, not Katele Kalumba.”

    But Shakafuswa said the MMD needed to be re-organised.
    “Just tell Teta to work on the ground to organise the party because these people are spending time in the offices and not getting to the ground. President Mwanawasa will be going out in 2011 and if those people don’t get to the ground they will be out of those offices,” said Shakafuswa.

    He urged Tetamashimba to concentrate on organising the party rather than just talking.

    And Tetamashimba also said between him and Southern Province MMD chairperson Daniel Munkombwe, he was ‘an angel’ because he had a proven record of success.

    “I can deliver a province. At first I was in National Party and the whole North-Western Province went to the opposition. In 2001, I stood on an opposition ticket and the whole province went to the opposition and in 2006 I stood on the MMD and the whole province went to MMD,” Tetamashimba said.

    “Ask Munkombwe of all the members of parliament that stood, how many were related to him and go to North-Western Province and ask how many were related to me. We don’t have any members of parliament in Southern Province. We don’t want failures in the party.”

    And Kapiri Mposhi MMD district chairman John Mwaimba said the party was not dead because its president Mwanawasa had put in a lot of effort to make it tick.

    “At the moment, MMD is like a beautiful woman who is wanted by every man,” Mwaimba said. “People are leaving their parties to join MMD. So I don’t think MMD is finished yet. If MMD is finished, why did he (Shakafuswa) come to stand on an MMD party ticket? We are asking him to apologise immediately to the party.”

    Mwaimba questioned Shakafuswa’s statement especially that he was even aspiring to contest the position of deputy national secretary which has been left vacant by the departure of major Richard Kachingwe who is going into foreign service. He said Shakafuswa needed more time before contesting the position of deputy national secretary. “MMD is not like a grocery where anybody can start selling,” he said. “We need mature people to be in leadership.”

    In confirming his intentions to contest the position of MMD deputy national secretary, Shakafuswa said the party was not moving at the pace it was supposed to be moving. He said he had the vision to move the MMD at the pace it ought to be moving.

    And Mwaimba said no one should be stopped from pursuing their political ambitions. He said people should not convict an individual before the court of law pronounces its judgment.
    Mwaimba was commenting on whether MMD national chairman Michael Mabenga and national secretary Katele Kalumba could contest the MMD presidency.

    “You can’t convict somebody before the courts make a decision,” he said. “Not all MMD members are bad.”

    SATA ON NCC BILL

    Please refer to the statement by Patriotic Front president Michael Sata (Post number 3966 Monday August 27, 2007) headlined “Don’t get excited over NCFC Bill, Sata advises Levy”.

    I do not know why president Sata named me in his statement against President Mwanawasa. I do not wish to be part of those fights. My concern is that his statement is deliberately couched in a manner to encourage speculation.

    It is not correct to suggest that I wanted to push in a piece of legislation as though I had taken a personal bill to Parliament. I do not even recall which academicians went to court. It would have been helpful to readers for president Sata to be factual and state the full circumstances of what he was alleging against me.

    President Sata is supposed to understand the Cabinet system better than anyone else as he has served in the Kaunda and Chiluba regimes in various positions, including as a minister.

    In the first place, no Cabinet minister bulldozes any Bills or takes to Parliament at his behest. All Bills are fully debated by the Cabinet only after Cabinet has approved is a bill taken to Parliament. After Cabinet has approved a bill, it is then franked by the Attorney General’s signature, which is the stamp signifying that the legal aspects were in order. From a policy point of view, there was nothing wrong with the Bill.

    In any event if president Chiluba did not assent to the Bill as alleged, that is in order.
    A President is the chairman of the Cabinet and seats and influences all such meetings. At the Assent stage, he does not call the Cabinet to consult on whether to assent or not. So he is privy to the reason for disowning his own bill and I should not be brought into it.

    It seems to me that the main thrust of the statement by president Sata was the NCC Bill. If so, why has he seen it fit to introduce his tiffs with President Mwanawasa in such an important issue? He should reduce personalisation and dwell on facts that would assist him in his strategy of stopping the NCC Bill.

    By the way, president Sata with his army of lawyers wants to wait for 21 days to challenge the Bill. I do not have the army of lawyers that he has. I had suggested to members of parliament to challenge the obnoxious bill within three days after it was passed by Parliament. All that was required was for a petition signed by at least 30 MPs, under Articles 27 and 78 of the Constitution and submit this to the Chief Justice for a report on the Bill.

    This would have prevented the Bill from being submitted to the President for assent until the tribunal appointed by the Chief Justice had made their fmdings.

    So why is he waiting for 21 days when he could achieve the same in three days? It seems my advice was not welcome because obviously I am not a lawyer but amano yafuma mwifwesa yaya muculu.

    I am afraid that if his army of lawyers go to court basing their contention on the ground president Sata gave to The Post, the case will not go anywhere.

    President Sata stated that their ground of contention would be “that the Bill in its present form will not achieve its intended purpose”. The intended purpose of this Bill is indicated in the objectives section.

    More relevantly, the functions of the conference are to consider and deliberate the Mung’omba Report and their draft Constitution as well as to adopt those documents. Courts do not apply witchcraft in determining matters before them.

    How will president Sata’s lawyers know in advance and prove that the intended purpose of the conference, which is to debate and adopt the Mung’omba report, would not be achieved?
    To succeed in this application they would need to raise serious constitutional issues.

    To allege that the conference will not achieve its purpose is not such a constitutional issue and may only end up being classified as a frivolous application.

    Let us focus on real issues that will help provide the direction of this unprecedented bridge that we have to cross, where there will be no winners and no one left behind.

    NCHANGA MP RESIGNS FROM PF

    PATRIOTIC Front (PF) Nchanga member of Parliament, Charles Chimumbwa has resigned to join the ruling MMD, dealing the leading opposition party a major setback.

    But PF president, Michael Sata said Mr Chimumbwa was dispensable over whom he had not time to worry because the man had a right to go wherever he wanted.

    He wished him well in his future endeavours.

    At a press briefing attended by MMD cadres led by MMD deputy national chairman, Kabinga Pande, in Lusaka yesterday, Mr Chimumbwa said he had served the PF to the best of his ability under difficult situations.

    “I have taken decisions and actions that I considered beneficial to the cause of the people we represent.

    I have also respected and been bound by the principles of collective responsibility operating within the law, human rights and natural justice,” he said.

    “Most importantly, I have always dreamt of a better tomorrow for the people of Zambia.”

    He said it was his firm belief that the action he had taken would constitute the best course of action under the circumstances.

    “Over the course of my service to the PF from inception to the present, from the time it was a one-man-show to the present, it was the official opposition party in mother Zambia,” he said.

    “I am proud to say it is stronger today than then.”

    He said he was not ashamed to admit he sometimes erred in judgment but believed what made people greater was learning from such misjudgements.

    “Throughout my life, I have been brought up on the principles of selflessness, teamwork, consensus, collective decision making, majority rule, respect for the minority, rule of law and a human-centred society,” he said.

    After consulting the Nchanga constituency leadership, members and family, he had decided to resign from the PF with immediate effect.

    He hoped that his colleagues in the PF would wish him personal safety and good luck.

    “As for my next step, watch the space and I will let you know and the nation as soon as I have once again consulted the necessary constituencies.

    As for now some rest will do me some good,” he said.

    He said although it was costly to hold by-elections, certain things were inevitable and could not be avoided.

    But Mr Sata said there was nothing to talk about regarding Mr Chimumbwa’s resignation.

    He said Mr Chimumbwa like any individual had a democratic right to go wherever he wanted but that people had a tendency of not telling the truth whenever they left a political party.

    “He is no longer an MP, he has resigned from PF and the Zambian law says he has to recontest,” Mr Sata said.

    Mr Pande told Mr Chimumbwa that he was welcome to the MMD and that he was joining a party that respected divergent views where the President depended on consultation.

    “The MMD is not a one man shop where the President makes decisions without consulting.

    No matter how small the issue is, the President calls for a National Executive Committee meeting.

    If they are fine views he accommodates them and if they are not he talks to the individual on why his view cannot be accommodated,” Mr Pande said.

    He said Mr Chimumbwa’s joining the MMD was testimony that the party was popular.

    He said the MMD as a party was busy with the development of the country and that no one could deny that the party had scored successes.

    Mr Pande said it was unfortunate that there was a trend for its detractors to say that the MMD was buying people to join its ranks.

    “If you say he has been bought, you are undermining his intelligence because he used his intelligence to join the MMD,” Mr Pande said.

  19. #13 AM.When did I ever say or write that I was PF?I am kindly challenging you to check the archives but what I would admit is that I am a concerned Zambia who will always stand on principles and will never shy away from pointing out any wrongs irrespective of who commits them.When LPM and the gov blunders I am not hesitant to point that out and the same standard applies to all opposition parties.When PF,MMD or any other party does something positive for the nation you`ll always read the praise I heap on them.These are the type of politics I always advocate for and tebuselela kwakaba pantu tapali neko nselele.The problem I `ve observed on this blog is that when someone opposes any wrongs in MMD gov then that autmatically makes him PF and when you supports anything that the gov does then you`re MMD and that`s the exact notion I want to break.These are issue based type of politics that are going to take our nation forward.We don`t just want to change faces but the way our country is run.

    Today’s posting are a departure from the past even where pipo have exhibited different opinions on issues they have done so with mutual respect.

    At the end of the day we are all Zambians and have only only the best interests of this country at heart.

    This is indeed a very painful loss…a man in his prime.My heartfelt condolences to the family and the soccer loving fraternity.

    I believe you are a medical doctor,we have had two similar deaths occuring almost with the same week. A few seasons ago a Camerounian player died in similar circumstances.

  34. The main cause of thuggery at parliament was MMD sponsored Charles Chumumbwa. Get real my bro. He now thinks setting up a useless by election is an “inevitable” cost the Zambian tax payer must bear. There’s very little public good that goes on around manda hill to justify these inevitable costs. Remember if our Parliament were useful at all, we wouldnt be having this expensive constitutional amendment process. We have had to use an expensive route only because the MPs are not reliable representatives of the people. They will listen to LPM than the electorate in Nchange. And Charles’ defection to the MMD makes this point all the more clear. If this doesnt bother you then am worried.
