Govt defends procurement of crude oil

Share

Government says tender procedures were followed in the procurement of crude oil and has dismissed media reports implicating the State of corruption as unfounded.

Acting Chief Government Spokesperson George Mpombo also described the media reports as a political move aimed at undermining Government operations.

Mr Mpombo says Government requested Total Outre-mer to supply both the July and
August 2007 crude feedstock cargo to allow the State make procurement arrangements
for the month of September 2007.

He indicated that in August, Total Outre-mer declined to supply the commodity for
Indeni until the Energy Regulation Board (ERB) made an adjustment forcing Government to reject the offer and opted to bring in cargo by itself to avoid a fuel crisis in the country.

Mr. Mpombo, who is also Defence Minister was speaking at a press briefing in Lusaka
today.

And Mr. Mpombo says President Levy Mwanawasa enjoys executive Constitutional powers to intervene when need arises to avoid the country being plunged into a serious
disaster.

He announced that Government through the Ministry of Energy and Water Development has requested the Zambia National Tender Board to invite open tenders for the supply of 1,440,000 metric tonnes of crude feedstock. He said the tenders opened on Oct 5 and will close on November 16 to supply on a much longer period of time effective January 2008.

And Mr. Mpombo has lashed out at Transparency International Zambia for undermining Government saying the data it collects is misleading and aimed at wooing support.

  1. Mpombo you are defending your relative Mwanawasa. But be careful.all truth will come out sooner or later. you have taken Zambians for granted. Your team New Deal is corrupt, you are not clean, you are good at speaking with dirty hands

  2. Mpombo don’t defend blindly we know how corrupt this so called new deal government is, just wait your time is coming. Friendly warning!!!!!!!!!!!!!

  3. Ms Mulenga told Mrs Chulu that apart from ZAF, some current and former ministers, including the former Vice-President, benefited from the controversial land at Mass Media area.

She said some of the people who benefited from the ZAF land are: Mr Mwape, Minister of Justice George Kunda, former Minister of Defence Wamundila Muliokela, his former deputyPatricia Nawa and former Permanent Secretary Joel Chitafu.
Others are a General Evans Chengeta and Luapula member of Parliament Peter Machungwa.

  6. There should be no government spokes persons on this matter of procuring fueling by guys outside energy minstry. Chiluba in on trial because of what Levy is doing, Sir you started it, it will get you after you leave plot number ONE

  7. Imwe naimwe….Mpombo is a disgrace not only to zambian political scene, but to the men folk. His kneeing incident at the airport simply shows how far this chap can sink to please his master. mpombo is dr LPM’s puppy? puppy ..puppy sawaa… that is what mpombo is? a cheap puppy…imbwa ya mukomboni ilya beans na delele.

  8. I don’t believe there is anything fishy about LPM’s involvement in this debacle. However, the man needs to check his massive ego. He needs to allow professionals to do their job. Sacking people who dare to stand up against him is no way to run a government. It alienates good people and brings in vultures who are prepared to lick ass for anything. Already we’ve see how the vultures are circling to collect allowances during the NCC sittings at the time when men of integrity are staying away.

  9. Chitapankwa (9),

Who are those men of integrity that are staying out of the NCC? List up three individuals worth dissecting their so called integrity. The most liability to this generation is our own ignorance of what we say, think, propagate and post here all tied to our deficiency in smart activism.I’m yet to see a well vested pundit here advocating with articulation the opposition platform. Our incoherence and riotous behavior void of substance has kept MMD in an assured shape.

  10. I’m very worried with this scenario where blogs are evidently deserted by smart and thinking activists on the opposition side. The MMD has been having some field days everywhere and whenever. Blogs are full of weak minds easily confused whenever MMD activists visits these blogs and spins one or two articles. Can we have the standards in blogs and attract back cadre of smart Zambians?

  11. SAGE, Sorry I have been watching Bryan Habana and Co. (South Africa) beat England at Rugby. Unfortunately I cannot name names but I have followed the NCC saga and I am convinced it has not been done with goodwill on the part of the government. As Prof. Hans has suggested, may be delegates should not draw their allowances.

  12. Chitapankwa

Refer to your stmt i quote “Already we’ve see how the vultures are circling to collect allowances during the NCC sittings at the time when men of integrity are staying away”.

I repeat -Who are those men of integrity that are staying out of the NCC? List up three individuals worth dissecting their so called integrity.

  13. The problem here is that if I mention Sata you will start looking at his history, which I dare say is nothing to be proud of. However, his past does not take away from the fact that he has stayed away on principle. In short, what I am saying is that those who are staying away are principled men of integrity. The NCC is akin to the Kenyan charade that was eventually rejected by the people of Kenya!

  14. #14 SAGE. I am sorry if you are easily offended, but I am not a card carrying member of the politically correct brigade. Hopefully we are all adults here. At least that is what I assume.

  15. #10 &#13 FACT mwaiche.General MIYANDA is staying away from this flawed NCC out of principle and integrity. He is the only leader I know who has ever retired imprest when he was in gov.
Can you list just one of your heroes in the current gov who`s ever done that?

  16. You can`t try to fight corruption and get involved in shoddy deals at the same time.Tabalya namaboko yabili.
DR LPM,we know that this is your final term and you`re trying to syphone as much public funds as you can but don`t forget that we`re WATCHING you.
Few months ago you started directly dealing with the mines to negotiate about the royalties and don`t for a moment think that Zambians are stupid not to know how much “oiling” is involved.
    Remember that we`re WATCHING you.

  17. Lucky Dube: Your reaction
South African reggae musician, Lucky Dube, has been shot dead in front of his children during an attempted car hijacking. What is your reaction to his death?

One of South Africa’s most popular artists, Lucky Dube toured the world singing about social problems.

During a career spanning more than two decades he released 22 albums and was one of the first artists to introduce reggae music in the country.

Crime is too cruel and lucky Dube sung about this evil.

  18. #19 Power to the people.
It’s a sad story. MHSRIP. That just shows how much crime is in RSA. How many more people have been killed in the hands of there ruthless criminals including Zambians? What was the reason for shooting Lucky Dube because they never got his Chrysler? Was it an assassination?

  19. Less than 24 hours after the magistrate court in Lusaka heard that Lupando Mwape directly and corruptly benefited from the lands saga near Mass Media, Mwanawasa told the public in Kasama that Mwape is his first choice to replace him had he won the Northern Province seat. Go figure!!!

  20. If your family were starving, all the food was in the kitchen and the one with the key had gone on a year’s journey. Would you have to wait for him until he brings the key back or “kupantula fye ichibi?” (just break the door?)
If you decide to wait “ninshi tauli mutuntulu!” (you are not normal!-all that long!) If you really have food in there (I mean for real), “kupantula fye” door! Either there is no food in there or “Buwelewele fye!” (Just being foolish!)

  21. Sage this blog just like anything in our country has been infected by what i call LEAKAGE GENERATION ie pipo who came up at a time it was okey to cheat in the exam and boast about it.We have pipo who don’t want to put up their ideas or debate issues but rather post profenity, name calling and impersonating which is so shamefull.Nobody wants to shut up anybody but if u can not distigush what kind of podium you are on then your voice is irrelevant. Its imperative that pipo voice thier opinions but a

  22. also remember that we shere this world with other human being therefore respect for others is paramount. My hope is that these pipo are not from UNZA or any learning intitute in our country because if it is then we ve a big problem.Lets have pipo challenge each other with ideas which might provide solution to all these problems that we faced with.If u know that your mouth is dirt please find some toothpaste and teeth brush before your call to the public this is just a botherly advice. We love all

  23. African Politicians will never hear until they take bullets in their heads. I think opportunism is driving my Presido Ba Sata into that sad ending.

  24. SATA’S IMMORAL POLITICS
The eighteenth century French philosopher Jean-Jacques Rousseau once said that those who desire to treat politics and morals separately will never understand anything of either. While we understand that honesty and truthfulness have never been counted as important virtues by most of our politicians, it is also true that there are certain situations when it should be possible to be too high-minded about the issue of honesty and morality in politics; there are certain thing

  25. …. that should never be superseded by opportunism, but by a deep sense of responsibility for the public interest. It is incredible that a politician like Sata, who longs to lead our country, can reduce the importance of opposition politics to such levels of cheap and dangerous opportunism.

  26. How can Sata be proudly telling the world that he undertook to do everything within his capacity to discredit The People’s Republic of China so that they concentrate on defending themselves against his attacks and leave Taiwan at peace? Why should Sata be saying this today when all along in his justification of his incessant attacks on Chinese investment in Zambia, the fundamental line has always been the claim about Chinese investors’ poor attitude and treatment for Zambian workers? And he is eve

  27. …..And he is even bragging that his campaign has paid dividends and that it is time he also got the dividends and benefits of his work? As far as he is concerned, the Taiwanese government owes him a debt because “it is this positive campaign which has attracted my invitation to one of the most famous universities in the world”.

  28. First, Sata should know that as a leader of a key opposition political party in the country, he is the least expected to be practising the kind of politics he is playing because it is not only dangerous to him as an individual but to our nation as well.Sata might be entitled to his own views or opinion on any subject, including international affairs, but he should realise that even that should not be driven by sheer opportunism but by a serious sense of judgement about the wider public interest.

  29. For someone in his position, it is not right to take a course that undermines the common good of the wider society or public.Yes, he may have his personal preferences with regards to whom to associate with in international relations, but it is important that he does so with a serious sense of responsibility and this will require a clear and objective analysis of facts on his part.

  30. It is both embarrassing and ridiculous for someone in Sata’s position to adopt a particular political stance on the basis of he who pays the piper calls the tune. It is clear from Sata’s letter that as long as there is unlimited financial benefit from his financiers, he will do everything within his means to perform according to the wishes of his paymasters. Going by Sata’s admission, it will not be wrong for anyone to suggest that his attacks on China and its investment in Zambia are motivated

  31. …Zambia are motivated by personal financial gains and not on a question of principle. It is apparent that Sata’s view on China is blurred by the dollars being splashed in his face and not by a genuine political stance or ideology. But Sata must be told in no uncertain terms that it is absolutely immoral for him to ride on politics premised on unbridled opportunism. What is even worse is that Sata has the audacity to lie to his own sponsors about the facts relating to his travel to the United Sta

  32. What kind of politician is he that he cannot be truthful and sincere even with the people he has been working for?Can Sata really be trusted by anyone if he can hide the truth about his trip to the United States from his sponsors?Being the experienced politician that he is, Sata should know that lies always catch up and no amount of political gimmicks can conceal the truth. He can come up with a thousand other lies to cover up his initial lie but they will never be enough to conceal the truth.

  33. What our politicians must begin to understand and appreciate is that politics is a serious calling and its practice not only can, but it must, be reconciled with the imperatives of honesty, morality and truthfulness. We need to get to a level where our politicians will start regarding politics as tool for achieving the common good and not for personal gratification. It is clear that Sata’s political activities over the China and Taiwan debate border on political immorality on his part. The opportu

  34. …The opportunistic politics being displayed by people like Sata need to be frowned upon because they have the capacity to erode the good ground on which we stand as a collective people. What politicians like Sata need to learn is that the aim of politics should be to achieve what is best for the country and humanity in general, not for what goes into their personal bank accounts or pockets. This country does not need politicians who will speak or act in a certain manner just because they are in

  35. ….This country does not need politicians who will speak or act in a certain manner just because they are in the pockets of someone. While we are acutely aware of the fact that it will be impossible to completely eradicate politics of opportunism in our country because the survival of most of our politicians is based on opportunism, we believe that it is time that our politicians departed from politics of opportunism and dishonesty.

  36. Our politicians must begin to realise that politics of values and morality are what is needed if we are to make progress as a nation both in terms of democratisation and on the economic and development fronts.

  37. SATA ASKS TAIWAN TO HELP HIM WITH K195M
Patriotic Front president Michael Sata has asked the Taiwanese government to help him with US $50,000 (about K195 million) to enable him to travel to the United States on his continued mission to discredit China in favour of Taiwan.According to Sata’s letter titled, “Fight Against The People’s Republic of China Against Your Country” to Taiwan’s Ambassador to Malawi dated September 10, 2007, Sata stated that the money would be to cover costs of his travel

  38. This followed Sata’s invitation by Harvard University for him to speak on human rights at a conference themed, “China-Africa: The Yin and the Yang” to be held on Wednesday at Harvard University in the US.“When I met you in 2005, I undertook to do everything within my capacity to discredit The People’s Republic of China so that they can concentrate on defending themselves against my attacks and leave your country at
    peace,”

  39. Sata’s letter to Taiwan’s Ambassador in Lilongwe read in part.
“My campaign has paid dividends. The whole world has come to acknowledge my campaign positively. It is this positive campaign which has attracted my invitation to one of the most famous Universities in the World, Harvard University USA, which invitation you already have a copy. Harvard University has offered a one-way economy ticket from Zambia to Boston, USA.

  40. “The above invitation is very important for the publicity of your country. I will be accompanied by my Director of Research a Dr Mulenga. Because of the importance of the above trip, I have obtained a quotation which comes to US $28,612.00 (Twenty eight thousand six and twelve dollars).

  41. “I am therefore humbly requesting support from your government in the sum of US $50,000 (Fifty thousand dollars) to cover the cost of this important trip, upkeep in London and the USA.”Sata further stated that if Taiwan’s government approved his request, the money could be wired into his personal account at Finance Bank’s Corporate Branch in Lusaka.“Please accept Your Excellency, the highest assurances of the Patriotic Front,” stated Sata.

  42. However, Sata’s itinerary shows that both his air ticket and that of Dr Chileshe Mulenga were return tickets contrary to what he stated in his letter to the Ambassador in Lilongwe. During the run-up to last year’s general elections, The Post exposed Sata’s links with the Taiwan’s government through its embassy in Lilongwe. But Sata challenged The Post and all those who alleged that he was being bankrolled by the government of Taiwan during the campaigns to prove their allegations.

  43. We know who you are!!! FACT, the imposter, you have reduced the standard of the blog to the gutter class level you have proved to belong. You are impostering Kuku, a perfect gentleman and Ba Jose, good a entertainer. A lot of genius bloggers here have gone AWOL because of your stupid manners. They have found you to be shallow minded in your thirsty for impostering others, not befitting the standards which required here. You Shameless father of liars!!!!

  44. Kanshi mu mutendekafye Ba Jose, why are you using his ID, you silly FACT & ur fellow bootlickers. If he retaliate with insults dont complain.

  45. Anonymous,

Your ignorance, shallowness and labor to cover your deficiencies is stupidly dangerous and alarming. How can you attribute the failures of the blog to one individual not in agreement with yours? If indeed one person can sabotage the blog, then the blog has had dummies without substance and strategy. How do you shamelessly belabor to call an insulting moron Joze a “perfect gentleman and a good entertainer”?

  46. Anonymous,

So when Joze mutates and starts writing on the blog about umudikudiku nuisance in his parents’ bottom to you its perfect gentlemanship typical of a good entertainer”? Read # 17 and # 25 under “Corruption reduces in land ministry – Machila” thread.Take your foolishness out of here before we expose and bleach your privacy in a dangerous manor. You have been insulting and impostering Veteran, Pragmatist and FACT without realizing their evident distance from your IP.

  47. Anonymous,
That said, I’m yet to see you understand intellectual prowess which sofar you have personally exhibited zero ability. I doubt if you ever understand what credibility and intellectualism are?

  48. Anonymous (53),
Who would question that you are not a fool? Regretably you like many here are immoral fools. This blog lost it the very day insults on Levy and other leaders became the norm or modus operandi for some of you. You cannot expect the side of a ruling party to kiss that nuisance or hope that they would not see the pervasive work LT became from the word go.Look at you, you are calling a unblinking pervert,a good entertaining Gentleman. You must be a worst pervert unfit for all.

  49. In addition to that, systematic Sabotaging of any medium deemed promoting pervasion as Lusaka Times has proved is in the people and institutional interest. It is morally prudent to do so without excuse and does not require far reaching intellectual skills or sophistications but decision and consistency beyond which option B is worse. If a blog could propagate ukwipa intungulushi nefyanso(Joze July 2007) and you find insults on parents as entertainments, the vigilant must destroy either LT or you.

  50. If a blog could propagate ukwipa intungulushi nefyanso (Joze July 2007) and you find insults on parents as entertainments, the vigilant must destroy it or take off both period

  51. Like the author of this, “I foresee Sata’s blatant political opportunism in international politics curving him into some unscheduled graveyard. Mysterious or fatal international political prostitution doesn’t hold.Certainly sata is not sophisticated for the hell predominant at that level. He is better off fooling Zambians than gambling on the international scene where Gold digging mafias of fortune and big money are aplenty and active.” Quote
