Simbao directs NCC to halt shoddy road works

Government says there is need for the National Council for Construction (NCC) and other key players in the construction industry to establish the root cause of shoddiness in road works, particularly by some local contractors.

Works and Supply Minister Kapembwa Simbao says the cause for the shoddy works should
be established in order to come up with appropriate remedial measures.

Mr. Simbao was speaking at the National Road Fund Agency conference held in Lusaka
today.

Mr Simbao said government is concerned at increasing cases of shoddy roads works
because a lot of money is expended on such undertakings.

“I would like to request the construction industry to re-look at its performance
because some road works leave much to be desired,” said Mr Simbao.

He said Government created the National Council for Construction-NCC to specifically
deal with capacity issues in the construction industry.

Mr Simbao urged NCC to help Government in addressing problems in the construction
sector so as to correct the situation.

He said Government wants to see a situation where the available meagre resources are
put to good use and result in quality works.

Mr. Simbao pointed out that road and other infrastructure is key to economic
activities and subsequently in efforts aimed at reducing poverty.

He said roads were the engine for national development and that they open up
landlocked countries to national and international trade.

Mr Simbao also said that roads improve accessibility and mobility, especially in the
rural areas.

Mr Simbao ,however, was glad to note that the road sector had gone back to its
original vision of dissemination of details of the annual work plan for road
projects and road transport services in Zambia.

He told the participants that information dissemination was very important to the
government and for stakeholders to know and be able to provide valuable input into
the planning process.

He pointed out that information dissemination also promotes transparency and
accountability.

Mr Simbao further said that there is need for the Road Sector to prioritize projects
so that Government can channel funds to projects that are of economic importance to
the country.

He noted that Government’s policy was to get value for the money from all road
projects implemented.

And National Road Fund Agency Board Chairperson Julu Simuule said the objective of
the seminar was to disseminate the proposed 2008 Annual Work Plan for phase two of
the Road Sector Investment Programme whose main objective is to obtain stakeholder
input.

Government in 2002 restructured the road sector through Acts of Parliament that
ushered in three Road Sector Agencies to instil transparency, checks and balances
and accountability in the management of the road sector

  1. Does government sign contracts with the companies that win tenders for road constructions? How many companies that bid for construction of roads are turned down on merit? Are there specifications that charm you as government to award these contracts to companies that you later find offering substandard work? What are the penalties in those contracts for such an act?

Are qualified government engineers being given the leeway and say in those contracts being awarded or politicians without relevant know-how in the field are dominating in those offers for some kickbacks or curving a name for themselves? This is “treason” and I see no reason why tax payers’ money can be wasted like that. It is time we became serious in management of national resources or we will continue to wander in a maze of mediocrity.

  3. To be known as insane like Sata is not synonymous with international plurality. Until you recognize the centrality, and the plurality, of theoretical frameworks of stature in international politics which is important for you to learn in view of your zest in public punditry. I respect your myths, freedom of choice and dissatisfaction with the ‘interparadigm debates.   4. Sadly, most of these hopeless PF thugs here devoted to insults have rejected and marginalized reflectivist approaches in public foras where discipline matters. Little do they know that they are dealigning their regional club where moderates feel misfits. That is typical of Sata’s political machination heavily dependent on thugs, hooligans and hoodlums. Their relevance is to help him manipulate the call for intra-party democracy and ensure foolproof political campaigns and electioneering, if any.

  15. I wonder whether Sata and his PF tribal thugs are ever going to learn that in this country, national elections can never be won from the Copperbelt alone. Sata swept this province in the last polls but scored on a national scale basis, he polled an abysmal 27%. The goodold adage indeed seems to stillhold true, “You can never teach an old dog new tricks”. If Sata will still not have breathed his last long before the next polls, he seems clearly headed for another resounding defeat in 2011.

    The mayor of Chingola should resign because he cant allow such a situation to happen in his backyard, he drives his old car on the same road and he cant question why Turner construction are painting pavements before working on the road.

It is disheartening to realise that 43 years after independence, our roads are still full of potholes the size of craters.Shoddy works are done coz of corruption and lack of proper tendering procedures. Why can’t we introduce toll gates on major roads? I guess enough revenue can be generated to maintain the roads. Foreign trucks pass thru Zambia damaging the roads on daily basis. Only toll gates would help collect revenue from such trucks. Emulate countries like SA.

By the way Government should relook at the idea of painting our pavements black and white. these look terrible.To make matters worse they are even raised.That styling died years ago. these days reflectors are used. While the Govt is at it they must look at widening the main roads. If the Govt has no clue of what i am talking about they must take a tour of South African Roads

  27. I totaly agree with Mr Mashabe # 29,on my last visit to my mother country Zambia i was met by an eye sore of the roads sytem. The Black and white paintings of the pavement is so outdated. The pavements are so raised then painted black and white, imagine what the pavement can do to your car should you go over.The main roads in LSK are no so bad but the black white painting is so 100 years ago.Govt needs to widen the roads also. some roads are narrow like 1 way roads

  28. The PF, stronghold is in Copper belt Towns. Therefore this win does not change his statistics in number of seats. He was fighting to return a seat.
    what is dissapointing is that the MMD fielded a candidate who is facing criminal charges in court. It is only fair that, Chimumbwa did not win.
    Sata’s popularity still hangs in the balance and 2011, alala again. The Maxi Sata can get is 42%, with amendment of Constitution can never deliver in the re-run with a balance candidate.

What is painful about it all is that our leaders visit other countries daily but never wish to see our country be transformed to some of the standards that we see. American roads are great.

I like their yellow and white, yes, those white marks look ancient! It is not amusing to see that our airport(s) are ancient, we have no national football stadia, and we stick to one lane ancient road networks! Our leaders induce nausea at times.

    We have a big Ghost in our Cultural system where theft is embedded in some cultures and always praised and tolerated. Imagine the amount of money lost in the supply chain towards implementing a project.

He told me that “You guys have had no war and you are not serious!” He might have been off side but I guess he had a point! Genuin contractors are denied the contracts, those fake contractors after nichekeleko get these contracts so don’t blame them for shoddy works blame pipo getting nichekeleko for awarding them contracts period.Most of these brief case contractors are family tree connected so we are just moving backwards instead of forward unless the all system changes

  44. Talking about wider roads, I was disappointed the first time I saw the Chinese (nothing personal to them I love them by the way) constructed Luapula roads! They looked like an improved path going to the cemetery, in terms of width and thickness! That is the poor specifications that our road networks have carried for years. Someone must revise these measurements. I feel the Ndola-Kitwe highway should be at least a better standard to go by. Where are Cogifar and Phoenix?
