China Bails out Zambia

China has paid $15-thousand to Tanzanian authorities to release Zambian’s earth moving equipment detained in Dar-es-salaam.The equipment meant for the repair and construction of feeder roads was detained last month because it was considered too heavy for that country’s roads.

Works and Supply Deputy Minister, Mundia Ndalamei told ZNBC news that the 18 trucks left Dar-es-salaam Tuesday and are expected in Lusaka on Friday.

The trucks were bought from China under a $39 million grant for rehabilitating rural roads.

    The government failed to pay $15 000 is this some kind of a joke?You bought equipment for $39 mills and yet u fail to clear that small amount?Ba fikamba ba cabinet muletusebanya!!!

  2. the Chinese are selling these equipment to Zambia so they had to pay for transport, they are not bailing out anyone, it’s all because of lpm’s craziness he disbanded roads department so that private contractors can be building the roads, then he forgets and gets a roan for construction equipment

    True…..seems this LT is made up of some proud people,i have contacted them a couple of times with suggestions on how to make the a bit more dynamic,

    they don’t warm up to critism,

    they don’t seem realise we are the ones who keep this site going,

    maybe you and me should start our own,you know give them some competition

  4. this is so bad to be true,equipment worth so much to be detained because of failure to pay usd15 pin,shame news.when are we going to stop embarrasing ourselves honestly?no no no!! give us other explaination,we might be considered poor but not to suffer this humiliation.some of these hiccups can be solved adminstratively without being put into public domain…..grz what are you doing????

  6. This is unacceptable gutless stupidity on the part of this government. You know, there are sometimes ones just wants to cry thinking about the docility of the pathetic creatures calling themselves ‘the Zambian government’.

All these issues border on minimum standards of professionalism practised/adopted by the procurement department in the ministry of works and supply.its purely a procurement function failure and am yet to wonder if the head wont be relieved off his duties together with his senior procurement officers.Before you approve any source of supply,its mandatory that you analyse all the total costs of ownership with respect to transportation & logistics,lead time,custom demands and political/economical variance patterns each country has.can you ignore tonnage to know the true cost?.how was their research carried out?their analysis diaphrum?surely you could have done beta than this.

  8. Are we waiting for Levey to commission the equipment? Lets put the equipment to good use on the roads before the rains set in.
    Its a shame that we are failing to pay 15000, if put to good use and not abused, all this equipment can improve the state of some of our township and rural roads.

  9. Let’s be serious with the way we spell and pronounce some of these words. No wonder some people can say “exercise” when they mean “excise”. Note the difference. So “roan” cannot be “loan” and “grant” for “glant” Even if you are Bemba – know the spellings, at least.

  10. The terms of delivery for the said equipment are not known, so i would think it is to baseless to crticise these guys on this matter. Though i must say that i partly agree with what TRUE CITIZEN has said about procurement and logistics but in this case it is a grant and normally it is the duty of the donor to deliver to the receipient’s doorsteps and i think this was one of the conditions in this case.

For the purpoe of this topic,am made to know that the money used to buy these trucks was a grant whose source is not disclosed.i want to believe that the donor is not the same source of supply.what ever the case,its the procurer who defines the mode of delivery taking into account the nature of the items.INCOTERMS are there to clarify the same delivery mode.take for example if the whole job expected the supplier to meet all the expenses,we use DDP,CIP,CIF lusaka.why should the items be stranded when all the considerations were done by relevant authority.why cant we sue china then for damages resulting from this incurred loss due to withhoding of these pieces of equipment wen we did our pat?

  12. True Citizen is right. Whether or not it was indeed a “bail out” depends on the terms stipulated in the agreement. If China was responsible for supplying and delivering the equipment then technically they did not bail us out. If, on the other hand, we were responsible for delivery of the equipment then they indeed did bail us out. The $39 million did not come from us, it was a grant given to us by who knows who. It is still a shame that we cannot come up with the $15 thousand needed. I guess the money is going to a good cause….keeping our LPM stable in France.

  13. I do not understand the contract because it was not made available to me. I do not see how TZ can detain the equipment. The fault is not on the govt but the freight company or any person responsible to provide such logistics. They person that was transporting the stuff for sure did stipulate the capacity and all necessary condition and now at the last minute you tell me they were too heavy? Give me a break. Did someone read the shipping conditions? I do not think the contract was written in Swahili. LOL.

  16. EISH!! Sure jst a freakin $15000 USD dat govt failed to pay for?? Dats a bloody joke!! who ever wrote this was DRUNK!! Govt cant fail to pay that at least the zimbabwean govt could fail to pay that then it could have made sense not us EISH i say we YES to competition!! This is embrassing us to the world!! DAMN!!
