Parliament rejects PF motion

Parliament has rejected the motion by Opposition Patriotic Front-PF Roan Member of Parliament Chishimba Kambwili to amend the Local government Act so as to increase the tenure of office of mayors and council chairpersons.

Mr Kambwili in his motion urged government to increase the tenure of office for the said officers from one year to two years and half saying this would enable them see the take off of projects.

He observed that this would also enhance their capacities saying one year is not enough for them to get orientation at the same time embark on economic development projects.

He pointed out that government spends a lot of money orienting Mayors and Council Chairperson but that before they could do any tangible work, their tenure comes to an end.

However, Local Government and Housing Deputy Minister Tetamashimba rejected the motion saying it was malicious because it is coming when government is reviewing the Local Government Commission in which such an issue will be addressed.

Mr. Tetamashimba further explained that the motion is ill intended as it is coming from the National Constitution Commission-NCC.

He pointed out that it was important for MPs to be in the NCC so that they understand what issues are being discussed saying bringing a motion such as this one was just a duplication of efforts of the NCC members.

Mr. Tetamashimba called upon all well meaning MPs in the house to reject the motion.

And both MMD Chadiza MP Allan Mbewe and Opposition PF Kabushi MP Lombani Msichili rejected the motion pointing out that it was coming from the back door and that extending the tenure of the said officers would be extending their inefficiencies.

  1. PF MPS please have one voice twapapata coz if you become like Tentamashimba muselela kwakaba then they will be no opposition in Zambia and ba nyandule bakulalya nakasuba. However always put up positive contributions for the benefit of mother zed.

  2. What about their minimum qualification? Their main aim is to get fat fast and more concubines. Otherwise, 2 years make some sense for GOD fearing head councilors. But pa zed that is 1st year acquiring plots and sell them in the 2nd year. Then die poor. My foot!

  3. Extending the tenure beyong one year is extending the ineffiecies of the mayor! Well, how about then extending the tenure for those performing well and leaving at one year for non-performers.

    I wonder how the thought process of these leaders is, coz you must be base to fully get the import of their statements.

    Maybe a bit of schooling as a must may do the trick in the long run.

Extending the inefficience of the mayor,which means they don’t trust them,they are non perfomers,so who does the job between the mayor and the town clerk.why so many posts in the concil of which to me they are their just to enrich themselve.all workers in concils,including concillors get more than 10 plots every year and resale them to individuals.so whether you increase the tenuture of office to 2 years or the same 1 year they will be stealing. kabili fya GRZ THEY SAY KULILAPO…..Rubbish.

  5. The issue is being revised for better at the NCC and very soon it will be in the Constitution. So bloggers wait for the Draft Constitution so that you comment favourably.

  6. Chishimba kambwili has a point, and teta is just playing politics as usual, and besides why not just tie it to the term of the councillor

  7. That’s why the govt was urging everyone to be in NCC in the house,that’s the result of poor leadership Kambwili nangu Fosholo…the NCC LGHC will do that…tough lack tata…

  8. The PF MP has a point but the motion is premature at this stage because the issue is under consideration at the NCC and will be brought before parliament later. He is the one playing politics.

  9. These mayors become big headed once elected to those positions. One year is enough. Their preoccupation chifuncky as guest honours, what projects do they impliment, nuts. Lets get our Town clerks who full time council employees to work and not these loud mouthed mayors who are only there to acquire plot as somebody has already said.

  10. The office of mayor remains after the person occupying the seat
    leaves. The one taking over should look at projects B/F for continuity in development. One year is enough so as to allow
    other councillors with wisdom and news ideas to occupy the mayoral seat. One year is a long to period of time to develop.

  11. Hey guys, will there be enough moneys left for development if all revenue goes to paying huge salaries and allowances to ministers and PMs?
