Giving chiefs car loans not bribery- Pande

Foreign Affairs minister, Kabinga Pande has described the assertion by an unnamed opposition leader that the provision of vehicle loans to chiefs as bribery as unfortunate.

He said it was unfortunate that such assertions are coming from someone aspiring to be president of the country .

He said such statements are an insult to the intelligence of the traditional leaders and is calculated to demean  their stature.

Chief Bunda-bunda said traditional leaders appreciate the role government plays in promoting traditional ceremonies in the country.

The traditional leader noted that traditional ceremonies are important vehicle for fostering and enhanced  social and cultural development in the country.

Meanwhile Government has commended the people of Chongwe district for organizing the Chibwela Kumunshi tradition ceremony despite the harsh weather conditions that prevailed in the area resulting into poor agricultural yields.

Mr.Pande said he was glad that despite the heavy rainfall experienced during the last season’s poor harvest, that  the Soli people  were deterred from hosting their traditional ceremony.

He added that the hosting of the ceremony is a clear testimony that the people loved their cultural heritage and traditional values aimed at fostering unity in the chiefdom.

Mr. Pande urged Zambians to be proud of their culture and preserve traditional values as opposed to promote alien culture .

Mr. Pande  however  said government would  endeavour implementing social projects as a way of honouring late president Dr Mwanawasa’s legacy of improving the well being of its people.

The Minister  was speaking when he paid a courtesy call on  the chief  Mbunda Mbunda  at his palace yesterday.

How are they going to pay back those loans? most of these so called chiefs are as poor as church mice. they live on hand outs. worse still, there is the price of gas and poor road infrastructure in rural areas. Zambian politics is a circus no wonder 44yrs after independence we have nothing to show for. Its really absurd that politicians can come up with the most mundane schemes to win elections. This is the same govt that cannot pay its teachers, lecturers a living wage but can find money to waste on individuals who have no room in modern lives like chiefs. Our politians are a reflection of our average docile zambians who care more about beer drinking, ilicit sex than the general…

  9. Relief food distribution is under the office of the Vice president and giving car loans to chiefs is an old project. Maybe some people want RB to stop working until after the elections. And the UNZA problem will be resolved after the elections..

  10. The Chiefs have the right to use government resources as they play a vital role in ensuring all their subjects are at peace with each other. Chiefs are governors in their own right. Government need to ensure that our chiefs are educated so ensure sustanable development in villages. Our traditional ceremonies need to be brought in the twenty first century. Insteresting so see if all can drive or is the government providing a driver?

That should have waited a bit, to allow elections pass. All this time you have not been giving them loans when you have been enjoying yourselves. Chiefs, advise your subjects to vote for the opposition.We don’t want to promote one part state. We fought for that when we got rid of UNIP and KK in 1991.   25. The two opposition parties do not have a chance of winning. For either of them to do so, they have to convince people in Eastern, North Western, Central and Western to vote for them. People often accuse HH of being tribal, but the reason why PF wont win in the provinces that I have listed is because it is seena as a Bemba party. The only party without the tribal tag is the MMD, and they have the advantage of being the incumbent. Also, dont underestimate the sympathy vote the party will get which might even erode some support from the other two parties. So unfortunately for HH and Satana, I dont think either of you will be moving into State House anytime soon.

You may blame sitting government for helping our chiefs with loans (they get monthly allowances mind you) but PF is now promising to turn the loans into grants should they form govermnent later.   30. MMD tells Sata to surrender membership card

    MMD Ndola district vice information and publicity secretary Alex Mubanga has said PF leader Michael Sata had no right to tell Vice-President Rupiah Banda that he was still a UNIP member.And Mubanga has asked Sata to give up the MMD membership card that he has been holding on to, saying MMD cadres would get it by force if he failed to surrender it.

  34. Hold your fire #44. There is nothing wrong in government purchasing those pajeros. Traditional rulers do alot and it’s high time they got something for their effort. It’s just that we are used to looking down on them. Repair of UNZA and CBU hostels is another issue and funds should be sourced from somewhere else to fund such institutions. You would be surprised though to find out how much the government has sacrifed to renovate those forsaken hostels.

  35. I thought that the chiefs had been given a loan. This issue was highlighted many weeks ago if am not mistaken by Masebo. It is true that traditional rulers do a lot as number 45 says. Us who live in the urban areas often forget what role they play in the lives of the rural population which is still the majority of people in Zambia.

  64. Last week I heard RB say that campaigns should be issue based. Over the weekend I read in the papers and RB is telling his people from home that they should vote for him because he’s their own. He actually further went on to say that if the others come, they should be told to go where they come from. Its sad that the man could go tribal at this moment.   74. It does not need someone with super intelligence to see what lies hidden behind Hon. Minister Pande’s statement. If the country has vast resources to sustain such a programme to aid our chiefs with loans for their transport, then it’s a nice idea to implement. However, my problem is, why choose to do it now when MMD has been in power for the past 17 years? Elections are just around the corner; if this programme is necessary postpone it until the by-elections are over and the problems of UNZA have been resolved, only then should you entertain such superfluous ideas. The idea of giving to chiefs on a loan basis is not bad infact its very good cause chiefs need to have transport to help them instead of asking from villagers for transport, BUT the bad thing is that the governement has done it on a bad timewhen election are just around the corner. They were supposed to give vehicles to chiefs sometimes ago or either after the election, As this time most people will conclude to say they are tying to bribe the chiefs as the only way to get through to the villagers.

    Are you out of your mind? Where do you think chiefs will get money for paying for their car loans? Sata’s approach of turning the loans into grants makes more sense. Many people with reasonable incomes can’t afford brand new pajeros but settle for old used vehicles from Japan. Moreover those vehicles need to be serviced and maintained in other ways.

  105. I agree with you #152 to some extent. Even Senator Obama, who people want to liken Mr. Hichilema to has some political or governance experience. If Mr Hichilema was to win he will spend the next 3 years learning how government functions and probably discover that most of his ideas are not workable. I am however not saying that Mr Banda or Mr Sata are the right candidates as theirs is not experience but expiring. We needed other young people who have been PSs, MPs or Ministers before!
