The opposition United Party for National Development(UPND) and Patriotic Front (PF) have rescinded their earlier decision that the extra ballot papers be sent to various districts.
UPND president Hakainde Hichilema said his party has lost confidence in the manner Electoral Commission of Zambia(ECZ) is handling the ballot.
Speaking at press briefing in Lusaka today, Mr. Hichilema demanded that the extra ballot papers should be destroyed or burnt without any negotiations.
“we demand that the 600,000 ballot papers be destroyed or burnt forthwith without any further negotiations,” he said.
He charged that the conduct in which the ECZ has been handling the ballot papers is not only disappointing but also provocative and annoying.
He said the recent alleged attempts by the driver at the airport to steal ballot papers are a clear and damning indictment on the part of the ECZ as an institution.
Mr. Hakainde said his party is prepared to defend its victory saying no amount of threat will make him resign or surrender.
He added that UPND is putting up measures to ensure that the political machinations by the ruling party are stopped.
And the Patriotic Front (PF) has demanded that the extra six hundred thousand ballot papers be destroyed in the presence of all political stakeholders.
PF member of Central Committee, Samuel Mukupa said the interception of ballot papers in the Kalabo vehicle has cast doubts.
Mr. Mukupa told ZNBC news in Lusaka, that everything possible should be done to ensure free and fair elections.
He said also said the inclusion of 4 hundred thousand voters who were not reflected in the 2006 voters’ register raises suspicions.
Earlier, this week, the PF was part of the four political parties which had agreed that the extra ballot papers should be sent to districts but not polling stations.
Candidates from the four political parties contesting the October 30 presidential poll, agreed to the arrangement through their representatives during a meeting with ECZ officials in Lusaka.
The meeting was called by the Electoral Commission of Zambia to resolve the issue surrounding the extra ballot papers.

I wonder how ECZ has handled the number of ballot papers in the past. We’ve had four presidential elections since the re-indtroduction of plural politics. As far as I can recall, we have never had a case of extra ballot papers.
A few questions beg to be answered:
-Was this done in the past without our knowledge?
-Is there a genuine reason for printing extra ballot papers?
-How did they determine the number of extra ballot papers to be printed?
-Were the party representatives in Durban aware of the plan to print extra ballot papers?

PATRIOTIC Front (PF) leader, Michael Sata, has said there will be no presidential elections in 2011 because whoever will be elected president in this month-end’s election is supposed to rule for five years.
And Mr Sata has pledged to restore dignity to Kabwe town by reviving all closed and ailing industries in the once mining district, if elected president.
Speaking at a public rally in Kabwe at the weekend, Mr Sata said that whoever would emerge winner in the October 30 election was expected to reign for five years and therefore there would only be parliamentary and local government elections in 2011.

Fred Mmembe is a self-confessed atheist (does not believe in GOD) and has endorsed Sata, a devoted Roman Catholic Christian. The extra ballot papers dont seem to have much explanation in my view.
Since there is not additional registration of voters to the list done in 2006, we can only expect that the number would only reduce due to deaths, emigration, voter aparthy etc. That number can never go up; the best it would ever do is to remain the same, a scenario which is unlikely.
If the ECZ feels that in handling ballot boxes some would be distroyed natural disasters such and accidents, then this should have been agreed with all stakeholders before hand, so that all should have concented.The suggestion to destroy them is OK as long as people agree on how they will handle natural loss due to accidents without backup

It is sad that PF can be saying that there will ve no elections in 2011. Sata wants to come and dictate things agains the law of the land. Now one would begin to think that probably SATA’s ambition for presidency is the very reason why he did not want to participate in the National Constitutional Conference (NCC) so that it might be a flop. I feel he was scared that changing the constitution would affect presidential powers and that would reduce chances of any president abusing authority in name of the constitution as it is today.
