Luo challenges LAZ on HIV

A Lusaka HIV and AIDS activist Nkandu Luo has challenged the Law Association of Zambia (LAZ) to embark on legal reforms on HIV and AIDS in an effort to address the issue of alcohol abuse and gender violence among others.

Professor Luo said alcohol abuse was issue that to contracting HIV and AIDS and the sad thing was its abused in bars and taverns by juveniles.

She said this on Friday in Lusaka during the launch of the LAZ HIV and AIDS workplace policy where urged LAZ show Zambians what she called, “art of Implementation” of policies.

“One source of HIV is alcohol and abuse of it by young people who always drinking in bars and taverns everyday. I challenge you LAZ to embark on a legal reform to refrain such people to drinking as know what alcohol can do to people,” she said.

She said the epidemic was a health issue which affected other human developments hence, the need for lawyers to look at laws which deal with alcohol abuse and gender violence how they could link the two to the disease.

She said the country was one of the seven most affected countries in Africa with a 14 per cent HIV prevalence rate following reduction of 1.3 per cent HIV prevalence rate in eight years.

Prof Luo said Zambia could do more to reduce the prevalence rate to single digit figure if learnt the art of implementing many policies it was formulating.

However, she said it was gratifying to see LAZ coming on board to fight the epidemic which had raged communities and professionals from sectors in the past 20 years.

She was optimistic with lawyers on board; the goal of making the country a free HIV incidence could be possible.

She warned LAZ against putting the document after being launched on shelves instead time to implement was now if the fight against the epidemic was to be won.

Earlier, LAZ vice-president Stephen Lungu said the disease in the last 20 years had taught them many lessons of fighting it and was happy the disease could be reduced.

Mr Lungu said the launch of policy would help the Association to create awareness of the epidemic amongst its members and staff and that of immediate families.

“We also provide our members with information and tools to help them make informed decisions regarding the prevention, care and treatment of HIV/AIDS and related sexually transmitted and opportunistic infections,” he said.

He reminded all the members and staff that each one of them had a responsibility to ensure the policy did not become a monumental item for the shelves and drawers in their offices instead it being read and used always.

  1. Nkandu must explain clearly how alcohol abuse contributes to contracting HIV. It sounds as if those who don’t drink have a lower risk of becoming infected.

  4. I totally agree with Nkandu Luo. Alcohol abuse has greatly contributed to high rates of Hiv and Aids cases amoung the youths. Those who cant see the sense in what she is trying to put across.Listen,Young ladies are taken advantage of after being drunk. So what men do,is to take these young ladies to a drinking place,buy them a lot of bear,and when they are drunk to an extent that, they cant even reason properly, men end up having sex with them.This was happening in avondale,in the recent past.At avondale shoping complex,u would find a situation where even 5 boys would go through 1 girl.When her self was in a weak state.Imagine this,without using condoms,Are you telling me that alcohol is not a contributing factor like that. It pains me that such things are happening amoung my fellow young people.

    LABOUR consultant Fackson Shamenda has said the newly-launched code of ethics for public workers will be a nightmare if the government fails to improve the conditions of service for civil servants.

    “How can a police officer manning a road block refuse to get a bribe of K 50, 000 if he cannot meet the basic needs of his family?” he asked.

    Shamenda observed that the civil service had seen a mass exodus of employees because most of them lived below the poverty datum line.

    “Civil servants have sacrificed a lot and they are no longer willing to do so. As mush as they need job security, they are also in search of competitive salaries,” said Shamenda.

    These statistics are worrying unless there is a mistake in the reporting.How can we have “5.5million young people ” out of 11-12 million Zambians being infected with HIV?Also, how can “young people account for almost 45 percent of all new HIV infections”?

And i became one of the people who started advocating for the closure of a pub called the claw.Because the youths would go there and dance to disco while drinking.And when its late thats when the whole nonsense of sex would start.I know that such things are happening,not only in Avondale but in many other places of the country.So what Nkandu Luo is saying,is very true.Dont just argue.

I thus urge all stakeholders especiallythe GRZ to consider educating all people especially the young people on the is real data that is on the ground on HIV numbers, following the above news. Today when I was going to Church, I read nice message on the TRAM which gave a glimpse of HIV as in when it was first discovered, what numbers of HIV infected people have been recorded from 1985, Think 1990, 1995, 2000,2005, 2006 and the infection rate for 2008. This is/was great news.

  15. Its not just a question of alcohol abuse. The reason most youths resort to beer drinking is due to the fact that, OPPORTUNITIES FOR MOST OF THESE YOUTHS ARE LIMITED IF NOT NON-EXISTANT. GRADUATES ARE ROAMING THE STREETS AND WHAT MORE OF GRADE 7 AND 9 DROP-OUTS? WHAT THE YOUTHS NEED ARE SECURE AND LIFE OFFERING JOBS, NOT THE CASUAL JOBS CREATED BY CHINESE, INDIANS AND LEBANESE. Alcohol offers a false respite gto problems and most youths do not know that. neither can the trend be reversed by laws, nay. People need quality jobs to secure their future and not casualisation please. Laws will go no where please. Let this sink into Nkandu’s head.

    I thus ask relevant stakeholders to look into doing the Zambia at home in Zambia to educate people on these numbers. Also, information regarding ARV distribution and distribution-points were indicated in that TRAM message.

    I recommend that the next generation of Cell-phones must be tailored to show messages on HIV numbers infected people in our country in particular and the world in general for the current Infected PEOPLE and most recent Infection HIV Rate.

    This would help keep people constantly awake of their actions all day long.

  21. @26 Spot on. But sometimes I tend to wonder why HIV figures are so high in Sub-Sahara. When you look at levels of promiscuity in Africa, its not as high as Western countries. But the levels of HIV there are not that much. Is it a question of safer sex or the question of poverty.

    How can you be on a relaed mode with 5.5. Million Zambian youths infected with HIV while the total population is just about 11 – 12 Million people for the whole country?We need to incorporate HIV/AIDS NUMBERS for each year since 1983 or so and corruption in our education curriculum so as to help ourselves be aware of the actual situation and plan carefully on our course of actions before entering into a quagmire.Remember that the country mighty just be left to the discplined foreiners who are entering and have come to Zambia if our current population dwindles.

  23. #27.Chewe, very sad indeed. How I wished there were security people to monitor the age-limit of those drunks at Avondale Shopping Complex. Another sad thing is that the young people who mix at that place are the people from glass houses, well to do families, in Lusaka.

    So, both the well-to-do and struggling Zambians are at serious risks of HIV though us from the villages are disciplined for we want to move from the waste to the better.

    We need help in Zambia maybe again from President RB Banda’s office to chart our way of lives as Zambian people in realtion to behaviour conduct on HIV/AIDS.

    You see Chewe, those young women (even older ones) can’t afford a livelyhood for themselves. There4, they can’t choose when to have a good time let alone sex. Even if they get drunk and a man or woman takes advantage of a drunken woman thats just a criminal incident and dealt by the law as such. This is in the same way corruption and bribery are practiced in Zambia. No quantity or quality of law can deal those offences. Thats why even RB used corruption and bribery to win his presidency because he knew tha magnitude of poverty in the country makes corruption and bribery appear like they aren’t offences at all.

  29. The law regulating under 18 yrs to under bars is always ignored by bar owners and law enforcement agents like the police. Now LAZ shud educate the police and bars owners to seriously enforce laws of alcohol abuse by persons below the required age.

  30. Ba chewe you are very right. this time around there is a lace in Chilenje called the Lazyman’s pub where you find youngsters as young as 14 drinking and doing all sorts of things. How much control over her body can a drunk 14 year old girl have? Its really sad that these kids are the biggest customers at this pub and the authrities seem not to be doing anything about it.

Alcoholism advances in different stages and there is need to establish the stage your son is in before therapy begins. Unfortunately, prayers alone won’t help because the addiction is physical.

  33. #46 Send him abroad somewhere so that he can spend his time working and studying. Rehab won’t work especially if he has nothing to do with his time. This is the story of many youths in Zambia.

  37. AIDS aside, the issue of drinking pa Zambia must be talked about. It is way too much. People must realize that drinking is good but in moderation. We all know we must socialize, but when beer becomes the only way to do so, that in itself does have some repulcations. Others might say it is because of poverty, how does drinking solve poverty? There’s need to change as a nation. Beer Halls openning at 6:00 AM before even people wake up. Closing at dawn, that is when AIDS issue come in. Those girls drinking but have no rides have to sacrifise their bodies to get home. Enough is enough.

People, simply have nothing to do and the only preoccupation and recreation is SEX. Those pipo are very much aware of the unfortunite circumstance in which they are. But as humans, they have to find something to do. SEX seems to be the only enjoyable recreation and readily available. As a result u find an astronomical rate of birth.   41. ..Reason being, b4 the govt authorities process refugees papers (which take a while) to allow refugees to work the refugees become bored and hence preoccupy themselves with something readily available-and unfortunately/fortunately it’s always SEX. They only come to regret their over-indulgency when they start earning their living and see how tough it is to bring up (even) a child in these countries. So, I still insist on the govt putting in place, ways and means of quickly creating jobs for citizens. Truth is a lot of foreign men in Zambia are having sex with zambian women both young and old and infecting them, but there are just as many Zambian men if not more doing the same thing. As I was saying,at 68, the professor is right.Government needs to put in measures that will make it illegal to sell or give alcohol to minors 21 and below further more, those that exploit minors 18 and below sexually, should be charged with statutory rape even if the minor consented. It’s a known fact that alcohol impairs judgement and that a lot of men use alcohol to get sex. I personally blame two things for the Aids scourge in Zambia; alcohol and poverty. If the youth are not being exploited for sex through alcohol, they are out there giving sex for material stuff.

HIV statistics are alarming and a bit misleading as far as the zambian population is concerned but very positive as far as the fight against the disease is concerned.Lets just be responsible by reminding each other of the dangers and the disease as a whole everytime we have a chance.It will really make a difference.
