Reduce cabinet size – Sata

Patriotic Front (PF) leader, Michael Sata has welcomed the Government’s decision to cut down on its expenditure and suggested that it goes a step further by doing away with some top public service positions.

Mr Sata said in Lusaka yesterday during a Press briefing that the Government should continue finding ways of reducing expenditure to mitigate the effects of the current global financial crisis.

As one of the options, he said, the Government should start trimming down the number of ministers, deputy ministers and permanent secretaries as a measure to reduce the cost of Government operations.

He urged President Banda to consider reducing his Cabinet to cut on expenditure.

Mr Sata said that what the Government should be doing now was to find solutions to problems facing the country and stop blaming everything on external factors like the financial crisis.

He called on the media to be proactive and fight for the majority of Zambians threatened by poverty.

“I am urging President Banda to start reducing the number of ministers, deputy ministers and permanent secretaries in ministries where there are two people doing one job,” he said.

On the National Constitutional Conference (NCC), Mr Sata maintained that it should be suspended.

He said Government could still save some money from the NCC if it focused on thorny issues in the Constitution and made necessary amendments like what his party did in 2005 when it presented a proposed bill to Parliament on the 50 per cent-plus one vote.

Commenting on job losses in the mining sector, Mr Sata said the Government should strengthen the Zambia Development Agency (ZDA) so that it could properly scrutinise investors as they came to Zambia.

Mr Sata said mining companies should not give the global economic recession as an excuse for not to paying mineral taxes and urged the Government to ensure that the revenue realised was invested in the improvement of the lives of people.

On Food Reserve Agency (FRA)’s engagement of three South African firms to supply non-genetically modified white maize, Mr Sata wondered when the three companies bid for the contracts.

He said awarding of the contracts should be advertised especially that one of the three companies was not from South Africa but was run by locals.

Gen Shikapwasha said the Government was of the view that concerted efforts and dialogue were needed to resolve various problems affecting the nation.

Chief Government spokesperson, Ronnie Shikapwasha said the Government was encouraged by any suggestions from various people including Mr Sata.

Lieutenant General Shikapwasha said President Banda and the Cabinet were considering several measures of cutting down on the cost of Government operations but the proposal to reduce on the number of ministers and top civil servants had not been among them.

“President Banda and his Cabinet are looking at several measures. But we welcome all the suggestions from citizens, including Mr Sata,” he said.

“I am personally encouraged by the suggestions from Mr Sata because after all, we are all Zambians,” he said.

He said the president would at an appropriate time announce whatever measures would be adopted to mitigate the current economic situation.

    I agree with Sata- first step is to reducing govt expenditure is to reduce the size of cabinet. infact it is to scrap the post of deputy minister. let us just have ministers- after all its the directors, Permanent secretaries who do the job.

I haven’t been to Zed yet for me to make a personal analysis of the situation, but so far everyone I have talked to there are not less satified with the living condition than they were when before RB took over. Nobody here on the blogg has also been able to point out anything RB has achieved since he entered office.
    Let’s face it, Sata is the peopl’es 2nd choice after RB, so it’s only right & fair that PF should automatically take over from MMD come 2011 if there are no visible results or improvement in the lives of Zambians by then.

  27. I think that RB would also like a small government but when you have such a narrow majority and you are a weak President there are too many people to please and give jobs. If Zambians learned to respect the office of the President then the President would have the freedom to operate without fear or favour. As things stand right now, there are too many Brutuses waiting to stab Caesar. Second: Poor communication infrastructure makes small government difficult to work well. There must be a balance. I agree with Sata but not yet.

  31. I, like most bloggers before me, agree with what Mr Sata has said. I particularly like the tone used. I have known him to be undiplomatic under most circumstances but this is one of his more mature contributions where he even acknowledges the government’s effort to reduce expenditure.

    I’m not a PF supporter but I’ve noticed that over the years Mr Sata is one of the few politicians that offer plausible solutions to many of the problems Zambia faces. One example is the windfall tax introduced in last year’s budget. Mr Sata advocated for this when the prices of copper where very high and had government listened to him then, we would probably be in a better position as a country.

I fully agree that we Zedians forgets easily.Sata under FTJ was minister withon Potifolio when he was Party General Secretary of MMD.UNDP under the late Mazoka suggested that the government of the day at that time too blooted and needs to be scaled down,but Sata was the first to defend his Gvnment by saying that Andy was annoyed for not be given a govnment post and more especially his position as minister without portifolio.Sata like to say what suits him and always plays to the gallery so that pipo can praise him.In today’s post HH said he is busying writing economic suggestions or recommandations to the RB help mitigate the current economic malaise that we are currently going through.

If it were say, in Botswana where men and women are busy in their industrial and economic activities as well as planning, yes, it would have been justifiable. This has been mentioned several times in the past by HH and others including Sata. The govt has been resisting such calls. Those of you who think the other opposition leaders are silent on the issue do not follow Zambian politics.
    I do agree that this is the best time to exert more presure on the gov in light of the prevailing economic situations.

    Regardless of what his view was back then on the mining thing is that: it was encated and therefore the companies should pay what is due for the time the were mining because they were aware of it.

    Even if I am a manager and I am against salary increment. If it is enacted and there comes a time that workers don’t get paid.   79. It is amazing how much support this idea has received, BUT don’t people realise that this is not new at all? Sata has had this idea on his manifesto and the PF manifesto since 2006! If this is so good, why diddn’t people vote for him? I hope it isn’t because Zambians do not bother to read manifestos before they decide who to support. Or is it that we did not care while the economy was doing well? There is a difference between reducing size of government and reducing size of cabinet. One is a subset of the other. Reducing cabinet will not improve economy, but reducing the size of government will. Small government means lots of job losses and redundancies for a lot of people. Misery for many!

    Sata was part of a GRZ led by former President Chiluba in which he, the Undereducate, served as Minister Without Portifolio. Why didn’t he resign then, if reducing the Cabinet is the answer, as that GRZ wasted money in the same way President RB Banda is doing now?

  86. While I commend and appreciate what the Undereducate has pointed out here, I also understand that he tried to use the Barotseland Agreement to win the votes in the past Presidential election, which he did not do when he was Minister Without Portfolio under Chiluba.
    Not longer ago, the Undereducate when on Sky Radio in Monze, Southern Province, and called for the PF/UPND indaba to pick a single presidential to run against President RB Banda where he was quoted as saying that IT DID NOT MATTER WHO LED the oppositon force against MMD.He said if this leader had to be president Hikainde Hichilema, then it should be so and Sata would support him. But what did Sata do as opposed to what he did?
