Draft constitution launch gives hope to Zambians, FODEP

The Foundation for Democratic Process FODEP has observed the launch of the National Constitution Conference NCC draft constitution gives hope to Zambians that the 2011 tripartite elections will be held under a new constitution.

FODEP information officer, McDonald Chipenzi has, however, criticized the failure to translate the draft constitution into local languages.

He said though the launch of the draft constitution is a positive step by government in the promotion of good governance, it would have been good if the draft constitution was translated into local languages to enable more people the opportunity to go through it.

Mr. Chipenzi has also bemoaned the 40 days period for people to go through the draft constitution and make contribution which he has described as insufficient.

He said Zambians need enough time to be able make meaningful contributions.

Meanwhile, Mr. Chipenzi has called on Zambians to take advantage of the launch of the draft constitution and make contributions.

He said this is an opportunity that Zambians cannot afford to miss and should give their very best in contributing to the constitution making process.

  1. Oh yes, it give little hope to the people as most of the reasonable recommendations that people made were trashed and replaced with useless stuff

  2. Chifuma Banda must be the ;last person to make noise. This guy was supported by his fellow Bishop Banda for the NCC but almost 3yrs down the line NCC is stil being sung. Hypocrits-may God judge us. this guy gets 4000USD/mnth for just attending,making foul jokes & sipping mild coffee besides his job. You ve changed the views of people & you are throwing your null inclusions to us to basically do what? In the name of national wide …consent. No. HH or Sata.

On “The Foundation for Democratic Process FODEP has observed the launch of the National Constitution Conference NCC draft constitution gives hope to Zambians that the 2011 tripartite elections will be held under a new constitution,” I hope that a new Constitution will be used in the 2011 tripartite elections so that Mr PF unelected selfappointed leader Michael Chilufya Sata will not be allowed to stand for Zambian President over the required of a presidential candidate qualification of possessing a university degree until he shows the Nation his so-claimed 2 degrees.

With all due respect, how can you give citizens of a country 40 days to read and consider a document, when the document is only available on-line ( I have not found it on any of the websites mentioned so far ), in a country where internet access is severely restricted and expensive to most citizens. This level of consultation is disingenuous and shows a lack of respect for the general populance. The constitution is not only for those with internet access or those who can read, it should therefore be available widely in all formats possible, and adequate time should be allowed for people to read, listen to, watch, and ultimately understand its implications and make relevant comments.

I’ve been checking each day from the date of launch – there’s no downloadable documents on any of the websites (Parliament, Governance Secretariat and the NCC website itself!) and it’s now already 2 days gone! What more my colleagues in Machiya, Chisomo, Mununga, Shangombo, Sikongo, etc?

  6. Give us dual citizenship, if you hope to make use of our dollars. Can’t anyone see sense in that? many countries the world over allow dual cistizenship. As usual, Zambia will be the last to do it. I’m not begging; merely asking, for I have choices.

  8. This is all NONSENSE!!!!! In the first place, the CRC went round to collect views of the people and came up with a DRAFT CONSTITUTION in accordance with the wishes of the people. Then came the so called CRC which spent over K200 Billion to UNDO what the people submitted. Now you are saying this doctored document must go back to the people!!……For What???????? This is all CIRCUS…a costly one for that matter!!!! Let’s just wait for THE PACT to come and sort out this RUBBISH#:-s^:)^

  9. I am proud to be MMD Chief Boot Licker and my contribution to my country and government. For yall information, I have 3 kids, Two at University in South Africa and 1 at UNZA in Zambia. Im sure my children are more on a good path to success than half of kaponyas here. It is important to have facts before you open your poor and uneducated mouth! With or without MMD I will remain The Chief Boot Licker! My salary alone has served 19 street kids from Lusaka! Yes there is a reason people call me MMD Chief Boot Licker!

They have taken out all what people wanted and then again you are asking them to give the same contributions which you dont want? What senseless thinking in Zambia.   12. I fail to understand what it is that FODEP is applauding. Is it a new constitution for the sake of a new constitution? If what the people really wanted, and which would have led to better governance and greater fairness in the land has been rejected by the NCC, holding elections under the new constitution is pointless?
    Then, again, if we comment on the draft constitution, are our inputs going to be taken into account or are we just going to waste our time?

  13. @ 15- Mungoma; As long as it’s a draft, i think any good presented points should be taken into account and incorporated into the constitution since it has not passed and approved as a constitution yet.

  14. 40 days is too short but i urge people to read what is close to their hearts so that they know and change what they can if they speak out.

  15. Make a case study of several African countries around Zambia who have dual citizenship approved by their constituition. Are they prospering economically or not ? Can we learn somethingthing from them? This is a new era of economic progress for Africa. Why should Zambia remain stuck in the past under the guise of national security. Is national security going to feed our millions of starving Zambian relatives ? Just emplement the dual citizenship and let our country prosper economically, socially etc from all the investments that Zambians abroad will plough back in to our poor economy in order to revive it. Most of these politicians do not think of the poor masses when they make wrong decisions. Dual citizenship is the first small step to Zambian economic growth!
