Sata gives Technical Committee freedom to decide whether Referendum will be necessary

President Michael Sata says the Technical Committee tasked to draft the new Republican Constitution should determine whether the national referendum will be part of the road map.

Mr Sata says it will be up to the Committee of Experts to ascertain and recommend whether there will be contentious issues to be referred to the National referendum.

He was speaking when he swore in the Technical Committee Chaired by former Chief Justice Annel Silungwe at State House on Thursday.

President Sata says the experts should not be bothered by the referendum because its Not part of their terms of reference.

He also says the Technical Committee which officially begins its work on Thursday, will determine its own work time frame.

And speaking in an interview with ZNBC news soon after being sworn in, Technical Committee Chairman, Justice Annel Silungwe promised to deliver a people driven constitution.

Meanwhile President Sata has cautioned newly appointed deputy ministers to resist the temptation of abusing imprest allocated for official duty.

Mr Sata says Ministers should not draw and abuse imprest to acquire lavish things like talk time and suites at the expense of serving the people.

The President said this when he swore in Gender Deputy Minister Emerine Kabanshi and Mushinga Province Minister Malozo Sichone at State House in Lusaka on Thursday morning.

And Mr Sata has dismissed as baseless and unfounded UPND president Hakainde Hichilema’s allegations suggesting that the Head of State single sourced Apollo construction to rehabilitate State House.

Mr Sata says he has no details about the contract on the rehabilitation of State House and where the cement is being bought from.

Others, sworn in, were Deputy Special Assistant to the President for Press and Public Relations Amos Chanda, newly appointed Gender Permanent Secretary, Kashiba Mutale and Public Policy Analyst at Cabinet Officer Victor Peni.

Vice President Guy Scott, Defense Minister Geofrey Mwamba and Secretary to the Cabinet Joshua Kanganja witnessed the swearing ceremony.

  1. These negotiations started in RB’s time and there is nothing that has been started now.
    It is important for those who take pride in ignorance to know that.
    I hope they will not try and defend their ignorance so that they remain proud as ignorant people.

  2. Sata is tricky.
    A ball is the most undirectional object in the field.
    The player kicks it and whatever direction it is directed it will go.
    It understands nothing about what is happening; such that even when a defender kicks it in his own goal it will go in.
    This is how PF cadres are.
    SATA can kick them in any direction he wants they will support.
    He can tell them I will bring constitution in 90 days – they clap; I will not do that; they clap.
    I will bring back the windfall tax; they clap. I will not bring it back; they clap.
    I will scruitnise the Chinese investors; they clap. I will not do so; they clap.
    SATA is seing the PF cadres as footballs and sees himself as footballer of the year. I think he will view himself as footballer of the year for the next five (5) years.

    Referendum is a necessity in any credible constituion making process, is heb trying to pull a fast one on the nation here? He will be caught out. This attemp appears to be a failure from the word go. So has the committe been reconstituted or its full of catholic bishops as originally made?

  4. @ 7 never mind where appointees come from let whoever is lucky to get appointed enjoy and deliver while it lasts. Since Zambians are generally known to be docile better to mind ones own needs and watch what is happening in the arena from the terraces. Let those who want to be players jump into the arena  

  5. President Sata must not shift goals now. He said in his campaigns that he would deliver a brand new and good constitution in 90 days of being in office. And now he is not even setting the timelines for the technical committee???? Can I challenge the president to therefore publicly disown and abandon his 90 days pledge! It is a mockery and nonsensical. I knew very well that he wasn’t serious, but people did take him serious. Anyway, it’s politics…

  8. All those appointed are Bembas and everybody knows that Victor Peni aka Mwamba Peni is Sata’s nephew. Tribalism and nepotism at its best. That is why we shall never prosper, ever!

  12. Annel Silungwe is the Chief Justice and architect of the ONE PARTY State of UNIP. He has a mentality of the 1960, 70’s time of COMMUNISM and its brutality!

    Can Zambians surely expect a DEMOCRATIC Constitution to come out of this man of QUESTIONABLE standing WHO acquitted Kaunda’s son KAMARRAGE on a murder Charge just because he was a FRIEND of Kenneth Kaunda?

    If Sata was serious about a constitution that will stand the taste of time he could have appointed Lawyers like Sangwa even Matibini .

  13. surely I there is unbearable tribalism in this government. if it was HH doing this, the whole country would be on fire – led by the Post. This is unacceptable. He needs to balance the appointments – some of them are blatantly clear for any eye to see, its a stinking family tree

  14. I thought this chimaconstitution was supposed to be through by now. Atleast within the 90 days timeframe. Now its referendum in the making. Chamba and those big cigars from Cuba is taking tole on this guy. What a waste of time. So it was easy to just yap-yap-yap-yap when in opposition ehm. I end here!

Any monumentous decision such as approving a constitution should always be refered to the voters.It cannot be a people driven constitution unless it is endorsed by voters.Any experts working on it must also be sworn not run for public office for at least 10yrs so they won’t have political biases and the end product is not designed with loopholes designed for their future political interests.
