Civil Servants losing patience at Government silence on improved conditions of service

THE Civil Servants and Allied Workers Union of Zambia (CSAWUZ) has appealed for calm among members over delayed negotiations for improved salaries and conditions of service.

CSAWUZ general secretary Joy Beene said in Lusaka yesterday that members should remain calm as the union was waiting for a response from the Government over submissions which were presented in January this year.

The union negotiating team submitted proposals to the Government in January but there has not been a response yet.

The current collective agreement will expire this monthend.

Mr Beene said there was mounting pressure from civil servants across the country who were anxious to know the latest on the negotiations.

He said workers were losing patience because under the law, the unions and the Government were supposed to commence and conclude negotiations within 90 days before the end of the current collective agreement.

” By law, we are supposed to commence and finish negotiations within 90 days before the end of the current collective agreement but that is not the case now,” he said.

He, however, appealed to members across the country to remain calm as the union would engage the Government about the delay.

On the calls by health workers for the Government to implement the 100 per cent salary increment, Mr Beene said if the State was going to do that, it would only be fair to award all civil servants “because all workers were equal.”

  1. when you tell ppl something be sure to live up to that coz in the end we are going to hold you by what you say, sata said 90 days more cash for me but i cant see it even with this new tax in place am still paying alot for my liking.

    • The new tax system will be effected in April baba..But sure prices of commodities have shot up

  2. Civil servants are good at demanding salary increments,if i may ask wat justification have u got to justify the increment? i wonder if u deserve any increment.Civil servants attitude towards work is pathetic,why dnt you do a good job then demand 4 good pay?

    • You don’t know you are talking about. Our civil servants work under very difficult conditions, you can’t compare with that of botswana. I’m not a civil servant but able to tell. For example, Nurse-patient ratio should be 1:4 but what we are seeing in current situation is 1:30 per shift, this is abnormal, and you there expecting services from them. Never! No wonder people die unnecessarily in hospital.

A PASTOR IN THE CHURCH PREACHED TO THE MEMBERS SAYING WHEN YOU HAVE MALARIA DON’T TAKE ANY MEDICATION, I PROMISE YOU AS LONG AS YOU REMAIN IN THIS CHURCH AS A MEMBER YOU WILL NOT DIE, ANY ONE WHO BECAME SICK COULD NOT TAKE ANY MEDICATION AND THEY STARTED DYING AT THE END HE REMAINED ALONE. HE COULD NO LONGER PREACH BECAUSE ALL HIS MEMBERS DIED. SO WHEN YOU CHEAT, YOU ARE CHEATING YOURSELF.

  4. Civil servants have been taken for granted for so long. The government must be serious or at least show some level of seriousnes. Too much silence creates anxiety. Kambwili was very busy pushing and commanding the chinese and others to improve salaries and working conditions. The government must lead by example or else stop pushing the private employers. Maybe too much silence on the part of government is a sign of “Donchi Kubeba.” Almost all prominent private companies have tackled the issue of salaries and working conditions yet this government instead of playing a leading role has decided to keep quiet leaving civil servants in suspense. I hope this silence is for the better and not for the worse of the two.

  5. Civil servants have been told that the salary increment will NOT exceed 4% so what uncertainty are they talking about? Further, the Government has clarified that there will be no 100% salary increment to the health sector. The pronouncements were just a slip of the tongue by the President at a time he was learning to rule just like a newly appointed prefect does. In my opinion, this Government is worse than the ones before it. LPM awarded 16%, HERB awarded 10% ….. and they are talking about 4%!!!!!!.

    Increasing wages for civil servants is always costly and inflationary because of their huge numbers in any country. The UK does freeze pay rises for civil servants sometimes.

  8. YOU WHO ARE SAYING 4%, WHERE DID YOU GET THAT INFORMATION FROM?????? I DONT BELIEVE PF CAN GIVE 4% AFTER THE WAY THEY CAMPAGNED.   10. No 17 and 18 are iliterates from Muchinga who want to praise spirits for bringin rain in march when it already known that rains fall in march due to a natural process. No hoping for more, the secretary to yhe treasry has already said it clearly , no more than 4 PF empty promises are surfacing now. HH and Milupi explained how they would raise funds to finance govt programs but not with the devil and Kabimba with their outlivbed Chikwanda.

All of you saying cs will be awarded not more than 4% do not know what you are saying. the 4% only affects institutions that receive grants and partly depends on Gvt.Such institutions include ZAWA, National Nutrition Council Commission etc and there employees are also cs.it does not affect cs like teachers, nurses etc. Well to suit you let them dare give 4% a national wide civil unrest such come. U know our teachers and nurses very well.

  15. WE ALL NEED SALARY INCREMENTS. AND PF PROMISED MORE MONEY IN OUR POCKETS. BUT IS IT POSSIBLE TO GIVE 100% SALARY RISE TO ALL GRZ WORKERS. LETS BE REALISTIC. OF COURSE WE ALSO REJECT THE 4% BECAUSE IT IS NOTHING.CREATING JOBS IS NOT AS EASY PEOPLE THINK. WE HAVE A BACK-LOG OF ILLITERATE PEOPLE WHO HAVE NOT BEEN TO SCHOOL OR FELL OUT OF SCHOOL IN THE STREETS. WHERE WILL THEY GET JOBS WITH NO EDUCATION?
