Veep deplores Government officials’ work culture which he thinks was inherited from MMD

Vice president Dr. Guy Scott has charged that some government officials are too slow to implement government policies.

Dr. Scot says this is the attitude that some government officials seem to be adopted from the previous MMD regime.

He says instead of concentrating on the work some senior government officials are busy competing and complaining against each other.

The republican vice president says the Michael Sata led government will not take kindly to such attitude towards work.

And the vice president says the Zambian government attaches great importance to issues surrounding climate change.

Speaking at a high level dialogue on climate change and preparations for RIO 20 conference in Lusaka today, Dr Scott said there is need to have an action oriented plan in order to address challenges surrounding climate change.

He says discussions on climate change should not just end in workshops but stretch further in implementing polices on climate change.

And United Nations resident coordinator Kani Wignaraja said there is need for the country to take a holistic approach in addressing challenges of climate change.

  2. Scott you are indeed a typical Zambian politician. This is the same mmd under which you were a minister. The same party which was led by your boss as secretary general for 10 years. Come to think about it , the civil service culture is a product of recycled politicians like you. The culture will only change when there is an honest, modern and reformist president who will transform the civil service into a professional service. What we have is a service built on nepotism, cadreism and tribalism.

    • Its unfair that they shud continue blaming the MMD instead of changing that culture. When did he realise that civil servants are slow? Was it to dy or many years ago. At what point did they become slow. Actually the current top brass has been replaced by PF cadres so what MMD is he talking about?

  3. we have too many bantustans in the civil service who think they cant work or serve zambia unless their tribal mate goes to state hse.it doesnt work like that.let each one do his/her part to improve the work culture.take heed!

  4. The VP touched on some pretty relevant current topics this week. Is this the only one to carry over? That aside tis time someone tackled the mindset embedded in the working culture from within a given government. Relevant points coming through from those above except the change has got to start somewhere… preferably not in the utopian future :)

  6. You blamed MMD for the slow progress now you are in the same shoes and who are you going to blame but yourselves. First of all, the government comprises old, washed up, fat and lazy people who have no new or fresh ideas. Things will not change until we can have a young leader who can energize us all like Chiluba did. After him, everything just went downhill and now we have hit rock bottom.

  7. #2 mention anyone in this planet any leader who possess such qualities….. stop setting levels no one can actually attain….. mentioning about all of us changing should not lead to pointing figures, when do we change or how else do we change…generally speaking Zambians are not leaders but followers and not implementers but theoretical intellectuals, not entrepreneurs but what to be told what to do, not advisers but criticizers….its sad…we have done mistakes yes but we need to change as no one will have all the correct qualities to himself…worse corruption & tribalism as noted by #3 is the resultant and worsening.

    • The Bembas are the ones who have been blocking Tongas from taking the presidency. They Rejected Anderson Mazoka and called him all sorts of names. They are now rejecting HH and calling him all sorts of names. This is were the trouble came from. The day the Bembas stop this anti Tonga leadership war, will be the day peace will return between these tribes.

  10. The stealing and apathy in government offices is not from MMD, it is from way back when the BOMA ruled things and Zambians stole out of spite. However, BOMA is long gone and now they are stealing from themselves!

    • You are totally correct this is from way back before MMD you got paid for doing nothing much even in the so called parastatals this is from UNIP times.

  11. Lets have a national approach at resolving problems in the service and not partisan, Mr. VP and even more coming from you! You are a direct product of the MMD so please do not continue confusing the young in the country who seem not to believe that the current president was once in MMD. He is no longer MMD but he cheated government which is a very cheap work ethic. Defend as much as you like but that is very very cheap or uncouth by any standard

  16. Instead of Scott ranting about the lazy pen-pushing, newspaper reading civil servants…he should champion civil service reform and modernisation programmes, you are in control and the ball is in your court.
     No point you complaining about the deplorable state of our prisons when you are in government, the question you and Michael should be asking yourselves is HOW are we going to improve these issues; HOW can we make the civil service more efficient?

  19. Ba Scot naimwe this atitude didnt start in MMD, it started in UNIP and thats the resaon i left the civil servise because i wanted to do something that would keep me busy. I think its wrong to put the blame for anything wrong on MMD because you and your President Sata didnt do anything to correct the situation when you were in there. Mind you the President was the number three man in Government so stop cheating as you were cheating during the compain.

  20. I attended this workshop and I was indeed impressed with the Vice President and his straight shooting style. I also wish to commend QFM na dLusaka Times for an accurate report of events, I wish we could be getting such credible news from the Watchdog!!!!

  21. This work culture has definitely come from previous regimes. The fact that Dr. Scott was a member of MMD does not mean he is not right. Infact it can even mean he knows what he is talking about. The truth is all of us who are at least above 30 years of age have been there to witness how our country has culturally and morally evolved. Passport office, Road Traffic department (driver’s licenses), bank tellers cashing your pay cheque as of they are doing your a favor, demanding a commission… We know this rot. LOets face facts and clean up.

Which polices is the VP is talking about?? what I see with PF is they want to do good for the country but the biggest problem is they don’t know how to get there. just like at an individual level for one to be successful you have to have a clear a plan which is consistent, and that what makes a difference between an achiever and a wannabe. So as a result of not knowing “how” no progress is being attained locked in a 360 degrees circle. We have the VP now lashing his frustration at the civil service.Any great leader should be able to inspire and share his vision with the rest of the citizens. You are are in charge so stop giving cheap excuses, simply ask for more brains where you are falling.

  24. ONCE MMD, ALWAYS MMD. MOST OF THE PF SENIOR OFFICERS ARE BABIES OF MMD. SO WHAT IS GUY SCOT SAYING. HE WAS THERE AND CAN HE TELL THE ZAMBIANS WHAT HE DID. THE PROBLEM IN ZAMBIA IS THAT WE HAVE A LOT OF RECYCLED POLITICIANS. SAME PEOPLE ALL THE TIME. THIS WASNT CHANGE AT ALL.

During the colonial times zambians who served in govt had a lackadaisical attitude since they were serving a colonial govt that oppressed them.Stealing from this foreign thief was not frowned upon since it was taking back what belonged to africans in the first place.Fifty yrs on and this attitude lingers on and has become contagious to those who never lived under the colonial yoke.It is,therefore,not enough to just change the players,we’ve got to change the game also.

  27. We are all typical civil servants: 1. Good at identifying problems and making commentaries 2. Blaming others for any situation, never ourselves 3. Digressing from the work/issue at hand and cover it up with unreadable stuff 4. Never listen to alternative views 5. Quick to form clicks and alliances based on tribal-stans :)

Dr GUY SCOTT HAS CONSECUTIVELY, TOUCHED ON VERY IMPORTANT ISSUES IN THE LAST ONE OR TWO WEEKS-THAT OF INFERIORITY COMPLEX AND CURRENTLY, SOME MINISTERS JUST NOT KNOWING WHY THEY HAVE BEEN APPOINTED IN THOSE POSITIONS. WHILE SATA KNOW WHERE HE WANTS TO DRIVE THE COUNTRY AND ON WHAT PACE, MOST OF HIS MINISTERS DON’T. THEY THINK ITS THE USUAL HANGING OF THEIR JACKETS ON THEIR OFFICE CHAIRS AND WAITING IN A CHAIR TO SIGN A CHEQUE OR WAITING FOR A WORKSHOP SOMEWHERE.

  30. It is not complicated to tell where this attitude has been fertilised. It is a structural problem. The chain is tooo looong. DECENTRALISE Please. There are about 10 people in line before a simple task is executed. PS-DIRECTOR-D/DIRECTOR-CHIEF-PRINCIPAL(all in Lusaka at Headquarters mainly)-SENIOR OFFICERS(usualy at province)-OFFICERS(at district level) etc. Typical in a ministry like agric or health.

    the above statement could be true in part, but both Dr Scot and Ba Sata were at the core of introducing new culture under Chiluba leadership, like is Wynter or summer under the Sata led govt. It is time to teast your own meds now, just enjoy it. You removed most of the red-taping when the system was not mature enough for that.

  33. Start by banning the use of cell phones during work hrs by GRZ employees exept for on call work.
    Start by introducing mordern accountability and performance measures in all GRZ begining at Parliament house.

  34. what can guy Scott tell us civil servants.he gets loads of most reports for work after 9 lbs for lunch at 12 his back at 14 30.out by 16.tell how much work he does in a day.i don’t know what ppl hv against civil servants coz we work need very difficult conditions..overworked and underpaid.
    And ba Ron don’t talk from.without Scott swindled govt.by claiming compensation from govt. By pretending that he had killed his pigs since said yaci ku pita.which he later sold.so scott just get tobwor and lb us to work.
