PF government urged to clearly define economic policies

A Lusaka based economist has noted the need for the PF government to review the country’s investment code.

Francis Chigunta says Zambia needs a good investment governance structure that will enable the country to maximize its benefits from foreign investment.

Dr. Chigunta told QFM news that PF policies on foreign investment are most likely not different from the policies of the previous MMD government.

He added that both PF and MMD seem to have economic policies that border on a market led type of economy.

Dr. Chigunta has also observed that the PF government still has a challenge of clearly defining the economic policies.

Dr. Chigunta who once served as former president Rupiah Banda’s special assistant for economic policies has noted the need for the PF government to remain consistent with its policies on foreign investment in order to continue attracting investors.

  5. If this man already knows the PF plan is no different from the MMD plan, why is he asking for clearer definition?

    Unemployment was never ever talked about during the MMD era, but it doesn’t mean it wasn’t there. In fact it started then. PF policy has recognised this crisis to create more jobs, get more Zambians into jobs instead of foreign nationals.

    Nambala two. Add value to exports by manufacturing raw items into goods. Creates more jobs and we get more kwacha for our exports. Ban of export of unprocessed mineral ore is in line with this.

    Nambala fili. Encourage development of non-mining industries by increasing lending via reduced bank lending rates.

    Nambala four. Beat the crap out of anyone who doesn’t understand the above simple policies.

    • The author, like any other stakeholder, is right in asking for clear policies simply because the PF in opposition ridiculed MMD policies. Therefore any intelligent being would be asking for this in order to understand the direction of Govt and ultimately the country. If PF are following MMD policy then they should come out and state that publicly. However, I do not think that they will do that simply because they are liars and have no alternatives.

The tragedy of PF is that even though they agree with MMD policies to a very large extent (well, they have no ideas of their own, you could say), they say the opposite in public and would like to be seen to be pursuing their “own” economic policy. That is where they have lost it, investors and citizens alike then don’t know what PF stands for and where they are taking this country.

So can be blamed RB or Thandiwe, ofcourse in thi ituation RB did not tell the wife about the money, he counted alone while the wife was in the toilet, like some of u answer phones from ATMs in the toilet,then he hide the money, now due to old age, the madam woke up and serched only to find 36pin so she also got it and hide somewhere, in the morning the big man checks for the money while the wife was preparing breakfast only to find CNP Haha ha who is to blame in this situation?????? and how can a man /woman handle the situation?

  12. @ 3 Senior Citizen. It is estimated that KK’s decision /resolve to have Zambia support the liberation struggle in the southern African region cost the Zambian economy 14 Billion USD. A donation of a 5m litres of fuel to a neighbouring country in grief is nowhere near the 14 Billion USD sacrifice and yet KK was never called should never be called chimbwi no plan. MCS is certainly no angel and was wrong to call others cabbage etc but he is not at fault for the fuel donation. For HH who preaches new issues based politics to actually resort to insults/name calling demonstrates deep seated hatred, hypocrisy frustration and lack of self control or principles

    • HH is right to “liken” Sata to “Chimbwi no plan” because that is exactly what Sata has demonstrated since taking over power. The would and Zambia have moved on since the KK era and the General public are more aware and able to question what Govts are doing, which was not the case 40 yrs ago. Sadly the Sata does not seem to fathom this for whatever reason. It is worth pointing out that the donation of fuel only becomes a serious issue of lack of judgement when you consider the resulting shortages in fuel in the country. Otherwise as Zambians we are sympathetic to the lose of Malawi.   

  13. Under the CNP look around for what they stand for in the interaction between monetary and fiscal policies. I beat you its CNP all the way to the grave. Not the hollow hoax of CNP, Zambians want a visionary pragmatist that can actualize national success under perfect storm of economic theory or practice deafeningly missing in the CNP. Zambians want growth in the economy that eventually provide the tax revenue to cover Government spending and addressing socioeconomic woes while inflation is held being held in check by monetary policies of an independent Central Bank.

  14. Dr Chinguta comments on economic policies to be clearly defined by PF govt is a basic question that has not been answered since PF came into government. The answer to this may attract few people but it provides guideline the direction of Zambian development. The general economic scan by any would be investor and banking sector is determined by the road map crafted by leaders as its econimic strategy, targeting sectors that can stir the econimic engine of a nattion. Granted PF may mimic MMD economic policies but never crafted them to to pursue them in short and long term implementation strategies for effectiveness. This question checks PF govt so profound that their continuity in government is highly doubted by majority Zambians. I hope Zambians know what they are looking for in a govt now.

  15. Even CNP cadres are vividly ashamed and find it foolish to defend CNP matra on any policy issues. Lets look at the MPC and MPS from the point of Spending Multiplier in these CNP commissions of inquiries, useless Judge Chikopa burden, endless unplanned creation of new districts, fuel donations and militia training scholarships to Omo Al Bashir Sudan certainly not to be confused with the Money Multiplier. Remember that the spending multiplier effect has an effect on equilibrium GDP of a change in aggregate expenditures caused by a change in consumption, investment, government spending or net exports. All these CNP spendings add aggregate value to Zambians in the context of Marginal propensity to Consumers or savers.

I would like to praise all previous governments but find it impossible to do so without acknowledging that each in turn has missed opportunities (perhaps unwittingly) to capitalise on what may seem obvious in retrospect but was probably just a similarity in effective long term planning issues. For example how much foresight went in to a mining project that results in a $125 million plus return on a partnership where the same mine is successfully sold on for $7 billion and yet the same government had other economic successes it can be proud of. Our current legacy as it stands is not one to be proud of but it is possible to move forward together where there is a will. Too many heads in either sand, clouds of nostalgia or at unnecessary mental war in my humble uneconomic opinion.

  18. @Theoretician. Comparing apples with oranges. In the KK days, the citizenry did not have the freedom of expression we now enjoy. They may have thought it but couldn’t voice it. The situation has changed since. We see something we discuss it so the leadership, if they care to listen, can get it 1st hand what we are thinking.

Its laughable that PF is being asked to provide clear investment code yet it rode to power on the back of folks who trashed the economic milestones brought by RB and MMD.Clearly the message was the economy doesn’t hold much importance as our empty political interests and the PF has been living on that .Why would Sata now pay attention to the economy when its cheap politics that brought him power?

  21. Why can’t Zambian businessmen invest in other countries? Why can’t the Republic of Zambia form companies that operate in other countries? Both these two strategies can bring in money into Zambia through the profits that would be remitted to Zambia. Will it always has to be foreign investors to come and invest in Zambia! Something is definately completely wrong with the way we look at investment, only one way but not the other!

  22. It is surprising to see many people talking about economists as the only people who can change the fortunes of this country. We had a Doctor for a Finance minister, what did he do to reduce unemployment? Nada!! The MMD had no economical policies you can point to which benefited Zambians, anyone who can’t see this must have been blinded by corruption. How do you sell shares in the biggest mining project in the continent? Shareholding is better than waiting for tax. Give PF a chance, you had your 20 years of zero employment growth.

  27. @Ba Nostradamus, CNP is a SYNONYM or ACRONYM? And don’t lie that you started it because this old UNZA language. When a friend asks you pa UNZA, “Ba guy ili shani lelo (programme), twalabomba shani”? Then you answer, “aah bakaamba nai denser (its dense) lelo, ni CNP (Chimbwi No Plan) fye. Limbi nalaingilako fye pa lib…(library)”. If you are surprised, you never passed through UNZA or you did a long time ago.

  28. When you see two successful governments pursue the same programme what does it tell you? It may be that the policy is OK and needs continuity or the successor govt is strategic not to cause sharp upsets like in 1991. I mean why re invent the wheel if policy is OK? But beyond policy are many practical adjustments baba. We are talking expansionary fiscals like new districts where we will have all new things to employ Chigunta’s kids.

  30. Zambians enjoy bickering just to be heard. So you expected Sata to go socialist like Hugo Chavez? Mwanya, tuleteeka with the same policies but we shall achieve more. Look, we grow private sector investments like FDIs and what have you but also grow public sector! Public works in roads etc. One district means more police, teachers, agro officers, health, reg., council etc with sweepers and what have you…

  32. Am sure here in Zambia we dont have any leader who can rule the country or who have the vision or plan for this country . I have said so because every one is just good at condeming and no one has come up for the solution . All of you the so called Hakainde Hichilema will not deliver all are Job seekers once is voted into power he will be called CNP. wait and see. My fellow Zambian if all politician are not Job seekers they have vision and plan to develop the country why cant they just dialog or provide solutions to the current government since Zambia is not only for PF or SATA? The Government is always willing to get ideas but the way we try to advise is the wrong method. HH you had all the support when you started your presidence campaign you were not bitter either using abusive language

    Tell me that this doesn’t undermine democracy, because the people have voted for something very different.

    If the elected official enters office bound hand and foot by international trade agreements, and development agreements, when is the will of the people being represented?
