73 year old Italian businessman Locci arrested and denied police Bond

THE government joint investigative team has arrested director of Fratelli Locci SRI, Antonello Locci, for alleged corrupt practices contrary to Section 28 Subsection (2) (a) of the Anti-Corruption Commission Act No. 38 of 2010.

The Italian businessman, who was summoned and detained at Lusaka’s Woodlands Police Station on Tuesday in connection with the road construction projects, has been denied police bond and will appear in court on Monday.

Mr Locci, 73, who is also proprietor of the road contractor, has been arrested and charged in connection with the road construction projects awarded to his company by the Road Development Agency (RDA) last year.

Investigative team acting public relations officer Christopher Chibanku announced the arrest of Mr Locci in a statement issued in Lusaka yesterday.

This is in a case in which former President Banda’s son, Andrew, has also been arrested by the joint Government investigative team for alleged corrupt practices involving over K171 million.

Mr Locci allegedly agreed to pay two percent to Andrew, which the former President’s son allegedly solicited on all payments made by RDA on current and future road construction projects.

His company is currently working on some roads in Mufulira and Ndola under the formula one programme. The same company has been awarded another contract to tar the Pedicle Road leading to Luapula Province.

Mr Banda was charged with corrupt practices contrary to Section 28(1) paragraph A (i) of the Anti-Corruption Act No.38 of 2010.

The solicitation is alleged to have been done through a written agreement dated June 22, 2011 signed by Andrew and Mr Locci and witnessed by Mr Banda’s daughter, Ketiwe.
Mr Banda has also been charged with failing to account for over K360 million deposited in his Stanbic Bank personal account.
He allegedly received K171 million out of the two percent solicited from Mr Locci.
Mr Banda has since been released on bond.

Let him apply for bail through the courts and among his bail conditions include; the surrendering of his passport since he is a flight risk and must report himself to the police at least twice a week, must not leave Lusaka without permission from the courts, curfew be imposed, to be at his known address of residence by 18:00hrs everyday…etc
    Corruption has caused our country to stagnate in development. Its time to say ENOUGH!!

    • Even the indigenous who have made billions through tenders of suppling foodstuffs hardware items and dubiously got these tenders through connections in ministry should be tracked down and investigated alot more people of these kind are flashing around in very expensive vehicles per zed

  5. Had this73-years old Antonello Locci been a Briton or American, the story would have reflected different. mild facet. Let’s hope the Govt has sufficient data to convince the Italian Govt there is a genuine case of corruption. Head-on careless confrotations with foreign investors can turn nasty for this country. Taking into account that the Italian have invested heavily in the Parmalat Food Industry, then this will be a good diplomatic test case for the new Zambian Ambassador to Italy. The PF cadres on this website must learn to react rationally, because Zambia is not located on Planet Jupter but is part of the global village on planet Earth.

  6. Every business has an aim for profit, every business can get this profit on the mark up or thru commission. Did Locci fail to deliver the work contracted to do,yes! Why then the drum..Anyway In Zambia,the laws favour the rich. Prisons are NOT for the rich, only the poor suffer.Soon Mr LOCCI will be out& free. If convicted with hard labour,he can buy his freedom in the name of police bond. Look at Liato ,he’s outside jail enjoying the loot ,bought his police bond freedom with hard cash for the next 2years even after conviction with hard labour. Isn’t it CORRUPTION to buy freedom after conviction thru police bond?Esp, after verdict of a corrupt leader?. That’s Zambia,the real Africa ,where justice is exchanged with MONEY. Just a cost& Fooling tax payers…..

  7. Give the old man his police bond. He has businesses. Where is he going to run to. At that age, he can easily ie in our inhumane police cells. 

  8. Just seeing name Locci, and I new I Andrew Banda kabobwa…. Don’t deal with Italian Mafias, worse was that Football coach Andrew & his father brought- with 4-6 assistants with high salaries leaving FAZ with illegal cases.

That’s why you have assistant, managers and all those people who can run the company while Locci languishes in our famous Woodlands VIP cells. He has a case to answer so, he ‘s day in court will come. In the meantime, he can enjoy the pick n pay loaves of bread, mazoe and italian pasta that his relatives will bring to the cells. By the way, he has to share all that food with the others. Ask me how I know.

I DONT KNOW WHERE YOU LIVE BUT IF YOU LIVE IN ONE OF THE WESTERN COUNTRIES YOU SHOULD BE ABLE TO UNDERSTAND THAT ITALY OR ANY OTHER COUNTRY CANNOT INTERFERE WITH A LEGAL SYSTEM OF A SOVEREIGN STATE.   12. no. mpangwe, go learn the basics of Law b4 u make any comments, the italian govt has nothing to do with how Zambia administers its justice system even if it looks unjust in the eyes of westerners; men like Locci is just a disgrace to the Italian external image. Our govt is doing right in the eyes of the international community thats why u see pests like those from America, such as Bush, flocking to zambia.

  14. The person who needs to worry is the associate who is free on bail and enjoying the sun. If this Locci guy gets out of prison, the business partner should run and hide. If it’s the “Mafia”, we are talkng about…. then God bless you Andrew Banda. Enjoy while you can.
