Kabompo District Council has charged a 61 year old prominent business woman for keeping cattle in her back yard contrary to the Public and Health Act.
Kabompo District Deputy Council Secretary Audrey Mukasa confirmed the development to ZANIS.
Ms Mukasa said Martha Lumayi of riverside compound had been keeping cattle within her yard for many years and the trend had become a public nuisance as it was against the public Health Act.
Ms Mukasa said the council summoned Ms Lumayi to appear before the council and was found with four cattle at her house.
And Ms Lumayi said she was not aware that keeping cattle in the township was an offence because the council has not sensitized people on the matter.
But Kabompo District Council Health Inspector Douglas Habinda said the council has been sensitizing people for a long time but they had not heed to the warning as they have taken it as a traditional practice to keep livestock in townships.

Yes very business minded but ,all the council needed to do was to write her a letter stating the public healthy acts and advising her to remove the animals within the stated period,failure to which the animals would have been confiscated.i knew one man who had 2heifers in Rhodes park for close to a month.so let’s put in place laws that have procedures before arresting this misdemeanor cases.community programs should be introduced in our legal system for minor offenses.

Even in Dar Es Salaam, it is very common. In Lusaka someone keeps goats in the industrial area near Zambia Breweries. I always find them roaming at the zambia Breweries railway crossing.

in kasompe chingola people keep pretty goats and the council is doing nothing about it why then it becomes a law in kambompo? Remember one Zambia one nation. I commend the kambompo council for recognizing the law and let also remind their colleagues in chingola. Goats in kasompe are too much you grow flowers for your yard because of goats they just move all over the compound. gvt. please do something here.
You can keep horses, donkeys, pigs or chickens in your backyard but not a milking cow! Pigs and chickens are the worst in spreading viral diseases to humans. Leave the poor woman alone.

I am sure her application for Farmland has not been honoured leaving her with no choice but to use available land!

Don’t demonise the cow keeper. Kabompo council must instead praise her, instead of talking ill against a pastoral farmer. Kabompo council must work with the lady amicably ,seek out the problem. She is in one way contributing to the growth of our economy. Those are real investers who need everyone ‘s support.

Most home owners in Zambia have either stolen money or received bribes to build those houses. This is not contributing anything to national development because stolen money does not add any value to the economy but fuels inflation. An ordinary civil servant needs 25 – 35 years work of genuine income to afford to own a decent 3 bed-roomed house. We are aware that in Zambia some civil servants are big landlords and lodge owners all through stolen money. Western economies are strong because most of the money in circulation is hard earned income supported by production. We sweat for every cent here, but in Zambia you want quick money to buy a car, build a house and buy crates of Mosi every night.I give my due respect to all hardworking Zambians who have earned their money genuinely.

Fine the lady at most, leniently, or preferably just give her a warning and let her go. If it has been going on for years, it means even the authorities have not done their job for years, so they are also guilty of negligence of duty.

In East Africa its common practice, they call it zero grazing people keep one or two daily cows in their backyard . Even in areas like Mikocheni Tanzania. But what the council should do is not to arrest the the 61yr old woman by implementing those archaic rules , find a better solution instead of punising her like that.
