
STATEMENT BY ALLIANCE FOR BETTER ZAMBIA
DECEMBER 19, 2013.
SUBJECT: PF LACK OF SERIOUSNESS WITH CORPORATE GOVERNANCE IS WORRYING
We are very worried about the PF government lack of seriousness with issues of good corporate governance. For instance since I resigned as ZESCO Board Chairperson in April, the position has remained vacant for 8 months.
This is unacceptable given the fact that ZESCO is a very vital state enterprise that should not compromise the standards of corporate governance. ZESCO must be a shining example of good corporate governance. Moreover, the government has been borrowing a lot of money for ZESCO to increase the capacity of electricity generation, transmission and other projects. It is therefore important for government to demonstrate concern for sound corporate governance at ZESCO so that the public and lending institutions can have confidence in our power utility.
Another instance showing PF’s recklessness regarding corporate governance is the continued absence of a board at Road Development Agency (RDA). It seems that President Sata who has grabbed RDA and put it under his armpit has also usurped the powers of the board. This attitude of PF and Mr Sata shows that his government doesn’t value corporate governance and it’s tenets of transparency and accountability.
As such, we should not expect PF to do a good job in safeguarding public interest.
Against this background, we are calling upon Mr Sata and his cabinet to take issues of sound corporate governance seriously and correct the anomalies that we are witnessing not only in state enterprises but the entire governance system.
The need to constitute a board at RDA is urgent. Government should also ensure the election of a board chairperson for ZESCO as well as replacing board members for other quasi government institutions such as Energy Regulation Board (ERB).
We are also urging Mr Sata and PF to take the advice of Mr Ngandu Magande to acknowledge the contribution of their predecessors to government programmes and projects. For instance, what President Sata said recently in Siavonga when commissioning a ZESCO electricity generator that the commissioning signified the start of the fight against load shading by his government was not correct. The fight against load shading was started by MMD many years ago.
As such, former finance Minister Mr Magande was right when he said the project President Sata commissioned was started during the time of late President Levy Mwanawasa.
Therefore, it is important for PF to be magnanimous and acknowledge the contribution of previous leaders and their governments. Recognizing the contribution of others will be a mark of sincerity and a spirit of inclusiveness necessary for national building.
We therefore urge the PF government to show mature leadership and even consider inviting former leaders when such projects are being commissioned. Such a move will not take away the credit of the PF for continuing such projects and bringing them to fruition. After all, some of the good projects the PF government has started may be finished by other governments in future.

Dear confused Father Bwalya ! You should know that identifying a person to take up some a sensitive position requires time, and after all there was a vice chairman during your time and that person is doing a good job now.Instead of continuing to talk about your old job i would encourage you to talk about other more pressing national matters like mealie meal prices.Maybe it is after all true that the people who leave priesthood ends up being confused characters for the rest of their lives.
I thought Mr. Frank Bwalya (no longer Reverend Father) should now concentrate on politicking and building his unknown political party in readiness for numerous Bye-elections to practice and prepare for 2016 Polls. Leave ZESCO Matters alone because you willingly abandoned the its Board Chairmanship just as you easily abandoned your vocation for Holy Priesthood.

On this one you are very right. This is what is happening at Kafubu Water and Sewerage Co. They are failing to announce the new Managing Director after the interviews because they want to favor the Acting Managing director (cadre). A person who knows nothing but being used as a conduit for their selfish gain. We want a new managing director Not Mwaba.
Sure now elo lwanya bane…..this is the crop of opposition leaders remaining in Zambia. Talking about baseless issues sure? Ba Bwalya ala from your speech one can tell clearly that now you are regretting having left that position man. But dear just be strong as you run your Nashala Neka party.

I think we have a serious problem in Zambia under the PF government……….just look at the comments above and you will agree with me that what the ZWD wrote about Wynter giving K50s to cadres to flood the internet cafes is true……….how honestly can a sane person condemn what father bwalya is saying here? waiting until they are out of power that’s when you will see the importance of corporate governance coz the courts of law will demand minutes of the meetings were willie Nsanda sat with the board to decide on how much money should go to any project

I looked at the blogging contract; K50 per day + K3 transport. Weekend blogging attracts an extra K20 and K10 bonus for bombastic words. Look out for chaps muma cafes with Dictionaries next to them. Those are the ’50-pin-PF-Cafe-Bloggers’ ayi abena Truth Hurts? (Ok i feel ridiculous typing ‘Truth Hates’ so bear with me.)
Companies like ZESCO do not even need a board or a marketing department. ZESCO’s product sells itself. Boards are just there to fulfil the scripture that ‘there shall be a board,’ but their contribution to the organisation is NEGATIVE since they are just a conduit for syphoning money through allowances. Forget about corporate governance blah blah blah … It was good riddance for the Father since he did not even deserve the job in the first place.

Surprised that nearly all the commentators on this vital subject are the kaponya-type of cadres in the ruling party. I know that there are many objective cadres in PF and are quiet out of loyalty.
I totally agree with Fr Frank Bwalya, the ABZ leader. Boards are not a fad but an essential component of corporate governance. They represent the shareholders, you the taxpayer, if you did not know. Without a board management cannot move on many strategic decisions. For ZESCO and any other company without boards it means that the Permanent Secretaries of respective Ministries are having to act on behalf of the board. PS’s are too busy to handle the amount of work done by boards. It is not feasible to meaningfully teach you how this works because there is simply no space. Fr Bwalya is right.
