Police have started investigating former Defence Minister Geoffrey Bwalya Mwamba

The Police in Lusaka have started investigating former Defence Minister Geoffrey Bwalya Mwamba in a matter the Anti-Corruption Commission (ACC) closed last year in October.

Police officers from Force Headquarters last week on Thursday summoned GBM’s daughter Sibongile Mwamba for questioning on the cancelled Zesco tender which was awarded to Arizona Marketing Company.

Sibongile who is one of the directors at the company confirmed been summoned saying she appeared for interrogations at Force Headquarters in the Criminal Investigation Department on issues to do with Arizona Marketing and Distribution Company.

She explained that police wanted to know the owners of the company which was established in 2003 and awarded the Zesco tender which was later cancelled.

In 2012 Zesco awarded a tender for the supply and delivery of 9m, 10m and 12m wooden poles on a one-year running contract basis to several bidders, including Arizona Marketing and Distribution but later cancelled.

However, police sources have indicated that instructions were given weeks ago to retrieve the files from the Anti-Corruption Commission and re-open the investigations against GBM in a matter which was closed sometime last year.

“We want to find out who owns Arizona and how they were awarded the contract at Zesco. These are instructions we have just received and today ‘Friday’ we interviewed GBM’s daughter Sibongile. This is the lady who was in the Foreign Service but we hear that she also quit and decided to come back home and run her business,” said the officer.

The officer explained that Sibongile refused to give police further information on the companies and the nature of contracts without her being represented by lawyers.

“So we allowed her to go back because she did not come with her lawyer but we shall call her again together with Chama Mwamba whom we believe that is her mother. These are just instructions we have received from our seniors. What is surprising is that this matter was under the ACC and they have now thrown it to us to take it up because ACC had cleared GBM and Wynter Kabimba of any wrong doing and closed the case,” said the officer.

In April last year ACC public relations officer, Timothy Moono said that the move to clear the then Defence Minister Geoffrey Mwamba and his Justice counterpart, Wynter Kabimba of corruption allegations was due to insufficient evidence.

Moono said the two ministers’ cases were thoroughly investigated but the allegations were unsubstantiated.

This year, Moono told a media briefing that ACC were not investigating GBM, adding that the matter they had investigated him before was closed.

BUT NOW THAT HE HAS RUN OUT OF FAVOUR WITH THE GOVERNMENT, HE IS GUILTY. AT THIS POINT YOU CAN SUPPORT THOSE WHO SAY THAT ANY MINISTER UNDER INVESTIGATION SHOULD STEP DOWN. WHAT IS THIS? IS THIS NOT INJUSTICE AND CORRUPTION?

    • This is the more reason why Zambia will not develop, because of stup1dity of the highest order from higher authorities. How can you start investigating GBM now that he is no longer minister, when you did not found him with any case to answer when he was minister? This does not make sense at all. Politics of vengeance has destroyed Zambia. This is why you can have roddent animals like George Chellah insulting HH for nothing. Use.less so-called leaders.

    • I just sensed this was coming. You cross paths with government they come for you through your businesses – it is classic OP text book operation. I just hope GBM is alive to this and he has taken necessary measures to ensure he is safe and his business wont be crashed into the ground.

It is a Shame and disgrace to whoever gave the instructions to police to retrieve the files from the Anti-Corruption Commission and re-open the investigations against GBM in a matter which was closed sometime last year. It is a prophetic confirmation that there is high corruption in the PF government. That justifies what the Minister of Justice Winter Kabimba had said in the past. We can now say PF is not serious about zero tolerance against corruption. Shame to the police why did they not retrieve the files from Anti-Corruption Commission when GBM was in government? PF is very funny and amuse me, the all PF is fighting a simple man GBM. PF want to destroy the business of GBM and want GBM to suffer for the right decision he made to side with Chitimukulu. Shame to PF.

    • Selective justice. You are only corrupt when you are outside PF. What do you except with the guys without shame. The POST summed it all in yesterdays editorial. I think the Post are also fed up.

  6. Wrong century for such behavior. I believe this is a lesson to all voters to be careful which generation they are in as they go to the polls next time. We have UNIP-like behavior happening when the environment has already moved away from that. It is like going to the post office to buy a stamp with a mobile phone in your hand that has email that the correspondent actually has on the other side! Come on, lets re-focus our politics and do better than this!

  7. They should have not closed the cases if they thought he was corrupt! If indeed he had committed those cases then they were corruptly closed because GBM was on their side! The conclusion is that they are a corrupt Government and I am sure many people are shielded and protected because they belong to Government,,,,Animal farm mentality.

  8. I hope M’membe has not been put in charge of the country by the authority that was given mandate.

    I think that God gave a chance to SATA at this time to rule the country and not M’membe. Yes it was God who allowed SATA to be in authority at this time. Whether it pleased God or it was because of our hard heartedness is another issue which no one knows because that knowledge belongs to God Almighty.

  9. The FACT we KNOW is that God allowed SATA to rule, because nothing happens without God allowing it. Whether is ruling according to God’s plan or not – again that knowledge belongs to God.

    Also what we do know is that M’membe was not given mandate by the people of Zambia to rule this country. If God allowed SATA to govern through people’s vote then it followed that God did not at any time allow M’membe to rule the country.

    Now, if M’membe is using his power (if he has, just as he seems to think he has) to displace or overturn what God allowed and putting what he (M’membe) has allowed, he could be trading on dangerous grounds. Who is M’membe to overrule the people vote, and viz God’s hand? I cant warn him of any consequences as God alone reserves the right. He better be pleasing God…

  14. Ba PF naimwe kwateni amano. GBM was found not guilty and the case closed. How come when he is no longer in GRZ , you open the closed case. No guys, on this one mwaitaya and many will not support this injustice. This is just showing that you as PF have many corrupt people and they are being shielded. Please if you have ears , hear what people are saying. Dont open this case since GBM was found innocent.

  16. The governance of pf even a grade 2 child can see something is seriously wrong with it. This is purely an civilized type of politics we have, this is happening only in Zambia not anywhere else in this world. GBM has just done a noble thing to resign after failing to agree with MCS’s stand in the case of not liking his royal highness Mwine Lubemba Chitimukulu. GBM said no I cannot work against my relative who is my grand father better I step down. To some of us GBM has committed a serious offence that even sleeping dogs cannot lie any more, please our leaders let us show maturity and civility in the way we run this country please.

  17. Bane GBM was not probably using his brain when he went into tantrums castigating the highest office in the land. I do not know of any individual anywhere in the world that picks a fight with a sitting Governmen and won. Before this man realises, he will be using size 38 trousers. Watch this space. Boma ni boma. The people encouraging him will be the first to draw cartoons about his misery. I once saw a documentary on ZNBC showing the lifestyle of GBM, it was very clear he made his little money from Government contracts starting with Millie meal supplies to defence forces n schools.

  18. @Citizen, that was his democratic right. All he could have done is quietly resign and tell the world it was for personal reasons and wishing to concentrate on his businesses. Instead we saw GBM calling a press conference castigating the President in public and narrating verbatim encounter with him. Fili ukotiyenda badala.

  19. Awe, uku kwangala. If GBM was cleared by ACC, why exhuming the matter now? Is Kabimba,s case also going to be brought to surface? GBM may have gone wrong in his political tantrums, but to try to fix him with a vengeance is not in the interest of democracy. Where does this leave ACC who cleared him of corrupt practices? Are they also going to be probed for colluding with GBM? Some of these decisions are undermining the national integrity. Who can fail to draw conclusions that political patronage has a big hand in police, ACC and other investigative wings if this is the name of the game? I ‘m not for GBM, I ‘m for integrity seriously.

  21. Corruption is corruption & theft is theft; bottomline, if he is innocent, then shame on the government. If he is guilty, then lock him up. He will get his day in court.

    • If he is innocent, shame on the governent. If he is guilty, shame on the government for not following the case when he was still in governent. Prosecution, yes, but this does not rule out persecution.
