Veteran politician Vernon Mwaanga has observed that the excluding of representation for two provinces is what he finds most disturbing in the country’s newly constituted Cabinet.

Dr. Mwaanga, who has not named the provinces, says his hope is that as part of the national inclusive government President Edgar Lungu has promised to come up with, there will be an attempt to include the excluded provinces as Parliament considers splitting up some Ministries.

In an with Qfm News by telephone Dr. Mwaanga has cautioned that if this does not happen there is a possibility of the excluded provinces feeling that there are not part of the national exclusive government President Lungu is formulating.

Dr. Mwaanga has also taken note that President Lungu has brought back in Cabinet quite a number of Ministers late President Michael Sata had appointed.
He says much as he is aware some of these Ministers are performers while others are not, he understands that sometimes it is not easy for a President seeking to have an inclusive government.

Dr. Mwaanga notes that coming up with a government of such a nature requires that one balances up regional interests against competence.

He says this means in some cases the President will have to sacrifice competence for ethnicity in the interest of the notion One Zambia One Nation.

The veteran politician says he therefore understands that why President Lungu had to make bold decisions of dropping some of the Ministers that were in the previous Cabinet to make room for others in the interest of achieving this goal.

He has since wished President Lungu success in this course.

    • I can only believe that uncle VJ is just politicking again. As for the case of SP, the country is alive to the fact that our brothers and sisters there have willfully and anonymously committed themselves never to join any administration. Instead their doctrine is contribute to democracy and national democracy from the opposition bench as life time opposition members as long as HH does not win the heart and confidence of majority Zambians. The country has come to respect their doctrine and we can surely continue to co-exist with it. When President Mwanawasa nominated Magande, he was insulted and Magande called a traitor just like they have lived calling uncle VJ. When RB nominated uncle Munkombe and VJ, the same insults followed and smear campaigns against these personalities.

    • I think after such a closely contested elections that separated the PF and UPND by have the capacity of Heroes Stadium, Edgar Lungu should have used his discretion to nominate and appoint people from the UPND strongholds who may not be necessarily members of the UPND. People from all provinces like to see representation in Cabinet. Trying hard to alienate certain provinces from governance is a recipe for disaster

    • LUNGU IS ACTING AS A MIDDLE MAN BETWEEN ANGOLA AND ZIM ‘S DIAMOND DEAL.

      Why do I feel as though this sudden bilateral relations with Angola has some dodgy diamond deals between Mugabe who can’t sell his diamonds to a better western market and Santos who can?

      I strongly suspect these trips Lungu is making to Zimbabwe and then to Angola are meant to cement the diamond deals between Angola and Zimbabwe. Lungu is now the middle man. Lungu will get a cut for each deal that succeeds. I say so coz this is now the second time lungu has gone to Zim and then to Angola.

      All this talk about railway , oil and water transport deals are just for public consumption but beneath them lies the real diamond trafficking deal.

      I hope its not what I am thinking about.

    • Out of the eight appointed MPs Lungu can pick some from Southern province who are not MPs and appoint them Ministers.

      VJ is concerned because even Simuunza,Monde, Siamunene who are part of PF were left out.

      Those of you yapping about MPS in UPND refusing are just buffoons displaying your buffoonery stances.

      Its not only UPND MPs that have the skills to be ministers in government. If UPND MPs turn Lungu down, he should have cast the net wider and get some technocrats who are qualified to represent those provinces left out.

    • In the same vein, uncle VJ charters to trigger this unsustainable discourse willfully ignoring the fact that SP has been given the BOZ Governor portfolio, Economic Advisory role to the President and many more responsibilities with national bearing. He is alive to the doctrine of folks in the SP which proscribes that they should never join any Zambian administration until HH wins irrespective of how long and much he fails to win hearts of Zambians, lets keep shoving him in perpetuity. Therefore, a sincere statesman as uncle VJ cannot and should not trigger a debate that is self defeated by in view of the binding doctrine of self exclusion in the SP. President Sata had appointed Deputy Ministers and the record of expulsions are in public domains. The country respects their flawed doctrine.

    • Meanwhile, the President is yet to appoint Deputy Ministers to these Cabinet Ministers ahead of Parliament reopening. None of us knows who is shortlisted or left out. Whatever the case, its his prerogative to line up a team he believes would perfectly fit in his administration. National leadership is not only at political structure level where policies are formulated, but more also at all levels of national state with respect to the many needs of a country.

    • On one hand we think that Zambia is in a mess because of these past leaders. On the other hand, when they die, we give them state funerals and eulogise about what great contributions they have made to the country and what a loss it is to the country.     • VJ should equally understand that the voting in Southern Province was not representative. What we hear is that Hon Hamududu was offered a job in PF but he sarcastically refused it.UPND does not want to cooperate with PF in any national calling.The ball is squarely in UPND’s court.

    After all the same 2 provinces are promoting divisions in Zambia and tribalism in the civil service. Its time for them not to be included at cabinet level so that they sit back and analyse their wrong acts.

  10. Better to appoint people on merit who can deliver on the desired results and not just appoint for appeasement and balanced ethnicity as Zambia is made up of about 72 tribes and its not possible to have all these represented in cabinet.

I don’t think it is rightful to bring out such allegation now because some of the MPs from Southern Province that President Lungu wanted to appoint to serve in his Cabinet declined the appointment and further said they were not ready to be part of the government formed by another party! What else can the president do, to carry them on his back and plead them. It is not progressive the way most of our brothers and sisters in Southern Province view other political parties other than UPND. Can they come out of the box and put the needs of the people of Zambia first than just affiliating to a party.

Remember that at the time of voting people voted thinking their candidate would win. Voting outcomes are only predetermined in countries where elections are not free and fair. People in Southern province are convinced that HH is a good candidate who deserves to be given a chance and they keep hoping you will go along with them. Prominent leaders from the North such as Hon.       VJ is talking about appointments based on regions and NOT political parties. Actually, it would be tantamount to promoting one-party state if cabinet positions were occupied by representatives of opposition political parties. How would they provide checks and balances so essential in a democracy. How would genuine hard working PF members left out of appointments when they are left out. Whether we like it or not the objective of a genuine political party is to take over government democratically. That is what the PF eventually did in 2011. You will recall how PF reacted when some of its members were appointed to the National Constitution Review Commission by the late President LPM: mass suspensions and expulsions resulted. So, please, Zambians are not children.

  24. If you read intelligently and if VJ was quoted correctly, you will find he does not talk about tribe or party,he talks about regions.
    There a lot of competent southerners who are not necessarily UPND just like thereare a lot of Tonga who are not necessarily southerners to . A good example is Shameda. He’s Tonga speaking but not a southerner.

Tell me how many tribes are in NWP, EP, MP, CP or indeed WP for each to take a representation at cabinet level?     • The votes go to political parties and not to provinces or regions. If a party wins a seat in a constituency, it does not mean everyone in that constituency is a member of the winning party. That is cheap thinking. It is equally wrong to allege that Southern province is all UPND!! Some of the people vote for an individual and not the party. The President can nominate a non-UPND person from Southern province and appoint them a Minister. In fact both opposition and ruling parties should oppose the nomination and appointment of opposition party members for obvious reasons. Opposition parties are weakened while ruling party members lose out positions to people who were competing against them during campaigns. Does not make sense. Abash One-Party State.

  42. The economy of Zambia is already in a free fall and getting worse by the day. Our only hope is that we make it to 2016 as a functional unit. A better day is coming and the country will be better managed soon. By December we will hit rock bottom and the current mismanagement will be fully exposed. Appeasement does not a good leader make. We are headed for hard economic times and the investment community knows this they will hold back until we show better economic management. Unemployment is about to double while private investment is going down. Lungu will not have enough government jobs to go around. We told you so!

      Stop scaremongering and support your gov’t. Gov’t is not Father Christmas. Citizens must join in where they can.

      And as for the better day coming……how is it going to be done? After all if your prognosis is correct then the new gov’t will inherit a bankrupt gov’t and would need to impose job cuts, wage freezes, austerity measures etc.

      Write like an adult. It’s not like HH will pay off all of our debts and bang….a new Zambia!

One of the main functions of government is to create an investor friendly environment so the economy can flourish. That is how jobs are created.   52. VJ, please give us a break. Representation is at Parliament level not cabinet. With the limited positions at cabinet you cannot just appoint for the sake of province. There are many ways of serving in government than just cabinet. Besides, VJ has not checked who Lungu approach and who may have chosen to decline. Should we turn this into a childish discussion of who has received what and who has not? Come on now, regionalism and tribal talk should not be the spectrum of your perception every the time.

That is the nature of most Zambians especially the empty tins from this site. How can a sane person support the idea of excluding other provinces from the cabinet and despise the wise words of wisdom from Vernon Mwaanga ? I think Zambia has got a big problem and unless this so called s.t.u.p.i.d superiority in politics comes to an end, then we are sitting on a time bomb which can erupt anytime. Even, God in heaven, the creator of the visible and the invisible is fully aware that ECL is enjoying from a stolen vote, so why cause another further injury by excluding representation from the same provinces ?

    If Mwanga realises that his province is not part of the governance, is it not his doctorate that should advise his province to change and join the winning team? What does the doctor suggest?   58. It is a no big Deal, leave these people alone, they are very comfortable the way they are. Worry about yourselves and not them. Appointments of appeasements, not necessary. Let us just go ahead and continue our developmental programs, but just make sure that they are included in the projects especially to do with Agriculture, other wise you will be surprised that the Donors will start targeting again and this happemed during Mwanawasa’s rule. Those people are JEWS, they are hated every where in the country but GOD LOVES THEM DEARly.

Even voices of reason, those that you would look forward to for valuable insights on various debate topics like Senior Citizen are no towing on regional lines. Ours is a beautify country to be polarized in such a cheap way. Every tribe or ethnic grouping is important for national development. Name calling wont take us anywhere and politicians wont put food in our mouths. Easterners, Northerners, Southerners, people from Muchinga, Luapula, central and the other provinces face the same challenges of life. They know the same hunger, lack of shelter, deceases, scarcity, etc. We straggle together us a people and we should not create more problems

  61. The Nation is higher than the Province. The Provinces must compete for few ministries. Allocating each Province a ministry is not right. Look at the example of the USA with 50 provinces. If American each province was to take one ministry (Department), then that would be a nightmare. Rather, let provinces rotate and take turns in the ministries. Second, skills must take precedence over region. While watiting for qualified and competent technocrats, it is correct to utilize the available talent in custodianship.

  68. @Sara12.2 I agree with you in totality that Edgar is president for all Zambians but he must not force unwilling people to come and serve in his cabinet in the name of tribal or ethic balancing. He must appoint people that can deliver him back in the office. If you sit down and analyse what do ministers do really to say competent, to deliver to who the Zambian people? no no I say no. They are there to get government back into power or else they are incompetent and failing to deliver. “Figure heads” just for controls and order.

  70. If I were president I would choose people to work with on merit only in order to take the country forward. Coupled with the fact that we are all Zambians. I would forget about region, tribe, relations, friendship and call it whatever. But the reason why VJ has said this probably is the fact that there are some Ministers who are unable to perform. These ministers have been picked maybe due to luck of choice, tribe (less likely) or region (as the most likely main reason). Hence I would understand his request. Let us all mature.

  71. I understand why Southern Province has been excluded from this cabinet. They rejected Sata in 2011, but in the spirit of inclusiveness and national development Sata committed colossal resources to developing the province and win some hearts for political support. He even rehabilitated political guru Munkombwe by appointing him minister of the province. All these were done in good faith. However, the 2015 election results from Southern province poured scorn on the the good gesture of Sata by rejecting Edgar Lungu of PF in a manner that could be likened to secession. The Unanimous Southern Province vote of rejection of PF can never be expected to be rewarded.
