President Lungu urged to trim bloated cabinet

NAREP is disappointed with the decision by President Lungu to continue with the wasteful policy of appointing two deputy ministers to certain cabinet portfolios.

NAREP President Elias Chipimo said as much as there is political expediency in using these government positions to reward loyalists, party faithful and general chancers as well as to entice Opposition MP’s people had hoped for a fresh type of politics that would recognise the suffering of the people and the need for our leaders to live by example by maintaining a small cabinet and by prioritising the creation of decent jobs and a decent standard of living.

Mr. Chipimo said it is not too late to re-organise the ministries and to trim down the bloated cabinet. He said it is not too late to lead by example.

President Lungu this week appointed 33 deputy ministers for the 21 government ministries excluding the Ministry of Finance that does not yet have a deputy minister or deputy ministers assigned to it.

    • Bwezani Rupiah Banda wants to get rid of key members in the PF.

      He is the one behind lies against Home Affairs Minister Davies Mwila and Foreign Affairs Minister Harry Kalaba. Why accuse the two ministers of meeting Dr Nevers Mumba? Even accusing the two ministers of challenging ECL. These are cheap politics of the past.

      Rupiah has observed that these are very close to H.E President Lungu, so in order to fulfill his ambitions he has embarked on a mission of causing a tumoil within the ruling PF. He want to take full control of the party.

      We the voters observed the same man bringing the MMD to its knees after his rule.

      RB should go back to his party.
      HE ECL should be very careful with this unpopular politician.

    • Do not be imaginative; Edgar Lungu has opted to go to work from day one. In case you have not noticed, the PF have made overtures to increase their battlegrounds to make Western Province a doubtful area for the main opposition and to solidify Eastern Province as a stronghold. The determining factor in the 2016 general elections will be about the status of former MMD MPs who will either run as independents, UPND or PF. UPND will remain alienated in Lusaka and Copperbelt Urban but will be marginally popular in Lusaka and Copperbelt Rural. Southern Province will remain unchanged but Eastern Province will now follow suit to back Lungu in the way the South backs HH. Central will be hotly contested for and N. Western will remain a UPND stronghold.

    • @Aleshaday: I will address you with respect since you are not hailing insults. Look, the word marginally means “by a small margin”. And I stated that UPND is still unpopular in Urban Lusaka and Copperbelt, you can check the previous results but was winning by small margins in Rural Lusaka and Copperbelt ie Rufunsa, Chongwe, Kafue and Masaiti, Mpongwe.
      I hope that is settled.

    • This bloated cabinet with deputies to spear is a sign that my president is not aware of the issue of borrowing in order to pay a debt (Euro-bond). If he was aware and live to the issue and its negative impact on a poorly performing economy, he would have acted differently.

  2. NAREP can easily make such an unguarded statement because the party does not have any MPs. If you are a party with MPs, you will realize that every party member needs to feel that they are taking part in governance and hence the reason for two deputy ministers. The consitution is very silent and states that “the president can appoint deputy ministers as he sees fit” it goes on. In my view, as long as MPs do not believe that their roles as law makers in the house is part of governance, there will always be a need to appoint deputy ministers.

    • Good observation dear friend, but in any country, the majority of governance is made up of elderly individuals. The truth is that the ambition and mistakes that come with youthful minds are too dear to be made on the national stage. The truth is that youth is needed, but the quality of youth in Zambia is really questionable. As much as we can denounce people on the basis of age, let us denounce others on the basis of inexpirience.

  4. Thats what it means when people vote for unfounded selfish interest. Its like ECL still receives instructions from the Embassy Park. surely looking at the performance of our economy under Chikwanda? A person who reasons on his own cannot go ahead and re appoint him as F/ minister.
    ECL is acting on instructions from people known or unknown to us. “He was just told that this one and this one are my relatives who should be left where they are when Im gone”
    This is what we are seeing now. The country is in the hands of *****s.

    • I agree that Chikwanda is not fit to be finance minister. That said, every president operates under careful advice. Actually, on the deputy ministers, only about 2 changes have been made, so when you say that he is being instructed, how can Sata instruct Lungu when Sata is dead? Look, we have to be fair in criticism. Edgar Lungu has made far better appointments than Sata did. There is some merit to the appointments. That said, it would be good if Lungu actually started launching policies for us to be able to judge him appropriately. Chikwanda needs to be replaced, I agree. But then, finance ministers are not replaced anyhow.

    • The county is in the hands of Zambians who voted for PF. They will be the same people who will vote PF out when they are fed up. So do not panic. If majority continue to favour PF, you have no choice baba.

    So, does it mean that pleasing a lot of MPs is delivering development to the people who voted for these MPs?

    The money that can be realized from cutting down this bloated cabinet, can be channeled to other socio-economic sectors.

    Its is utter greediness to have a cabinet of this magnitude when our people are languishing in abject poverty. Really, there is NO excuse that can be given for this bloated cabinet.

    • @Chanda Chilengu- Well, what I state is that the current state of Zambian politics is such that legislators, (MPs) do not recognize their roles in the governance of the country. As this is the case, every party MP expects to be appointed to a role in the government. If you ask me, I really do not see the need for deputy ministers at all. Ans I have to end my advising you to be more concise in your thought-process because you have to acknowledge that in a country with the GDP of $22bn, the costs attributed to governance are negligible. If we are going to that petty, we may say that we have to sell the cars of the MPs and give them Corrollas? And do not mention the word abject poverty, abject poverty is in Somalia etc. Very few Zambians actually go to bed without a meal in a day.

    • @Chanda, let me give you a simple example. If you were a farmer and in possession of a big farm land. For you to manage this land, would you engage a farm manager to supervise through paper work only or engage more farm labourers to manage the farm? The answer is employ extra labour force to expedite work.

    • @Zambian Watchdog- Look, the ZWD has lost its reputation after its failed election debacle of predicting wrong results etc. After stooping that low, the ZWD does not care to provide true journalism, at least Mmembe makes an effort to validate his allegations. Why don’t you ask yourself the question why Lungu is not seen in the photo where RB is with Katumbi? Why don’t you ask yourself why the article lacks any quotations but merely assumptions? The ZWD failed to get any information from Lungu’s Mfuwe trip, perhaps the reason he chose that location. I assume you are educated and reasonable, do not your partisan interests cloud your judgment, knowledge is what makes us who we are. There are many reasons to criticise the PF, but please choose the valid ones.

  7. Positions of deputy ministers are gazetted. It’s not lungu to obolish themm but parliament. And the process is not as simple as criticizing ignorantly.

    • Ati Deputy Ministers are gazetted! Really? The president creates the positions of ministers and deputy ministers as he sees “fit” or should I say as he desires, period. You make it sound like these are permanent positions, well, they are not!

    Stop complaining about the bloated cabinet. You campaign for your party to win, that’s when you will trim your cabinet. Those Ministers are employed, meaning ’employment’. The so called bloated cabinet has performed better than the small cabinet of the MMD government. The PF cabinet is a serious team and they deliver. That is not checks and balances. Stop that noise and organise your party of youths for you to come and do your things. Yapping…. yapping for nothing ata se.. be serious men.

  11. Starting from PS upwards to minister DSA is 1700 multiply that by 64. A PS upwards cannot travel alone so what’s the opportunity cost of these money’s

  12. I guess this is what Zambians wanted by voting for EL. Some people don’t seem to mind how their hard earned money is spent. Two deputies even for minor ministries is a bit extravagant from my point of view.
