The Civil Society for Poverty Reduction has charged that the current PF leadership has departed from late President Michael Sata’s vision for Zambia.

CSPR Board Chairman John Lijimu said in an interview that the PF leadership is now departing from the very ideals that President Sata was voted into office on.

Mr Lijimu cited the recent decision by the Zambia Revenue Authority to implement the 10 percent withholding tax on rental income as one that would never have been implemented during the time of President Sata.

‘We know that this government is broke but what they are doing is desecrating their own manifesto. They are going against the vision of President Sata who really wanted lower taxes and more money in people’s pockets,’ Mr Lijimu said.

Mr Lijimu observed that the ZRA should realise that Zambians are already taxed.

‘As much as they want to broaden their tax base, it is important to note that Zambians already pay too many high taxes and imposing another tax in the form of withholding tax on rental income will erode their incomes further,’ Mr Lijimu said.

  1. THE APPOINTMENT OF PEOPLE LIKE KAINGU TO MINISTERIAL POSITIONS IS A PERFECT EXAMPLE. PERSECUTION OF NCHITO AND EMBRACING RUPHIA BANDA AND HIS CORRUPT PRACTICES AT THE EXPENSE OF REAL PRINCIPLES THAT THE PF WAS FORMED ON IS ANOTHER. HOW LUNGU COULD EMBRACE RB AND DISCARD GUY SCOTT IS TOTALLY A DISHONOR TO SATA AND ALL HE STOOD FOR. SATA HAD HIS SHORTFALL BUT ATLEAST WITH SATA WHEN IT RAINED THE RAIN FELL ON ALL ZAMBIANS. WITH THE PF OF TODAY IT ONLY RAIINS ON THE LITTLE CIRCLE AROUND LUNGU AND HIS CORRUPT FRIENDS. BAKUDWA BEKA!

    • The man had neither a vision nor a plan. Stop using him as an excuse for the PF failures. What you are seeing is just a continuation of that visionless and ‘no plan’ approach.

    • Don’t express your ignorance in front of the whole country…..withholding tax was there before Edgar,Sata and RB became presidents. The company I used to work for used to pay withholding tax when Mwanawasa was president. A lot of people were ignorant about it and it’s only now that ZRA is aggressively advertising it.

    • Guys, Sata had no vision. I did not see it when he was alive and I can not see it now that he is dead. Let the man rest, he had his time.

    • For the greater good of Zambia. I call on all opposition parties to there interest behind and join together to remove Lungu at all costs before this country plunges to the bottomless pit that it will take years and years to come out. Lungu must be prosecuted for these corrupt activities his brought about. HH can be president and then Nawakai then Wynter but in all the cases the new constitution should be enacted and the president be made to attend parliament every 3 months to answer questions and provide a detailed progress report.

    • WHY USE THE WORD: “DESECRATE” ? AS IF ANY POLITICIAN WAS SACRED. THIS IS BLASPHEMY!!! POLITICS ARE NOT SACRED BUT EVIL

    • Power at all cost, up-grading corruption, nepotism, tribalism, medical tourism, which-hunting, totalitarian rule, lack of accountability……..

  2. Sata is dead (MHSRIP) and so is his vision or vision-less. Edgar is the president and he was voted into office on his own merit. So, let Edgar implement his vision or ideas.

    • Well stated. Sata’s vision was nepotism. That alone is enough to make me smile at President Lungu’s administration. If he can rid us of the cartel and the Bemba clique this year, I will ask President Nawakwi to appoint him as chief advisor to her administration.

    • Edgar was voted on his own merit? What merits does Kaminamisa Lungu have except beer drinking?
Lungu was voted because of the sympathy voters had after Sata’s death. Lungu took advantage of this and printed Sata’s face on all PF campaign materials and not his face

  3. Thieves have come back to steal even from retirees, the poor, needy, marginalised and the voiceless. God of love and care will always punish those who mistreat his people. God has warned Lungu by ensuring he falls in presence of the masses. The is more to come for Lungu embracing the corruption and shading those who have committed crime against humanity the likes of Ruphia and his son Hernry . Ruphia’s crime fits crime against humanity. Stealing from the poor of the poorest making the dying from diseases that the money he stole can buy drugs and save lives is crime against humanity. Lungu is global trotting because he knows foreign trips means dollars in his pocket and his few along the corridors of power. Lungu will not enjoy his presidency or retirement as the law will follow him.

  4. Please pipo, don’t make it seem like Sata was a great leader. SATA put the very Draft constitution, he appointed a body to compile, aside. Wynter can’t talk about constitution, he knows. Now EL has given Zambians a plan on how the Draft Constitution is going to implemented. Sata pipo were scared to speak. Sata pipo were scared to convene, ask Mumba Nevious how he started travelling only at nite. To tell u the truth, Zambians shld be relieved that God took him away early. If Sata had lived thru 2 terms, I can guarantee that the 3rd-term issues wld ve come up. Sata had no respect for the LAW o any1. So Zambians, let Sata RIP, he was not a good person. He was very divisive. He was a “chumbu mushololwa”. Even the courts agreed. Lets move forward – LPM, JTC, Sata r o dead, NO RETURN.

  5. The most painful thing in our hearts was to have Edgar Lungu as our president.

This man is Judas Iscariot of our time. I am just patiently waiting the day when HIV/AIDS will take this rubbish president who has sold the legacy of President Sata.

May the soul of President Sata continue tormenting him to his Embassy Park.

  6. Stop abetting criminality Mr Lijimu. Read what the law on Taxes says about people renting properties.
If you have had properties that you have been renting and have not been paying that 10% WHT, then the law should visit you for ‘Tax Evading’.
You don’t empower citizens by promoting criminality. That is a wrong route to take for development.
All developed nations depend on their tax collections and this is what our government is doing by directing ZRA to collect the 10% WHT, + arrears from anyone owning any rented property.
So please stop seeking cheap publicity perhaps on things that you do not fully understand.
To you all landlords, Pay that 10% WHT now. This law has been there and if you have pretended to ignore it, then you should blame yourself

    • I agree with you that Zambia needs to collect as much tax but i want to also ask you to remind those in authority to collect the fair share of tax from the people digging our resources. Which prudent father would punish his children to satisfy neighbours? The people you are now targeting sacrificed for them to build those houses without govt empowerment save for the few that bought dilapidated houses, which where a huge cost as they needed renovation. To build houses, some got huge loans at exorbitant interest rates from govts favoured bank infestors, others used their gratuity and pension, which is already taxed. For some, it was their meagre taxed salary savings which they used. If indeed govt planned to broden tax using WHT why did they increase the cost of iron sheets in 2015 budget?

  7. I find people who parrot Sata’s legacy and vision to be intellectually bankrupt. Ba Lijimu must have been struggling looking around for something to talk about to advertise himself.

  8. Old man Sata’s vision is the reason why we are in this selfsame trouble bloated cabinet, ever expanding civil service work force, reckless infrastructure development, creation of pointless districts, misappropriation of funds… etc when there is no money!!

  9. Sata’s only vision was politics and getting the prestige to be occupant in plot one.

Beyond that point all he had was an opaque vision or a visionless dream.

  10. I seek enlightenment. Can someone tell me what Sata’s vision was. Did he share it with anyone? Sata was a separatist, thriving on the Divide and Rule philosophy. He separated himself and his kind from Northern Province and created Muchinga and this Muchinga has received more development than any other province since the PF took office.

  11. Problem with Zambians is allowing themselves to be misled by wrong people. Sata was not better than EL. EL has brought about open and a talking government. Even those who were hiding like Nawakwi, Mumba and many NGOs are now talking. Sata was quiet about constitution and even mocked Zambians about the animal constitution. EL has given a plan on the constitution. Enact some clauses thru parliament and others thru referendum maintaining the content same. Just what is wrong with this plan. If you think EL is weak because you are comparing him with a dictator, you are mistaken. FTJ looked weak and humble but ask those who thought he was weak what happened to them. This is likely to be seen with EL if you continue daring him. the man is open and want things done taking into account cost

  12. CONTD.
Those who want their dwindling political fortunes rekindled are the ones who want referendum. They know that after referendum EL will be broke and will have nothing to show for Zambians except failures in paying salaries. all construction project will halt as all the money will have been spent on voter exercise, referendum and elections. Then people will rise against EL to vote him out. But he is not blind to this and is why he will not succumb. Make no mistake EL is wining 2016 even if you do all you want to decampaign him. Opposition is no match to PF. Just wait and see what will happen in the next by elections. PF is winning all the 4 seats.

  13. Ba Lijimu bakalamba muli cisushi icikalamba. What was Sata’s vision? Ukulalwa neshamfumu? Ukucita appoint abantu abashilecita qualify as Chief Justice? Ukukwata ama Deputy Chief Justice babili illegally?Ama election petition and nullification? Ukwita ama minister ifipuba? Ukusenda RDA ukubika kukati? Ukonaula farming? Ukwisusha balupwa mu government?
Even if he had any shred of vision mule salako ama words yakubomfya. You can’t use desecration. were they sacred? Nangu bushe Sata ni Lesa mwa? How?

  14. We have short memories, can CSPR please remind us what that vision was? And how it differed from what all Presidents of Zambia have done or tried or planned to do for the country? Such as building new roads, reducing poverty, building schools or health posts, whether these are prefabs as now, or mobile hospitals and still used up to now, or selling council houses to sitting tenants? Under Mwanawasa that would not have been done, under Sata such a thing would not happen. Or when my father was alive he would not allow this and that. Are you sure we are not over stretching our imagination of people who have long left us, and in the process limiting our innovation and free thinking capacities to what past Presidents were able to do in their time and their limited capacities then?
