FILE: RAINBOW Party leader Wynter Kabimba speaks to UPND leader Hakainde Hichilema and his vice president Godfrey Bwalya at joint press conference by various opposition Political Parties among them Rainbow Party,UPND, ADD, Peoples Party, Green Party, UPP and NDP.

It is wrong for Rainbow Party leader Wynter Kabimba to allege that nothing will improve if Zambians voted UPND into power ‘‘because we have clear policies that spell out what we shall do to improve the situation in the country’’, says United Party for National Development spokesperson Charles Kakoma.

He said UPND would bring in a new breed of fresh-thinking leaders when it formed Government because the country could not progress was because of recycled leadership.

Mr Kakoma was reacting to Mr. Kabimba’s statement that Zambians had always made a mistake of changing governments since 1991.

Mr Kabimba said the changes that Zambians have desired have not met their expectations and that even if they were to vote for UPND this year, nothing would change because it had the same policies with the PF.

But Mr. Kakoma said his party did not have policies similar to those of any other party in Zambia. He said the UPND had the remedy to the suffering the Zambians were going through because it had properly spelt out measures to mitigate the challenges that affected various sectors of the economy.

He said once his party formed government; it would make a number of adjustments in various sectors in line with its policies in order to ensure that the problems that were facing the country were addressed.

“The UPND and the PF do not have the same policies. Actually, the UPND’s policies cannot be compared to any other political party in Zambia because we have a different way we want to address the challenges that are facing the country.

‘‘How can Mr. Kabimba say that we have the same policies when we have constantly condemned the way they (PF) have been doing things in the education sector, agriculture and many others where we feel much needed to be done?

“Right now we have two of our universities which have been closed with meal allowances for students scrapped off but for us, we have promised Zambians that we shall give them free education and so, the welfare of students will be looked at differently from what is happening now under the PF and so, it is wrong for Mr. Kabimba to allege that we have same policies because that is not true,” Mr. Kakoma said.

He said the UPND will pay particular attention to the agriculture sector by subsiding production because channelling resources to reduce prices for commodities was proving to be an impossibility going by the current situation where the harder Government tried to bring down the price of goods, the more the situation got complicated.

He said the reason why Zambia had not seen the change they had been anticipating since 1991 was because there was only change of political parties in power but the same individuals who had failed the people in previous regimes were brought back in government, thereby making the situation remain the same.

“Zambians are suffering because the current policies are working against them. When we form government, we will ensure that we subsidise the production in the agriculture sector as opposed to subsidising cost so that our farmers can produce at a cheaper rate. This will not only increase production, but will also reduce prices for commodities. We will also provide sound economic management by cutting unnecessary expenditure.

“The reason why there has been no meaningful change despite parties being voted in and out is that the same people have continued to govern. We want to bring a breed of fresh leadership,” he said.

  1. Kabimba had nothing to say. Never mind him. We are changing this mediocre government for a superior UPND government. This government can’t even organise simple HIV test kits!

    • How can you bring in New and fresh leaders when your party is full of recycled vultures whom you have signed a pact that they vote for upnd you award them with positions in govt. The only party which is free from recycled politicians is one for Cosmo mumba.

    • Yes indeed we are bringing Daniel Mukombwe, Masebo, Mwaliteta, Scott, Lupando Mwape, GBM, Konga, Lungwagwa etc with fresh thinking

    • HH I agree with you. These guys are embracing the likes of GBM. You think GBM will agree not be awarded with a position. Scott and Sampa are there waiting for appointment. When did Request Muntanga first become MP? Levy Ngoma, Mwaliteta all these guys are recycled. Don’t tell me that UPND planned to retire all civil servants and employ fresh ones. This recycled issue is a non starter for UPND. In fact even HH himself is recycled because he has been losing elections 4 times now. What can be more recycling than that?

    • BA UPND NABO BALIBA NO “BUFI BWA PAKUNYA”, TO USE RB’s FRENCH. THEY TALK LIKE YOUNG !D!OTS TALKING TO ANOTHER BUNCH OF YOUNG !D!OTS. FIRST AND FOREMOST GOD KNOWS HOW MANY TIMES HH HAS BEEN RECYCLED WHILE ECL HAS NEVER BEEN RECYCLED. DUE TO LACK OF MANPOWER IN UPND, THEY ARE AGAIN RECYCLING HH FOR FOR AUGUST ELECTIONS. ADDITIONALLY, THEY AGAIN GOING TO RECYCLE ALL REJECTS FROM OTHER PARTIES AND WITHIN FOR ALL ELECTABLE POSITIONS WHILE ECL AND PF ARE INVITING THE YOUTH AND WOMEN TO GO AND POPULATE KEY POLITICAL AND CIVIC POSITIONS IN ORDER TO PUMP IN NEW ENERGY IN THE GOVERNANCE AND MANAGEMENT AREAS OF THE PARTY AND THEREFORE, GOVERNMENT. SO, WHAT IS KAKOMA TALKING ABOUT?

  2. Wow, look who is talking about recycled politicians.. The UPND VEEP IS ALREADY A RECYCLED POLITITIAN.
The 11 MMD mps are recycled, guy wachikoti is recycled, Sampa kilometre is too. What is been explained by Mr Kakoma?

    • Has Guy Scot joined UPND? or Miles Sampa? or the 11 MMD MPs? Clearly they haven’t. You should be able to differentiate endorsements from becoming a member and holding a position in the party. The UPND like any other party will accept every form of support they receive from anyone irrespective of the individual’s past or current political affiliation. That’s just the nature of politics bwana.

  3. Mr kabimba sir you missed your chance when the late sata was around.you are well known your party can`t be compared to upnd so you better a decide now by supporting HH before you become useless okey.

    • JUST AS HH MISSED HIS CHANCE WHEN THE LATE SATA WAS AROUND TO BE VICE PRESIDENT AND POSIBLY PRESIDENT AFTER GLOOMING THE WAY ECL WAS GROOMED AND FIRST TRY WON THE ELECTIONS. SO, THAT MAKES THE TWO OF THEM, AND THEY WILL BOTH LOSE.

  4. Zambians are still in the iron age. The world is constantly changing and the manners of remaining in failed governments can take the country nowhere. Today you are crying in poverty tomorrow you go voting you forget.

    • BY expect change as inevitable because change is going to come.Maybe you are one of the people who has not felt the downhill fall of Zambia so change is coming on the 11 8 2016;

  5. For the first time I actually agree with Kabimba. He is very right. It seems like PF is cleansing itself whilst UPND is losing itself. My opinion so no need to argue!!!

  6. Seriously people you want to continue contracting loans every after 2 months under PF. You are not serious just like Lungu and his tandem of thieves!

  7. PF WILL HAVE NEW BRAND OF YOUNG VIBRANT POLITICIANS AS UPND CONTINUE TO RECEIVE RECYCLED MATERIAL. WAIT AFTER DISSOLUTION OF PARLIAMENT. YOUNG POLITICIANS, WE HAVE A CHANCE IN PF. APPLY FOR ANY POSITION YOU WILL GET IT. IF YOU GO TO UPND THOSE RECYCLED POLITICIAN WILL NOT GIVE YOU CHANCE.

  8. Ba Kakoma, just accept that your tribal party is million years away from ever forming government. You say ” you will subside production in agriculture sector” who hasn’t heard that nosense before? We thought you will tell Zambians something that will excite them like jobs on the mines, youth employment, industry and manufacturing, exports of value added services and goods, infrastructure development to support investments, to mention some but a few, now all we hear is old and unattainable ranting like free education Where on earth is there free education. Am in Singapore here and no one in the world talks about free education. You are the same chaps who have condemned PF for embarking on infrastructure development, how will the farmers transport their produce without good roads?
    Yes…

    • You are a hypocrite. How did you end up in Singapore? You must have gotten some kind of scholarship (free education) after obtaining some form of free education at the lower levels, unless you went as a stow away! Which is very likely judging by your reading culture and lack of understanding of issues. If you have cared to follow the UPND since inception the talk has always been prudent management of resources to invest into youth empowerment (read- education- employment and opportunities and easy terms for doing business), value addition, infrastructure development etc which you deliberately ignore. There is is some form of free education every where, in form of free internet for students at colleges, well stocked libraries, affordable caffeteria food, student travel passes etc.

    • @13 ECL…… You show us just bankrupt of ideas PF is. As a ruling Party, you shud be showing us what you have done rather than jubilating when Kabimba says there’s no difference between PF & UPND. Kabimba’s ideology is socialism. If you are erudite, you will know that this has been discredited both in Russia ( & former USSR) and China. These have embraced a free market economy. What Kabimba means is that instead of voting for PF or UPND, vote for Rainbow, who are socialists! 2ndly, PF “infrastruture development” is wrong becoz roads that are supposed to cost $400,000/Km are costing $2,000,000/Km!! They are using these “infrastructure dev” to steal from us. That’s why there are so many cadres in these projects!

    • @ ECL Zambia’s Choice 2016

If you are in Singapore, open your eyes and look around you. What do you see? Corruption? 1mbeciles pretending to be Ministers? Lawless society? Secret tenders? Police interpreting Law? Mountains of uncollected garbage? Annual collera epidemic? Load shedding? Investment interest rates of 40%?
      Just shut-up you 1mbecile.
Your Lungu and his bunch of thieves maskerading as ministers will be in Changi prison if they are Singaporean politicians.

  9. Contd
Yes we agree with Wynter Kabamba that there is no need to change government because the opposition has no alternatives to Zambia’s challenges. Again I’d one looks UPND today, it’s composition is worse than that of UNIP. You have embraced finished and hopeless politicians like GBM, Maureen, Sichinga, Nalumamba, Mwaliteta, Lungwangwa, Musokotwane etc, these are failures economically and politically
So apa it’s ECL all the way.

    • You are wrong again. The people you mention are not economic or political failures. Maureen was not in active except as a First Lady (a la Ba Esther), but is well schooled who can fend for herself a lawyer, Lungwangwa and Musokotwane have traceable educational references (cf Kaingu??CK??) and prior professional work prior to Cabinet work and performed superbly in their respective portfolios (at Education and Finance respectively) never had closure of the two Unis on account failure to meet student bursary agreement on time, neither did our kwacha so much ( I know you will shout global but hey, one is a position to solve problems). GBM(?) self made business man, stake your Singapore dollar account for comparison or come back home on campaign trail against him! Team UPND in Cabinet has not…

  10. ZAMBIANS, LETS GET SERIOUSLY START THINKING STRAIGHT THAT WEN ONE PERSON FAILS THEN EVEN THE OTHER PEOPLE FALL.1.EXAMPLE FOR INSTANCE, A QUESTION IS ASKED IN CLASS OR EXAM, 3/4Ss OF THE PUPILS MAY ANSWER THE QUESTION WRONGLY ,BUT ONE OR TWO STUDENTS ANSWER THE SAME RIGHT.
    2. EXAMPLE IS I WILL HAVE NO MONEY IN MY POCKET DOESN’T””””””””T THE OTHER PERSON ALSO HAS NO MONEY IN HIS OR HER POCKET.
3.MY FAMILY HAS NO FOOD ON THE TABLE DOESN”””’T MEAN EVEN THE OTHER FAMILIES HAVE NO FOOD.
SO LETS BE SERIOUS IN OUR THINKING WHERE GOVERNANCE OF OUR NATION IS CONCERNED,BECOZ AS CITIZENS WE ARE THE ONES BADLY HIT BY POVERTY ,NO ENOUGH MONEY TO MEET OUR DAY TO DAY WANTS & NEEDS AT NOT POLITICIANS AND THE BOOTLICKERS AROUND THEM. REFER TO THE SUBJECT MATTER ABOVE.

  11. I do not agree with Charles Kakoma when he says the reason why Zambia had not seen the change since 1991 is because there is only change of political parties in power but the same individuals. The person who can effect changes in any country is its leader. Look at Tanzania for instance, John Mufunguli and his Party, Chama Cha Mapinduzi (CCM), which had been in power since 1977 is doing wonders. He has retained some recycled politicians in his cabinet like Jumanne Abdallah Maghembe and Hussein Ali Mwinyi. It did not long soon after he was sworn that he displayed unusual zeal for austerity and impatience with corruption and waste. He cancelled Independence Day celebrations and embarked on street-cleaning to improve sanitation and arrest the spread of a cholera outbreak in the process…

  12. cholera outbreak in the process. Before he selecting his cabinet, he publicly issued a serious warning to the people he will select as ministers that he would not tolerate corrupt and bureaucratic government officials and that the ministers would have to work tirelessly to serve Tanzanians along with him. It took him more than a month after taking office, to announce his cabinet, composing of 19 ministries. It had 11 fewer ministries than the previous government; some ministries were merged to save money.

    • Good observation, @Jethro. My President is now moving to cut salaries of Ministers from $18,000 pm to $7,000 pm. He has told those who are not happy to look for other jobs elsewhere. This is a leader who is not bothered by re-election by cronyism but recognizes who the real electorate is. Pa Zed awe shuwa, we keep running mouths and embracing expediency…

    • Just wait ba Buldogs @ 20. We will show you on Aug 11. We need more serious leaders not those who don’t know whether they are coming or going! Who have no “vision” and keep talking about tribe instead of solving the country’s problems! Those who will look for the first excuse to go visiting with Mampi, JK and other jokers at tax payers’ expense! Those who attend ‘jerabos’ funerals and “can’t control violence”! Those who can’t make Mealie Meal available! I can assure you that Kabimba does not know what he is talking about! The pipo of Zambia will have their say on Aug 11.

    • Kabimba only thinks he is the best.He has kalijo .Hh leave him alone.Kabimba knows he has no chance after Killing Sata he thought he will be picked but not.

  14. Give us your UPND party manifesto in which you will show us how you intend running government once voted into power. I still remember the UNIP manifesto contained a section on one man one vote. This was at time when one had to earn a prescribed annual income and fill in a form in English before a magistrate to show ones proficiency in English. Some of the UPND members have said that they do not want to release the party manifesto now because other parties will copy it. The PF and MMD have party manifestos.

    • @ Senior RETARDED Enginer

PF has manifesto? Please enlighten me on its content. I may read the same to my grandchild as a bed-time story.
As to MMD party manifesto, is there anybody left in the “party”?
Somehow you are forgetting “me to” of January 2015?

  15. UPND has been condemned in the past for their policies such as free education, which shows their policies are different. And also most UPND leaders have never been in govt before including the leader HH. So kakoma is right by saying UPND is different. I believe Zambia can make a big leap forward with serious leaders such as HH. Some mistakes by PF are so baffling and unbeleivable. With clear minds, zambia cam make a turn around.

  16. Kabimba is a bit lost. Socialism now?!!! That is a discreditred ideology which even the Russians & Chinese have abandoned and gone for a free market economy.
We can have that discussion AFTER we have removed PF becoz right now, we do not even have the freedom to express ourselves! Surely only those who have no vision can compare PF to UPND. Right now P1 is to remove PF, then we can have Mr. Kabimba’s discussion whether socialism is still viable or not!
Mr. Kabimba, Mr. Mugabe, who all claim to be socialists, seem to have amassed significant wealth and are thriving in this “free market economy”!
No Mr. Kabimba, your sentiments are misplaced. Let’s get rid of PF first!

  17. Team UPND Cabinet has not been set up yet, but it will not be worse than this one.The low caliber this Cabinet both in terms personal wealth, occupation and education prior to MCS picking most of them from the street is well known. The few that had been to meaningful school or had meaningful income came in as nominated MPs. No wonder their propensity for self- aggrandizement- ” tuleteka” and the rush to amass wealth quickly so as to catch up though corruptly. There is also a clear lack of foresight and strategic planning. How does a country run out of essential drugs, staple food, fuel etc when there are people in charge! I know, it is GLOBAL!!

  18. I agree with kabimba because governments are running by civil servants so until our brothers and sisters change their mind set on public funds and work our great mother Zambia will remain the same.

  19. LEADERSHIP IS A PROBLEM IN PF THAT IT CANT BE COMPARED TO UPND , LUNGU HAS NO VISION OR NO CLUE HE HAS LANDED US INTO ICU. HH HAS A VISION AND UPNDS POLICIES ARE TOTALLY DIFFERENT FROM UPND WHY KABIMBA CANT SEE THE DIFFERENCE IS BECAUSE HE WAS ONCE A PF CHIEF AND HE IS JUST POLITISING, HE HAS NO SERIOUS FOLLOWING AND HE HAS NOTHING TO OFFER AS ALTERNATIVE. LETS NOT FALL INTO A PIT TWICE PF AND LUNGU MUST GO 2016 VOTE FOR HH AND UPND

  20. Kabimba, don,t be dull. You came with you donchi kubeba and changed things. What are you saying there will be no change.
    1. Kaunda changed things for the people, that we know.
    2. Chiluba changed alot of things by liberalising the economy. if you cannt recall, transport sector changed, mining sector changed and many more things changed.
    3. Levy Mwanawasa made great changes. The dollar became 1 dollar to 2.7kwacha from over 5kwacha when he took office. We could then start borrowing from the banks and things changed.
    4. RB changed things in reverse gear but at a slow and intelligible manner.
    5. The worse change came with you PF and you changed things so badly that we are not suffering back to pre Chiluba days…. And so we are going to change again only that this time we might have a…

  21. He said UPND would bring in a new breed of fresh-thinking leaders when it formed Government because the country could not progress was because of recycled leadership.

Mr Kakoma was reacting to Mr. Kabimba’s statement that Zambians had always made a mistake of changing governments since 1991.

What are the former MMD and PF Chaps doing in UPND?

  22. The voting icon on this site not operational. I am not able to vote. Is everyone else in diaspora experiencing the same or its just for me. Someone please confirm. As for Kabimba, he is a big loser. He wanted to be President under PF but he lost the chance because he as too power hungry to just wait a few months for his boss to leave. He has no chance in the upcoming elections. He is envious of the incoming UPND team. Time to jump ship maybe but who will accept him?

  23. KABIMBA HAS NOTHING TO OFFER, HE STILL HAS PF MENTALITY OF TRYING TO LIE TO THE PEOPLE, THE ECONOMY OF ZAMBIA IS technically in ICU and all what it needs is not policy of any party but needs HH WHO IS AN ECONOMIST, PLANNER, STRATIGIST,ETC TO RECSUSTATE AND BRING IT TO LIFE OTHERWISE MOTHER ZAMBIA IS LOST FOR ONCE AND FOR ALL.

  24. Comment:PF is not there to decieve people like Up and Down besy advoca
ting for free education Therefore PF will continue with less difficulties . l totally agree with Kabimba. In short there no better manifesto than PF manifesto which Lungu has been following. That is why I always agree with when he says he has no vision becoz of the good PF manifesto in place.

  25. Kakoma and his UPND are able to charm the back off a tree with their rumblings of making Zambia a better place if (and I say IF) given an opportunity to rule Zambia. They claim not to have the experience of running government and shall be experimenting. This is the kind of thinking in the UPND that they are not part of group that is ruling. Why are they in parliament if not to help govern this Republic? Your leader is also recycled 4 times before and this wanna be his fifth attempt.
