UPND Did Not Refuse To Sign Peace Treaty

We wish to correct the lies published by state-sponsored media that we refused to sign the Electoral Commission of Zambia (ECZ) peace treaty last Friday.

Contrary to these lies we did not refuse to sign the document, but as victims of PF perpetrated violence we requested the inclusion of provisions to sanction those who fail to respect the terms of this latest peace agreement. We requested their inclusion to ensure this agreement has more weight than those signed in the past, which have been quickly discarded by the PF once they have had their photo opportunity. At the meeting it was agreed that an addendum to the agreement would therefore be drafted by the ECZ, in which the rights and obligation of the various parties would be detailed. To date we have yet to receive this draft for further comment.

The UPND has been among those most vocal in calling for a meeting between the parties on this subject. We have consistently denounced violence. We were among the parties to willingly sign the accord after the meeting called by the church mother bodies earlier this year in good faith. In that agreement there were clauses that included requirements for the public media such as ZNBC, Times of Zambia, Zambia Daily Mail to be neutral and non-partisan in providing equal and fair coverage of political parties and other stakeholders. There were also undertakings to provide for equal opportunities in holding of political meetings. The PF has violated these terms and others, without apology.

    • Devising an instrument to replace the law says to the world, there is no leadership. If the law is clear about violence and there are agencies trained and equipped to enforce it, there is no need for all this.

  1. Good work UPND team. I agree with your statement and its in line with what deputy director for ECZ said last night on assignment. The public media has lost credibility. We now know they speak the opposite to the truth.

    Not their fault, they are being used by politicians.

  2. Who is going to monitor the implementation of this peace accord. For instance we expected the church mother bodies to monitor the first one but they went mute even when it clear that some parties to the agreement were abrogating the accord. I don’t think ECZ have the capacity to monitor this new accord.

UPND stance on this matter is very correct and commendable.Thru the draft peace accord PF and ECZ wanted to transform the victim, UPND, in the Chawama shootings and murder into co-aggressor. Lungu, ZRP and PF must be held accountable for the shootings and murders. ECZ should punish the aggressors in this incidence and not hide behind the Peace Accord.

    UPND stance was welcomed, I think you did a correct thing, it shows you are capable of analyzing and assessing situations unlike others who just love ka pen and signing what is put in front even if its rubbish. If your comments were NOT valid, I am sure ECZ, would have been the first to scream. The fact that they accepted your comments shows you were right.

    Therefore, don t apologize, and you don t need to set your records straight as its clear you had a good intent. Issuing such statements would just show your weakness.

    Damage control tactics. Someone was misquoted by the public media. But I am sure people did not misquote znbc on this matter because I hard the same on one private media today.

    Look here UPND, the bottom line is that HH did not sign, did he?? The rest is semantics as you know that there will be no time and meanwhile you will use the time to send more Mapenzis to an early death.

  22. Did HH sign? No. What I know about amendments as stated by Patel is that you sign the basic document and then an addendum or amendment is nade which you sign again. There was.mothing wrong with the Peace Accord as originally signed by sensible candidates, the amendments demanded by HH could be incorporated later. But just to teach HH that the accord was a high level document re-emphasising the need for peace but not requiring all that detail which is covered by laws of Zambia. Bottom line is that HH did not sign, refused to sign is not incorrect. It is just usual damage control by HH via Patel after shooting himself in the foot as usual for the underfive who never learns and continues to overrate himself.

  24. The reality question to you is “did you sign?”. Secondly, why going with cadres to such a formal meeting? Insolence, arrogance, pride; that’s the description.
