Paul Moonga’s seven-year presidential term extension idea is personal-Wina

Government says suggestions by Member of the PF Central Committee Paul Moonga to extend the presidential term limit to seven years do not represent Government’s and the party’s position.

Vice President Inonge Wina has since distanced Government and the PF from Mr Moonga’s suggestion.

Mrs Wina told Parliament on Friday morning that the matter has never been discussed by Government or the party.

“Every Zambian has the right to hold an opinion and that suggestion was entirely the opinion of Mr Moonga,” Mrs Wina said.

She said this is the first time that such a suggestion has been made by anyone and that the party was also surprised that it came from a member of its central committee.

Mrs Wina said the PF Central Committee or Cabinet has never considered such a matter.

He said Mr Moonga’s suggestion does not have the blessings of the party or the government.

Yesterday, PF Member of the Central Committee Paul Moonga addressed a media briefing at the PF Secretariat and made a proposal to extend the term limit for elected pubic officials from five to seven years.

Mr Moonga said having elections every five years is costly.

Meanwhile, opposition Green Party President Peter Sinkamba says it would amount to constitutional dictatorship to consider extending the tenure of office for elected officials from five to seven years.

Mr. Sinkamba says five years is enough for Zambians to assess a government and re-elect a governing party if they are satisfied with its performance.

He says those calling for an increase in the number of years for a term of office want to better their own lives and not those of the citizenry.

Mr Sinkamba has since advised PF Central Committee member Paul Moonga who has proposed the extension in term of office that such a move is a dangerous venture.

Mr. Sinkamba states that the moment such a proposal is approved; Zambians would experience unprecedented levels of economic hardship if a bad government is elected.

And Forum for Democracy and Development, (FDD) Spokesperson Antonio Mwanza says the reasons given by Mr. Moonga are not justifiable.

Mr. Mwanza says the country has made many changes democratic and will not allow the extension of the terms of office for elected officials.

He says five-years is enough time for one to deliver to the Zambian people.

    • So how could a press briefing be held at the party headquarters without the knowledge of even the Party SG? They are just testing the waters and hoping that citizens will be docile as usual.

    • Boma Wina buhata bumaswe! Your own Defence Minister, Davies Chama, said some time back that it was better to have a one party system. Moonga’s idea is a half way house. What is clear is that PF are testing the waters for radically changing our political system. PF will do anything to hang onto power for as long as possible.

      Levy inherited rundown economy from Chiluba. Despite not having genuinely won 2001 elections because he had sound programs 2follow by end 2006 Zambians gave him resounding victory by 300,000 votes over Sata. Reason he performed: K3.2/Dollar, debt cancellation, new mines opened & recovery from global economic meltdown.

      If Lungu is worthy leader let him lead us out of the economic mess Sata left us in just like LPM did with Chiluba’s mess. He shud not only exploit +ve PF accolades on the now ceased Roads infrastructure but shud also take responsibilities for Sata’s mess. If he performs in 5yrs he can get 2nd 5yrs if he qualifies & he wud rule for 11.5yrs. A good leader solves problems not swimming in others’ glory like…

    • A good leader solves problems inherited like Levy did not just swimming in others’ glory like Lungu who only wants praise for roads infrastructure which he never started or accomplished. By the way roads development has almost been abandoned! When people remind him of PF failures he shifts blame to his predecessor. Why not also pass the achievements to yo predecessor cos in 1yr u really achieved nothing? .

      Imagine being ruled for almost a decade by a low energy terrible leader, who may have won it by way of a fluke situation. This talk should not be entertained. In fact it should be fought with a force similar to Chiluba’s 3rd term bid fight. 5 years is enough and SMART time to let leaders hung or prove themselves. Now development rides on objectives that are 5 years specific; 5 years measurable; 5 years attainable, 5 years realistic and 5 years timed. We shall not give it up to one person to develop Zambia overall. After 5 years, you’re put on an election scale and we judge you accordingly SERVANT.

  3. I have just been on facebook where a young man has asked the President to take heed of such outrageous suggestions and the a five-year term is good for all because it prospects the people from but Presidents and good Presidents from bad people. I think that is a good warning.

  4. Remember Chiluba’s third term fiasco? This is a repeat of that mess – there will be denials and bland comments from the beneficiaries in this episode while testing the reaction of the population. Watch this space very carefully. By the way, the Phillipines have a one 6-year term. Why can’t we advocate for something like that instead of creeping the one-party fo.lly onto the population. Please mwa bantu!!??

  5. We all know ECL is on last tour of duty and now on his last term. People voted for him because they believed he would rid himself of bad elements so he could govern well. Alas we still have men with heart issues in office, persons that failed to settle their debts meant for SMECS, questionable characters that pull out guns when dining at 2am….the list goes on.     This Moonga story is very much similar to the attempt by PF to replace English with a local language as official language in Zambia. The late Sata tasked the then SG Kabimba to get the plan started, Kabimba struggled with his conscience because he knew just like all Zambians knew that the idea was to impose bemba as official language. Before long Kabimba was fired. The PF is much more dangerous than UNIP under Kenneth Kaunda. Lungu’s hunger for power is frightening and will lead to chaos in Zambia.

  16. 7 years can make a President go to sleep. A President needs to be kept on his toes with a five year or possibly four year term. Besides, we need to give chance to others to also become Presidents. But, of course, not Kalusa.

  23. PERSONAL BUSINESS AT OFFICIAL PREMISES?
    The statement by Madam Inonge Wina is scaring and unconvincing. The media were called by a very senior member of the PF to briefed about the proposal to extend the term to seven years. If individuals in PF are free to use party resources (the PF Secretariat) for personal adventures then that, by extension, explains the anomalies in the Auditor General’s 2015 report. Paul Moonga should be disciplined publicly for the abuse of party property and bringing the party into unnecessary ridicule. Short of doing so, will imply that the suggestion is in fact the official position which the PF now seeks to retreat from as it has not been well received.
