PF MP moves a private member bill to remove the 51% +1 clause from the constitution

Patriotic Front Mwansabombwe Member of Parliament Rodgers Mwewa has moved a motion in Parliament seeking to amend the constitution.

In his private member’s motion, Mr Mwewa wants Parliament to urge Government to amend the constitution so as to provide for membership of Members of Parliament to local Councils and also to remove lacunas in the constitution.

Mr Mwewa has proposed among other amendments that the constitution be amended so that the election of the president reverts to the simple majority system from the current 50% plus one vote system.

Mr Mwewa says under the current constitution, there is no link between members of parliament and councils.

Mr. Mwewa says the inclusion of members of parliament in the membership of the council will ensure a well coordinated approach to development at all levels within the context of decentralization.

He explains that local government is the sphere of government that is closer to the people and so as representatives of the people, they need to have an input in the decisions that the council makes.

Mr. Mwewa stresses that the exclusion of the members of the parliament in councils is detrimental to the development of the constituencies they represent.

By broadcast time Members of Parliament were still debating the motion with PF Members of Parliament in support of the motion while those from the UPND are opposed to the motion.

  1. This is what happens when a country is going no where? The only ideas available are retrogressive ones meant to benefit are greedy few. He wants allowances every where in Parliament, councils, seminars and a monthly pay.

  2. Let’s also limit MPs to two terms as well as those contesting for presidency. Can’t we learn from USA where you just try once. Why should we have HH, Telienji Kaunda, Banawakwi on the ballot paper again? Let’s have fresh blood With fresh political ideas. MPs help us pliz!!!!

  4. Because it was very difficult for PF to steal votes with the 51 +1 clause they now want to remove it because they know that during the next election they risk war should they steal the vote. Now that we know PF’s tricks in and out, we wont leave any rock unturned. we will infact just start burning tyres on those found tempering with votes in next election. enough is enough

  5. I hope this does not go anywhere. How can somebody propose to amend laws that are actually working or that are yet to be tested and which were proposed by the people? God please speak sense to our law makers to concentrate on business in the house that is for the benefit of the ordinary Zambian who fought hard & waited for decades to have the law in current constitution in place.

  6. i heard the debate one mp even proposed that the law were retirees remain on the payroll until they are paid terminal benegits be amended as this is too costly. Dununa retiree.

MAN MADE LAWS DO EXPIRE WITH TIME, LAW MAKERS SHOULD MAKE AND AMEND LAWS AND POLICIES, THATS WHAT THEY ARE VOTED AND PUT IN LEGISLATION OFFICE FOR. WE SHOULD LEARN TO BUILD CONFIDENCE IN OUR MPS, MPS ALSO ENSURE YOU DEBATE UNLIKE SHUNNING SITTINGS.

    • It would help if you could give us that exact number of times the USA consititution has been amended. Don’t get me wrong, I against what this Mwewa is suggesting.

  8. When the nation is undergoing a recession, how could the issue of 50 +1 be a priority? This is connected to Moonga’s proposal to increase the presidential tenure of office. And is it coincidental that all these proposal are coming from PF? It looks like a well calculated strategy towards one party state. Let the PF leadership come out clean on this one. Let them tell us their intention.

  9. The 50+1 clause was inserted for a good cause it allowed for less chances for one to rule with a minority so it was a good insertion I would pray it stays in. Now I am more concerned with the MP who moved the motion. I could be wrong and if I am I apologies in advance but wasn’t he facing corruption charges for some ambulances he purchased? I also recall his wife was PS at cabinet she took was before the courts of law. Where those matters deposed of?

Shallow minded politicians, people are desperate for survival because of poor-oriented choking structural Adjustment programs in this bedridden economy and the people who caused the mess are desperately trying to find ways to stay in office for ever. Change the PF constitution not the national one, it was a reflection of people views.

  11. Gen Godfrey Miyanda advised the President Lungu not to sign the constitution with eyes closed. If anything he also advised the president not sign the constitution but didn’t bother to heed the generals and went ahead to organize a big ceremony which cost the country only to bring us to this retrogressive stage. Beniko serious for once. I advise the president to watch the constitution signing before Parliament can proceed with this motion or before he can sign the amendment. This time don’t ignore my advice Mr President

  12. I think Lungu has some monkey MPs. yes they’re monkeys who jump from one party to another and from one idea to idea. let not the normal MPs entertain this monkey’s idea.

  13. while Trump’s team have already planned of what they want to achieve in the next 100 days, PF MPs and their leader only know how to go to the airport to drink and only dreaming of changing the 51+ clause. Shame. No wonder Zambia can’t rise to be where it is supposed to be

    • On the issue of Airport and drinking, do you know that current development of the new terminal at KKIA also include construction of the Presidential lounge with bigger surface than new terminal transit lounge, new apron in front of the lounge and connecting taxi-way?
      Just one question, why it has been kept secret?

  14. 33 amendments have been made to the USA consititution since 1789 and all for a good cause i. e. abolition of slavery etc. Since independence, the current consititution has been the apart from some loopholes which the MPs must strive to seal. Let’s not go back to the days when amendments were meant to bar or protect certain persons on account of age etc.

  15. This is when a lot of foolish Zambians will understand a simple word REVERSE which they were dancing about ignorantly. Lungu must reward the fools who composed Dununa Reverse for being truthful about his driving the nation backwards probably concentrating on the rear view mirror.
