PRESIDENT Lungu says some people are mischievously using his name to intimidate permanent secretaries into doing wrong things and has warned that he will disown such controlling officers.

The President said out of fear, some controlling officers have made wrong decisions which are against the law and regulations.

“Several people have made decisions in my name against the law fearing that the President will fall on them like a tonne of bricks. I am not that type of President because I know what is good and what is wrong,” President Lungu said.

He said this at State House yesterday after swearing in eight controlling officers.

Those sworn in are Mushuma Mulenga as national coordinator, private sector development, industrialisation and job creation at Cabinet office; Juliana Chilombo as permanent secretary, parliamentary business division in the office of the Vice-President; and Dick Shichembe as Accountant General at the Ministry of Finance.

Others are Ministry of National Development Planning permanent secretary for development planning and administration Chola Chabala and Ministry of Tourism and Arts permanent secretary Liya Mutale.
The rest are Commissioner of Lands Wilfred Muma; Copperbelt permanent secretary Elias Kamanga and Northern Province permanent secretary Jobbicks Kalumba.

President Lungu said some people falsely tell controlling officers that he had issued instructions, and out of fear they (controlling officers) implement wrong decisions.

He advised them to simply look at the rules, the constitution, financial regulations and all the relevant statutes and the policies that Government has made.

“The buck stops at you. When auditors come, it is you they query. So, reflect and cross-check. If I want to give you instructions from State House, I will call you and interface with you and say this is how I feel it should be done.

“Don’t let the name of the President make you tremble and do wrong things because I don’t instruct anyone to do wrong because I know the law,” President Lungu said.
The head of state advised permanent secretaries to cross-check things and even tell their ministers what the rules say.

“I am holding you accountable. If anyone does something wrong in a ministry, the buck stops at you. Even your ministers tell them ‘sorry honourable minister, the rules are these’. You can only go that far.

“Provide leadership. So help us to provide the best for this country. Zambians are not wrong to have trusted PF. We won three times in five years. We have won elections because people have confidence in us and I also have confidence in you. If you let me down, I will let you down. You have been hired and so you can be fired. Place yourself in a position of relevance and do the right thing,” President Lungu said.

And the head of State has urged controlling officers to be courteous to people.

He said good manners are also part of good leadership.

“Please be nice and courteous to people. Be kind. Even the letters that you write, use polite words. Be civil. We are where we are because of them. You shut the door in their faces, bang the phones on them, that is not good,” he said.

Meanwhile, Mr Kamanga has praised President Lungu for appointing young people to leadership positions.

Mr Kamanga said his appointment as permanent secretary consolidates President Lungu’s vision for the youth.

He was speaking in an interview at State House shortly after being sworn in.

“Young people are no longer leaders of the future. We are leaders of today. Even my minister (Bowman Lusambo) is a young person. This solidifies President Lungu’s belief in young people,” Mr Kamanga said.

He said the Copperbelt is important to Zambia and the President has appointed young people to head it.
“President Lungu has done what many Presidents have not done – to believe in young people,” Mr Kamanga said.

    • Christians for Lungu has paid off of Dr. Liya Nawa …..really and you say you don’t do wrong when clearly you have appointed a cadre to position of Perm Sec. to civil servant at the expense of professionals… how can we Zambians have short memory? this Lady was aggressively campaigning for Lungu in the Last election. Given the support she gave you, You should have given her some other position than Perm Sec. And you have the audacity to preach “doing the right thing” ?? and You turn around and say technocrats are letting you down when you keep frustrating them. Eyo kwena Mr Chapona!

      If HH is making serious reflections on his life, making frantic efforts to engage in personal effectiveness and selfless acts, repent, visit and reach out to areas that he toured during the campaigns, start making positive statements like he made about the youths engaging in entrepreneurship-showing them how; make donations to the poor he was taking snap shots with during his campaign trail in short, start acting civil, responsible and positively engaging the citizens, HH will rule. He will be the next KABYESI at an appointed time! There is definitely time for everything and failure is definitely not final. PEACE!!

    • Isn’t Dr liya Mutale a Medical Doctor ,can someone provide guidance on how she will perform as a Permanent Secretary for Tourism, aren’t Permanent Secretaries supposed to be skilled and provide Technical and skilled guidance to their ministries and Cabinet Ministers in some cases, isn’t The Tourism Ministry a critical Ministry?

  2. The president should also consider appointing people from Northwestern, Southern and Western provinces. We’ve had enough Easterners and Northerners so far.

  3. I sincerely hope you mean that Your Excellency! Those are very positive words. And the best thing for controlling officers is to consult with the Head of State whenever they are faced with situations where some people go to their offices in the name of the President to make certain decisions.

    • Are they telling us there are No qualified, experienced Tongas, Luvales, Lenjes, Lozis, Kachokwes, Luchazis, Ilas, Toka-leyas, Solis?

      Just watch DeadNBC news: 99% of the newsreaders, cameraman, reporter & the people being reported on will be either Nyanja or Bemba. Yet the events will be in N/W Rhodesia.

      Politically it’s One Zambia but economically and socially it’s Two Nations.
      SouthWestRhodesia is only good to be the horse not rider.

      SWR is only good for exploitation of its abundant natural wealth for lopsided development of unproductive Luapula, Eastern and Muchinga from where only Imbowa, Mbeba and fInkubala are major contributions to the people of Lusaka and Copperbelt.

      Only God’s wisdom has saved SouthWestern from total extinction. Imagine if all Copper, emeralds & major farm products (crop & the derided beef) come from NER wud tribes uve hav mentioned bn allowed there enmass like the migrants infesters themselves hav invaded CB & Lsk?

    • How do you know she is bemba? What if Mutale is her husband’s name? Most Zambian women especially the older generation used to take their husband’s surnames once married.

  8. Dr Liya Nawa Mutale is fake she was campaigning for Lungu so she could be given a position, they worked it out with Wina, you can see from her broad smile, that is her appointment. God will judge all these fake believers in due time

Those who believed in PF manifesto, whether Tonga or other tribes you have listed above have been appointed in very high position such as Minister of Southern, Western and North Western Provinces. And it is just common sense to appoint people who will support you to achieve that which you promised to do. Most of such people mentioned can frustrate the President.

  11. Lungu, without doubt the buck stops with you don’t blame your subordinates. You create a mess everyday because you have handed over your position to Rupiah Banda and you are just a stooge, a puppet on a string with Rupiah pulling them. The buck stops with you and one you will be held to account and face the consequences for your daily wrongs. No wonder you are referred to as an illegitimate president. Is Zambian under a curse?

  12. Why don’t we move swearing ins to the Ministry of Justice so that the President can be freed to start to work. Please compatriots I need support on my wonderful proposal. The President is being distracted from working because he is just swearing in people every day, When is he ever going to work

  13. Liya Nawa – leader of Christians for Lungu. What an audacity to claim Lungu a mere worm has human beings as his, under his name. We still remember the stance you postured as Christians for Lungu – judgement is awaiting you.

  14. Swearing in ceremonies non-stop. Are all these vacant positions that are being filled in or he is creating new ones? Some of the role titles, you wonder what they actually do.
