The opposition UPND has described the killing of a ZAF officer by alleged Zambia police officers as enough confirmation that the police service has been infiltrated by PF “thugs”.

In a statement Mutale Nalumango the UPND national Chairperson said her party has provided evidence and written countless letters highlighting police brutality but that the efforts have fallen on deaf ears.

Below is the statement as issued by the UPND.

We wish to extend our heartfelt condolences to the family of Sgt Nchimunya Moongwa, the deceased Zambia Air Force (ZAF) airman who died in police custody. It is alleged that the late was beaten to death while in Police custody at Woodlands Police Station.

So far we do not understand how a person can be beaten to death in police cells at Woodlands Police station considering the close proximity to their offices and that the victim may have been screaming for help.

The brutal beating of the serviceman Choongwa is confirmation enough of what we have been saying all along that the Zambia Police is infiltrated by PF thugs who are not only badly trained but are carrying out orders from Mr. Edgar Lungu.

We have for a long time provided evidence and written countless letters to the Inspector General of Police, highlighting Police brutality and infiltration by PF militias in the Zambia police, but all these efforts have fallen on deaf ears. This is because Edgar Lungu has deliberately designed the Police to be an extension and integral part of the PF in order to carry out murderous orders and brutalise citizens into submission and fear, even on offences such as traffic as was the case with the deceased.

The killing of Nchimunya a 33 year old ZAF airman should leave no doubt in the minds of citizens that Lungu has turned the Police into a lawless organisation that is designed to instill fear in the minds of citizens. Clearly they are not succeeding in instilling fear other than creating contempt for the police.

Lungu must tame his militia and thugs in police uniforms because the latest route he has taken of extending his militia’s murderous activities, to members of defense and security raises insecurity of unprecedented levels.

The killing of Choongwa by the police is a further indication that Lungu may not be in total control of the Zambia Defense Forces as regards the security of the Nation.

Lastly, the beating that led to the death of the ZAF serviceman by the PF thugs dressed in police uniforms, should be a wakeup call for the nation, that we are dealing with a ruthless, visionless and directionless regime, that will stop at nothing to brutalise, intimidate and KILL citizens in order to achieve their evil objectives. How can a traffic offence be a basis for killing someone?

The Zambia Police is very demoralised. Professional Police officers are being overshadowed by PF Cadres. Brutality and total disregard of procedure is the order of the day and guess who is Commander in Chief? Edgar Lungu!

When PF ZP repeatedly kicked the head of a UNPD cadre at woodlands last year some laughed, when Mapenzi was shot last year for trying yo attend a UPND rally some jeered on saying fix UPND. Now PF ZP has come full circle and coming for you too. Evil breeds evil, violence breeds violence this is only the beginning. Zambians you will learn.

Nalumango, what warped thinking is this? Kwena our opposition, can they say something sensible for once! And please dont politicise the death and funeral of our dear departed. The family is still in mourning and dont need to listen and read stupid statements!!

Bamayo the world over people die in Police custody which is a very unfortunate. It is not something that is unique to Zambia. The Police are very stupid and are cowards who thrive on intimidation. The Killing of Nchimunya is a very unfortunate event and no well meaning Zambian supports this act. However you can not allude this to the PF. Even in your days under MMD this used to happen but no body alluded such incidents to the MMD. What the current government needs to do is to restructure the way things are done in the Police Service or institute change management of culture so that they can coexist with there counterparts in the defence wings and generally respect human rights. It is no secrete that there is a lot of animosity between the police and their counterparts in the defense…

I am not a Supporter of any political party! However, killing of fellow human beings is unaccepted and people who commit such crimes should be hanged! FULL STOP!.
If many are hanged, it will stop them from killing others. Think of the family of the person who is killed, they are bereaved and they have will never see that again. And yet the Killer is only sent to Jail for a few years after which he enjoys life with others.
PLEASE LET US STOP KILLING IN ALL AREAS OF SOCIETY BE IT VILLAGE, TOWN OR SOLDIER FELLOW POLICE OR FELLOW HUMAN BEINGS.

When we ask for Strong opposition Party to offer checks and balances this is the mediocre we want to avoid….We all sympathies with the ZAF killing but clearly a party to wake up from slumber of this issue is a concern. ECL was in parliament to give state of nation address( I dont like him either) but we needed proper debate on policy statement he said . lets hear the opposition either praise it or condemn it and give thier side of story

The Zambian police routinely engage in cruel, inhuman, and degrading treatment, including torture, to extract confessions.
The government should investigate, discipline those found to be implicated, and train officers to interrogate suspects without coercion.
Once in Zambian police cells people are beaten with metal bars, hammers, broom handles, police batons, sticks, or even electrified ****.
“Hanging suspects from the ceiling and beating them to coerce confessions is routine police practice in Zambia,”

KK used witchcraft thru his handkerchief into causing people to love him and to fear him.Lungu is using witchcraft into causing deceived preachers to think that he is a Christian yet he is a ruthless thug and KK is quiet. The Catholic is quiet.Where is Bishop Chinyemba?I miss that Catholic bishop who died in Mongu. We prayed for KK’s witchcraft to be broken and he crumbed. The earlier true Christians start to pray against Lungu’s witchcraft the earlier the victory.

Madam please separate politics from reality. It’s not the first time a person has been killed in police cells ….not just Zambia but all over the world (Brazil not one but tens) . Don’t just jump to politicizing everything. I am maybe wrong but you must be in your sixties and was once a head teacher at some secondary school so more is expected from you than form five drop out Nevas Mumba. If you think you can do a better job simply take over the investigation.

Police brutality is politicking to you? Many people have silently died in police cells and prisons. Mapenzi Chibulo lost her life leaving an orphan, many have been disabled. To you all this is politicking. Only when lungu maims you personally that is when you will realize that these are human right issues and not politicking.

@Daniel please debate with a level head. We’re all sad that a life has been lost in such a manner but Mrs Nalumango cannot say this can only happen under PF. Very untrue because even during her time in government people died mysteriously and brutally.Up to now some of these murders have not been solved. Yes condemn the police for either carelessness or brutality. If accusing the PF of murder to you is not politicizing the issue, then tell us what you want to call it.

Ndanje Khakis, exactly, it’s a sad development that a person has died in police custody. Police brutality isn’t a new thing, we as a country need to find a way police are made accountable for their actions.

Daniel, the manner Nalumango has responded isn’t progressive.

Architects of Genocide. Why always negative and misrepresenting everyday events that happen to bring gov’t down. Why must it be gov’t that’s killed the ZAF office. So anyhow, how does the gov’t infiltrate ZAF? Is ZAF not one of the bodies working in tandem with national security issues, therefore an arm of the gov’t?

The connection is that Upnd in their desperation will blame everything on PF even when someone chokes on water and dies. It will be PF. Let the family mourn their departed loved without making it more uncomfortable for them.

ALL THOSE THAT ARE DEFENDING THESE SENSELESS ACTS OF VIOLENCE SHOULD REMEMBER THAT “HE WHO LIVES BY THE SWORD DIES BY THE SWORD”. THE DAY MAY COME WHEN IT WILL BE ONE OF YOUR OWN THAT WILL FALL VICTIM TO THIS KIND OF RUTHLESS AND INHUMAN TREATMENT. WE ARE SUPPOSED TO BE A CIVILISED AND LAWFUL SOCIETY. THIS IS CLEARLY NOT LAW AND ORDER. THE GOVERNMENT HAS THE RESPONSIBILITY OF MAINTAINING THE PEACE AND CIVILITY. LUNGU NEEDS TO TREAT THIS INCIDENT WITH THE CONTEMP AND SERIOUSNESS IT DESERVES. LUNGU HIMSELF NEEDS TO SHOW LEADERSHIP AND VISIT THE BEREAVED FAMILY AND ASSURE THEM THAT THE LAW WILL TAKE IT’S COURSE AND JUSTICE WILL PREVAIL. THIS COULD LEAD TO A HOSTILITY BETWEEN THE MILITARY AND POLICE SERVICE THEN AND ONLY THEN WILL THESE POLICE THUGS BE TAUGHT A LESSON.

I am shocked that such outbursts can come from madam Mutale Nalumango.I have great respect for her, but since she joined the moronic leadership she has been losing the brilliance and ironic touch she had.Lungu or PF is not in charge of recruiting the police officers, professionals are involved. These officers are come from all walks of life. She failed to condemn the killings of people in Southern Province by her national party for national destruction(upAndOWN), including the displacement of non-southerners in Namwala. What is she talking about? You a very respective educationist.Do you want to relagate yourself to puppet ship like prof Lungwangwa who is now following blindly

The problem with whoever you are is that you are dull and do not critically analyse news, all those pictures that were shown as Namwala were from South Africa but some of you dunderheads believed that it was just because it was PF spreading false news. I wish stupid Zambians can wake up and smell the coffee that this government is milking the treasury while you sing their praised for bread crumbs they are dropping for you.

What shocks me ROKA is if she has fact and info about the PF thugs in police, why don’t they avail the rightful authorities (the police complaints commission and the ministry of home affairs) and show Zambians through the media about this problem? These dundumwezi types keep on barking about falsities about the PF and fail to prove anything!! Now their stu.p.idity in parliament has landed them in hot soup even their spokesman is defending hh that he didn’t tell them to boycott ECLs SONA address-real fo.o.lish.ness./Stone age politics, these guys lack a real stratergy!!

The decision by Lungu to infiltrate ill trained PF Cadres into ZPS and other govt Institutions is the Root cause of Police Brutality. Mapenzi Chibulo was shot and murdered by ZPS, a PF supporter in Kitwe was shot in his own bed by ZPS,a UPND Supporter was shot and wounded at the High Court and now Choongwa of ZAF has been murdered in Woodlands Police Station cells. The politicization of ZPS has turned the Police Force into a PF militia and Mapenzi Chibulo and Choongwa have been murdered probably becoz of their names and being suspected of being UPND Supporters. PF Leadership has shown disdain towards Tongas and this has brought about Xenophobia against the Tonga People and members and supporters of UPND. The Disputed and Petitioned Election has polarized our people and the sooner this…

Good afternoon morning and evening to all Zambians around the world. I would like to confirm that we are relieved that we have not lost any lives from our upnd team in London following the terrorist attacks in Westminster today. We are also glad that no Zambian lives have been lost. It is sad that the pf government in conjunction with their cadre high commission in London have not issued a statement as we have many Zambian economic refugees in UK who have been forced there due to pf failures. Rip to the four that have lost their lives. Meanwhile here in Zambia the pf police are killing innocent people who actually are employed to protect this nation. How sad

People are skirting their real complaint. The zaf nco was Tonga by tribe so they are making this a political statement. This is really a murder case. Due process for administering a RTA was not followed. Inordinate violence was used.

  21. vote

What is the correct procedure for handling a RTA? Was this procedure followed? How did this change escalate to a confrontation that required an arrest? Was the Sargent arrested? By whom and for what? Were all the people that were allegedly involved checked for bruises and blood spatter? Was zaf military police called to collect their personnel? Why / why not?
