Minister of Home Affairs Steven Kampyongo says all foreign nationals who come in the country regardless of the purpose of their visit have an obligation to follow the rule of the land.
Mr. Kampyongo said it doesn’t matter what intentions they have whether it is to seek residence in the country or carry out work as the law does not favor anybody.
The Home Affairs minister said this in response to government’s statement over two Chinese nationals who allegedly murdered a Zambian by beating in Mpongwe district recently.
Speaking in an interview with ZANIS in Lusaka, Mr. Kampyongo said there are no sacred cows when it comes to the law and so everybody should follow it regardless of their race, color or nationality.
He stated that when people commit crimes they will be deported or arrested and put in correctional facilities regardless of their race or nationality.
Mr. Kampyongo however said that this should not dilute the overall relationship between nations.
“If you have bilateral relations with the republic of China for example, it shouldn’t take two or three individuals who are criminals or break the law to affect that bilateral relationship which the two countries have shared for a long time’, he said.
Mr. Kampyongo disclosed that the country’s correctional facilities is composed of both local and foreign individuals which goes to show that the law does not discriminate against anyone.
He noted that both foreign and local people are arrested every day and it is no strange thing.
Mr. Kampyongo added that the country shares Memorandum of Understanding with a few countries on prisoner exchange where the country facilitates the exchange of prisoners so that the prisoners go and serve their sentence back in their home country.
He has since urged everybody in the country to follow the laws of the land to avoid prosecution.

In any foreign land, if you commit a crime you are either arrested and persecuted or deported. So Zambia-China relationship is not exceptional in this case. In the USA today with Trump administration so tough on immigration laws, people are been deported even on minor offenses like traffic violation. Now as these two Chinese nationals face the law in Zambia, let’s not mistaken that every Chinese is a criminal in Zambia, because we also have Zambians living in China some of them have commited crimes in China so to speak and that doesn’t mean all Zambiana in China are Criminals.

Point of correction, I thought this murder took place in Mungwi District of Northern Province and not Mpongwe. Please give as a true picture of where this incident took place. May be there was another murder committed by other two Chinese Nationals in Mpogwe. State your facts right.
