Ndola City Council gives Permission to Z-Mart mall to charge people K2 for using toilets at the mall

Ndola City Council (NCC) has granted permission to Z-MART Mall in Ndola to continue charging members of the public a K2 fee for using public toilets at the mall.

NCC Public Relations Manager, Tilyenji Mwanza in an interview with ZANIS said Z-mart mall has been granted permission to continue charging the fee because it is located near a market and a bus station stating that, the influx of people using the toilets is not just from those shopping but from the market and the bus station.

She said the council had a meeting with Z-mart management who explained that the fee is being used to ensure the public facility is kept clean as it is accessed by so many people due to its location.

ZANIS reports that Ms Mwanza said the council carried out a survey and confirmed that the facility is not just being used by shoppers at the mall, but by marketeers and different people found at the bus station.

She explained that people started to vandalise the toilets when the fee was scraped off thereby making it difficult for management at the mall to be replacing the destroyed or stolen fittings.

The Council PRM said the K2 fee enables management to ensure the facility is kept clean at all times and helps to replace any destroyed items in order to maintain sanity at the facility.

However, Ms Mwanza has warned other mall managers to stop charging members of the public wanting to use toilets noting that, only Z-Mart Mall is exempted because of its location.

  1. Location of the mall is not ideal to start with..the move may disadvantage shop owners in terms of business. So planners do a good job next time!!!

  2. Kindly direct the mall managers to allow shoppers at the respective malls to use them for free, provided they show proof that they have been shopping, eating, drinking or doing any other business that gives business to any businesses operating from the said malls.

    • Nothing wrong with Mrs Ngalande’s (or is it Mrs Mwanza) conversation. She is a widow.Her hubby died many years ago. So when she says its long she had been f*cked like that you can understand. I’m just thinking and getting wet….

  4. We told the beautiful girl earlier that the should special consideration given to Mall located in or near shanty compounds. The people from surrounding areas stop using their dirty pit latrines for a clean toilet at the mall. @Suntwe wa Suntwe, I am with you on the hitting part.

  5. The city council should not be issuing directives for Mall toilets. These are for the owners of the mall. Those facilities are for customers and business owners.
    The councils who have lamentably failed since independence to provide public toilets now want to ride on Mall facilities? Ati kupusa! Build toilets you goons where is our tax and levies?

The culprit here is the concil itself, you justify the charge by sighting your own failures to provide toilet facilities in your own markets and your own tax ranks and yet you levy the public for conducting business in them. No motorist or marketeers uses those facilities for free. That is the worst failure in any given governance, and how do you fight cholera?

  8. Just charge everyone except children. If you dont want to pay, go to the market toilets. Its just our people no sense of sanitation, look at the toilets at Kafubu mall, even residents from neighbouring flats go there, they even get “spare parts” like taps to take home across the road.

  9. Ndola council is off the mark. It is always prudent for wise planners to do an impact assessment on the environment and public before a project is undertaken. If this was done and at public setups was the issue of charging ablution usage tabled and how did the public react?
    It’s totally absurd to be charging members of the public for usage of convenience facilities at a shipping mall for whatever conceivable reason. If the owners of the mall are genuine investors with a spirit of cooperate responsibility they should quash this insane move. The next time they will charge with the collusion of Ndola council those that walk in the corridors of the mall say due to heavy traffic nlur blur blur..you are eroding our tiles!!!!! Wake up Ndola council please don’t think Zambians are gullible…

  10. Is that the reason they charge K2. How about crossroads mall in lsk? There is no market nor bus station nearby but we chargey K2 by Nemchem. In short shoppers are the ones paying for the cleaning services.

Dokowe has a brilliant idea.I support it100%.Let’s not punish those who have come to buy from yowa shopping mall by even paying for the toilet.The one who manns the toilet can simply check the receipt as proof of purchase of good from any shop at the mark it at the back to prevent someone using it twice or more and only charge outsiders who want to use yowa facility.

  12. Ifiko mu Zambia. Don’t blame the developer for levying the K2. It should actually be K5 for bana maliketi and others to value the toilets. We need to learn to care for public facilities well. We have thieves and vandals waiting to damage facilities meant to serve them. This is shameful.

  13. How can you charge for using the toilets they already making in enough from the rentals to clean up the place, where have you ever seen a mall that charges to use they toilets? Guess they want to really milk everyone out of every penny in this nation. Council probably get 60 % out of it and 40% to Zmart. Besides that’s now chasing away the income cause people will be avoiding these places , just now we will be charged for window shopping hahahahahaha
