Slow decentralization implementation process worries FODEP

The Foundation for Democratic Process (FODEP) in Livingstone has bemoaned the slow pace at which the National Decentralization Policy is being implemented countrywide.

FODEP Livingstone District Chairperson Nyambe Mutete noted that in spite of the political will exhibited by President Edgar Lungu, implementers of the decentralization policy have continued to resist the process.

“The President has exhibited political will to this process but we have noted that there is so much resistance on the part of the implementers especially where fiscal decentralization is concerned,” he said.

Mr. Mutete has called on the Head of State to take keen interest in addressing the resistance and challenges in the implementation process.

In a statement availed to ZANIS in Livingstone yesterday, Mr. Mutete reiterated that FODEP believed effective and efficient service delivery was at the core of a decentralized system of governance.

Meanwhile, Mr. Mutete also called on the political leadership and stakeholders in the electoral process to be tolerant if the country was to remain united.

“In this year 2019, we are calling upon the political leadership, all stakeholders in the electoral process and the general citizenry to show high levels of tolerance and unity of purpose for our country’s benefit,” he said.

And Mr. Mutete advised players in the political arena to move on and concentrate on delivering services to the people of Zambia, by putting to rest, electoral petitions that were concluded by the Constitutional Court in 2018.
