President Lungu confident that Chipampe will deliver as State House Spokesman

President Edgar Lungu is confident that newly appointed State House Special Assistant for Press and Public Relations will deliver.

Speaking when he swore in Mr. Chipampe at State House this morning, President Lungu said he believes Mr Chipampe is the right man for the job.

“This job that requires one to go an extra mile, including sacrificing their time, to get the work done. I have no doubt that with Mr. Chipampe’s 24 years of professional experience in the media, he is equal to the task,” President Lungu said.

“To Mr. Chipempe, I urge you to bring sanity in the media fraternity by finding solutions to end the unbecoming trend of journalists thriving on publishing fake news especially in the wake of social media,” he said.

President Lungu said this type of journalism is retrogressive and negatively impacts the development of our country.

“This position is a very senior one in the civil service and comes with immense responsibilities. You will soon get to know that your new office is demanding, often requiring that you go an extra mile to serve”

“As I conclude, I urge you to quickly settle down in your new position. Let me encourage you to continue exhibiting professionalism, loyalty, trust and commitment to duty which I must say has earned you this deserved promotion.”

“May the Almighty God bless and guide you as you serve the Presidency and the people of Zambia,” President Lungu said.

    • This is the right time to conduct a lifestyle audit on Mr. Chipampe (I am respecting him as I giving him the benefit of doubt) and his immediate family then do another one in 12 months…look at Amos and how much wealth he has amassed so much wealth its breathtaking. If LAZY LUNGU was seriously against corruption he would have mentioned this but we all know that such utterances are non existent in this man’s vocabulary he would rather talk about social media misuse.

    • As long as he doesnt become another Chanda or Dickson Jere or Richard Sakala. As long as he doesnt start to think because he speaks for the president, he is the president. As long as he doesnt think he is no longer a civil servant. As long as he doesnt think he is the PF spokesperson. As long as he doesnt forget Zambian cultural values which will demand that Kambwili may be a fool but he is older than you. As long as he doesnt think ZNBC Times Daily Mail newsrooms are supposed to get orders from him. HE MIGHT DELIVER.

    • @JayJay I ve been trying to comment on that very quotation you posted nearly the whole day but LT keeps blocking me. I wonder why.
      That quote from Lungu shows you how Lungu doesn’t know his job. Its not the job of the Presidential Special Assistant to bring sanity to the media. He is not their editor in chief! If anything his job is to manage that insanity so that the President knows what to say and when and how to say it. Lungu isdefacto telling Chipampe to continue with Amos Chanda’s shenanigans. He is telling Chipampe to interfere with editorial decisions so that Lungu’s idea of sanity can prevail in Zambian news media. And PAZA is idly standing by when they should be fighting for their democratic right to press freedom. Ati kupusa!

      I would want to think that the guys job is to communicate state House, Presidential matters to the media and the public, not to be finding solutions.

  1. Somehow I feel sorry for this Mr. Chipampe. This is the last job he will ever have.After working for ECL until probably 2021 ,his name and professional credentials will be totally soiled by someone else`s constant verbal poop. Anyway even Satan has loyalists working for him.

  2. Emanuel Mwamba would have been perfect for this job. Infact as it relates to social media Mwamba is from a generation that has a deep understanding of the workings of social media. Remember as special assistant for press one has to understand how to direct narrative, control spin and leverage positive positions. Good luck to the new appointee.

    This is all LAZY LUNGU knows complaining about useless issues…why is he urging Chipempe do bring sanity to media fraternity is he the minister of information, is he media association..instead of focusing on the wrongs Amos did like being pompous, arrogant and corruption through auctioning appointment to State House etc he is focusing on irrelevant issues.

    • Unfortunately J! Arrogance is almost a requirement for this position. You have to remember that when you attempt to direct political narrative you will always face an opposition whose every effort is to counter your interpretation. The only way to stand firm is to present your position with unwavering stance. Sometimes to appear arrogant is the only way to get that done. When you serve as presidential spokesman in a country politically devided like ours you probably end up being one of the most hated personalities in public political space. It’s part of the job!

    • Loadist – Please do not mistake being confident for arrogance …this is a civil service role its not a PF media dept role you are not being paid by LAZY and Ester you are being paid by the Zambian people opposition included this why there is a Govt spokeswoman to answer policy and party related questions …its not part of his role….when you saw Amos doing that it was because his boss does not understand his role and cowers from the media.

    • J! As head of the executive branch Lungus position is by extension and definition government position. Remember in a country where the president pretty much has autonomy of power its almost always the case. There is a thin line between confidence and arrogance in politics. What your allies view as confidence your opponent will interpretation at as arrogance. There is no room for civil discourse in politics. At least not as its practiced in our dispensation. When you have power you leverage it to dispel, discourage and completely obliterate your opponents. That’s the job of the press secretary make your appointing authority, the president look to have the upper and stronger and even nobler position at all times.     • Ba Loadist this post is for a Special assistant for Press to the President. He is an Assistant to the president for Press, The post is not for a loudspeaker or Spokesperson as you are describing it.

    • Loadist – Slow down… It seems you have got the role of Presidential spokesman confused with that of Govt spokesman or Party media director .There is no thin line between arrogance and confidence…if Obama was standing in front of an audience in a room he talks with confidence no one will view that as arrogance. The role of a Press officer is clearly defined just as the role of a Ministerial PS is clear…them being civil servants is enough to tell you who they are supposed to work for, anything outside the civil service code of conduct is wrong even though most “bad” civil servants are not adhering to it. I blame Cabinet office for this but who can blame the when the Head of State is oblivious to the job description of his new appointee.

    • VJ – Yes…the role is Special assistant for PRESS to the President (self explanatory)…in Zambia we tend to call them Presidential spokesman which I just did and that is wrong as that is the job of the Govt spoke person.

      Would you not agree that one if the many functions of the special assistant for press to the president is to represent the president’s office and position to the press and therefore the nation at large? He directs and spins the narrative in favour of the president. We only hope that they are guided by truth,national interests and integrity. I think it’s a fallacy to expect the special assistant for press to the president to represent any other interests but those of the president’s office.
      Just my opinion and ofcourse I could be wrong.

  5. Congrats Mr chipampe.I actually feel you deserve this appointments.piece of advise is that don’t engage in tribal rantings.we have seen senseless retirements in national and public interests.Tribalism is a black spot for the country.stay away from it

    • You are wasting your time. Chipampe will have to read ECL`s mind all the time.His opinions will not matter much otherwise he will not last.It is ECL who made Amos Chanda become what he became. Chipampe is just another Sarah Hukarbee Saunders.

    Lungu , you are mostly to blame for this fake news as you have never faced a press conference to answer any questions the country seeks answers to , hence we resort to social media to make up our own answers , fake news as you put it.

    The new spokesperson has a very easy job, no journalists ask any probing questions any more for fear of violence by your caders.
    His main job is to trying to deny the numerous corruption rumours and scandals blighting you and your GRZ. Even that is only when he feels like it.

    • Exactly all this points to his office, his govt and him as a Head of State who lacks accountability and transparency..LAZY could have used today as an opportunity to host a Press Conference to bring the nation up to speed on the economy, KCM debacle, FIC Reports 2017 and 2018 BUT NO NON LAZY wants to give advice against fake news. LAZY has not said anything on the resignation of Amos and why he resigned, yet people are speculating …LAZY can end all that with one sentence but he cowered LAZY would rather talk about fake news.

  7. He may be a good guy with sound professional background better than Amos when he joined Public Service from a freelance journalist selling articles to the Post Newspaper! The trouble is however good Chipampe may be with his past he will become bad bcoz he will be working under a BAD LEADER,who outsources his job of holding press conferences to clear hot issues to his aide and does NOT differentiate between Govt.Spokesperson and Presidential Press Aide,leaving the latter to face political issues not meant for a civil servant!!

  8. Ok now we do not expect Chipampe to be updating the nation on the resolutions of Cabinet meetings but the Chief Government spokesperson.Chipampe’s business is just State House affairs, nothing else. Not even Vedanta or KCM.Are we together?

  11. Congratulations to Mr Chipampe, he has the experience in media and no doubt the ability to carry out his role.

    The greatest attitude required for this is patriotism, and the skills to serve his country well and to uphold the good image of the Office of the President, of which I am sure he has.

    It will be tough, but the requirement that he deals with social media misrepresentation is bread and butter for any aide in this role. Otherwise we could see the spectre of our President taking to Twitter to challenge Fake news like Trump does (very well….)!!!

  13. The spokesman just as the name suggests speaks on behalf of the president, since the president may not be able to speak at all times. But in our case with a president who never addresses his people except in a hurry to somewhere. The spokesman becomes even more powerful like was the case with Amos. I hope this dude doesn’t become big headed since he’ll be carrying out probably 90 percent of lungu’s workload

  14. I’m glad that he has appointed a seasoned Civil Servant and someone who has vast experience in the media industry. There is some merit and objectivity in his appointment. Congrats Bwana!!!!!

  15. “Bringing sanity to the media fraternity” is the correct message to this man. Having served 24 years without pronounced scandals being linked to him or indeed being sued for abuse of office or mouth is “sanity” in itself. This man is a member of the journalism fraternity and his contribution or rather his conduct can bring about sanity in the media circles.
