Why the Rotten and President Controlled Anti-Corruption Commission is Incapable of Prosecuting Lusambo

Seeing Lusambo in handcuffs with a swollen face made the New Dark Regime happy; finally the chicken coming home to roost! My simple question is, where was the ACC when Lusambo acquired “over 100 houses” as reported? This is the question we Zambians must be asking? “President Lungu,” is the short answer. If so, what makes us believe that the ACC is not overlooking corrupt actions in the New Dark Regime for fear of President HH? This is the one billion question that should trouble every Zambian, especially now when the ACC is officially under the President’s Office.

The rotten ACC raided, arrested and courts acquitted many people during the PF era once they blasphemed against its god. If Lusambo is as corrupt as reported, and the ACC did nothing, how much damage would this maggots dropping investigative body do to the nation now that the President controls it? PF scavengers must be fairly investigated and punished. But the current AAC lacks moral standing to make apolitical investigations–that which were no crimes during the Lungu administration cannot become crimes under the New Dark Regime without accountability. We to investigate the corruption of the ACC and probe its own corruption. We don’t have the ACC, but the President Anti-Corruption Commission (PACC). PACC is nothing but a maggot-filled carrion with the sole purpose of punishing the President’s opponents as opposed to protecting national coffers.

To depoliticize the investigations, we need an Independent Commission. But such an Independent body wouldn’t spare President HH and some of his closest allies either. So the President is comfortable using this rotten body to get even with his political opponents rather than protecting national coffers.

President HH’s fight against corruption may be well intended, but the drip, drip, drip arrests of former PF officials are slowly turning into political retribution in the public eye. This is due to frivolous cases that are not well investigated. The arrest and release and re-arrest format paints a picture of a desperate Regime in search of crimes by political opponents. The New Dark Regime may celebrate today, but tomorrow exists for a reason. As per Zambian tradition, unless today’s officials undress themselves before the new god, his UPND officials will be arrested for similar crimes by the same rotten ACC, when Baal is out of office. And henceforth a new god, the maggot-filled ACC to supplicate with new arrests of their former bosses.

But so is HH. Unless his immunity remains intact, he will be haunted. He has never been investigated for corruption. Some may argue that if he did anything wrong, he should have been arrested when he was in opposition. Such an argument ignores the fact that former administrations were under great pressure to ensure the freedoms of HH as an opposition leader; they feared diplomatic sanctions. Some cases were dropped for this very reason. In this regard, no investigation of his businesses has ever taken place and we shouldn’t expect anything now that the ACC is under his control.

Similarly, the assumption that HH is rich, thus he cannot be corrupt is unfounded. Across the globe, the rich are among the most corrupt people. So we shouldn’t be fooled by riches–if you give HH your open purse, he will claim it as his own. The truth will only be known when he is out of Office.

President Hichilema’s recent defense of his world tour as in Zambia’s interests as opposed to his private ones betrays logic. Aside from the fact that ambassadors represent Zambia’s interests in foreign lands and the President’s presence is not necessarily needed at every gathering, his trips are meant to promote his personal businesses in Dubai, New York, Glasgow and wherever he goes. Thus his opponents will surely find countless cases of corruption, conflicts of interest, and unethical business practices which could qualify as abuse of office. It is for this reason that his decision to have direct control of the ACC was simply unwise. Once he earns Zambia’s derogatory term, “former president,” his ministers like priests of Baal in jail to rot! For when it comes to political power, it is simply an allusion for a moment. Thereafter, ordinary persons, we all become. Another reason to use it wisely!

  3. I asked one of the investigation agents why they have to wait for a new Government to arrest suspected plunderers of national resources. His answer was for fear of losing his job. I said as a professional that shouldn’t worry him because that’s what he was trained for… to tell the truth. His reply was there were no jobs in ZAMBIA so he wouldn’t risk his current job. As some people have already said, these cases will be difficult to prosecute.

  4. We hear PACC is now forcing property suspected to be from proceeds of crime are now being forced down the throats of citizens. Baal is indeed under pressure to secure even one conviction but it appears his efforts is undressing his huge appetite for revenge and diversion of attention from his dirty business dealings coupled with his personal business trips. Master Zambia is too huge to be served by servant h² while he sticks to serving his smaller businesses. It hates to say this guy knows nothing about Political Governmence but his corporate business. GIGO!

You wonder, if the police have competence or if they are working independently why recalling and rearresting citizens unless the instructor of these charges is trying to force them to apply uncomfortable charges. A world where baal is king, only him thinks he has appropriate charges. We thought it was the economy to be fixed, we were wrong, it’s perceived enermies. Baal is dictator.

  7. I asked one person on why they have to wait for a new government to arrest anyone. His answer was fear of losing one’s job and the fact that there are no jobs in ZAMBIA makes it hard. In a nutshell these people have put aside their professionalism in order to put food on their table. With time cases may be coming difficult to prosecute

  8. Without convictions but busy arresting and releasing suspects and rearresting them. The New Dawn government is now harrassing political opponents. We didn’t vote for a government of Tom and Jerry affair. We need seriousness in dealing with corruption and not the circus we are being subjected to. I know a government that convicted Austin Liato, Ms Kabanshi and Mwaliteta for some wrong doing. This one is turning into a joke of a government. Very disappointing to say the least.

  10. This fight against corruption is just a smokescreen. There is no real fight per say. It is just to hoodwink people that New Dark Government is fighting corruption. And a bogus and stupid pastor in the name of Nevers Mumba, is supporting this nosense.Anyway, we know Nevers as a trickster who stole from Zambian embassy when he was our envoy. This fight is just a witch hunt and a way of victimising PF leadership. The chap in state house has 3 years to pack his bags. The same measure of cruelty will be instilled on him.

  13. History is being repeated. This is a revival of FTJ Chiluba’s cruel era when many innocent souls were tortured and lives lost. Because Chiluba hated Hon. Otema Musuka, the DEC (& ACC?) maliciously detained wife of Hon. Musuka for alleged exporting of cosmetics doctored with narcotic drugs; but Lawyer John Sangwa successfully defeated the DEC in the Court. This time, many Zambians are entitled to SPECULATE that UPND has evolved the “division of labour” where (a) a leader is assigned to publicly tell international communities that a new Govt strives to uphold the rule of Law; whereas (b) cruel members of a system are assigned to torture innocent souls.

And all those that get corrupted in UPND should be prosecuted if HH had to vacate state house, knowing that ACC is controlled by HH and things appear like there is selective persecution. And I encourage you to keep transcribing such articles to bring cognizance and awareness.

    However, your notion that: Across the globe, the rich are among the most corrupt people. Is a wrong mindset that has conditioned people especially in African countries that, if you see a rich hardworking and successful person, then that person must be evil, corrupt and took advantage of the poor. Even churches have brainwashed congregations that if you are rich then, you re painted as not so good a person.

Chiluba’s Minister (an Engineer) who dissolved Zambia Airways ended being haunted the rest of his life for his own atrocities that he committed as he lived in communities where former Zambia Airways employees resided. It was a sad sight to see a former Minister in shame (and poverty-ridden) walk along Cairo Rd after a President abandoned him. This is a reminder to the cruel crew of Ministers, DEC, ACC Police etc, that in the near future these operatives will be haunted for the rest of their lives due to their atrocious actions. Since communities know them, Zambia and the rest of Africa will be a hostile habitat. Since their mentor Donald Trump is alive, his Billions Dollars will help them migrate to live on the moon.

If you are afraid of failure don’t expect to succeed because failure is part and parcel to success. If am able body person, then I must be ashamed if I don’t succeed in life. Because blind, deaf and severely disabled people are breaking the ceiling and changing the world. We must all Believe that we can climb that mountain called Impossible.

    Kapya Kaoma Lastly, keep writing we appreciate your articles. Don’t take things to heart from those who insult and attack you. Many have nothing to debate, but just resort to insults. We need a balanced debate in Zambia to be the best at we do or achieve as a nation.

    It’s great that you asked this question, and the answer is SIMPLE. If you will notice any form of corruption in the next 5 years similar to what we witnessed during the LUNGU ERA, then HELL, we will be the first ones to call up the next president to investigate HH or his ministers other person. Its as simple as that. I dont think they will dare, if at all we get to prosecute current Clique of thieves.
    You are the same people, who a few months ago were filling the pages that there was nothing happening on corruption, and when things start happening, you are crying foul. The fact that the Investigation wings are under the Office Of the President, does…

    The fact that the Investigation wings are under the Office Of the President, does NOT necessarily mean them getting daily lists on who to detain. The Investigative wings have 1 assignment from the Zambian people – Investigate and prosecute all Pompwes/Mambalas.

    Yes, we have got to start somewhere, that is the mandate from the 2.8mil. In fact, I would also include the 1.7mil of the real PF, EXCEPT of course, the CLIQUE and their few supporters who are trying to create the impression that they are acting on behalf of the 1.8mil.
    Fighting CORRUPTION is NOT for HH alone, ITS fight for us all, and it’s WORTHY IT. THE MORE WE EXPECT THAT ONLY HH FIXES CORRUPTION, THE MORE PEOPLE WILL HAVE LITTLE TRUST IN THE INVESTIGATION WINGS, THUS CREATING A VACUUM FOR SUCH PEOPLE LIKE KAPYA KAOMA TAKING ADVANTAGE and discrediting the fight against corruption. Everyone should be supportive, because in the end its the ordinary Zambian who are suffering, and the clique members are well off.

  24. This organisation is not fit for purpose! The Lusambo drama is typical of ACC posturing – I doubt anything will come out of it. Has there ever been successful convictions of elites from previous or sitting governments in Zambia? I won’t be surprised if not!

    Our people are at the receiving end of incompetency and they can’t do anything about it; because, most are on the threshold of poverty – only concerned with getting food on the table. Tackling poor governance is least on their agenda, & it can be difficult to recognise shoddiness if you have never experienced better. Poor education – rendering the understanding of complex matters difficult – exacerbates the whole malaise!

Unless we have complete structural and constitutional changes to these office bearers of ACC, DCE, PS police commissioners etc we will keep swinging like a pendulum at every change of Govt. Clearly Vasco da Gama is not the right man to preside over this important mile stone in our baby democracy. The reason is simple, a new Govt will surely have renewed vigour to proscute him for various omissions and comissions. Clearly the electorate of Zambia need devine intervention because now it is clearly selective proscutions. We welcome the proscution of all wrong dowers but it cannot be lopsided as is the case with the current regime of Hakainde. Hakainde has all the information about his corrupt leutenants in his Govt. but he is just…
