APNAC Demands Transparency as ACC Secretly Investigates Two Cabinet Ministers for Corruption

The African Parliamentary Network Against Corruption (APNAC) has given the Anti-Corruption Commission (ACC) a 24-hour ultimatum to update the nation on the matter and name the firm involved in the alleged corruption case against two Cabinet Ministers in Zambia. Engineer Charles Milupi, who is the Minister of Infrastructure, Housing and Urban Development, and Dr. Situmbeko Musokotwane, the Minister of Finance, are reportedly being investigated for allegedly receiving $250,000 each from a named contractor as kickbacks.

Speaking during a Media Briefing in Lusaka, APNAC Secretary General Munir Zulu said he had information from impeccable sources that the two Ministers had been secretly appearing before the ACC, and that State House was aware of the investigations. Zulu questioned why the ACC was not updating the nation on the progress made, and tasked the commission to tell the nation why the matter they have been investigating for two weeks is not being availed to the public.

“If the ACC does not tell us where this money came from, we shall name the contractor who transferred $250,000 to each one’s account. We have the information. We are giving them a benefit of the doubt to tell the nation. Why is this information being guarded secretly? We have also received disturbing information that Engineer Mulchard Kuntawala allegedly transferred some money before he was appointed RDA Board Chairman through a bank transfer again to Hon Charles Milupi, and the ACC have been investigating the matter. We demand that the ACC must come out clear on Milupi and Musokotwane,” he said.

Hon Mulenga FUBE, an APNAC Member, demanded transparency from the ACC, stating that if the transfers occurred, it is grand corruption meant to benefit the individuals who received the money. He called on the ACC to issue a statement within 24 hours, saying that the two ministers under probe are holding two sensitive positions and control the resources of the nation. “As APNAC, we are just doing our oversight role on the Executive. What we are doing is blowing the whistle, and in this case, the whistle is being blown in the direction that the ACC must issue a statement. They must issue a statement within 24 hours, this also includes Mr Kuntawala because it is presumed that everyone is innocent until proven guilty. As citizens, we have a right to demand that ACC up their game. Let them use the same measure they use on suspected proceeds of crime. We are here talking about an exchange of cash. We demand transparency from ACC because it is a wing that we expect will expose abuse of public office,” he said.

The allegations have raised concerns about corruption in Zambia’s government. The APNAC’s ultimatum to the ACC underscores the growing demands for accountability and transparency in Zambia’s public institutions. Corruption is a significant issue in Zambia, and President Hakainde Hichilema has vowed to tackle it. The allegations against the two ministers come at a time when the government is trying to rebuild the country’s economy.

  1. Is this really happening? Is this real…I have my doubts because we never thought this would happen under the New Dawn govt. If it turns out to be true then this could likely also be the cause of why the USD is depreciating at such a high rate. People at the top managing the finances if the country are deliberately allowing it to drop so that they benefit from a weak Kwacha. ACC investigate ministry of Finance and BOZ and you might find some collusion.

    • Aren’t we a strange country? Why should something uttered by Munir Zulu be accepted as truth without even waiting for a while? This is a man who’s reported to hv assaulted a police officer on Kasangula road in Lusaka under the PF regime.

  3. Are people surprised? Why do you think someone can be fighting in opposition for decades without giving up? It’s the advantage to have easy access to money that motivates people to fight for public office. Those who are genuine leaders have simply returned to their normal life because they can’t stand the avarice that surrounds the scum that want to lead the nation. The late Mr Chipimo summed it all in one sentence and relocated to the rural and quiet area.

  5. Usually, a whistleblower is among those close to the investigation. APNAC isn’t an investigative institution, they’ve just been fed the info. Leaks like this emerge if some in the team aren’t happy with how things are going. I don’t understand how a sane person can link such allegations to a ploy to jeopardize the IMF program. Let the individuals just clear their names. As for Musa Mwenye, this is a warning that not all officers are happy with what’s going on at ACC

    • It’s easier for you to believe that Edgar Lungu Lungu stole than just to simply say it’s possible Milupi can steal… just that. I have observed in SM the majority of Hs are calling this a bluff.

    • Situmbeko survived by a whisker otherwise he could have gone to jail over bicycles. He still hasn’t cleared his name over the Varun scandal

  7. When I saw the person making the allegation was Munir Zulu, I knew its all fake.
    Munir Zulu was silent when his uncle Bonaza was acquiring 2 helicopters under dubious circumstances.

    • Whn Dejavu hears bad news about those he dislikes, he wants to believe it without checking or waiting to find out if it’s true. So much for objectivity in political issues. Munir Zulu’s outbursts are a “Dejavulian truth” to be believed by him and those like him.

  8. Under UPND government Musokotwane and all the big guys are untouchable….remember 48 houses belong to Musokotwane’s nephew and the case has died…no one talks about 48 houses anymore….AFRICA WE JOKE TOO MUCH

    • If you follow news objectively, you should know that the 48 houses case is almost concluding in the Magistrates Court. The accused who’s now on his defence is not related to Situmbeko Musokotwane. You’re an annoying waste of space.

  10. This is one more reason among others why Shi Anderson Junior (Hakainde) was wrong to bring the Acc under his blossom (State house). The ACC like the ECZ are supposed to be as independent as possible. But for Hakainde to decide to be the CEO of ACC in addition to appointing his cronies to head the unit is just out of this world. To date no one has ever blocked his motorcade to from his work. But he claims people wanted to kill him. In other countries surely he would have been killed for blocking the motorcade of a head of state.
