  1. Is this an indirect way of saying PF is creating job (Fake)…..more districts for cadre appointment period not necessary

    • Lord of mercy! The PF way of development and job creation! New districts yet others so pronounced still have to have infrastructure! Well if its to give many more Zambians with construction companies contracts and jobs for locals maybe a good idea but stupid for implementation in the current economy! Which budget?

    • Our situation is such that we need to collect money from the district councils, at the same time we don’t want any early settler who comes back to Zambia to find things right where he left them.

  2. How I WISH THIS COULD BE THE RATE AT WHICH WE COULD BE OPENING NEW INDUSTRIES TO RAISE NATIONAL PRODUCTIVITY AND INCOME. ALAS!! EACH DAY THE COST OF ADMINISTRATION IS EVER GOING UP at the EXPENSE OF ECONOMIC GROWTH!!

  3. I agree with jay jay. why create districts when its against economic reasoning? the country has no money, it was better that the money is used to finish projects which are already underway.
    Let’s be serious

  4. DISTRICTS CREATION IS SPOT-ON. IF YOU CHAPS, AGAINST IT DON’T KNOW WHAT CREATION OF NEW DIDTRICTS MEANS AND MOST (IF NOT ALL) LIVE IN THE USA, EUROPE OR UK AND YOU CLAIM TO BE MORE ENLIGHTENED THAN THOSE WHO LIVE IN ZAMBIA THEN HARD LUCKY. OF COURSE NEW DISTRICTS ARE CLOSELY RELATED TO CREATION OF JOBS THROUGH NEW HOSPITALS, POLICING, SECONDARY SCHOOLS, COUNCILS, COLLEGES, UNIVERSITIES, CONSTRUCTION OF ROADS AND BRIDGES, IMPROVED AND COMMERCIALISED FARMING, INDUSTRIAL DEVELOPMENT, ETC. BECOMING A DISTRICT MEANS THAT THOSE DIDTRICTS HAVE ACCESS TO CERTAIN FINANCIAL ALLOCATIONS AND IMPLIMENTATION OF CERTAIN MANUCIPALITIES. THE LIST IS ENDLESS.

    • @Peter reasons you advance are not fundamental to the creation of a district. Those reasons cited are given. Its like making rods or tar roads in Zambia can not be attributed as hard working of the Zambian government, for that is what every reasonable government is supposed to do for its citizens. Equally, Mwale’s comment on creation of districts and those who want to up grade the status of their districts are encouraged to apply on one hand, and urged to work hard so that they can be upgraded on the other. Status of districts is determined by its commercial activities and its potential (societal qualification) and not jobs for cadres.

    • Blogging in all capitals is equivalent to shouting or yelling, you are not as educated as you want to sound. Tone down.

    • BA PETER AND WHERE IS THE MONEY COMING FROM, DISTRICTS CREATED BY MICHEAL SATA ARE STILL DISTRICTS IN NAME ONLY WITH A FEW CADRES GETTING PAID AS D C .

  5. This was done to “improve service delivery”, simply translated if not at minimal a district, then forget about any improvements in delivery.

So WE WANT whatever isn’t a district thus far to be turned into districts.

    • @Mr Katongo,
moral of my comment is in showing PF thinking that improved service delivery comes with elevation to districts, which is wrong.

      I hope you understand now.

  6. You are simply increasing govt expenditure when your Finance Minister is running up and down wondering how he is going to balance his budget…its a no brainier!!

  7. There is nothing he can do apart from turning villages into districts. President Edgar lungu will not leave us

  8. Creating new districts isn’t the path to employment as peter puts it. It only increases expenditure let alone on institutions that don’t contribute any revenue! You can’t have a district everywhere simply because there two or three tuntemba then u pronounce it as dist. No!!

  9. Gents the councils in Zambia are all defunct, none of them are performing their duties to capacity. For instance these so called municipality do not make roads anymore, do not make drainage systems. There jobs are only to allocate plots and then citizens have to do all by themselves. The council has to be reminded that it is their duty to provide the basic services such as water instead of citizens putting up boreholes. Are there any leaders in our beloved country who can change these abnormalities? Unfortunately, we have adopted mediocrity and nobody seems to realise this.

  10. @6.0 Peter, I agree with you that creating new districts creates Jobs, but does you wisdom tell you that all the institutions you have mentioned are creating a lot of pressure on the national budget, because the many ones you have mentioned are funded direct by Ministry of Finance, where will the money come from? If you don’t think keep quite.

  11. All of you cannot even go home some of you do not even know your home villages why? You stay in a developed town so why can’t other villages be developed? No if they try to develop others you fear your life in town will be disturbed as money will be shared. Until when is the other places going to be developed? Oh until Zambia wins a jackpot. Let us share the little we have with the less privileged and what is development if it is only in already developed towns?

  12. If districts are created bigger towns will be congested even those who has plans to migrate to various towns will stay at home since what is in town will also be there. As it is now every one wants to come to town.

  13. Implication to the treasury? At least the MMD government in PF is aware of what they are up against. For the PF, it is business as usual.
