President Edgar Lungu has extended the mandate of the Commission of Inquiry on Voting Patterns and Political Violence to 30th November, 2017.
Secretary to the Cabinet Dr. Rowland Msiska has told QTV News that this is in exercise of the powers in Section 3 of the Inquiries Act.
Dr. Msiska explains that the extension is contained in Statutory Instrument No 33 of 2017 dated 12th April, 2017, issued by President Lungu.
He explains that in exercise of the powers contained in section 3 of the Inquiries Act, the Commission issued under Statutory Instrument No 72 of 2016 and published in accordance with the provisions opf section 2 of the Act, is amended by deletion of the words “Not later than one hundred and twenty days from the date of appointment of the commission” and the substitution therefore of the words “by 30th November, 2017”.
The Secretary to the cabinet has since disclosed that copies of the said Statutory Instruments can be obtained from the Government Printers in Lusaka.
Last year President Edgar Lungu has appointed a Commission of Inquiry to examine the causes of the political violence before and after the 11th August, 2016 general elections.
The Head of State tasked the commission to submit its report to the President within 120 days from the date of appointment.
President Lungu has named the Inquiry in accordance with the Inquiries Act.
The Commission of Inquiry was to also inquire into the voting patterns between 2006 and 2016 and the root causes of these patterns.
The Inquiry was also to examine to what extent the pre-election political violence could have influenced the voting patterns in the 11th August 2016 general elections.
Among other matters, the Inquiry will examine the role of political parties, traditional rulers, and the media in shaping voting patterns and instigation of violence among others.
Some of the appointed members include: Justice Munalula Lisimba as a Chairperson, Marvis Chisanga as Vice-Chairperson, Nzovwa Chomba as Secretary, Mike Mulabe as Deputy-Secretary.
Others are Fr. Lastone Lupupa, Charles Kafunda, Lee Habasonda, Reuben Lifuka, Dr. M.C. Bwalya, Maureen Siamulele Tresha, Professor Owen Sichone, Redson Nyanga, Flora K. Mooya , Senior Chief Ntambo and Wilfred Chilufya.

It is surprising that the ICC opinion-seeking that Lungu started a couple of months back has already concluded. But this Commission against Dundumwezi is struggling to get traction after 9 months of being in existence. Could it be that the answers are unbearable to Lungu and he wants a rewrite of the results?
Buffoonery at this level is always tragic albeit amusing. Lack of condemnation by HIMSELF Vodiga Rungu and minions of acts of violence perpetuated by PF members is the simple reason that the opposition where pushed into a corner to respond in kind.
One does not need a commission of inquiry to tell you the obvious, but since we have the idiocy and the power, let’s create a commission of inquiry to find out why the sky is blue. This is just Voduga Rungu and PF failing to accept their responsibility in this matter.

this is just outrageous, why do you need an inquiry to determine something that is already know. To determine the voting patterns, incredible!Facts:
1. Zambia is a country carved and shaped by europeans. No african was asked as to which people should be in it.
2. From fact 1, there are minorities thus created who will by default not be allowed to handle power of this defacto state as we have heard from different ethnic groupings.
3. True sovereignty dictates that you determine and shape your own destiny. How have we done this if we still insist on borders carved by other which divided brother and sister into becoming foreigners to one another. A tumbuka in malawi is a foreign to a tumbuka in zambia.
